scope of the work that is being done by the CLDs.CLDs face uncertain future Gordon Lambie Sherbrooke With the announcement of the new fiscal pact between the provincial government and Union of Quebec Municipalities last week came the news that the province’s regional development agencies, know as CLDs, would be eliminated, with their current economic stimulus activities falling under the responsibility of the regional county municipalities.Shortly after that, however, the government backtracked and said that the agencies would not be eliminated outright, but would simply have their funding reduced.The results of these successive announcements have been variable depending on the region, although in all areas it has created a climate of uncertainty and unrest.“Right now the MRC or municipality is required to have a CLD by law,” explained Yves Maurais, president of the Association of CLDs of Quebec.“In a hurry last week, the government wanted to announce that they had made a new agreement with the union of municipalities.Bascially they were hoping that they would be able to legally modify bylaws (to eliminate CLDs) before adjourning for Christmas, but it appears that this might not be the case.We’re just waiting to find out what the transitional measure will be until they are able to modify the law.” Maurais described the current situation as a sort of limbo period for the CLDs.The legal requirement to have a CLD, he stressed, does not change the government’s intent to eliminate them, but it does prevent their immediate disappearance while municipal governments ponder a choice to eliminate and absorb their local agency, or maintain its independent existence but with fewer resources.“We’re fighting to convince all the municipal organizations to maintain services through either a CLD or something similar.If the government leaves economic development to the municipality alone, it will be hard for them to structure a scope of work that would be adequate to help the different small business startups and ongoing growth.” Maurais argued that the CLDs have been building a network of business owners willing to invest time and energy into supporting local commerce and industry.That network, he said, would not have come to be with the municipality at the centre of economic development, because business owners do not connect with a municipal body in the save way they can with a CLD.Maurais continued by stating that municipal governments don’t know the full scope of the work that is being done by the CLDs and argued that they have neither the financial nor human resources to serve the need.“Starting a new business is not like applying for a construction permit,” Maurais said.“There’s more confidentiality; there’s more strategy involved, and there’s also some financing that re quires some skills that are not, at the moment, available through the municipal powers.” Magog Mayor Vicki May Hamm, who is also president of the Memphremagog CLD, said that she found that suggestion insulting and short-sighted.“They implied that the mayors are not competent to engage in economic development,” Hamm said.“1 come from an economic development background and I think it is more and more our responsibility as a municipality.” Hamm argued that the municipalities and MRCs that choose to integrate their CLDs will use their resources in order to make sure that the right people are on the job.This she said, represents an opportunity to reinvent and optimize the service though, admittedly, on a budget that is 60 per cent smaller.Drawing on that interpretation of the situation, the Memphremagog CLD has formed a committee to determine how best to reorganize remaining resources at the end of this month, on the understanding that the MRC there is leaning towards internalizing its services.Pauline Quinlan, Mayor of Bromont and president of the Brome-Missisquoi CLD expressed that her agency is engaged in a similar discussion process.The CLD, she said, is analyzing all the aspects of the decision made by the gov- ernment and how it might impact the local manufacturing, commercial and tourism sectors.“We’re looking at different ways to continue offering the services while also cutting costs,” Quinlan said, sharing that their budget has been cut by $200,000.“We’re really looking at what the best way to continue supporting and make the best use of our resources going forward.” The Brome-Missisquoi president was less certain of the choice that would be made in her MRC than Hamm was of Memphremagog, but she pointed out that the MRC would publish its budget on Nov.26, at which point the decision would be clear.Given that uncertainty, she lamented the effect this news is having on the CLD’s staff.“For them, this is a time of great insecurity,” Quinlan said.“I want to reassure our employees that we are looking at all the different solutions possible and taking into account the good work that has been done in the past.” In certain just how those will manifest.Fortin said that right now the agency is looking at a cut of roughly $550,000, but added that because no exact figures have been confirmed yet, it is difficult to will be significantly reduced, and we will have to make decisions about what the minimum services required for us to provide are.” He argued that the work of the agencies is dependent on a range of specialists not all of whom are transferrable from one sector to the next but all of whom are doing vital work.“It can’t be the same people doing all the jobs,” he warned.