just published, there w as a great deficiency of crop lust year in Lower Canada, and this deficiency must necessarily act unfavorably on the crop of this year, and the evil will augment every year, unless some vigorous remedy is applied. At the present time food is selling at almost famine prices; and if the production of the common necessaries of life bo not greatly increased, it seems difficult to guess what prices may come to.— 44 Every acre which can be put under crop (observes Mr.Evans) is necessary for our wants, and every acre left waste will diminish by so much what is necessary for the supply «four wants and the discharge of our ohliijations. There is no other certain source of supply except the productions of our lands, and the more ample the production the greater the general prosperity of the country.” The Spring hxs been cold and backward, and the only remedy iu the power of the agriculturist against a late cold Spring is to have the land well prepared and ’.ho soil under culture thoroughly dained.Whore are we to look for such preparations among the primitive agriculturists in this corner of the world? And yet, there is, it is well known, abundance of excellent soil on the north shore of the St.Lawrence, still unreclaimed from the waste. Most devoutly is it to be wished, that the Northern Railway or the North Shore Railway or some such means may open an available access to some of it ; that pastures may he cleared for the rearing of more cattle, and land drained and prepared for the production of corn and nutritive vegetables. The staple articles of food have now to he supplied in Lower Canada for one million of mouths, and the victualling of the ships which crowd to our ports during the fleason ; we have «een how precarious it is to look elsewhere for the supply of these most requisite necessities.— The sweat of the brow which must be in-curred in tilling the ground appears to bo more slowly remunerative than mercantile and prolensionnl pursuits ; hut this is chiefly owing to the less active exertions made, to the want ot vigorous means, perhaps of capital, and to the happy quietude which usually accompanies a rural life.If the noil and the climate were alike apparently unconquerable, we should still have to make the best of them for tho sustenance of life.— But sufficient proof has been afforded in some instances, that much can be effected in Lower Canada hy spirited farming and horticulture ; in fact, we doubt whether there is n better field in any similar portion of the globe for exhibiting the triumphs of an enlightened and industrious system of agriculture. It really becomes an incumbent duty on those who ;tre possessed of arable land and have otherwise the means, to contribute their assistance in procuring supplies from the ground of the country for the maintenance of the population. It is to lie feared that much cannot be done this year.Mr.Evans even says that it is reported in many sections of Lower Canada that there is a deficiency of seed for sowing. He urges the necessity and duty of supplying this deficiency on all who have the means and influence. The inquiry of Mr.Turcotte in the House of Assembly has resulted in proving that there is hut too much truth in this report.Several members spoke of the distressing state of affairs even in the eastern townships ; and a Government loan of £5000 to the farmers has since been resolved on.“ This Spring (adds Mr.Evans,) though late in commencing, may he succeeded nevertheless hy a very favorable summer and an abundant harvest ; and therefore wo should do nil that ta possible to sow and plant to the full extent of our mean«.” Aa fine potatoe*.turnips, mangold and such roots are produced in the districts round Quebec as in any country in thu world : why should they not he cultivated in sufficient quantity to rear enough of stock to supply our market with butcher meat, and dairy nnd farm-yard produce in suitable abundance ?— We tiust tho Railways opened and to bo opened may work effectively towards this great object ; and for this reaaon, if there wore no other, we think the Railways especially on tho North Shore ought to be encouraged and promoted by all interested in tho present and luture welfare of this portion of the Province.PARLIAMENTARY.Y’esterday, the résolutions
