Well Paid Commissioner To See That Officials of City do Their Work.\u201cPublic business that is everybody\u2019s business is nobody\u2019s business.\u201d \u201cWe need a well-paid Commission to see that the officials of the city do their work.\" \"A city cannot expect to have its affairs conducted by unpaid men.They have not the time, especially if engaged in active business of their own.\u201d \u201cHundreds of dollars are spent carelessly every year under the present system.\u201d The above statements were made by Aid.McManamy at last night\u2019s session of the City Council, when he brought to the attention of Mayor Cate the fact that in several departments of the city there was need for an investigation.In opening his remarks, Aid.McManamy said that he had brought the matter on which he was to speak to the attention of the Board of Con- m -V ACD.D.McMANAMY.trol about a year ago.Nothing, however, had been done.Continuing, he said : \u201cPublic business that is everybody\u2019s business is nobody\u2019s business.The affairs of the City of Sherbrooke require better attention than can be given by the City Council.The business of the city is so great that no body of unpaid men can give the required time, and, as a result, the affairs of the city are being neglected.\u201d Aid.McManamy then referred to the state of affairs in connection with the public works of the city.He submitted figures showing that in 1909 the city had spent nearly $2,000 for the purpose of laying sewers.At least half of this amount was to have been charged to the proprietors.In 1910 nearly $3,000 had been spent for the same purpose, half of which should have been collected from the.proprietors.The Road department had also spent a large amount in building footpaths, half of which should have been charged to proprietors.He was surprised to see that the proprietors had not been charged up for their share of the outlay.Continuing, Aid.McManamy said: \u201cif the citizens look into these mat ters they will be satisfied that we need a.paid Commission who will see that the officials of the City do their duty.We must follow them dp and see that they do their work.Noth ing has been done for the collection of these amounts, showing careless ness.I call on the Mayor to see that all departments are put into proper shape.\u201d Mayor Cate stated that if the con dition of affairs was as Aid.McMan amy stated, someone had been neglecting his duty.There was no doubt but the city should have a system of book-keeping by which matters of this kind could not get into the above-mentioned condition.On being questioned as to why the collections had not been made, Mr.! Griffith said that the division of the work had not been made, so it was impossible to charge the proprietors.The charge was based on frontage.In answer to a further question, he I stated that the divisions should have been made by the City Engineer.Aid.Simoneau said that a year ago he had submitted a motion, seconded by Aid.Howard, asking the Council to appoint a competent man to look after the Road Department.The motion had been voted down, and Aid.McManamy was one of those who opposed it.He contended that there was a misunderstanding between the City Engineer and the Road overseer, and also found it strange that Aid.McManamy, who was a member of the Road Committee, should make a charge against the Committee.Add McManamy replied that he did not bring this as a charge against the Road Committee.He wanted to find out where the trouble was and rectify it.While he was chairman of the Road Committee he had seen chat all such charges were collected.He said in part : \u201cThe city cannot expect to have Its affairs carried on by unpaid men.We have not the time.Our officers must be pushed along.Hundreds of dollars are lost each year through carelessness.\u201d ALD.DENAULT SURPRISED.Aid.Denault said he was surprised.The city had a secretary, assistant secretary, tax collector and assistant collector.These officials were well paid, and it was a simple matter for the Council to see that these men did their work.The aldermen were not to blame; it was the officials.If the amounts were not established, it was an easy matter for the secretary to go and get them from the proper person.It was simply a matter of collections.Aid.Denault then moved that the matter be left with the Mayor to investigate.ALD.DENAULT AND THE ROAD DEPARTMENT.Aid.Denault then brought up the recent criticism of the Road Department, and proceeded to read press reports of the meeting at which the criticisms were made.Mayor Cate ruled the reading of the report out of order unless Aid.Denault had a special matter of privilege to bring up.Aid.Denault replied that he had, and read the item, in which it was reported that \u201cAid.lenckes and L.H.Olivier were added to the committee, with the privilege of choosing their own chairman.\u201d Mayor Cate said that the report was inaccurate and that the committee only had power to name provisional chairman.This explanation was accepted by Aid.Denault, and tne matter closed.ANOTHER TANGLE.Aid.Denault figured in another discussion immediately following the above.After he had read his report, Aid.McManamy objected to having his name appear as having been present at the Road Committee meeting, claiming he was not present, and had not been asked.Aid.Denault said he had asked Aid.McManamy to be present, and was backed in his afternoon on \u2022behalf of the Conservatives and Liberals of Magog.The petition alleges that the Council left off some 385 names from the voters\u2019 list.The last day for the revision of the list was the 26th oi October, and the Council sat until midnight on that date, and when they adjourned it was found that the number of names mentioned had been left off.The petition asks that the Court bave the names put on the list.Mr.J.P.Wells, representing the Liberals, has 185 names, while Mr.O\u2019Bready, representing the Conservatives, has 1,1).Unless some other procedure is followed, the judgment, said that the defendant had admitteo that plaintiff was entitled to a mon th\u2019s notice under the contract of en gagement, but the plaintiff was dis missed by defendant on the grounc of general incompetence and neglect of work.The fact that the plaintiff could not preform his wore in an absolute skilful manner, was not a ground for his discharge.The master mechanic, who had the general oversight and superintendence of plaintiff\u2019s work never complained of plaintiff incompetency and neglect of work during the three months h.was engaged at the works.Tho plain tiff had also ordered the materia from the storekeeper to carry on hit-work, and had stated to the genera.Manager when asked why certain im provements had not been made, tha he could not get the material required.While it was evident that the plain tiff did not give satisfaction to the General Manager, yet it was not proved that there was sufficient cause, based on the incompetency and neglect of work for the dismissal of plaintiff without notice.The plaintiff was entitled to a month\u2019s notice or one month\u2019s salary, and was, therefore entitled to damage.The Court condemned the defendant company to pay the plaintiff the sum oi $100.as sued for the costs of suit.ACTION UNDER WORKMEN\u2019S ACT.C.F.Little, sued F.G.Gale, Waterville, under the Workmen\u2019s Compensation Act.The dlaintiff alleged that he was working for defendant at the rate of $2.00 per day, and while so employed met with an accident by which he was permanently and partially incapacitated from work The plaintiff asked that the defendant he condemned to pay him the sum of $25.00, being half the amount of the wages he lost, and also an annual rent of $97.50.The defendant confessed judgment for the $25.for loss of wages, and for an annual rent of $39,40.This con Tension of judgment the plaintiff refused.Under section 23 of the act, the plaintiff now petitioned the court to be grabbed a provisional allowance at 25 cents per day.The court held that the plaintiff was only entitled to this daily allowance provided his demand (or an annual rent was proved to be correct, thatwould he $97.50 per yeae.On the other hand if the defendant\u2019s contention as to rent was correct he was only entitled to 10 cents per day.Until the amount of the annual rent | had been determined plaintiff\u2019s petit-I ion could not be granted except for the amount of 10 cents per day, and this was too small amount to be paid daily without causing trouble and inconvenience.The petition of
