Maoist hands following establishment of “revolutionary committees” to govern each of the country’s 29 provinces, autonomous regions and municipalities. But the purge left deep wounds.By the beginning of this year, the Red Guards were making indiscriminate assaults on Chinese people and quarrelling among themselves. The army moved in to curb excesses, and encountered divisions within its own ranks. The Chinese press detailed the results of factional fighting in Wuchow, a city of 200,000 in Kwangsi Province. An account just seen in Tokyo says that in May, "fires which broke out on Taft-Hartley Act.The strike by 75,000 dock-workers was ordered by the AFL-CIO International Longshoremen's Association after negotiations with the Shippers’ Association broke down Monday.Hours later President Johnson invoked the Taft-Hartley Act, setting up a three-man board of inquiry to hold hearings today to take action by Wednesday that could lead to an 80-day cooling off period. The White House action came with approximately 160 ships immediately threatened by the tieup of ports from Searsports, Me.to Brownsville, Tex.Union president Thomas W.Gleason said military cargo would continue to move.Gleason said he expects an 80-day injunction later in the week.“We will oppose it,” he said, and the strike would proceed until the government obtains the injunction, Seven times in the past 21 years the government has used the Taft-Hartley Act to return the longshoremen to work for the 80-day cooling off periods. The Taft-Hartley Act, named after its sponsors—the Trudeau, French Premier Maurice Couve de Murville said Monday that France’s interests do not basically conflict with Canada's and relations could only improve because of the high-level talks. The French premier made the comments at a news conference following a 95-minute meeting at the Citadel with the Canadian prime minister. The session, 35 minutes longer than scheduled, ended with both men in smiles.Mr.Trudeau, who escorted the French premier to a limousine, told reporters: “We sat by the fire and had coffee. We had a fireside chat.” He said he might make a statement today in Canadian position on Vietnam, but government officials insist that the shift has been one of emphasis rather than policy. It was signalled by External Affairs Minister Sharp last week when he told the Commons that in the Canadian view a halt to the bombing of North Vietnam is “one of the essential first steps” required to end the war.Such steps, he made clear, would have to be taken by both sides.Mr Sharp was replying to David Lewis, the NDP parlia- SALT LAKE CITY (AP) -Vice-President Hubert Humphrey says if elected president Nov.5 he would stop the bombing of North Vietnam as an “acceptable risk” for peace—if Hanoi showed willingness to restore the demilitarized zone separating the two Vietnams In his first paid television broadcast Monday night, the Democratic presidential candidate said: “As president, I would stop the bombing of the North as an acceptable risk for peace because I believe it could lead lo success in the negotiations and a shorter war. This would be the best protection for our troops.” The vice-president placed a qualification on his proposed bombing halt, saying that before taking action he would “place key importance last night, en route here for the state funeral of the late premier Daniel Johnson.SETTLE COLD WAR?At the news conference, the French premier was asked if the talks would help settle what a reporter described as “the cold war" between the Canadian and French governments. He replied, smiling "1 didn't get the impression at any moment that I was involved in a cold war with Mr.Trudeau or that my country was involved in a cold war with Canada.” The French premier also said he does not think “this sad event” the death of Mr.Johnson—would modify "the nature of relations” between France and Quebec.“The French president's invitation to Quebec's premier for a visit in France Oct.11-16 still stands, but in the circumstances tlie new Quebec premier whether Canada, “in view of the opposition of the last government to the bombing in Vietnam,” would take the initiative in proposing the kind of resolution U Thant had suggested.“In our view, a balance would have to be kept in such an appeal if it were to be made,” replied Mr.Sharp.Mr.Sharp said the idea of a bombing halt as “one of the es- willingness to restore the demi! —directly or indirectly—as the pathway to halt the already-limited bombing of North Vietnam Humphrey added: “If the government of North Vietnam were to show had faith, I would reserve the right to resume the bombing.” KENNEDY PRAISES HIM Senator Edward M Kennedy, whose late brother, Robert, was a Humphrey rival for the Democratic nomination, sent a congratulatory telegram which said: “To all who look for peace in Vietnam, you have given great encouragement and hope.Fourteen person» were left homelest.Cause of the fire was a gasoline explosion in the garage owned by Roland Cote.Firemen are seen here have to decide when he could make the trip." During the talks.Mr Trudeau did not tell him that France w as trying to destroy Canadian unity and.if he did, "1 wouldn’t have had any trouble in showing him that it is an illusion or gossip.” Mr.Couve de Murville said the claim that France greets Quebec premiers like "a sovereign chief of state" was nothing but “journalistic folklore" bid Mr.Johnson was "very honored by the French government.” Asked if Franee-Quebee relations, "in difficulties lately," would improve because of his visit, the French premier replied: “For a certain number of months there have been ups and downs in these relations without, however, there ever having been anything fundamental behind these ups and downs because, basically, there is not the slightest eontradition between the interests of Canada and the sential first steps” had been ex pressed by the government on a number of occasions. In fact, however, it represented a noticeable departure from the position taken by his predecessor, Paul Martin, now government leader in the Senate.Addressing the UN General Assembly one year previously, Mr Martin said he had not the slightest doubt