a trusted advisor as he or she does of a dinner or a dress. Many a poor soul is miserahle all the day long, and gets dragged down deepor and deeper into the depths of sin and sorrow anil despair for want of a sympathising friend, who can give lier advice, and make her fed that somebody in the world can-i for her, and will help her if they can." 1 hi re is no one who cares for my soul. There is no creature loves me, and if I die no one will pity me,” is surely one of the bitterest cries that can burst from a breaking heart. One of the secrets of the success of the Salvation Army is, that the friendless of the world find friends in it.There is notone sinner in the world—no matter how degraded and ilirty he may be—whom my people will not rejoice to take by the baud and pray with, and labor for, if thereby they cao but snatch him as a brand from the burning Now, we want to make more use of this, to make the Salvation Army the nucleus of a great agency for bringing comfort and counsel to those who are at their wits’ end, feeling as in the whole world there was no one to whom they could go.Society needs a great deal of mothering, much more than it gete. And as a child needs a mother to run to in its dilliculties and troubles, to whom it can let out its little heart in oontidenoe, so men and women, weary and worn in the battles of life, need someone to whom they can go when pressed down with a sense of wrongs suffered or done, knewingthat their confidence will be preserved inviolate, and that their statements will he received with sympathy.I propose to at tempt to nuet this w ant.I shall establish a department, over which I shall place the wisest, the pitifulleat, and the most sagacious men and women whom I can lind on my staff, Ito whom all those in trouble and perplexity shall be invited to address themselves. It is no us« saying that we lovoour fellow men un lees we try to help them, and it is no use * pretending to sympathize with the heavy burdens which darken their lives unless we try to case them and to lighten their existence Insomuch as we have more practical experience of life than other men, by so much are we bound to help their inexperience, and share our talents with them. Why should they be left to brood in misery over their secret sin, when a plain straightforward talk with u man or woman selected for his or her sympathetic common sense and spiritual experience might take the weight off their shoulders which is crushing them into dull despair ?While the “well to-do ’’ classes can fall back upon skilful friends for direction, or ki'ail themselves of the learning and experience of the legal profession, the poor man has literally no one qualified to counsel him on such matters. Now, we want to create a court of counsel or appeal, to which anyone aullering from imposition having to do with person, liberty, or property, or anything rise of sufficient importance, can apply, and obtain not only advice but practical a-ssi-tance.Among others for whom this court would I devised is the shamefully neglected class I of widows, of whom in the east of London there are U,000, mostly in very destitute circumstances. In the whole of London there cannot be less than 20,000, and in Kagland and Wales it is estimated there are 100,000, fifty thousand of whom arc probably poor and friendless Take the case of the average widow, even when left in comfortable oircum (stances. She will often be launched into a sea of perplexity, although able to avail her self of the best advice.Hut think of the multitudes of poor women, who, when they close their husband’s eyes.lose the only friend who knows anything about theireircimutances.I here may l>e a trille of money or a struggling business or a little income connected with property or some other possession, all needing immediate attention, and that of u skilful sort, in order to enable the poor ere iture to weather the storm and avoid the vortex of utter destitution. All we have said applies equally to orphans and friendless people generally.Nothing, however, short of a national institution could meet the necessities of all such cases.Itut we can do something, and in matters already referred to, such as involve loss of property, malicious prosecution, criminal and otherwise, wo can render sub stantial assistance. Our great hope of usefulness in this department lies in prevention The knowledge that the oppressed poor have in us a friend able to speak for them will often prevent the injustice which cowardly and avaricious per •ons might otherwise intliot, ami the same considerations may induce them to accord without compulsion the right of the weak and friendless.ing that they must be frequently appealed to for legal advice, which they are quite unable to give, and equally at a loss to obtain. We shall always be very glad to assist such.Tllh DEFENCE or CNDEI KNDKI) PERSONS, The conviction is gradually fixing itself upon the public mind that a not inconsiderable number of innocent persons are from time to time convicted of crimes and offences, the reason for which often is the mere inability to secure an efficient defence.Although there