Titre :
Morning chronicle and commercial and shipping gazette
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

Herald—a new*- Ciper which.*inee his election to a seat in that ou*e.had taken upon itself to comment particularly, and be might say maliciously, upon hi* private and personal affair* and hi* view*.A* au example of the animus which dictated its courte, li would remark that the petition pre-Minted to that House on tbe part of Mr.James Kgan bv the member for Montreal, was produced in the House on Thursday, and appeared in the Herald oo Niiurday morning. Now, the post did not leave till Friday morning ; tbe petition could not hsve reached Montreal till Friday evening, and any one who knew as well as he did the nature ol s newspaper office, would be a ware that it required a strong animus to lead to the setting up of a document of so little importance late at night. In hi* circular.Mr.Fenny first stated that he (Mr.F.) hsd made an attack upon him in hit professional ca|Htci'y.Now be appealed to hon.members if be had altarked any person in particular. What be now felt ii bis duty to aay war that for some year* the repoit* hsd not been honestly made : and he had instanced two recent cates in which the head of the Govern-mtnt bad been misrepresented, and a speech of bit own had not simply been garbled, but suppressed, and arother speech, which he did nut make f dated upon him.He did not know before by whom these things bad been done.He was gltd Mr.Fenny had announced himself at the pirtv to he b'amed, and he bid the greater plea-ure in acquitting every other gentleman in the gal'ery ol such conduct. He next said be bad on many occasions devoted much labor to reporting some gen'lemrn at length. He remembered he had done so on one occasion in particular, w hen the hon.member f ir Haldimand bad at the c'use ol the previous part of tbe ses«ioii made a lung and violent attack on ibe hon and gallant knight at tt»e head of the Government, it was reported verbatim, shewing kow well he eould report wnen he cb >ae.Nay, during a portion of the session, so we I were gentlemen on that (tbeop-posi'ion) side of the rtnuse re|>orted 'hat people outside might have thought they constituted the Pari ament themselves.Mr.Fenny next proceeded to siteak of certain arrangements made by himself and Mr.Lowe tor repotting for ceitain papers. He believed Mr.Lowe to be a high1)’ honorable man, and incapable of making false reports. At the time the arrangements aj>oken of were said to have b en, trade ( Mr.K.) was not living in Montreal, but Ii* knew his partner considered the irpoits which had hen made during the previous «ession not to be so full or accurate a* to be worth th* sum demanded for.and at that time paid f-r them.He accordingly declined to take tbe1* reports from the reporters on tneir terms, but determined to copy them from the Vguobec papers.Subsequently an arrangement was entered into to get printed slips from one ol the (Juehec papers, to be sent up either tu advance or at the same time wi'h the newspaper in which the report wsed tbe gentleman who managed the commercial department of the paper at that time had a peifert right to make such an arrangement wnb the Ijueber papers as be saw tit and that paper had a right to dispose of what they had pant tor. Finally, with ret|>ecl to tue telegraphic reporta, his partner had a standing ngreem-nt with the Telegraph Company for a'l the news coming over the line, and considered the ext : charge made for the Farlia-mentary repart* unfair. He accordingly w rote to the leporters that he would not pay them anything extra lor the report, hut if the telegiapb people continued to lurntsh it they should publish ii a* part of the general new» furmsbed under the standing ag'rmient.A similar communication was made to the Telegraph Company, and it was believed that any arrangement tor separate payment w»a thus broken off. When the account was pieseut-d, that was the answer given ; but this it seems was not legally done aince the Couri held otherwise. This was the whole ce against mm He di.l not think it worth while to take »ny fur'her notice of it ; but inasmuch as it hsd been taid before the members ol the House, and was likely to be given to the public through tbe press, be had fell it Ins duly to make this personal explanation, and pat himself right u i'h tbe House and public. He woula conclude by making the usual motion on su< h occasions, that wh-n mu -tous • adjourns, it stand adjourned till two o’clock to-morrow.Hoi.Mr.CaMsiaov h-gged to call the attention of the be id ot the Govern ment loan article which hsd appeared in a rVestern pan-r (the Hsinilton Banner,) in which an attack of the most serious kind wa* made U)ion the hon.and gallant Premier and the hon.and learned AMor ney Genersl tor Canada West.He was aware that tbe bon.and gallant knight intended to take the proper proceeding* to clear the matter up.and piunah the libel, out of the Houae 2 but tl!