[" Sherbrooke Daily Record Established 1897.SHERBROOKE.QUE., THURSDAY, FEBRUARY 2, 1922.Twenty-fifth Year.STATED THAT SCHOOL INSPECTORS UNDERPAID Conclave To Elect New Pope Opens\u2014Irish Leaders Meet GENERAL OPIwnIs THAT NEXT POPE WILL COME FROM MODERATE SECTION OF THE SACRED COLLEGE BUDGETDEBATEBROUGHTTOaOSE IN QUEBEC LEGISLATURE; CLAIMED SCHOOL INSPECTORS UNDERPAID Brig.-General Smart and Henry Miles Concluded the Debate Yesterday in Quebec House\u2014Military Member of the House Informed Government that School Inspectors Were Not Paid Sufficient Salaries\u2014He Also Stated that in His Opinion the Government Was Not Doing Enough for Elementary Education, and that Teachers Were Not Well Enough Paid.(Special to The Record) QUEBEC, QUE., February 2.\u2014Brigadier-General C.A.Smart, of Westmount, and Henry Miles, of St.Lawrence, Montreal, brought the budget debate to an end in the Assembly, yesterday, the military member of the House in terse language suggesting to the Government that while a surplus was a good thing to have at the end of the year, it was not well that such important officials as school inspectors should be notoriously underpaid and insufficiently provided with expenses.Mr.Miles contented himself with telling what a good government he followed and hoped the Government would continue to get big revenues from liquor, and believed this result would come about because those people who now have something in the cellar will soon be obliged to look to the Commission for replenishment.General Smart gave the House a comparison between this Province and other Provinces in regard to inspectors\u2019 salaries, showing that the amount paid here was $1,600 per year, with $500 for expenses, which the inspectors were able to collect only months after they had expended the money, whereas, in Nova Scotia inspectors received $2,500 per year and have an expense allowance of $400; in Manitoba the school inspectors get from $2,400 to $3,000 and have $780 for expenses; in British Columbia the salaries are from $2,800 to $3,000 and expenses of $780 per year; in Alberta the salaries run from $2,400 to $3,000 and expenses are approximately $1,000 per year; Ontario salaries are $3,000 and expenses $1,200, including bonus; and in Saskatchewan it is $2,400 to $3,000 and $1,200 for expenses.\u201cWhy should the Province of Quebec, the largest in Canada, pay less than any other Province, and then boast about a surplus?\u201d asked General Smart.NOT SUFFICIENT DONE FOR ELEMENTARY EDUCATION General Smart did not think that enough was being done for elementary education.He claimed teachers are not well enough paid, and this was detrimental to the cause of education.When teaehers are happy and contented, the result is noted in the children.When they are sour and discontented, worrying about making both ends meet, it could not but be that the children suffered, for the child mind was in a plastic state.It had to be remembered, he went on, that the teachers were giving the beet they could, but it had to be remembered, also, that the Province is getting from the teachers only what is paid for.REFUSED TO GIVE GOVERNMENT FULL CREDIT General Smart denied that the Government was entitled to the credit for the good state in which the Province finds itself.This condition was due to the fact that people are frugal and industrious, more so than in any other Province in the Dominion, and the manufacturers and merchants had no equal.In this connection the speaker referred to the fact that of late French-Canadians had gone more and more into the industrial field, and their progress had been by leaps and bounds.To those who had been in France the similarity between the French-Canadians and the French peasants in the matter of industry and frugality could not but be strikingly noted.GENERAL SMART CLAIMED THAT THE GOVERNMENT HAD ENCROACHED ON THE MUNICIPAL SOURCES OF REVENUE General Smart said that the Civil, but he could see no more reasonable Service was badly underpaid, and1 tax than the one on corporations, if they were properly paid the and they could well bear the bur-surplus would not be so Wg.Anoth- den.er reason for the surplus was the !
