States is willing to tolerate it the ‘¢ Canadians will be clamorous for it; “ but at the present time this country “feels as if it were quite spacions “ enough for proper government.It “‘ does not need Canada now except as “a market for certain of its prodncts, “ and Canada needs it very much as a ‘‘ market to buy from, not to sell to.“We can afford to maintain a Tariff “law against the New Dominion be- “ cause she produces few things which « we require; and she cannot afford “such a law because we produce so “much that her people must have, “ which they cannot do without, and “ which consequently they must “get ne cheaply as possible.” And again, in the same issue of the same paper, “G:rmany’s new Tariff laws “ are not working as profitably as they ‘ were expected to do by Prince Bismarck, their author, 8) far as they “ were aimed against the imports from “ America they wore little less than ¢ suicidal.What the neighbonring “* countries export to Germany she can “ very readily do without in the main, * but nearly everything that we export ‘“ she cannot do without at all.We “send her chiefly breadstuffs, bacon, * canned vegetables und fruits and pe- “ troleum, and the duly which she im- “ poses upon these things must be paid by “ her own people solely.” Thue, when any other nation is concerned, our Pennsylvania contemporary can sce,us clearly a8 anybody else, the truth which lies at bottom of the whole question of fiscal policy, and which dstermices that question against the system of which it is 89 fond.In tha cases of Canada and Germany ic set forth, succinctly and convincingly.that it is the consumer who pays any import duty which the State impos-s, and it tbinks that the Government of neither of these States can thus afford to inflict burdens on its subjects.Yet that is just what it insists that its own Government should do upon theciti- zens of the United States.It is all very well to say that food is a iccessary which must not bs taxed, and that the United States do mot require to import food.Even that weak plea would not cover the inconsistency exbibited in the case of Canada ; becanse we do not im= port more food from the Stats than they import from us—perhaps not quite so much, if we take into account only what is not intended for reshipment.But food is not the only necessary of civilized man: To go no farther, he must have clothes, and he must Lave metals just as much as he must have victuale, and these things are cruelly taxed by our neighbours.Perhaps 1t may be said that their people are richer than Canadians and Germans, and hence can stand an amount of Custom Huse robbery which would rnin other countries.But large classes of a nation, if they could perosive the facts as plain y as an individual does those which concern himself particularly, would not ea - dure to be robbed of a considerable part of their earnings, merely beciunss the whole is not taken away from them.It is, therefore, silly for Americans to read lessons of free-trade to others, or to draw conclusions as to the necessity of others avoiding the follics to which they themselves 80 strongly adhere.They must reform themselves before they preach elsewhere.We need say nothing about the annexation twaddle in the above extract.—e HOUSE RENTS IN IRELAND, One can understand the theoretical idea that the property of a country should belong to the country, that is, as you choose to put i:, to the Government, or to the entire people whom the Government represents.Bat:how: if it does not belong to the present legal owners, many of whom at all events have bought their estates, or inherited from those who did, it can belong to the man who has only leased it, perhaps only a few months ago, is more than we have ever been able to comprehend.Nor is the difficulty cleared up by the formula of Mr.Beecher, thal the land should belong to the men who till it.Whio tills it, when the lessee employs labourers?If the fact oË being the tiller of land constitutes a title to its ownerebip, it is obvious tbat the distribution must be much wider, and the shares of each holder more minute than would arise from the vague propositions of Mr.Parnell.What, again, is to happen on this rule, when a man has been at once owner and tiller, but has grown ten infirm to till?Is h> then to cease also to own?Or let ua take it that hereditary and customary leasehold is supposed to give some title, then wbo is to enjoy it, if the late leaseholder bas left more than one child?One, we way suppose, has become a blacksmith or carpenter, the other bas remained on the farm, taking over the old lease.Perhaps one is & daughter.Apparently oma would have the same right as the other to whatever benefit arose from this kind of title.But till lately the only men in favour of whose claims we have heard any advocacy are the existing tenants.Many of these may represent families who have long held their farms by leases, though cven then not all the family ; but a great many of them mast be on the farms only by what may be called accident.Now, however, we perceive that the consequences of Mr.Parnell’s agitation are being pushed to their legitimate result, and it is being asserted that gtenants of houses and lodgings are entitled to withhold their rents, to say what they will like to pay, or in the long run probably to demand that, being the tenants of houscs, they shall become the owners of them, just like the farm tenants, or better still like the tillers of the farms.I: looks to us as if this was au least logical | starting from the Parnell premises.But it has very far-reaching effects on both sides of the Atlantic.There are on this continent few very large agrical- tural estates; but a great many houses, hitherto supposed to belong to their reputed owners.TeE LorTERY BUSINESS IN NEw Yorx.