are several societies in London and the country dealing with the criminal classes, and more particularly with discharged prisoners, yet there does not appear to be one for the Purpose of assisting unconvicted prisoners, his work we propose to lioldly take up.SECTION .'),—Ol'R INTKI.I.Ii i KN ( 'h UK PART ME N’T.At the present there is no central institution, either governmental or otherwise, in this country or any other, which charges itself with the duty of collecting and collating the ideas and conclusions on social economy, so far as they are likely to help the solution of the problem we havo in hand. This intelligence denartment, which I propose to found on a small scale at first, will have in it the germ of vast extension which will, if ade-(juately supported, become a kind of univer-sity, in which the accumulated experiences ee if they cannot make this extra profit themselves.Mr.Geo.H h rcourt then nddre-sed the meeting on winter dairying. He said the improved cow was essentially the product of the mind of mail.Hhe had been developed by are and feed. The average cow dec- not give a heavy iteld of milk : that yield can be easilv doubled. He advocated the introduction of butter-making machinery in the cheese ige.tory, cows to milk daring winter, ami the manutuclurc of butter by co-operation of the farmer. In this way the returns prepared tor the various street widen-mgs coming before the meeting, asked that Bleury street be adopted at once.Aid.Stephens -Next meeting. We ought to move cautiously.Aid.Cunningham said if the woik was not gone on with at once some Bleury street people would be ruined. Many had made preparations to move.Aid.Rolland replied that the Finance Committee would consider all these streets at its next meeting.Aid.Prefontaiue announced that while some of these improvements could be started bcfoie May 1st others could not.Although the City Attorney had declared the city tree to repudiate all these improvements, thespeaker believed that would be a verv bad precedent.Solemn obligations ought to be carried out.No commissioners could b appointed before the plans were ready, and he feared that the city would not be able to take possession in most instances prior to May 1st, IS'.C.While about one million dollars was involved, he believed that about half a million could be spent this year He recommended Bleury and Notre Dame East as streets to be commenced first and finished this year. The others could taketheir turn.Aid.Gritlia said if Bleury was not done this year the city would be liable.Aid.Stephens questioned if that was true. The reports were referred to the Finance Commithe. The widening of Palace street by a small strip it St.Andrew's church was adopted. The bonu-es to Mr.Patton and others were agreed to.Aldermen Stephens, Lamarche, V.Grenier, Germain, Savignac, P.Kennedy, Martineau and Jeannotto dissenting.Aid.Hurteau gave notice of motion to prepare a by-law forbidding any appeal Iront the levels given by the Road Department.WIN THK SIKKWAI.KS.Aid.A.Dubuc complained that parties on St.Lawrence s'.reut cleaned all the snow off the granolithic. The sidewalk wa-i thus made so slippery that people could not walk on it.Aid.Stephens said they should leave six inches of snow.Aid.Jeannotte said the bylaw allowed not more than six inches.People could remove the whole if they liked.Aid.Stephens contended that they could not. They must leave some snow.Aid.Clendin-neng advocated the city's doing the work.Montreal would never have properly kept winter sidewalks until that was done.Aid.Villeneuve said the number of hogs' hacks in the outlying wards opposite vacant lots were very numerous. Why not instruct the police ' Aid.Jeannotto—The police have nothing to do with it.Aid.Wilson—What hare the police to do, anyway ?The Acting-Mayor—Those police who go around warning citizens are under instructions from the Road Department.Aid Stephens, after some further discussion, brought the question to a head, by giving notice of motion to apply to the next Legislature for power to levy a special tax for the purpose of removing snow from sidewalks.THE 1.0 AN.The first order, a recommendation of the Finance Committee to send a special delegation to England to negotiate the rest of the civic lorn, aud secure advances on the unsold portion was read and supported by ALL Rul-land who suggested that tne City treasurer be sent alone Aid.Jeannotte -ai l he understood that AT 10,000 had been sold and that $1 *0,000 was still to be dispos'd of.Why did the former delegation say when it returned that the bonds were all sold ’ Aid.Prefontnioe reiterated this question. He had understood the same.