AND VARIED THEORIES ADVANCED.Bt, Petersburg, July 24.—Emperor Nicholas hadi returned to Peterhof.Bt.Petersburg, July 24.—A flotilla of torpedo boats, torpedo boat destroyers and small cruisers hovered shout the Imperial yachts from the time they met until they pasted.Beyond the additional fact that Emperor William paid a visit to the Polar Star last night and that subsequently Emperor Nicholas went on board the Hobenzellern and remained until long after midnight im the German Emperor’a cabin no further- details of the meeting are yet available. The meeting of the two monarchs naturally created intense interest in diplomntic circles. In some quarters there is a disposition to attach the deepest political eignilicance to it and all sorts oi theories ands But phy are large! tion.1% is officially atnounsed that the visit was only a “visit of courtesy” made by Emperor William on bis brother monarch before loaving the Gulf of Bothnis, but under circumstances the diplomats cannot beliove that such meeting was devoid of meaning to the world's political chess board. No matter what the ultimate result may be, however, oll the diplomats a that ite first effect would make for peace as Lut peror William is known to be strongly of the opinion that Emperor Nicholas should conclude peace and set bis house in order. In diplomatic quarters not exactly friendly to Germany there is a disposition to suspect the German Emperor of trying to bring about an alliance between y and Russia, not only to block the attempt which it is believed to be making to isolate Germany, through her understanding with France and the Intter perhaps through an understanding with Russia, for the mutual protection of the monarchial system.- peror William js said to be fully alive to the fact that the revolution in Russia could only be communicated to Germany and it iu reported that he is anxious for that reason to see that re: forms are granted which will restore tranquility m the territory of his eastern neighbor, An afternoon paper quotes a significant editorial in the semi-official Berlin Post hinting that France has grown cold towards Russia, that the Russo-French alliance is on the eve of dissolution and that there is an increasing fecling in Rusvis in favor of ‘‘concluding an alliance with Germany even at the cost of great sacrifices.” But the idea of a Rusto-German alliance is distinctly re- ted at the Foreign Office, where owever, it is admitted that the officials have no specific information on the subject of the Emperors’ meeting, Foreign Minister Lamsdorff not being consulted and no representative of the Foreign Office being present.lt is known, however, that a representative of Chancellor Von Buelow was on board the Hohenzollern.Coupt Lamsdorfft's epokewman pointed out that the Monarchs wero personal friends and robably discussed many subjects, but fe expressed the opinion that the exchange of views would have a more Important bearing on the internal affairs of the two empires than on their external relations.“Tho Socialistic movement,” the re ntative of Count Lamsdorfi added, “has assumed high proportions in both countries and it in a matter of the serious consideration to both monarchs,” In another quarter it was suggested that the German Emperor may have asked Emr Nicholas to support a German rince for the throne of Norway, Kin Oscar having announced that he woul not permit a member of the House of Bornadotte to assume the aceptre, and the only other candidate being Prince Charles of Denmark who in married to an English Princess. The Marshal of the Court, Count Benkendorff has sent the following from the Island of Bjorkelo: “At 10 o'clock in the even ing of July 23 the German imperial yacht Hohenzollern drop anchor near the anchorage of the Russian im- peal yacht Polar Star.Ynperor illiam accompanied by Prince Albert of Schleswig-Holstein and his suite was rowed to the Polar Star.Fmperoi William was received at the he of the ladder by Emperor Nicholas and the Grand Duke Michael and cordial tings were exchanged. The German mperor reviewed the guard of honor and the yachts crew and the two suites were presented, after which their Majesties retired 10 the salon. At 11 o'clock at night Emperor Nicholas and Grand Duke Michael accoompanied Emperor William to the Hohenzollern where they remained until 1.30 in the morning.” Berlin, July 24.—The meeting of the two Emperors took place on the initiative of Emperor Nicholas.