Rotterdam cables : From the information reaching me, It may be accepted that the German General Staff has decided on another supreme effort to secure a decision against the French armies.To this end all the existing efforts and energies are being devoted.There is taking place a concentration of forces in leadership and of men and material, probably unparallelled even in the opening stage of the offensive against Verdun.Not long ago preparations were well in hand for action against the Russians on the Dvina front.These preparations have ceased, or at least have taken on a much smaller character than their beginnings suggested.In fact, everything in the nature of minor operations is being carried on in an immaterial scale.All else that might dissipate energies has been swept
