Direction, the Reich Would Have to Penetrate Border Defences which Have Sprung Up with Increasing Vigilance Since the War\u2014On All Sides Nations Show Fear of Approaching Dangers.London, October 19.\u2014A chain of steel almost completely encircles Germany today\u2014backing the terms of treaties which bind her within her rambling borders.To stretch in almost any direction, the Reich would have to penetrate border defences thrown up with increasing vigilance since the war.And only last month, still unsatisfied despite heavy reinforcements all along the line, Austria got the approval of France and Great Britain to raise its army limit of 8,000 men for special duty.These, it w\u2019as explained, were to be assigned to the specific duty against \u201cterrorist elements\u201d within Austria and on the German border.But Austria\u2019s big-scale preparations for defence along the Austro-German line are more than matched by those of which Belgium and trance now boast.While Belgium for a time hesitated to vote more funds for frontier defences, she went ahead with appropriations to complete them even before Germany\u2019s explosive withdrawal from the League and the Arms Conference.Meantime, France urged on by veterans of her wars with Germany, and a people that never can forget the last one, has forged a powerful chain, including a trench and casemate system.For three years workers in the Metz region have wrelded this strong chain along a 12t>-mile front.While men have been digging and marching along the fronts of *- FRENCH GOVERNMENT IN DANGER OF BEING overthrow.The government was notified by the finance committee of the Chamber that it was impossible to push through the budget measures within the week fixed by Premier Edouard Daladier in a speech before Parliament this week.M.Daladier has said that the budget must be balanced completely or the country must find a new government.Commission debates indicated dissatisfaction with a number of Statistics.September\u2019s value stood at $2,032,-839 as against $1,938,082 in Au- Paris, Oct.19.\u2014France is showing a determination to watch her armaments more cljsely than ever in the face of Chancellor Hitler\u2019s activities in Germany.Premier Edouard Daladier favors the control of the sale and manufacture of armaments, but the Chamber of Deputies committee on finance has sought to go even further.It insisted on complete nationalization of the industry by a vote of twenty to sixteen on an amenl-ment presented by the Socialist leader, Leon Blum.However, the Premier so vigorously