that the first step in the direction of peace negotiations involved the bombing of North Vietnam."It seems clear that all attempts to bring about talks between the two sides are doomed to failure unless the bombing is stopped." He described a bombing halt as “of first priority if we are to start the process of de-escalation and to open the door to the conference room.” He called it also a “first step,” and "the key to a solution, the starting-point in the process of solving the Vietnam problem.” Mr Martin emphasized that responsibility for making c o n c e s s i o ns should not be placed on the Americans and South Vietnnamese alone. He reiterated a four-point peace plan he had outlined April 11, 1967, calling for concessions by both sides. But in his formula, a halt to the bombing stood by itself as the essential first step.SEES NO BASIC CHANGE Despite this, an external af-fa i r s department spokesman maintained Monday that Mr.Sharp’s reference to a bombing halt as “one of the essential first steps” represented no basic change in government policy He called it a shift in emphasis, an “adaptation” to the fact that only 20 per cent of North Vietnam’s territory now is subject to U.S.bombing and that preliminary peace talks are under way in Paris.pouring clarify the thoughts and bit, second thoughts of everyone and, consequently, this can only be a good thing for the relations between our countries.” The French premier was asked if he had WAGES NOT RAISED While The Gazette catalogued race riots, tribal warfare and other world problems which don’t afflict Canada, Geyvandov wrote: “It is also indisputable that the majority of the riches created by Canadian workers do not constitute a profit for them. This profit ends up in the safes of imperialist monopolies.” Therë was also, he said, a steady increase in the cost-of-living index, the “obstinacy with which the owners of enterprises and the government are attempting ‘by hook or by crook' to keep workers' and employees’ wage levels unchanged.and the existence of a great army of unemployed.” "Comparing all these facts, one arrives at the conclusion that the authors of the above-mentioned article in The Gazette are hypocritically acting against their conscience when they accuse Canadian workers of ingratitude.“If one takes a closer look at Canadian reality, it is easy to see all the other problems which are tearing apart the capitalist world today.” Among others, he also cites the problem of education, saying the Canadian public's “great anxiety is caused by the fact that higher education continues to be very expensive and, as a result, is the privilege of the few.” CITES U S.INROADS Geyvandov writes at length about the way C a n a d a’s “s o u t h e rn neighbor has deeply thrust his tenacious hand into all fields of the country’s life.” Of the American “monopolies” in Canada, he seems equally indignant about those who withdraw their profits “quietly” without announcing the amounts, and others who, “on the other hand, do not consider it defaming to declare them.” “The great dependence of the Canadian economy on the monopolist capital of the southern neighbor cannot but have an effect on different aspects of the life of the country, including its foreign policy, and most often causes great harm to Canada in the eyes of world opinion."Thus, for example, despi’e the attempts made in recent years to appear on the international scene as a peacemaker, Canada in fact was involved in the criminal adventure of American imperialism in Vietnam.” Canadian munitions companies supplied arms and American bombers used Canadian bases for bombing practice, he reported. The movement against both line of allied conventional defence forces in central Europe has become after the Soviet invasion of Czechoslovakia.Speaking for public consumption, as he did at his Ottawa press conference, Mr.Brosio tries to sound reassuming.“NATO is not nervous,” he says. But you don’t need a trained ear to detect nervousness in his voice when, answering questions, he leaves no doubt that the balance of forces along the dividing line in Europe has been badly upset.Pressed on this point, he maintains staunchly that the allied forces facing the concentration of Soviet troops on the West German border may still be considered adequate, but refuses to specify what they are deemed to be adequate for.I asked whether, in the new circumstances, the NATO forces on the dividing line would still be adequate for conventional defence that would gain sufficient time for reinforcements to be poured in from overseas, or adequate merely as a tripwire activating nuclear response to a massive attack.Mr.Brosio answered indirectly by saying that, given a marked disparity in conventional forces, nuclear weapons would have to be used sooner than the strategy of lexible response anticipated in less un favorable circumstances.Applied to the current military situation in central Europe where the Soviet invasion of Czechoslovakia has created a marked disparity of conventional forces, this means NATO would indeed have to respond almost immediately with tactical nuclear weapons to any massive onslaught to avoid having its thin conventional forces overrun and annihilated before sufficient reinforcements could be brought in.Assuming the Soviet corrf-mand would not open the attack with nuclear weapons, it would certainly respond in kind to their use by NATO.After that no hot line would be able to prevent a full-fledged atomic holocaust.Except for the Better-Red-Than - Dead “Alternative” to this dreaded sequence of nuclear Armaged-don, there is only one way in which the Atlantic Allican can minimize the current danger of a world war — namely a quick beefing up of NATO’s conventional forces in central Europe to a level that would restore the credibility of effective conventional defence.Mr.Brosio, who has to go on using the “detente" language of the last NATO ministerial meeting in Iceland, cannot say so openly, but it’s hardly a secret that this is what he is trying to do right now.ORCHID HOUSE 225 Wellington South Tel.569-5144 "BROASTIE" Try some of our fèûulous Chicken — New and different — The crisp golden Broasted kind
