Two Slayers STE.AGATHE, Que—A wide dragnet manned by more than 100 police and civilians operated Wednesday from this Laurentians resort town where two men are sought following the gun-battle slaying Tuesday of police Captain Ernest Chalifoux.Fifty provincial and municipal police combed the well-wooded area 60 miles northwest of Montreal.Headquarters said more than 50 civilians were helping.Sought for questioning are two men who escaped from an alcoholic rehabilitation centre in the district. That was a few hours before Capt.Chalifoux received mortal lung wounds from two bullets fired into his back.He was attempting to arrest two men caught looting a distillery agent’s station wagon, laden with rye whisky. They fled in the gloom of a power blackout after at least seven shots were fired, four by the captain.Capt.Chalifoux, 51, died after managing to drive his cruiser back to headquarters.Police said three cases of liquor had been stolen from the station wagon, one of a number of vehicles that had been tampered with. The civilian help in the search followed a wave of public indignation.Roadblocks were set up shortly after the provincial police took over the investigation and police speculated that the two assailants have no vehicle and thus should still be in the immediate area.World News In Brief ê.it n ¦ .Work-Stop, Silence After Hanging Of 3 Cypriot with the bigger congress, which it fears could raid its membership heavily if organizing warfare were de.dared.In return, it was expected, the Quebec confederation would be accorded a sort of intact. i Seal Doom Of Miners, Hope Dies M A RC1N ELL K, Belgium—(TP) —Rescue teams today sealed off the upper levels of the burning Casier du Rois coal mine, dooming an estimated 30 of the 260 men trapped below in the hope of saving the others from suffocation. With oxygen tanks strapped to their backs, workers descended the main shaft of the 3,300-foot-deep mine in relays with big slabs of spun-glass fibre. With these they shut off all passages from the smoke-tilled shaft down to about 2,200 feet ,in the hope that this would enable them to descend to lower levels where most of the trapped men are believed to be.The miners were trapped Wed nesday when the fire, caused by a short circuit, melted an elevator cable and sent the lift crashing to the bottom of the pit Other escape routes also were cut off.Twenty-five miners escaped aboard 'he elevator before it was lost.Rescue workers by Wednesday night had removed nine dead and six injured miners from upper levels.Another 230 were in levels 2,500 to 3,300 feet down.About 30 more were believed somewhere in the sealed-off passages—and if they were not already dead, the closing of the passages doomed them to suffocation. One worker who came back from the 2,200-foot level said the “heat and smoke are terrible.” “With my light I could not see six inches in front of me, but if the men in the lower levels have found holes to hide in from the heat they may still be alive. There still is hope.” Before the passageways were sealed off, workmen poured tons of water down the main shaft in a risk-filled effort to extinguish the flames. They resorted to an extensive use of water—even though it might drown the trapped men—after trying unsuccessfully for hours to curb the flames with hand extinguishers.Capital Hill Roundup New Immigration Policy On Chinese OI I AW A >6' — Common» Opposition speaker* (leaped brickbats on the government Wednesday for one new immigration tax reductions in the 1957 and the warnings of his economic brain-trusters that such tax cuts might fan the fire of inflation, Prime Minister St.Laurent might well call a snap election this fall, aoxord-ing to some Ottawa observers. They argue that the Government could seek to take advantage of the high level of economic prosperity now prevailing in the country as a reason for its return to office, leaving the issue of tax reductions as something for the distant future.Rut the Liberal strategists would do well to think twice about a snap election by which Canadians would be deprived of any prospect of tax reduction» in the foreseeable future. The average taxpayer finds it difficult to convince himself that tax reduction» will increase the danger of inflation. So long as tax revenues remain high, government spending will remain high — and government spending is no less inflationary than spending by any other sector of the economy. In fact, it is a greater drain on the economy than spending by individuals, as persons employed by private organizations are generally engaged in more-or-less productive enterprises, while civil servants seldom add to And A Fall Election the output of real goods and services. And the civil service will grow as long as government revenues are high, inkeeping with Parkinson’s law enunciated by The Economist of London some months ago to the effect, that when dealing with the civil service: "Work expands so as to fill the time available to do it in and there is no relationship between the work to be done and the size of the staff which is assigned Compelling evidence of the validity of this law is found in the defense department, which employed 8,000 civil servants at the peak of World War II in 1944, and which employs 8,200 today. No less remarkable is the overall increase in the size of the civil ser- i vice — an increase which continues at a pace far in excess of the rate of population growth or growth in the size of gross national product, and which is even more, rapid that the rate of growth of so-called social and ^ other services provided by government. The size of the civil service, exclusive of Crown corporations and ; other special agencies of government.' lias jumped from 47,231 in 1934 lo 145.502 in 1950 and to 181.913 in I 'w.Another Round Of Inflation The announcement by the United States Steel Corporation that prices will be boosted approximately $8.50 a ton to cover initial cost increases resulting from the new three-year con tract signed with the workers was not unexpected. After all, the public realized that it would be called upon to maka good any additional outlay for the steel workers» But it is an inevitable start of a new round of inflation at the very time observers had agreed the inflation spiral had been halted.Canadians cannot expect to avoid the repercussions of this latest move, as the result of higher prices for the great proportion of the steel which it imports and because the Canadian steel workers are seeking — and getting — higher wages themselves.Ihe higher prices for basic steel will be reflected in almost every 1 article in common use today, from the nickel-plated steel spoon for the summer camp to the de luxe automobile. The cost-of-living index, after a period of some stability, is on its way up again.I his rising index might not mean much to the steel worker, for instance, who is reasonably certain of higher wages and continued employment in today’s surging construction field. But it does mean a great deal to the pensioner, for instance, or to anyone for that matter, whose income remains stationary.' It can also mean much to all Canadians, because if our costs go up, then the products we make become more expensive and less in demand in competitive markets. The inevitable result will be reduced .employment and lower incomes at the very time that living costs are advancing.Much Needed Repairs Many motorists in this area, as well as a considerable number of tour-its, will welcome the paving of
