Explained.REPLIES FROM COMPANIES City Council Informed That Various Concerns Are Carrying Out Contracts At an adjourned meeting of the Olty Council last night, the hy-law 'to authorize the issue of $200,000, \u2022SO-year, 4 1-2 per cent, city debentures, for the payment of the cost of permanent road work, sewers and ¦\tsidewalk», was passed by 5 to 1.The voting was as follows; / For \u2014 Aldermen Ewing, Genest, Qfarche, Brault and Prunier.Against\u2014Aid.Forest.The hy-law will be submitted to 'the ratepayers on Monday, July 27.ALDERMEN ABSENT.Aldermen Denault and Fortier, who voted against the by-law on Monday evening when Aid.Thompson resigned his seat, were absent from last night\u2019s meeting.Aid.Prunier, who also voted against the by-law on Monday, last night voted in favor of it.FINANCES OF CITY.Aid.Brault, speaking for the Finance Committee, at the commence- ¦\tment of the meeting, answered an ¦enquiry which was made by Aid Renault on Monday evening in reference to the city's finances.Aid.Brault in his statement said that the estimated revenue for the present year included an amount of about $30,000 Tor arrears of taxes, and that was the reason the citizens were not be- ing assessed another $30,000 to meet expenses incurred this year.PASSED THIRD READING.The second and third reading of the by-law was moved by Aid.Ewing and seconded by Aid.Genest.An amendment by Aid.Forest that the third reading be postponed to a later date was not seconded-TO PROVIDE FOR SINKING FUND.Under the provisions of the by-la-w the sum of $14,000 will be annually taken from the general revenue of the city for thirty years to provide sinking fund and interest.CITIZENS TO PAY FOR PART OF WORK.The city will he empowered to proceed with the work on any street and enforce payment of one-half the cost of the sidewalks, curbstones, sewers, paving, and any other improvements the Council may decide upon, from all the proprietors along such street, providing vhe majority of the proprietors sign agreeing to pay.Aid.Prunier objected to any of the proprietors being called upon to pay for macadamizing.Under the terms of the by-law, it is male dear that no charge will be made for this work, although the Council may use a portion of the .noisy for that purpose.RECKLESS AUTO MEN CONDEMNED E.T.Auto Club Passes Resolution For Better Observance of Motor Vehicle Law MEETING WAS HELD AT RICHMOND FOLLOWING DINNER TO ABOUT THIRTY MEMBERS Richmond, July 9-\u2014(Special) \u2014 A meeting of the Eastern Townships Auto Club, was held at St.Jacob\u2019s Hotel last night.Mr.J.W.McKee, of Sherbrooke, presided over a large attendance of S' erbrooke, Windsor Mills, Bury and Richmond members.After an excellent repast, a cordial welcome was tendered to the guests by the Mayor, Dr.John Hayes in a happy speech tinged with pleasantries and huiïiv/r.Several matters iof importance to the Club were discussed, and the following resdutlon was unanimously passed : \"We the members of the Townships Auto Club, desire to again go on record as favoring a practical observance of the Motor Vehicle Law', and to express our disapproval of reckless driving of automobiles and other vehicles on captured.STARTLING CHANGE MAY SOON BE EXPECTED IN POLITICAL SITUATION, SAYS TELEGRAPH.I London, July 9.\u2014The Farliamen-! tary correspondent of the Daily Tele-; graph, usually well-informed, writing in this morning\u2019s issue says : \u201cA startling change may soon be expected in the political situation.I have reason to believe that the Government will, after some demur, accept two crucial amendments proposed by the House of Lords in the amending bill.The disappearance of time-limit has been recognized to be inevitable.This is the first point upon which the Government will ultimately accept the logic of the situation.The second point is the question of the exclusion of Ulster, practically as a whole, from the scope of the bill.This is a much more contentious matter, and is, indeed, the crux of the difficulty.It is, of course, impossible for Mr.Redmond and the Nationalists to agree to this proposal, although prominent members of the party now hold the view that, as exclusion is unavoidable, it may just as well be on a large as a small scale.IRISH PARTY WILL OBJECT.But the Irish party will insist upon the plan of a county plebiscite as laid in the amending arrested the president and members of the Servian Students\u2019 Club and searched their rooms for evimmee of a pan-Servian conspiracy, which is alleged to involve Servians living in various towns of Germany.The Gorman police months ago received an anonymous warning irom Sarayovo, where Archduke Francis Ferdinand and the Duchess of Hohen-berg were assassinated, that an