“We’ll have to reinvent the Recbrd ‘Lest we forget’: Remembrance Day at MES The Scoop Mable Hastings Remembrance Day marks the anniversary of the end of the First World War on Nov.11.1918.This war resulted in the loss of lives both civilians and members of the military.Remembrance Day, also known as Armistice Day and Poppy Day, commemorates those who lost their lives.At Mansonville Elementary School, the hallways and classrooms in the school were lined with poppies and a reminder to all, “Lest we forget,” as the school staff and students respectfully remembered the lives lost and those who serve their country.John McCrae, the Canadian doctor who penned the poem In Flanders Fields, would surely feel proud to witness how since his tribute was written, the poppy (a hearty flower) that once grew in graveyards where soldiers were buried and was the blood red flower that often blossomed on battlefields, has become a symbol of remembrance.In preparation for their Remembrance Day ceremony, Mansonville elementary pre-kindergarten, kindergarten and Cycle 1 students made a nice handprint wreath to bring to the cenotaph.In Art class, students painted fields of poppies to remember those lives that were lost.The school staff and students went up the cenotaph at 10:50 a.m.on Nov.11th and stood around the monument that honors all the fallen heroes.In Flander’s Fields was read by teacher Dan Aucoin and the lives over Place Nikitotek with its own balance sheet Monday while arguing for a recurrence of programming.The addition of a roof, even if it isn’t needed, would be appreciated, the group says.Animation Centre-ville was responsible for programming at the downtown outdoor stage for the first week of July and the last week of August, presenting performances by the Flip Fab- rique circus, the Sherbrooke Symphony Orchestra, and the Orchestre du 7e Art.Animation Centre-ville director Alain Lafontaine says a roof would make it much easier to promote shows if a decision is taken early in the year.“It is important that there be a recurrence and that it stop being a concern whether we go or not, because if you don’t know if it will be renewed or not, it’s more difficult to manage.When you throw yourself into something, you have to dive.There is a risk worth taking.I think it would be good if this was fixed this year,” he said.“If we carry on into the future in the appropriate time slot and can announce the show earlier in the year, we are confident that the results will continue to improve.” The most popular show has been one presented by the Orchestre du 7e art, which attracted 1,606 Sylvain Caron will join Director-General Martin Prud’homme at the SQ’s headquarters in Montreal.Caron assumed the position of district commander in July 2010, after beginning his career with the Sorel François Tanguay In the recent weeks we have been on a severe die't of bad news from the environmental front.The poles are fast losing ice, the oceans are on an overdose of carbon and turning too acidic for the world below and California is drying up really fast.But winning the Idiot of the Year-award was Aussie prime minister Tony Abbott, a good pal of our own P.M.In an amazing span of just a few minutes he came up with more insane declarations on coal ever assembled.Get a load of these: “Coal is vital for the future energy needs of the world,” he said.“So let’s have no démonisation of coal.Coal is good for humanity.” Or eveü better.“The future for coal is bright and it is the responsibility for government to try to ensure that we are there making it easier for everyone wanting to have a go.“It is a great day for the world because this mine will keep so many people employed .it will make so many lives better.“ These gems and a few more while cutting the ribbon on a new coal mine operation to be run by industrial giant Mitshubishi.On the other hand we have Mark Carney, the ex-Bank of Canada boss and now CEO of the Bank of England who declared recently that most fossil fuels can’t be burned.Who is more credible?A right wing coal baron who claims exploiting as much coal as is possible is good for humanity, or.Mark Carney, the International Monetary Fund.and the UN Panel on Climate change and.well, you get the idea.But, there is good news to feed our hopes of a better world in the future.New electricty production in 2013 around the world came from solar and wind power than from any other source, even coal and nuclear.Oil demand has levelled off somewhat, one of the reasons why gas has been cheaper at the pump in the last little while.Coal plants are being closed in the US, Canada.China has announced it will ban the use of coal for domestic purposes as of December.In France, the highly contested Hollande government has managed to pass a law that will fade out nuclear energy’s contribution to electric power by 33 per cent within the next ten years.On some nights in winter, as much as 85 percent of all French households are on nuclear! This will be done by way of an audacious strategy that aims to reduce energy needs to the point where in 2050 France will use only the equivalent of demand in 2012.A 50 per cent reduction in demand will be boasted by a full fledged effort from the European Community to reduce energy needs, what ever the source.All new home built after 2020 will have to be NZEB, or Net Zero Energy Buildings.Heating needs reduced by 90 per cent and residual energy needs to be met by renewables.An amazing turn around.Actually, according to the International Renewable Energy Agency, there are more than 6.5 million jobs in this sector world wide, with a fast rising curve.It has also been estimated by most experts that for each million dollars invested in renewables, 11 jobs are created, compared to two in the fossil business.As stated, in a study previously cited in this column, it has become very risky to invest in oil and gas.Big in-vesters are stepping away from the holy land of oil.On a more social note, Ecovillages are coming out of the ground like mushrooms after a rain.Rich and poor nations are host to a vast variety of collectives that gather around social, moral and environmental views, with a strong focus on ecojustice.Below the radar things are-a-changin’.Stay tuned, we just may have entered the age of energy sobriety.