of the Roms rifie was one of the many controversiss which about Sir Sum during his service which he actively participated.one denies that - he brought to wei- untary.recruiting a spirit and enthusiasm which never flagged throughout the country until the Summer of 1916.Bir Sam himséif always inaisted that conscription would have been unnecessary had he been given a free hand in raising the men by voluntary methods.However he earnestly supported the Military Berviee Act of 1917, and was returned at his jast Parliamentary election as a supporter of the Union government.As to the facts leading up to his resignation as Minister of Militia, there is still much controversy.He took the opportunity on more than one oc- caslon to state his own position in the House of Commons and after retiring from office some times cri- ticizsed the government's administration of military affairs.During one of his trips to Europe as Minister of Militia, he was more or less attacked in connection with the contracte for the manufacture of fuses.He at once returned to Ottawa and demanded an investigation and was completely exonerated by a Roya) Commission consisting of Sir \\Jilllam Meredith and Mr.Justice Duff of the Bupreme Court of Canada.Sir Sam always inaisted that Canada should take part in the wars of the Empire and offered to raise bat- tallons for service in the Esyptian, Soudanese and African campaigns.He was enthusiastic in supporting the Empire during the great world struggle but contended always that the Canadian army should not be a mere corps of the British army, but should occupy the position of an al- led force.After his resignation as Minister of Militia, he strongly insisted upon this view and severely criticized the course of Sir Arthur Currie, the Canadian commander- in-chief in the closing days of the war.He appeared in the House ot Commons on one occasion to protest against the Outside Service entered the Dominion Government, being under the Civil Refund Money To Government Toronto, Aug.13\u2014Continung \u201cthe investigation of all frauds upon the \u2018Government by soldiers who cashed English money at par on the pretense that it represented army pay and allowance only, the Commission this afternoon heard Major Earnest H.Greenwood, a first contingent man, whu cashed £1,300 at difterent dates.Greenwood estimated that only about £700 of this was pay and allowances.He had made some profitable investments In England \u201cIt looks to me as if you owe the Government the exchange on £600,\u201d declared J.Wa y, K.C., acting for continue to show steadily falling revenues since March, a greater 4rop In expenses has resulted in an increased net revenus, sccerding to a statement made public to-night by the Dominion Burea uof Statistics, dealing with the operating revenues and ex- pences of the Canadian railways for May, 1921.The operating ratio has steadily improved since the first of the year and for May was 95.29 percent as against 35.55 percent for May 1930 and 96.17 percent for April, 1931, and 108 percent fer January.The Canadian Pacific Railway, the statement saye, has been reaponsible to « large extent for this favorable showing.In January this year, the operating ratio of the C.P.R.was 96.5 percent while for May it had dropped to T6.5T percent as against 81.66 percent for May 1920.Only five of the 63 large American railroads made à better showing during May.On all the Canadian railroads the operating revenues showed a decrease of $3,149,300 from May 1920, and $734,217 from April 1931.This was mainly in the freight receipts which decreased $2,794,790 from the May 1920 total and $1,379,261 from April 1921.The tons of freight moved decreased from 8,697,370 tons in May 1920 to 6,866.595 tons and the aver- miles to 232.3 miles, making a re- duotion of 26.4 percent in the tons of revenue freight moved one mile.\u2018The average receipts per ton per mile were 1.373 cents as againet 1,- 087 cents in May 1920, an increase of 26 percent.Passenger traffic decreased 11 percent and the number of passengers carried one mile decreased 17 percent.The average passenger receipts increased slightly over 12 percent.The operating expenses were reduced $3,092,463, or 9 percent from May 1920, and $9983, 026, or 3 percent from April 1921, The payroll was | $15,757.277, againet $19,285,466 for May
