Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

the ex- Premier, were invited to assist, vas held here Sunday. The strictest secrecy has been maintained regarding the discussions at the conference, but it is generally believed that the latest developments of the situation in China were taken into serious consideration. It is understood that the conference reached the conclusion that the adoption of 3 republican form of government by China was apparently evitable.Information from a reliable source has reached here that the revolutionaries in China continue to insist firmly on a republic and that the peace negotiations now proceeding at Shanghai will result in a rupture unless the Imperial authorities in Peking should yield to their demands in this respect. Most of the powers are apparently reconciled too the inevitable tendency of to-day and got away with nearly $4000 in cash. The men entered by way of the skylight, drew electricity from a live wire to operate their drill and with nitro-glycerine easily blew off the safe door.A roll of carpet was found which had been used to deaden the noise of the explosion and beside the carpets were found kid gloves which the burglars had evidently used to avoid detection from finger prints, which have recently led to arrests and indictments of several alleged burglars.KOCH, LAUTEREN & C0.FRANKFORT Lotatiiohed 1718.RHINE and MOS ' aw, Yeuns & Go.‘ E WINES Since give the slightest provocation, but the massacre still continues.Resht is the capital of the Province of Ghilan and has 40,000 inhabitants. The government house has been bombarded and many government officials and police have been killed.Private houses have heen demolished.According to other despatches, the Russians killed four unarmed Mohammedans in the Armenian quarter of Tabriz during the fighting in that city.“The people of Persia,” says the despatch, “are stupified at the attitude of Russia, especially as these outrages have followed immediately on the acceptance of Persia of the second Russian ultimatum, and when Persia has shown every desire and disposition to contiliate Russia and establish friend- ty relations.” St.Petersburg, Dee.25.—Advices ultimatum. The Cabinet intimated to Mr.Shuster that they would communicate to him later their plans concerning the turning over of his accounts to his successor. An indignation meeting was held after the announcement of Mr.Shuster's dismissal was made, to protest against the so-called coup d'etat, but the crowds were dispersed by the police without disorder.Further demonstrations are expected.Alt the opposition newspapers have been suppressed and martial Jaw has been proclaimed. The Russian Consul, who has assumed the government of Resht, reports the town quiet at the present time, but looks for further outbreaks. It is reported from Shiraz, capital of the Province of Fars, that Persians fired on a body of Indian troops who were proceeding to meet the British Consul, one of the Indian on which they arrived was due at 11.40 p.m.on Saturday, but being delayed by heavy traffic, only reached Levis at 1240 on Sunday morning. On leaving the train the passengers went to board the ferry steamer, when they were informed that there would be no steamer crossing until next morning, as none ran after midnight. These people were then not only prevented irom reaching theih homes at an early hour on Sunday morning, but were put to the extra expense for hotel accommodation in Levis. They say that so long as such treatment as the above is accorded travellers crossing to the city, there is little use of endeavoring to boost Quebec.a + ————— | 1S CANADA OVER-BORROWING?“One factor which above alt others has favored the industrial development of the Dominion of Canada within the past decade,” says the New York Financier, “has been the willingness and even the enthusiasm of outside capital to lend assistance to schemes for local development.Canada’s credit in the marts of the world, and particularly in England and the United States has been, and still is, above suspicion.Money has flowed like water into every channel of investment of legitimate character opened by the Dominion. There is no good reason why this powerful assis- ance should not be continued, except that Canadian enthusiasm or optimism bids fair to pass the boundary of conservatism, with the inevitable result of an unhappy awakening some time in the future to the fact that not every financial scheme propounded is necessarily good and sound, simply because it is Canadian in character.” Continuing in the same strain the Financier argues that there are many signs to indicate that the promotion business in Canada is being overdone. It points out that several industrial combinations of large size, which were hastily put on the market a year or so ago, are already in the rapids of financial distress, while others are revealing the fact that not only are they over-capitalized, but they are destined for eventual receivership.“We do not wish to convey the idea that our good neighbors are at the end of their prosperity,” says the against the splendid credit which the Dominion has always enjoyed and to that extent will retard prosperity, “There are signs also that Canada is in the throes of a land boom something akin to those which at one time did so much to unsettle business in the United States.Altogether the Dominion, unless steadier counsels prevail, will do herself’ irretrievable injury in permitting to continue un- cheeked what is rapidly developing into an orgy of speculation, hased on overcapitalization and uncertain prospects, rather than on solid foundation.” The Tondon Observer referring to what is described as the Canadian Northern loan fiasco, says Canada as a whole and not merely the government, has heen over-borrowing.The values of fend and meet other things As 1 have been inflated, but we are glad to see there is a growing spirit of caution, though some municipalities have shown something akin to bolting beyond all bounds of caution.IMPRESSION ON THE COUNTRY In the brief sitting of parliament now adjourned the Government has given great satisiaction to