of directing that members' travelling expenses should be paid according to the old rules, leaving it to tho House to consider the question of tho indemnity.They thought, however, it was not expedient this Session to legislate permanently on the question in view of our uncertain knowledge of the exact resonrees of tho Province.A temporary decision for the present Session might l>e come to on the subject, which would not bind the House for the future.The Government only desired this, together with a similar provision for tho Speaker, being guided at the same time by the strictest economy consistent with the dignity of the House and tho Government ot the country.They therefore proposed that the sessional allowance of members should be $6 per diem when tbe Session did not exceed thirty days, and a block or total amount of $450 when it exceeded that period.This had been considered sufficient in view of our limited resources, smaller circle, and the probable shortness of tho Session in comparison with those of tbe Federal Legislature.As he had said before the figure ter past eight o'clock\u2014 Hon.Mr.IRVINE contended that the first day of tho Session was the opening day of Parliament, and spoke at some length, iu his usual able style, citing several precedents pertinent to the subject and in support of his pretensions.Mr.BACH AND considered tho question one of considerable importance.He had already expressed his opinion on the point, aud had listened with attention to his hon.friends tbe Attorney General and Solicitor.Hu appre dated and respected tho profound legal knowledge, ability and energy of those gentlemen, but at the same time he begged to differ with them.Tbo question was whether tho opening day of tbo Session was to be regarded ns one of the fourteen clays within which petitions might be received, and, if not, when did the Session commence.For his part, he held, with many important writers on the point, that the opening day of Parliament was not to be considered as thu first day, inasmuch as no business could bo dono on that day.He cited several celebrated authorities in support of his position.Mr.HEMMING thought the question was not so clear as the Hon.Attorney General and Bolicitor General had endeavored to impress upon the Houac, and if there were room for doubt, he contended tnat the benefit of the doubt should be given to the petitioners.The whole difficulty arose on the interpretation of tho statute as to what was the first day of the meeting of Parliament.Ho believed, and some of tho highest authorities sustained the opiuion, that a Parliament was not an organised Lody, had no life or existence, until the House had elected its Speaker, before which the Crown could hold no communication with it.Ho regretted that tho Houso of Commons had not settled the question, more particularly us it was undesirable to follow out a different system, since wo had both to look to the same precedent! and authorities.Mr.CHAPLEAU said it seemed to him that members wore giving thsmselves a great deal of trouble to prove that thu fourteenth day was the fifteenth, while others were equally exercised to present the chief subjects of conversation and of interest at Auuesley Bay.For more than a month there has been no addition to the fighting force, which still consists of a little under 2,000 men; but mules and camels pour daily in, aud now number many thousands.Camp life is seen under difficulties ; generally whun under canvas there are many hands to do light work, hut hero thu extreme scantiness of staff, mule-drivers, and laborers, in proportion to tho mules that have to be cared for, the supplies that must be forwarded, aud the roads that should be constructed, throws double work on each one\u2019s shoulders.Properly speaking, there are near the shore two camps\u2014one on the wharf, or bunder, at which stores aro landed ; tho other at Mill-koto, about two miles inland and on tbo road to Zoola.At tho first are stored the forage and provisions, the piles of which are weekly becoming larger and better protected from the weather.Tho second is occupied by the staff, thu ordnance, and engineer parks, and a few guards for the latter.Near Mulkote are the lines for tho mules, whose stabling arrangements are of the most primitive description.A rope, 125 yards long, is pegged down, to which 125 mules are attached by chains, or small ropes, fastened to their halters.If the animal is lethered by a chain, he will probably remain there until unloosed ; if by a rope, ho or his neighbor will often eat the fastening and give him his liberty\u2014a very poor boon as without the assistance of man he can get little to eat, nothing to drink ; he soon learns that his best policy is to surrender himself to ono of tho catching parties sent out from tbe lines, orto some Bboho, who, tempted by tbe reward of one shilling offered for the apprehension of stragglers, devotes himself to his head into tho tent, or getting entangled in the ropes; but to lio in bed after daylight is impossible.With the first gleams of light servants wake their masters, or the guests of these latter, aud insist upon their swallowing tea or coffee ; then there is a general uprising ; officers call out to know each other\u2019s destination, or for their servants ar ponies.Cooking, saddling, or cleaning horses is being proceeded with, accompanied by much noise.Camels groan and growl, while tho jackals give a farewell howl, and retire