Bench recently decided that the game of three card monty was a game of skill and not a fraudulent game, the detective bureau here has been faced with a new problem.Within the last three days twenty-five complaints have been made by persons who say they have been invited into the game and have lost all the money they possessed.The amounts varied from fifty to I four hundred dollars.Establishments ape plying a busy trade on St.Lawrence Boulevard at this game, their wetims being mainly \u2018lumberjacks with full purses.SOMEWHAT weak in number but strong in representative powers the electors of the North Ward met yesterday afternoon in the Council Chambers to discuss the nominations for the two vacant seats on the City Council, viz.Alderman A.C.Skinner, whose term expires, and Alderman J.P.Wells, who has been obliged to withdraw from municipal affairs owing to lack of time at his disposal.With a few opening remarks, Mr.McKee, President of the Board of Trade, took the chair, briefly explaining the objects of the meeting.Mr.Webster and Mr.Morris referred to the good work done by Alderman Skinner, during the course of his term just completed, and Alderman Edwards, one of his colleagues, testified to the intense zeal Alderman Skinner displayed in connection with municipal matters.After touching on Mr.Skinner's faithful attendance at Committee meetings, Alderman Edwards paid him a high tribute as being a shrewd and capable man, and proudly referred to the work done in connection with the market, which in his estimation and with all due respect to his predecessors, was the best market we had ever had.He closed his remarks with an appeal that Mr.Skinner be pi\u2019e-vailed upon to again occupy his seat in the Council as the unanimous choice of hte North Ward.Further remarks were addressed by Messrs.Echenberg, Morrill, Webster and others, and it was then moved by Mr.Morris, seconded by Mr.Edwards that \u201cMr.Skinner be requested to again represent the North Ward on the City Council, and that o committee, composed of the members present, wait upon him for this purpose and further express the appreciation, of the electors of the North Ward, for his past services.\u201d The motion was carried unanimously.The question of a successor to Mr.J.P.Weils was then thoroughly discussed.The meeting felt that it would be useless following Mr.Well\u2019s firm decision to retire, to ask him to reconsider his decision.Mr.Webster eulogized the care and conscientiousness with which Mr.Well\u2019s carried out the responsible duties which had been allotted to him during the course of his municipal career, and moved \u201cthat a committee composed of members present be appointed to wait upon Mr.Wells and express a vote of thanks, on behalf of the eletors of the North Ward for the valuable services rendered.\u201d This motion was carried unanimously- and seconded by Mr.W.H.Wilson that Mr.Webster be asked to accept the nomination was summarily turned down by the nominee, who gave excellent and valid reasons for his inability to accept the honor.It was felt that it would be an excellent move if either Mr.Page or Mr.Jenckes could be prevailed upon to sit as North Ward representative; it was carefully pointed out that Mr.Page would scarcely be in a position to find the necessary time required for attending committee meetings owing to the necessity of being constantly engaged with his own business.On the other hand the meeting was of the opinion that Mr, Jenckes, with his previous knowledge of Council affairs and with a certain amount of leisure at his disposal would prove a most valuable addition to the ranks of the City Fathers.It was therefore moved by Mr.Fletcher and seconded by Mr.Edwards that \u201cMr.Jenckes be asked to accept the nomination for the vacancy existing in the City Council as representative for the North Ward.\u201d This was carried unanimously, and the President, Mr.McKee, then tried to get the (nominee on the phone and obtain his consent.Mr.Jenckes advised that he would appreciate a little time to think the matter over and would be pleased to meet a delegation a little later.A delegation will therefore meet Mr.Jenckes today when it is hoped he will be able to advise that he was in a position accept the nomination.-* *- &- Ask Aid.Skinner to Accept.-* *- *- Several Names Mentioned.-* I express their appreciation of his past work and embodying a new request that he accept the nomination for another term.Mr.McKee and Mr.Webster acted as spokesmen for the delegation and briefly
