to be English With the exception of French in Quebec, there is therefore little use for other languages in the purely existential sense Since Quebec represents only a small fraction of the continen tal market place, the need for English-speakers to learn French is correspondingly much smaller than the need for French-speakers to learn English This fact, which has nothing to do with politics and culture, is faithfully reflected in a much higher incidence of bilingualism in Quebec than in the rest of Canada It is also reflected in the traditional gravitation of new immigrants, regardless of their country of origin and their mother tongue into the English-speaking parts of the country For further confirmation of the inescapable effects of this process one has only to look at the million or so French Canadians outside Quebec who are bilingual They are bilingual not because they want to read Shakespeare in the original or because the state has been put ting political and cultural pressure on them, but because they need English for making a living It is thus the structure of the market place and not of politics and culture which determines what I cal) the natural incidence of necessitate a major expansion of the natural incidence of bilingualism (which cannot be legislated), official bilingualism can.at best, merely duplicate the existing Federal services in French as a