attempt against the Emperor\u2019s life had been planned.The Sarayevo tragedy recalled the warning and the police have been carrying on investigations since then.The students assert that their club Is a social organization and has no political significatif WHOLE QUESTION HAS BEEN SUBMITTED TO THE FINANCE COMMITTEE FOR CONSIDERATION.The replies to the letters which were sent by the Secretary-Treasurer at the request of the Council to the various companies under obligation to the city, asking for returns showing particulars of wages paid, number of men employed, etc., as provided by their respective by-laws, were read at the City Council meeting last night and referred to the Finanoe Committee.A summary of the replies is here given ; PANTHER RUBBER CO.The Panther Rubber Co.state that the obligations under By-law 324 have been fulfilled, and the first payment, due on July 1st, would be paid on that date.The Secretary-Treasurer reported the first instalment had been paid accordingly.MacKINNON, HOLMES & CO.MacKinnon, Holmes & Co.state that during the early part of 1912 they advised the City Council that they had fulfilled all the conditions imposed on them by By-law 268, and in response to a request for an examination of their books, Mr.Hargrave had made such inspection.Under date of March 19th, 1912, the company was given a complete notarial discharge, signed by ex-Mayor Hebert, the former Secretary-Treasurer and E.L.Worthington, N.P.For the Council\u2019s general information and entirely without prejudice, the company stated that for the year May 1st, 1913, to April 30th, 1914, the average number of men employed exceeded 75, and the total amount of wages, exclusive of officers' salaries, exceeded $45,000.CANADIAN BRAKE SHOE CO.The Canadian Brateshoe Company report that their contract called for the erection in the first year (1913) of buildings and plant to the value of $15,000 to $20,000.They, however, expended over $60,000 on same and paid out in wages in that year $16,-714.19.For the lapsed portion of the first wage-paying year, namely, from January 3rd, 1914, to May 1st, 1914, they paid in wages $10,229.14, and have employed on an average 51 to 52 hands, the average weekly wage being $11.70.\t' .SHERBROOKE IRON WORKS.The Sherbrooke Iron Works Co.paid in wages from May 1st, 1913, to May, 1914, the sum of $27,240.33 in wages, and employed, on an average, 51 men.JENCKES MACHINE CO.The Jenckes Machine Co.state ; \u2018\u2018While we are ready and willing to comply with the conditions of Bylaw No.300, we would say that having carried out the provisions of the by-law and made the first payment of $10,000 to apply on the loan at the end of the year expiring 25th February, 1914, it does not appear to us that we should, at the present time, be called upon for detailed statement and information, but that the matter should rest until the end of the year, when we will be prepared to furnish you with full information, and will endeavor to then satisfy you as to our operations during the year, and at the same time make the next annual payment.\u201d CANADIAN INGERSOLL-RAND.The Canadian Ingersoll-Rand Co.say that all the obligations imposed on the company under By-law 191 were declared by the city to he entirely fulfilled nine years ago, when a discharge was granted by the Council.The company further states that the requirements of By-law 240 have been fully complied with by them.E.& T, FAIRBANKS.In the matter of the E.& T.Fairbanks Co.two letters have been received.The first is from Mr.C.W.Cate, K.C., stating that as he understands By-law No.252, the company had not assumed any obligations towards the city, the obligations assumed having been undertaken by the city itself.The members of the Council were, no doubt, aware that the company had extended its business very much beyond the extent which was anticipated at the time the bylaw was passed.The company would be glad to furnish specific information on any point.The second letter is from the resident manager, to the effect that they do not believe the by-law affects them, but the letter has been handed to the Secretary for reply.SCAVENGING SYSTEM FOR CITY be Established by the Board of Health About August 1 AMOUNT OF TAXES WHICH RATEPAYERS HAD REFUSED TO PAY TRANSFERRED TO PROFIT AND LOSS.It is expected that the new scavenging system for the city of Sherbrooke will be established by the Board of Health on August 1st.This is the desire the chairman of the Board,Aid.Genest, expressed at last night\u2019s meeting of the City Council.The Health Committee was, on the motion of Aid.Genest, authorized to purchase horses, wagons and harnesses to inaugurate the system.The details are as follows : two horses, $400 ; two