*n)y way to meet such an arcuaation, and th» thing would be thoroughly aided m a couil ol justice.Mr.Brown was very happy to hear, and he waa aure the Hersoii Accused to prepare hi* defence, it said simply that * he did kill” such a person or •' with malice aforethought did kill,” *c.without a'at-mg whether by stabbing, drowning, poisoning or what means. He proceeded to take other objections ot a similar nature. There was a great dil-lereiire between the posiliou ol an accused here and in F.nglsrtd.Tnere the Clerk of Assize most as h»re.lumish him wild all the depositions made tielore a Magistrate against him ; there th-se alh lavits always contained lull particulars ot the case. Here ow ing to the different kind ol persons w ho discharged the duties of Jua'ieesof the Peace this luforination was not socon'ained, and greater fullness of daiail was theietore required in the inuirlrnent.Altera few words from Mr.Cameion, which the repoiter (•'ft.Mr.Attorney General Drummond sud he didned Horn his lion, and learned friend the member lor Sherbrooke. In old times, when Attorneys and Solicitors were paid by the hundred words tor the documeri'a they drew up, it was an object to them to use as great variety ot nouns, *d|erti ves and verbs as possible to express the simplest ideas But those times were paased and not one gamed anything by the use of prolix language.Tbe great object of legislation now- should be to simplify all these forms and render conviction of the guilty more c*rtam.Forms ought to be attached to all acts where it was possible ; and finding themselves unfairly presse 1 by the opposition, and deserted by some of their own friends, they bad yielded. He was glad that tbe present Government was in a position to retrace their steps ami correct the error then committed.MIMSTKUIAL StLAUIKS.Tbe concurrence of the House iu tbe resolutions of the Committee of the Whole tor the increase of ministerial salaries.Mr.Tchcottk thought the salaries of ministers should be higher than those of any public officers enjoying periusnency of place. They were subject to the effects of popular caprice. They entered upon the Government, and abandoned necessarily for thu time their professional or business avocations, and lost tbeir chances of success in tin-other walks of life to which they had devoted themselves, finding on their return to private life the avenues to success blocked up by other aspirants. They must break up their home and family arrangements also, and go and live at the capital alan increased eX|>ense, in a style b.'fitting their station.Perhaps in a year or two after the change was thus effected they lost their places by some political chance and the expense attendant on their entrance iulo official life was lost to them The salaries had been reduced iu a lime of feverish excitement which had affected Conservatives and Kcfortners alike, in a time too when men could live for half what it would cost them now.He thought tbe salaries of the Attorneys General should be higher than those of the other ministers, because he knew they were harder worked generally than the other ministers, having to loolt to all lh« details of Government legislation, and respond to numberless references from the other departments.Besides the ordinary expenses of public life ministers were bound to entertain any distinguished personage visiting our capital from other countries, and should be enabled to do this in a style befitting the great-nesss of our country.Mr.Papim would move in amendment, that in consideration of the increase of the salaries of ministers they shall not hereafter receive any sessional allowance for tbeir attendance in their places in Paliament.Mr.Holton had supported the increase of salaries as a measure of justice, lie ilioughl, however, that Ministers' attendance in Parliament should be covered by tbeir salaries. This was one of the duties imposed on them by our system of Government.Hon.Mr.Camkron and Mr.Lanoton contended tbe two things were quite distinct. The ministerial from the Parliamentary, duties, and the salary given to the minister should in no wise bo dependent on the indemnity of the members of Parliament.Mr.Brown thought the salary proposed was altogether too high. They should not hold it out as an inducement to men to aspire to tbe place of a Minister of the Crown.Men seeking to tnkn a ¦bare in tbe Government of the country should be actuated by a higher and nobler ambition than that of salary, and the services of the best men in tbe country could be obtained without such au inducement. He rhould support the amendment. After some farther discussion, the amendment was lost.Tne several resolutions for the increase of the salaries of Ministers were then pmsed seriatim, and a bill founded thereon, introduced by tbe Inspector General, after which tbe House Adjourned.1.Rttolvtd, That it is expedient to anlhorize the Governor in Council to make such increase to the salaries of tbe Subordinate Officers of the seve.sl Departments of the Public Service, as lie •ball see fit, not exceeding in any case the following rates, that it to say :— On Salaries not exceeding £200 per annum-25 par cent.• On those exceeding £200, but not exceeding £300—20 per cent.On those exceeding, £300, but not £400—15 per cent.On thnsA exceeding £400, a sum not greater than the maximum increase on Salaries of £40').2. RttoletJ, Thai it is expedient, that the Salaries of tbe Puisne Judges uf the Court of Queen's Bench and Common Plcav, ami of the Vice-Cbancellors of Upper Canada, and of the Puisne Judges of the Court of Queen's Bench and Superior Court in Luwer Canada, he £1000 per annum ; but, if the former conveys no more information than the latter, they will not be worth printing. The following is the elaborate trilling with which Lord John Russell eluded, while he appeared to answer, the question proposed to him :—The first meeting of the conference was on the lôth of March.I he first two points were knocked off by the 'Jlitn of that month. On the •J«th the Russian plenipotentiaries were asked to make a proposition on the third point.Tills they declined to ilo, and so the conference adjourned to the 17lh of April, to give them time to communicate with their government. On the lnt ImcrUnn "r r°r Ul •n*«rilon, and per line for each mbteqnam Inaertlon.VKARI.Y t»-»* Ont Snnarr not te evrve.1 M line* w|th ,h(> ^ „ W* °f '¦hanging it orcAalonallir. P smlu^T1,0"rwd £5, "llh ihe sal Pr„/;.l„narand )Other Cant., not exceeding four Un K» Adverüaemeai>b berontldered br the year uni< it I* prrTtenaly agreed npon between the nartlea ^iKf reSSfc£ Advertiser, will be rnnllnod Itif’ir r tfuinr Hnsjurts. And nllothar A
