Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
1908.mere rm TAB GRAND TRUNK PAVIVIO BILL.Sir Wilfrid Laurier introduced the Grand Trunk Pacific Bill on Thursdey is one of those speeches wo thoroughly characteristic of the genius of the man, The eloquence and fervor which ‘ [adorn even his least polished efforts were not lacking, and though the practical details of the scheme left | little room for the display of these qualities yet the exordiun and peroration left ample room, of which tbe Premier was not slow to avail himsell. This ora- toricalfervor, this divinus alllatus, is generally fatal to Sir Wilfrid; the beauty of hix periods dazzles him, aud be is unable to see clearly the train of thought which they wust inevitably suggest. When he vindicated the policy of the Government in necking the immediate construction of another transcontinental road, aud evoked the enthusiasin of his supperters by de claring that “to those who talked of the policy of to-morrow,—to those who wh us to wait, wait, and wait; to cakculate, to inquire, our answer ix ‘No.This is not a time for deliberation, it is a time for action. The flood tide is upon us that leads to fortune; if we let it pass it will not come again : if we ht it pass our national life will be in the shadows, We cannot visit, because time does not wait,” ”* it never seems to have struck him that these were singular words to come from a fiovernmest that at the beginning of this seesion bad put in the mouth of the Governor-General a promise of the appointment of a transportation comenission to deliberate, to calculate, to enquire; thut had ocon- sumed seven montbs on the deliberation over and enquiry into the proposals of the Grand Trunk Pacific Extension Company, and was coming down at the end of the session with £ rush order, and with a sudden ‘per ception of the evils of temporizing and delay. It sufficed for the silver-tongu- ed orator that the sentence was a pretty one, and ealculated to carry away his audience; that in the wouth of a speaker of different antecedents, the outburst of the moment would he backed up and supported by calmer second thought; but it never seemed to occur to him that this precipitate conversion from the tactics of Torres Vedras to those of the Light Brigade at Balaklava engendered suspicion, and gave a hollow ring to his words. We have beon told any time within the last hal dozen years that the country wae on the high tide of prosperity, but throughout them tbe Laurier Government han never lost its nerve : no Sphinx could have been calmer or more immovable; the things for which it has waited and is stifl waiting, concerning which it has calculated and enquired, and is still cakulat.ing and enquiring are innumerable, including the fast Atlantic service and the winter navigation of the St.Lawrence.The Laurier Government has never been in a hurry over anything : it was not in a hurry over the trane- portation question till jt had concluded ite bargain with the Grand Trunk,—not the Grand Trunk Pacific, but the Grand Trunk itself. It is very remarkable how the Grand Trunk has made its appearance at the very lant moment. When the Pacific Extension scheme wan first mooted, the promoters were declared to be a distinct and independent company ; Sir Charles Rivers-Wilson, assured the shareholders of the Grand ‘lrunk that his line war not connected with it financially, and led them to suppose that it had no intention of being so; the whole of the negotiations that have taken place were carried on, #0 far as the public is aware, with the promoters of the Grand Trunk Pucitic, some of whom were doubtless ofticials of the Grand Trunk, but were not présent as its representatives of, or pre- muned to be acting for it an a third party to the bargain. It in rather astonishing to be told now that the Grand Trunk will assume all the non- interest paying wtock of an independent line, and in addition, guarantee 25 per cout.of the oost of ite construction. That is not the course which one railway company adopts toward another unlesw impelied thereto by the contemplation of the ultimate control of the line aavisted, or by other reasons, equally cogent. The Government will take credit to itwelf, and, on the face of it, not without tesson, for having driven a very good hargain, but it is at the expense of the Grand Trunk, not the Grand oumos in.iÿdhould have stood to benefit by the Pacilio Kxtenzion as originally yrépèted"t» not only son- voivable, but cortain, but thet it should be anything but injured by the construction of a.“mations! transooo- tinentel live” pledged do Evert freight As mick an poeeihls From thal Grand Trunk, apd apery it over ita own raie tp Canadian weports, is incredible.M the safgguards provided by the Lilt for the transportation of ireight are bos: ds, and will be rigidly enforced, 4a Sir Wilirid Laurier says they will, ‘Why sbould the Grand Trunk gave the road a gratuitows fin- | ancial support ?Why whould it not; rather week to oppose IL?‘Ibere fs something that requires looking into in this transaction which Sir Willrid Laurier is in such a hurry to have closed. When the Premier said : “The flood time is us that leads to fortune; if we let it pars it will not occur again,” did he mean by “us” the country or the Government? He certainly could not have meant the Grand Trunk shereholders. It would be idle to pretend that the bill is destitute of many good fantures but it muat be remembered that apart from the coralling of the Grand Trunk, which is « questionable one, the credit for the most important of these belongs to the Opposition who proposed then, and not to ths tiovernment whowe followers voted them down in the Railway Committee. It was the Opposition “who wished for a pledge that Canadian traflic should be carried to Canadian ports; that Canadian supplies should be utilised in the construction and equipment ol the line, other things being equal, and that no dingrimination against | Canadian ports, in favor of American ports should be given. The Governmént can claim no credit for these things beyond that of à late repentance folloning on à season of waiting, calculation and investigation.Repentance is not a jileasant thing in itnelt though the after-fruits may be beneficial, and it is not a.tonishing that his experience in this respect has converted Sir Wilfrid Laurier from his old-time principle of Festina lente, into an.enthusiastic follower of the policy of hurry-vp.There war a peculiar siatement made hy Bir Wilfrid which we have barely time to glance at, hut which should not be nltogether overlooked. In reply to the question ‘why the Government built only that part of the road mhich was not expected to pay for some tinæ, and did not: build the continuation from Winaigeg.to Port Simpwon, he stated shat the reason was that the Government did not believe it could build and operate it with profit. That is not an encouraging prospect for the Grand Trunk Pacific, and it does not say much for the national transcontisemtal either, if, in the opinisas of the Government, neither of the two sections will pay.———— THER LAKE ST.JOAN DISTRIOT.Its Wonderful Development—Jmprove- ments to thb Railway. The directors snd officers of the