‘The prevailing idea is that the Russian - r ired an outside opinion from a ruler from his own rank on the internal situation in Riimsia. His, invitation to K filliam is ed as being the result of friendship and confidence in him.Although the meeting is consi as being of high importance for Russia, it cannot signify any change in Germany's policies ‘toward Japan or Russia.Emperor William hed not seen the Russian Empeor since the autumn of 1903 at liesbaden. The German Em T went within easû distance of St.Petersburg because it would be impolitie for Emperor Nicholas to leave the country and visit German waters.NATIONALASSEMBLY More Liberal Scheme Proposed by the Russian Committee of Ministers, Bt.Petersburg, July U—The pro- posaln of the Governoxcnt for a national assembly as amended by the committee of Ministers and now submitted for the Emperor's consilera- tion, difer essentially from the original scheme outlined by the commission headed by M.Bouligin, Minister ol the Interior. They are more liberal and more free from vexatious complexities, placing the assembly on a more independent footing and empowering its president to report direct to the Emperor, while the assembly may select its own officers, including ite Presi: dont, and discuss any matters of a legislative character with greater freedom.Further the committee of Ministers rocommends that the assembly he authorized to examine all appointments to the different Ministries and to question Ministers on affairs within ite jurisdiction.——— MORE RUSSIAN TAXES, St.Petersburg, July 24—The ministry of finance in elaborating a scheme for the imposition of additional taxes to the amount of $30,000,000 annually. This will constitute a new departure in Russian taxation, the new taxes boine imposed principally on the well to-do classes. The principle of a tax on incomes and also on inharisancra will be introduced. One part of the scheme ie the imponi- tion of a tax on lodgings renting for over $150 per annum.M.Kutler, an.sistant minister of finance, who in elaborating the project, nays it will be ready to be placed in force in September, The proceeds of this taxation would bo more than sufficient to ment the intoreat on any indemnity Russia might agres to pay to Japan.CUSTOMERS ARE OURS by bayonet charges have been already repulsed with terrible slaughter. The Russians are atill holding their ground stubbornly. Before the engagement became neral, the Japanese attacked a Rusman porition but any charge that we sought to bring about war or failed to use our offices to prevent a conflict is absolutely false. We would undoubtedly have stood by France in any conflict over the Moroccan question but we do not want a conflict and desire an understanding with France solely to insure peace.“Great Britain at war would suffer infinitely greater commercial losses than her adversary. For one thing, our entire shipping would to Ameriea and the people would « overthrow any government assuming sn aggressive attitude.” Regarding the diplomatic relations between Germany and Great Britain the Associated J'ress was informed that they were not in the least strained and that there never had been any serious difficulties between the two governments, It has always been considered here that Germany a attack on the French Moroccan policy deals directly with the Anglo-French entente while well founded opinions have been expressed that Germany would welcome an understanding with France on Far Eastern matters, in which the interests of the two countries are similar. It would seem that France inxtead of occupying a begging role, is the fortunate possessor of two suitors in the greatest rivals in Europe.TWELVE VICTIMS OF FIRE, Houston, Tex., July 24 — With obably twelve persona dead, the fire on the Humble oil ele, which started last night is still burning fiercely, but it remains conûned to the tanks of the Texas company.‘lhe burned men were all negroes employed to prevent the sprend of the flames, The tanks contained approximately 2,500,000 har- reis of oil, valued at 23 cents a barrel, and none of the oil will be saved. The big pumping plant was destroyed making a total loss of over $650,000.To-day tho eforts of the fire fighters have been confined to throwing wp earthen embankments briween the burning tanks, of which there are eleven, and those in which four million barrels of oil belonging to owaer sompanies are stored.WILL NOT RESIGN Premier Balfour Announced Government's Intentions in Commons Yesterday London, July 24 — The Government bas no intention of resigning in consequence of Thursday’s adverse vote. This was the statement made by Pre mier Balfour in tho House of Commons this afternoon.Although it had been generally recognized that such would be the decision, there was a feverish eagerness on all siden to hear the exact - terms of his statement.