American and Swiss federations and the Canadian confederation.\u201c It is of the \u201c essence of the federal system,\u201d says Mr.Loranger, \" that the central Government \u201c should have only the powers which are \u2022\u2022 conferred upon it by the varions states, '* and that these latter should keep to them-\u201c selves all the others.\u201d This is, no donbt, true of a confederation cf sovereign states, such as the varions American states were at the time cf the Union.The Canadian constitution is, and was intended to be, totally different, as Sir John Macdonald very clearly pointed out during the debates on Confederation in 1805, and it surely will be admitted that no ore had a more thorough knowledge of what constitution it was intended to give.Comparing Confederation with the Union of the American States, Sir John declared : \u201c They \u201c commenced, in fact, at the wrong end.\u201c They declared by their constitution that \u201c each State was a sovereignty in itself, \u201c and that all the powers incident to a '\u2022 sovereignty belonged to each State, ex-\u201c cept those powers which, by the conati-\u201c tution, were conferred upon the general