from precincts in which they are no longer safe Half an hour before sunrise the majority of tho officers have canterd off to their work while the minority, ou foot or mounted, go out shooting.At 9 or 10 all return to break fast, and those who can, stay under shelter until 3 or 4, but a good many must always remain out, to see oven the most trivial of routine duties performed, ns tho ronlo drivers and laborers, If not closely watched, will abandon or dally over their tasks.From 3 until dark the camp becomes very busy ; in the morning as much work as possible has been got through; in the evening the arrangements for the next day are made.Dinner is generally taken in tho open air; after dark 3 or 4 of the officers, or civilian visitors to the camp, club their rations together.A table is, after great difficulty, procured ; each ono brings his own chair, plates, and beer, and is at liberty to praise or to grumble at the spread, according to his individual bent.There is not usually much time to sit over wine, as all feel pretty sleepy at 9 o\u2019clock, by which hour most of the camp aie in bed ; beds of coarse, vary according to taste and means, but the prevalent oue is a piece of matting placed in front of the opening of the tent, and covered with a blanket.Tho rcconnoitering party, which, under Col.Merewethcr, penetrated as far as Tokonda, has returned.They found the road, which for a great distance followed the bed of a torrent, tolerable until it approached that village ; but near this point it became only two feet in breadth, sloping at an angle of 40 degrees, and with, in some places, a perpen dicnlar descent of 300 feet upon one side of tho track.Near Tokonda itself was a small grassy plain, which would form a lovely camping ground with good water.The temperature was cool iu the day, bitterly oold at night, ranging from 75 degrees in the former to 45 degrees in the latter.The party were guided by four petty chiefs of the plain, who are at present in English pay, and were received at the crest of the table-land field for conjecture.News has boen received from thu prisoners in Magdala.The Aboona is dead.He was the head of the Abyssinian Church\u2014a man who did not personally bear a high character, but whose loss is to be regretted, as he was an enemy to Theodore, and has been latterly friendly and useful to us.If the new Aboona, who is consecrated by the head of the Coptic Church ut Alexandria, should rouse the fanaticism of Abyssinia against us, this death might prove of political importance.A dreadful epidemic is raging iu Magdala.It has carried off nearly 100 of tho political prisoners confined there.Death takes place 6 or 8 hours after the first attack, being preceded by paralytic symptous.As yet, none of tho Europeans have suffered.\tA disease\u2014probably a fever \u2014has struck many victims among the horses and mules, more particularly at the two advanced camps.The losses as yet have been sufficiently severe to arouse attention rather than to excite fear for the future.The men on the other hand, who drink the same water aa tho animals, are uncommonly healthy.The camp at Hadoda has been raised partly on account of this sickness, but chiefly because it was out of tbe Benafo line of advance.The 3rd Cavalry (Native,) who composed it, have gone to Weeruh.Annesley Bay, Dec.I.The advance, which I said in my last letter would probably bo made upon Senafe, is now in tbe course of execution by tbo 3rd Light Cavalry, tho 10th Native Infantry, aud Major Mallet's battery of tho Mountain Train.At the risk of repeating what has been already mentioned, it is necessary to point out that throe torrents flow down from the crest of the Abyssinian plateau, and unite above Zoola to form tho lower course (now dry) of tho Hoddas, which enters tho sea at our present anchorage.The right of the three is called tbo Ali-Gaddy, tho centre the Hoddas, tho left the Sooroo, or, iu Us lower portion, the Ka-moylo stream.Tho bed of each of these torrents forms a track by which tbo ascent to the plateau may be climbed.Ths Ali-Gaddy leads to tho pass of Halai\u2014it is a route completely out of favor; tho Uaddas, to To-bouda\u2014this path Is, in ils present state, too difficult to form a line oTfcupply, bat we aro at present working to improve it; tho Sooroo, or Senafo road, is that by which our troops aro now marching.Tho chief points along tbo Scnafe road are Kamoyle, where there are good wells, Upper and Lower Sooroo, aud Karay Guddy.Kamoyle is distant 13 miles from the sea Lower Sooroo, where there is running water, 21 ; Upper Sooroo, 25 ; Rary Gaddy, 03 ; and Senafe, 62.At Karay Guddy there is again water, but between Upper Sooroo and Raray Guddy, a distance of 21 miles, none worth talking of, it ie, however, intended to ! sink wells iu Uuineafowl Plain, which is situated half-way between tho two stations.As to heights, kamoyle is 400 leet above tho sea, Upper Sooroo 1,800, Raray Guddy 5,600, and Senate 7,000.So much for statistics.Of the inarch of tho troops very little is as yet known down here.The 5th of December was the day fixed for our entry into Senate*, and nothing hn.s as yet transpired which appears likely to postpone their arrival at that point.It is said, and upon excellent authority, that Kuasa, the leading chit f of Tigre, one of the chief provinces of Abyssinia, and that nearest thu coast, is in tho immediate neighborhood of Scnafe with 7,000 men.He has aent word that Ida