‘l'he House was literally packed and there has not been such an attendance of members during the life of the pre sent paclinnent.Ît is estimated that had a division taken place, tho Government = would have had a majority of from 90 ta 100.Several Conservatives made their first appearance in the House this year R.YALCANAD'AN ENGINEERS AT LEVIS Toronto, July 24 — The Royal Canadian Engineers ace going into camp at l'uint Levis, Que, about the 14th of next month and will remain there for four weeks. The total strength will he about 100, and will include contingents from Toronto, Kingston, Fredericton and St.Johns.Tho ofd- errs in command of the Toronto or No.2 section in Lieut, Hughes, while of the non-coms, both Quartermaster Bergt.Husband and Sergt.Witham formerly served in the Royal Engineers in the old country, the latter faving put in 27 years service, The strength of the section is 32! of them. They married French-Canadian girls and these matches seem tg have turned out well.It is not uncommon to-day, to find in remote country dis: tricts, wholo families, bearing Scotch, English and Irish names, the owners of which cannot spea.a word of English. That soluiers and sailors can take up civil life and bocome successful .in that department of human activity has been proved again and again. There is now a prospect of history’.repeating itself. In a few days no fewer than three thousand timo- expired men of good character, all be low the age of thirty-five years, will be discharged at Horsham Barracks, Fnglond. These men are, of course, in excellent physical condition. They aro accustomed to endurance and their experiences are worth a small fortune to them. Each man possesses an: other small fortune in money, as on his leaving the force, he will be granted from thirty to forty pounds. An effort should be made by the Canadian Government to sccuro & ship ment or two of these desirable men.We went population, and Canada of.fors advantages, which if brought properly before these disbanded soldiers, would, wo think, be eagerly seized up: on by them, ‘They would find no difficulty to make homes in Canada. The unmarried ones would experience litile difficulty in marrying, especially in the West, where there are many spinsters awaiting husbands.A cable: gram informs us that the Sussex emi- qration commission is communicating with the authoritics for permission to distributo literature, and to deliver addresses on tho advantages of Canadian emigration. This request will likely be granted. It must wot be forgotten that these mer are not wornout veterans, likely t# become a burden on the Dominios, and, there fore, undesirable settlers, They are, on the contrary, men in the very prime of life, and would prove à de cided acquisition to our population. In England, amployment can be found for old soldicrs in the cities end towns, as messchgers, janitors, &c., &c.Dut there is no room for that clnss in Canadn.Mon of thirty-five years of age, however, are needed, and it in to be hoped that a large number of them will find their way to our shoros, ond thence to our lands. Some of them would he very useful too, to SirFrederick Borden, in carry ing out his military scheme.is being denounced in all the moods | 8 HARDWARE GO'Y, St.Peter Street, Lower Town Branch, Fabrique St., Upper Town Salmon and Trout Tackle ROD Qt English; Amorisan and FLIES From Forrest & Sons and Redditon LEADERS Tue rinest Mose.Complete Camping Outfits Ctx tin ou, es Berke, ea.Cam, Body | ubber ~heet D Folding Ca toves Foiditg Tables and Utensils Rifles, Shot Guns & Ammunition.General and Heavy Hardware.$.J.Shaw & Co., 13 SL Jobn Strest, Comer Notre Dame awl Mowsiahh H FORREST & SONS Trout Flies Salmon Flies, TEE AN Bg 3 2807 Oiled Salmon and Trout Lines, Gut Leades, Reels and a fall line o Sporting Goods and Hardware.TELEPHONES, 578 U Townpoor 44 Lower Town Always Insist upon having. The Genuine MURRAY & LANMAN’S Florida Water The most refreshing and delightful perfume for the handkerchief, toilet and bath {R UEBEC.FOREIGN WINES.SPIRITS, MINERAL WATERS.Choico European Table Products, Ete… Eta 87-50 BT.JOHN STREET.A TONIC FOR ALL, It makes new blood it strengthens it bulide uarters {or Families and Hotel Supplies —— TRADE MARK tt invigorates BONE AND MUSCLE Used with the test advantage by all wenk e.te fainti makes pallid ads into rose Davis & Lawrence Co, Ltd, Montreal PELICAN & BRITISH EMPIRE LIFE OFFICE.The Oldest Froprietary Office in the World Tranmcting Life Assurance Business Quip FOUNDED IN 1787.FINANCIAL STRENGTH UNSURPASSED.CAPITAL -