— I 111.¦! The Record ne\vsroôm@sherbrookerecord.com Friday, November 14, 2014 Page 7 One Column, Four Voices Opening to the Spirit Today’s word: Honesty By Revs.Mead Baldwin, W.Lynn Dillabough, Lee Ann Hogle, and Carole Martignacco 1) I remember being told as a child the story of George Washington and the cherry tree.When asked if he was the one who chopped it down he confessed to the heinous act.We were all expected to be honest too, though this didn’t necessarily mean we wouldn’t be disciplined.We never did find out if little Georgie was punished.I studied the Moliere play in college, “La Misanthrope”, about a man who made a vow to only speak the truth always.This total honesty got him into all sorts of trouble in his social circle.The wisdom of the author was that too much honesty can be a dangerous thing.Once when I was a ministry student in Montreal 1 jumped the turnstile at the Metro because there was no one in the booth and 1 was late for church.I returned to the same booth later in the day to pay for my morning ride.Tire attendant was baffled by my request and didn’t want to take my money without giving me another ticket.Society is not used to such honesty.It puzzles people, and they wonder what you are up to.“Everybody does it” they say.“Why declare all your income?It doesn’t hurt anyone.It’s not a crime if you don’t get caught.” For me honesty is not a slogan, it’s a way of life.I feel better about myself when I’m honest with others.Honesty is not just “the best policy”.It’s who I am and how I want to be.serve different purposes.Some are destructive, but some can help us to care for each other.Lies to make ourselves look better or, worse, to make others look bad are nothing but pure destruction.But those social lies that we say for kindness?If you ever come to my house for dinner, I hope you will! 3) When I think of honesty, my first thoughts turn towards my father.Above all else he taught us to value honesty.Through all the ups and downs of our tumultuous relationship, I think this was the greatest gift he gave me.It’s a funny thing about honesty though.Just when you think you are being completely transparent, you discover some hidden truth about yourself.Just when you are sure you know a person through and through, some dark corner comes to light that changes everything.I am not talking about deliberately concealing the truth.Honesty, in my opinion, is a bit like an onion.There is an outer layer of truth, and then there are the inner layers.We can live our whole lives in that outer layer, but unless we do the hard work of peeling back and exposing the inner layers we will inevitably end up hurting those we love most, including ourselves.Does this sound like a tear-filled process?It can be, but the alternative is that we go through life being superficially honest but never truly understanding ourselves and our loved ones.Our reward for all this hard work?Each time I peel back another layer, I feel a tremendous weight lifting off my shoulders.I seem to get closer to my true person.I care less about what others think of me and instead focus on searching out my unique life purpose.Jesus teaches us that the essence of God is love.At our very core resides this essence.Each time I discard another layer of my onion, it feels as though I get a little closer to accepting, even loving myself, just as I am.4) Growing up meant learning statements beginning with “in all honesty” don’t necessarily.Nor is everything printed in black and white absolute truth - history books lie - as do textbooks, newspapers, magazines and marketing ads.At one point I studied journalist so I could tell the truth about things, ugly or beautiful.Instead I became a poet hoping to speak truth to power.As a practicing storyteller, I face a dilemma: How honest can one be and still be entertaining?Gifted or cursed with a lively imagination, I struggle to make the humdrum exciting.Honestly, creativity is a dicey business: it all comes down to sending the right signals.Opening lines like “Once upon a time.” are literary devices inviting listeners to suspend belief, consent to be enchanted.If a child, the listener may ask with startling directness - “Is this a true story?” Ah well, the details are made up, characters and events invented out of thin air - but yes! In some heart sense - beyond the realm of fact - a good story is always true.Truth-telling, responsibly representing everyday facts as we know them, is a minimum required for sharing a functional reality with fellow beings.Yet as a minister, having listened deeply to countless stories of the human heart.I’ve learned we are all, as Russell Baker admits in his own memoirs, struggling to “reinvent the truth.” And even conflicting stories are true.Sometimes what we tell of or to ourselves is sketchy, with less than perfect memory, sometimes we obscure because we cannot face the difficult facts, often important things remain unsaid.Yet somewhere deep inside, each of us holds a piece of the truth.From our unique perspective of being one actor in a cast of thousands, perhaps the best we can any of us do is agree to speak with all the honesty we can muster those truths that really matter, whatever lies closest to our hearts.And hope we’re all being as honest with each other as possible, under the circumstances.One word, four voices - now add your own: What is it like for you to live a life of honesty?The Reverends Mead Baldwin, W Lynn Dill-abough, Lee Ann Hogle, and Carole Martignacco are interfaith clergy colleagues in the Eastern Townships.2) It seems that everyone places a high value on honesty.Unfortunately, this sometimes only means that we place a high value on other people being honest with us.We tend to be a little more careful when it comes to our honesty with others - and, maybe, rightly so.Does anyone remember the brief social experiment in total honesty?It was a bit of a movement some time in the 70’s.The idea was that people could be freed by the practice of unfiltered honesty with each other, saying everything that was on their minds and answering every question with open and sometimes brutal honesty.It turned out to be a total disaster.An important developmental stage for children is something called “theory of mind”, and it is marked by a new ability to lie.When we are able to imagine things from another person’s viewpoint and change what we say in order to manipulate that viewpoint, we can now lie.Developmental psychologists say that this is an important thing to be able to do.Imagine, if you will, the end of a dinner party with friends.The food was not so good and you are experiencing indigestion.Someone is telling a long and self-centred story, which you find boring and annoying.Do you say, “Well, I’m not having a good time anymore, so I am going home”?Or do you say “Thank you for the lovely meal and the good time, but I really must be going.”?Lies come in different clothing and SYKES is currently hiring customer service representatives Positions available immediately.English only & bilingual positions A dynamic work environment Paid training & career opportunities Great benefits and more! albums, you just have to buy.Some albums let you discover a new talent while you buy other albums to complete your collection and there’s this album by George Strait that you just can’t miss.King George’s fans were sad when he announced in 2013 that he was about to start his last tour to retire from the road.Of course the country music icon promised new albums, but made it clear that touring had come to an end for him.Following the last date of the last tour, George Strait is offering fans a 20-track live album recorded at his momentous “The Cowboy Rides Away Tour” finale at AT&T Stadium in Dallas, Texas.This album commemorates a night of celebration for one of the most influen- tial figures in country music.The MCA Nashville release contains hits from throughout Strait’s remarkable 30-plus year career, songs that he sang during his last concert.The album features special guests (who performed with Strait during this last show) Jason Aldean, Ray Benson, Kenny Chesney, Eric Church.Sheryl Crow, Vince Gill, Faith Hill, Alan Jackson, Miranda Lambert and Martina McBride, and introduces George “Bubba” Strait.Jr.This farewell concert on CD is well worth owning even for casual fans of George, one of the most consistently competent country performers in the history of the genre.Actually, the whole concert is not included since it offers 20 songs out of 38 that he sang that night.Just the same, any of Strait’s fans would have loved to be part of this special event.This was, after all, the largest audience for an indoor music event in North America.“The Cowboy Rides Away: Live from AT&T Stadium” epitomizes the energy and shared emotion largely thanks to a Texas-sized crowd of nearly 105,000 fans.During his whole career, Strait always seemed to find great songs that suited his style and his personality and produce worthwhile albums.He had the ability to offer exactly what the fans had come to expect from him.This show was worthy of being preserved on disc as the memorable event that it truly was.There’s only one problem with this new album.The producers decided to auto tune the recording and 1 would have preferred it not be.This seems to take away some of the energy and qualities of a live performance.Nevertheless this album captured a wonderful moment of country music history in the making.The undisputed King of Country Music and winner Cont’d on page 13 large appetite for helping to make the world a better place.She possesses an innate attention to detail, a kind of political correctness when it comes to her work, guiding her along the often bumpy road to success.“In terms as to why I do music, it’s not so much related to success or stardom,” says Kyra.“It’s more just a personal desire from the heart to do something that I think can affect the way people live in the world.I grew up in the town of Audet, which is a little town near Lac Megantic.right on the border of the Beauce, and after that I moved to Montreal when I was fifteen.” Before she started writing songs she wrote poetry and began performing her work with Leave Out ViolencE (LOVE), an international organization founded in Montreal which is dedicated to the em- COURTESY OF TV gfecv .:«**¦ i, ;vi f Mi Kyra Shaughnessy performing on the STOP! studio set.powerment of youth.“I started doing slam poetry because of LOVE,” recalls Kyra, “which is a photo journalism project for youth who have been witnesses, victims or perpetrators of violence.I joined that program.and was able to get a lot of support for my writing.That’s what led me to music eventually.I would often perform an “a cappella” song mixed in with my poetry.” Her spoken word performances at CBC Montreal’s Poetry Slams, the Blue Metropolis Festival (2003), the 2004 NFB documentary XS Stress: Teens Take Con- trol, the POP Montreal Festival (2005) and the Festival Accès Asie (2007), to name just a few, got her voted as one of Montreal’s top ten spoken word artists in 2006-2007.“Since I’ve been doing music it’s led me to travel quite a bit,” says Kyra.“I’ve been all over the place.I’ve traveled across Canada a few times by train.I toured on the west coast, the Yukon and ended up in Europe because I have roots in Ireland.I got an opportunity to go to a songwriting workshop there and toured in Denmark and Germany.” Always ready to help communities throughout her travels, in 2007-2008, she took part in the School for Designing a Society (SdaS); a school for composers interested in affecting social change through art, at Patch Adam’s Gesundheit!