intentions are friendly, but Dr.Krapf, who is with our advanced guard, and who has lived for many years in the country, advises us to attach no weight to such protestations until they arc supplemented by the material gim-rantcoofnn important chief sent as hostage.No matter what obstacles and difficulties the nature of the country or the policy of local chiefs may oppose to our advance, an immédiate csUibiishment upon the crest of tho plateau has become necessary.Close to the sea we have abundance of forage landed from tbe shipping, and but a limited supply of water; at a distance from our vessels the position is reversed\u2014sufficient water can be found, but forage becomes difficult to carry.It is curious to watch the different manner iu which tho muleteers of the various nationalities depart themselves.Tho Arab drivers water their animals if they get the chance of doing it without much trouble, if they do not they will often sneak back to camp with mules which have not had a drop of liquid ; the Persians, easily distinguished by their largo frames, and by the fact that they are always mounted, will never givenp an inch of ground they have gained, or leave without having given their chargea drink ; tho Hindostani men seem equally fond of their nuimals, but not so capable of fighting their way in a crowd; while tho fow Europeans scorn to dislike tho crush, and como very early to avoid it, or appeal to somo one in authority to aid them through it.Everything has, however, an end ; tho last muleteers take off their charges ; and then comes the turn of the loose mules, whocrowd wildly to the troughs, plunge in their fevered noses, and as the pumping is always continued until they have had us much as they want, they all ultimately get enough, aud in many cases, as the dead bodiea about the tanks testify, too much.A complete telegraphic apparatus, with sappers to lay it, has come in, and we may soon expect to be in communication with the highlands.Excepta nominal shower there lias been no rain for more than a month, but I paw while rambling yesterday that tho native Shohos have commenced to plough their lands in Sir,\u2014Permit me, through the medium of your estimable paper, to appeal to the public, tho city authorities and Government, in behalf of tbo largo and unprecedented number of unemployed, now in our city, who with their families, are reduced to tho most extreme degree of want.It is estimated that there are at least from ten to fifteen thousand who know not what to do to get food and fuel at tips very inclement season.Hunger aud cold are not only staring them in their face, but bave como upon them without a prospect of relief; audit will not surpris* mo that If during this week there be not many cases of death from starvation ami cold.It is, therefore, time for those that have the power to move in this serious matter, or we shall be disgraced by tho reproach, that while many amongst us live in affluence, starvation and death iu consequence is allowed without an effort to prevent it.What I have just assarted may, perhaps, be doubted by thoss who have not the opportunity as I have of seeing the misery existing amongst us ; but a little consideration will, I am sure, lead them to the belief of the fact.Ship-building,our only resource in tbe winter, and which has employed upwards of five thousand bauds, directly and iudirectly, has since these last three or four months been entirely suspended, in consequence of the ill-advised strike amongst the sliip-carpentcrs ; and now that tho strike is at an end even,there are but about five hundred men employed, and that at such low wages that, instead of being able to help their less fortunate fellow-workmen, they have uot sufficient for their own wants.Admitting that there are some hundreds, say five, that have left thu city to seek employment elsewhere, there are four thousand workmen, say carpenters, joiners, caulkers, sawyers, blacksmiths, laborers, painters, riggers, sailmakers, Ac., Ac , out of employment.Suppose that out of these, there are three thousand married men, the other thousand single, it is a small estimate that they have a wife aud three children, which, with themselves, make five of a family, leaving 10,000 as the number now utterly destitute, as I said before.I am sure that my estimate can bo considered to be within the mark.It may be said that these people have brought this unfortunate calamity upon themselves; but os it was only the carpenters and caulkers that struck, the others .above-namc-d cannot bo held responsible.But if they were all to blame, what does that argue?Felons of the worst grade aro not permitted to starve.They aro fed and their wants looked after.Prostitutes that bave occupied our highways, enticing others to rice, find in our jails a shelter for the winter; and shall these honest workmen, with their respectable families, be less respected than they ?Society owes to itself that something be done, and that at once.The question then arises, how is it to be done?Are we to dole out charity to people who hitherto have been above such humiliation.In some cases, and as immediate relief, it will bo necessary to do so, but something else must bo done; we do uot wont 15,000 paupers in a city of 60,000.Work must l»e found for them.To capitalists, I would say, let some manufactory bo selon foot which will tend to the prosperity of tbe city.Other towns, of insignificance compared to ours, are starting such ;