(Only when short of funds had we discovered that the Barings had not sold ail the bonds and could not advance any money to the city, although they had undertaken to do so.rnfortunately, ft seemed that the arrangements made were’ not binding enough to force the Baring-* to pay what they had agreed, and the city was now face to face with the fact that they had advanced $750,000 on the balance, and that there were etill over $2,000,000 unsold. These had to be placed. As the new Baring syndicate was not willing to take up these, th.city must redeem them or its bonds would be throw n on the market at any price. He had been led to suppose the openition a good one, but now, it must be admitted that that portion negotiate l at (LIJ had UBAtlXIP IN ACTt'At.CASH only 70, and instead of a good transaction he now considered the state ot affairs pretty serious.Aid.Rolland insisted that the bonds had sold at H3J.They got the cash.Aid.Prefontaine- Less what you paid in commission and to “ go be tw eens. That made it To.Aid.Rolland—No.The commission was one percent and the brokerage fees.Aid.Prufontaine—Which brought it down to 70.I say it was not a very creditable transaction. The delegation found the English market shaky, both members of tliat delegation fell Hick and could not look after the city 's interests. The Acting-Mayor—But we did not pay a percentage on the bonds not sold.Aid.Piefontaine—Yes, we did.At least, I urn told o.(Laughter and cries of oh') 1 must say here I do not bring these statements .as accusations against anyone.Aid.Stepliens—Was commission charged on the whole loau?Aid.Rolland—No.Only one percent on the bonds sold. The rest will not be paid.THE BARINOS AND THK COMMISSION.Aid.Profontaine—But the Barings kept it.(Laughter.) What about the commision of one-half percent ?Aid.Rolland—That is also on the amount actually -obi.A Id.Piefontaine—But my information is to the effect that the Barings' have deducted the commission on the whole amount. This question will be one to settle with them by a delegation.1 still say that the face result of that loan is but 7 percent.Aid.Stephens—And 1 think Aid Preton-taine is right, that it is exactly ns he has said.It will certainly be one of the duties of the delegation to settle this point. The Barings were entitled only to a commission on what they actually sold now they are claiming commission on the whole loan, sold or not.Aid.Clendmneng .-aid if the Oh -lrman o' Finance would produce the Barings' account, they could see what was charged. The Acting-Mayor supported ALL Glendinnengs request, and Aid.Rolland replied that he had no objection.Aid.Prefontaine said if the city bad to pay $750,000 to redeem its bonds from the Barings, the matter needed thoroughly looking ititoiiud someone niuit accompany tne City Treasurer. The parties dueetly responsible to the Council must go.He recommended a or I percent loan, and said that those who persisted in borrowing at 3 had made a mis-take.The money should be obtained at once, as the improvements last vear had cost some 6 percent too much, due to their being commenced so late.He proposed that Aldermen Hurteau and Ch'iidintieng accompany Mr.Robb.The two nationalities ought to be represented. Both members, too, were enter-prisingand successful business men.AUAINST SUM 1)1 N U MR.C I.KV 01 N N KNO.Aid.Stephens, as a sub-amendment, moved that, whatever arrangements be made, they must be subject to the previous sanction of the Finance Committee, and that only Aid.Hurteau accompany the treasurer. It was absolutely absurd, he contended, to send three persons. If it was done to please the English speaking people, as far as he knew them, they believed that a dollar meant one hundred cents, the same as the French speaking people. There was no nationality in a Imancial transaction.Aid.Hnrteau was shrewd financier and quite representative enough, lie had objected to seven percent irredeemable bonds years ago and be now objected to three pi rcent of the same kind. Then, a- to borrowing right up to the legal limit, suppose, ns in l.>*57, the value of properties depreciated 10 to .*>o percent how would they pay the interest .' We should be in the same hole as Toronto, where people could not sell property. The choicest properties here might yet be hawked about the streets and remain unsalable At one time, it was the ambition of Canadians to lie free of debt, now they seemed only to delight in getting into it.TORONTO HAD RI’N ASHOHK, so might Montreal. To send a third delegate was like putting on a fifth wheel and lie objected.Aid.Gauthier supported Aid.Stephens.Kx-Mayor Abl ott had told him that one man would do as well as three.Aid.Stevenson spoke against so many delegations. He re-llected on the Finance Committee not telling the Council the truth months ago.Wbv not produce that agreement with the Barings ?Aid.Cunningham I 11 move that it be produced.Aid.Stevenson asked if the Finance Committee had ascertained that the new Barings’ syndicate would not accept the rest of the bonds. If so,what necessity was there to send anyone?H id our own financial institutions been asked to take over the bonds Aid.Re Hand replied that there was a telegram from the Barings stating that the account would be continued, then another was received to the effect that they could not continue it.Mr.Robb had seen the Bank of Montreal regarding the transfer of the loan, but the bank bad not yet replied.Aid.WiLon—Have you had any communication from the new svudicate ?Aid.Roll&nd—» »nîy a letter from Mr.Skinner.Aid.Stevenson—Skinner, oh.that’s the man that s,kin.- us.(Meaning Skinner's commission.)