the country and the people at large.of course impossible to accomplish It was much, as there were so many loose ends of administration to gather up.But the Government has shown a plain, honest determination to carry out the pledges of its party 10 the letter, and to cosrect the abuses of the previous administration. An extremely acute and true criticism of Sir Wilfrid Laurier appears in an.English review: ‘The ex-Primerdbimister of Canada S¥tdn made thé nilitake of imagining that an eloquent form of words would enable him to avoid a plain action; and in the end.since the habit of rhetorical evasion grows upon a man, he lost his pristine faculty of anticipating the trend of public opinion in a country where, more obviously than any other, what a man does count for more than what he says, however cleverly he says it.” This penetrating criticism equally illustrates the character of Mr.Borden and his associates, because it describes exactly what they are not. They say what they means and mean what they say, and the cleverness of their speech is explanatory and not deceptive, while Sir Wilirid Laurier and his followers were mostly deceptive without explaining anything. It is impossible for any governmest to be always 1ight, for it is made up of human beings, and to err is human. But the people of this country are pretty well convinced that the present | government is striving to do right, and that stenggle is at once a test of cha.acter and a guarantee of confidence on the part of all.MOVING WESTWARD, The Manitoba Free Press points out that the removal of the Union Bank head office to Winnipeg emphasizes the fact that control of large commercial enterprises is most effective when exercised from the closest and most central point in the field of operation.Competition in any de.paitment of commercial life is now too keen to permit of success being obtained by long-range control.Of this, mo better instances need be quoted than those of the days when from the capitals of Europe it was sought to direct business in Canada.Lt was only possible for them to enjoy a very brief period of success.Local commercial efficiency developed, and in competition with it direction from abroad led only to failure.Tn these later days (he West has developed 8 tiade vf such volume as to necessitate control from its own centres. Many Canadian enterprises, like that of the Union Bank of Canada, find the West too distant, and their business too unwiclding and promising to be risked at fong range control, It is only a matter of time when many more institutions, following in the steps of the Union Bank, will establish headquarters where control can be exercises more effectively.Children Ory FOR FLETCHEN'S CASBSTORIA LOST 45 POUNDS IN WEIGHT NOW WEIGHS 125 POUNDS, THANKS TO “FAUIT-A=TIVES" Plantagenet, Ont.Jan.3st, 1910.“About March 1st, 1909, I was Ottawa.CANADA AND THE EMPIRE.An article well worth reading respecting the relations, present and future, of Canada and the Empire, is published in the current issue of the Queens University Magazine oven the signature of Professor Cappon. In opening, the development of our national life is traced in a clear and comprehensive manner, and throws much light upon the difficulties which met the “Fathers of Confederation,” snd were overcome by that band of far-seeing statesmen before they were successful in effecting the formation of the Dominion.National sentiment, a3 it now presents itself, is almost entirely the growth of the last twenty or twenty-five years, and is, he states, partly a result of the wonderiul development and progress of the country during that time, which has given Canadians a sense of their nationality, and has introduced and fostered an clement of high confidence and robust pride, which a generation 4go was noticeable only on a few of the bolder and greater spirits of the nation.Professor Cappon is not inclined to rely too much upon sentiment in fashioning our future relations with Great Britain.Of more vital importance as ties, hie believes, are the commercial and financial relations which Canada as a member of the Empire posseses with the world-wide system of British administration. He touches also upon the ‘importance of consular agencics and the like, and the protection which the British Bag furnishes for merchant ships, missionaties and travel ling citizeWi-all over the globe, - Professor Cappon shows what the French-Canadians owe to British connection, in the guarantee of privileges of race and religion.Such privileges would not be accorded in the American Union, for example.Neverthe less, he points out, the recent development of Imperial ideals has not won much favor among the French- Canadians, Perhaps, when all the facts are before them they will realize that their special ideals find their best shelter within the British Empire. There is no alternative in sight. As for the English-speaking Canadian, the professor makes it clear that local freedom is demanded. For all that he sees no immediate danger in any mutual arrangemect that might be made with Great Britain regarding Imperial defence or tariffs.Growth implies increase of responsibility. The existence of the powerful republic on our borders is always a situation calling for care and watchfulness Out.Mside of the Empire, Canadian nationality might be endangered by some sudden wave of passion.similar to that which culminated in the Texas nexation.Within the Empire that danger is greatly minimized.Professor Cappon touches mildly, but none the less eRectively, upon the slight interest we take in naval ‘and military affaics, and he effectually disposes of the rosy dream that the Monroe Doctrine is any guarantee of our security.“The application of the Monroe Doctrine to Canada.” he says.“implies the acceptance by Canada of a protectorate from a foreign power. That position could have only one termination — annexation.” Professor Cappon draws the wise conclusion that to reconcile the principle of Imperial sanity with freedom of natural development for all parts, capable of using such freedom, is the ideal of the British Empiremeres PRESIDENT TAFT OBJECTS TO “FAKE”