garbage wagons, $550 and two harnesses, $100 ; total, $1,050.This expenditure has already been provided for in the appropriations.The citizens will be expected to provide their own receptacles.TRANSFERRED TO PROFIT AND LOSS.At a recent informal meeting of the City Council it was resolved to transfer to Profit and Loss account the sum of $9,8,,j.I3, which various taxpayers had refused to pay on account of prescription.ARREARS MAY BE WRITTEN OFF.It is expected that many other arrears now in the hands of the City Attorney will be written off for the same reason.LIGHT CUT OFF ; SUES CITY.A letter was read from Mr.P.A.Juneau, 55 King Hill, at the Council meeting last night, advising the Council that he would institute an action against the city for $100 damages caused to his reputation, by having the electric light cut off from his premises without notice.The writer claimed that his account was paid within the 15 days of grace allowed, and that when the current was disconnected he was clear on the (Special) \u2014 : John Krafchenko, convicted of the murder of Bank Manager Arnold, was i hanged at 6.59 this morning in the provincial jail.He died as he had i lived, a man of iron nerve, and went to death unflinching.This was no bravado, but steady courage, for John Krafchenko died penitent.In token of penitence he proved to his spiritual adviser, the Rev.Bertal Heeney, during the silent watches of last night that, had he wished, he could have left his cell and could have broken out, as he had out of the \u201cold kitchen.\u201d' 1 And a bent, battered old teaspoon was the simple implement he used to pick the lock of his cell before the eyes of the astonished clergyman.\u201cThat was the last final proof, though I did not need it,\u201d said Mr.Heeney, \"that Krafchenko died a Christian.He 9.\u2014Mrs.Florence Carman was arrested late yesterday, charged with the murder of Mrs.Louise Bailey.Jealousy is alleged as the motive.Mrs.Bailey was shot down one night last week as she was leaving the office of Dr.Edwin Carman, Mrs.Carman\u2019s husband, after a consultation.The shot was fired through the office window by someone outside.The murderer propped the screen aside with a shingle, broke a pane of glass and fired.The warrant for Mrs.Carman\u2019s arrest yesterday was issued by Acting STRONG EVIDENCE AGAINST MRS.CARMAN.Freeport, N.Y., July 9.\u2014 (Special) \u2014With Mrs.Florence Conklin Carman in the County Jail at Mine-ola, a prisoner, charged with the murder of Mrs.Louis E.Bailey, on the night of June 30th last, District Attorney Smith to-day was prepared to go before the Grand Jury and begin the presentation of his case against the accused woman.One of ! the first witnesses to appear hefoia the Grand Jury to-day, it was announced, would be Elwood T.Bardes, the insurance agent, whose testimony yesterday before Coroner Norton caused that official to issue the war-, rant for Mrs.Carman\u2019s arrest.Bard-; es is also held at the jail in Mineola i as a material witness, the prosecutor having worded his detention so that he would be at hand when wanted to repeat his story that he saw a woman near the entrance to Dr.Carman's office an instant after the shot was fired that killed Mrs.Bailey.His description of the woman corresponded with that of Mrs.Carman.Coroner Norton shortly after he had concluded his inquest into the death of Mrs.Bailey.Mrs.Carman had expected arrest.She was with her husband and her attorney, George M.Levy, when the officials appeared.When the warrant was served upon her she showed no confusion or al-j arm, but accepted the situation with perfect composure.It was evident that definite action, even of such a nature, was welcome to her after the suspense since the murder, when she has been accused in innuendo and hint.\u201cNOT GUILTY\u201d PLEA.Mrs.Carman was at once arraigned.Coroner Norton had followed the sheriff's party to the Carman home and decided to hold a special court there at once.He arraigned Mrs.Carman on the warrant charging murder.Her attorney, Mr.Levy, answered \u201cnot guilty\u201d for her.She was held without ball for the present, and was tak-l en forthwith to the Nassau County Jail at Mineola, L.I.ANARCHISTS ARRESTED ON SUSPICION HAD BOMBS IN THEIR POSSESSION.Paris, July 9.\u2014The bombs found in the possession of the two Russians who were arrested at Beaumont-sur-Oise on Monday, were intended for President Poincare, in the opinion of the police, who attach great importance to the affair.Four persons whose names were on I a list found on the Russians have been ' arrested, among them being Prince Alexander Abachidze, a member of a wealthy and aristocratic Russian family.Most of the other names on the list were those of dangerous