—The Charity Commissioners of New York demand $100,000, being a prize drawn in the Louisiana the stock will recover on its true merits, and then another scare will be created by a newly- designed telegram.Why do you not receive these reports also?Or can it be that the Gazette’s © correspondent ” goes short on City Gas Stock ?I saw a letter from a correspondent, a few days since, in New York, who is well qualified to speak on the subject, saying that this Edison scheme is a gigantic stock-jobbing enterprise.I simply give this for what it is worth.The quotations for Electric Light Company's stock must be taken cum grano salis, more espe cially as there is no Company.The name of the Company whose stock has reached a valuable premium is the Edison Invention Company, and includes the Telephone; but until they acquired the patent rights of the Bell invention their stock was worth comparatively nothing, Yours, Wipe Awake, Montreal, January 10, 1880.LIEUT.CARKY.To the Editor of the MON RELL HERALD.Sir, Your paper the other day contained a letter from “ X Y.Z” charging this officer with cowardice, and in proof it quoted a writer to the Devonshire Weekly Times, while ignoring the favourable testimony of such men as Dr.W.H.Russell and Mr.Archibald Forbes Of course “ X, Y.Z” must be a brave man, decorated with medals no doubt, for distinguished service, not foreign, that is understood—but for home service, you know—for « smelling fire ” when the feet have been in that most comfortable of all positiong—on the fender.BALACLAVA.Montreal, January 10, 1880.AMUSEMENTS.ACADEMY OF MUSIC.“‘ CHIMES OF NORMANDY.” The Holman Opera Company appear at the above house to-night in the * Chimes of Normandy.” Such a beautiful and pleasing opera, given by so good a company, cannot fail to attract a full house of our music-loving citizens.No words of ours can add to the justly-merited reputation for careful acting the Holman’s have gained wherever they have appeared.The leading members of the company are also Canadian, and should receive from the hands of their countrymen a warm and hearty welcome.We advise all our readers to go and see the * Chimes,” WRATHER REPORT.Montreal, January 10.TEMPERATURE—In the shade by Standard Thermometer observed by Hearn, Harrison & Co., Opticians and Mathematical Instrument Makers, 242 & 244 Notre Dame Street :— 8 au.1 pu 6 P.M.36° 25° 24° Max.Mix.MEAN.87° 24° 30°5 BY STANDARD BAROMETKR.8 AM.1 PM.6 P.M 30.05 30 38 3.1.60 DEATHS.On the 9th instant, after a short illness, Louis Rene Hudon, son of Victor Hudun, Esq., aged 26 years and 3 months.Fiiends and acquaintances are respectfully invited to attend tuneral from his father’s regidence, No.8) German street, on Monday, the 12th instant, at half past eight.Brarrawarre.—At 206 St.Denis street, on Saturday, 10th instant, Mary Dufy McCummive, widow of the late Rev.Joseph Rraithwaite, formerly of Chambly, aged 93 years and 9 months.The funeral will take place from her lat e residence this day, (Monday,) 12th instant, #t 2 o'clock P.M.Friends and acquaintances a-e respectfully invited to attend without fur: her notice.Few Advertisent en Ia FOR SALE, A.Newtoundland Dog, (pure breed ;) very large; at bottom of the whole question of fiscal policy, and which dstermices that question against the system of which it is 89 fond.In tha cases of Canada and Germany ic set forth, succinctly and convincingly.that it is the consumer who pays any import duty which the State impos-s, and it tbinks that the Government of neither of these States can thus afford to inflict burdens on its subjects.Yet that is just what it insists that its own Government should do upon theciti- zens of the United States.It is all very well to say that food is a iccessary which must not bs taxed, and that the United States do mot require to import food.Even that weak plea would not cover the inconsistency exbibited in the case of Canada ; becanse we do not im= port more food from the Stats than they import from us—perhaps not quite so much, if we take into account only what is not intended for reshipment.But food is not the only necessary of civilized man: To go no farther, he must have clothes, and he must Lave metals just as much as he must have victuale, and these things are cruelly taxed by our neighbours.Perhaps 1t may be said that their people are richer than Canadians and Germans, and hence can stand an amount of Custom Huse robbery which would rnin other countries.But large classes of a nation, if they could perosive the facts as plain y as an individual does those which concern himself particularly, would not ea - dure to be robbed of a considerable part of their earnings, merely beciunss the whole is not taken away from them.It is, therefore, silly for Americans to read lessons of free-trade to others, or to draw conclusions as to the necessity of others avoiding the follics to which they themselves 80 strongly adhere.They must reform themselves before they preach elsewhere.We need say nothing about the annexation twaddle in the above extract.—e HOUSE RENTS IN IRELAND, One can understand the theoretical idea that the property of a country should belong to the country, that is, as you choose to put i:, to the Government, or to the entire people whom the Government represents.Bat:how: if it does not belong to the present legal owners, many of whom at all events have bought their estates, or inherited from those who did, it can belong to the man who has only leased it, perhaps only a few months ago, is more than we have ever been able to comprehend.Nor is the difficulty cleared up by the formula of Mr.Beecher, thal the land should belong to the men who till it.Whio tills it, when the lessee employs labourers?If the fact oË being the tiller of land constitutes a title to its ownerebip, it is obvious tbat the distribution must be much wider, and the shares of each holder more minute than would arise from the vague propositions of Mr.Parnell.What, again, is to happen on this rule, when a man has been at once owner and tiller, but has grown ten infirm to till?Is h> then to cease also to own?Or let ua take it that hereditary and customary leasehold is supposed to give some title, then wbo is to enjoy it, if the late leaseholder bas left more than one child?One, we way suppose, has become a blacksmith or carpenter, the other bas remained on the farm, taking over the old lease.Perhaps one is & daughter.Apparently oma would have the same right as the other to whatever benefit arose from this kind of title.But till lately the only men in favour of whose claims we have heard any advocacy are the existing tenants.Many of these may represent families who have long held their farms by leases, though cven then not all the family ; but a great many of them mast be on the farms only by what may be called accident.Now, however, we perceive that the consequences of Mr.Parnell’s agitation are being pushed to their legitimate result, and it is being asserted that gtenants of houses and lodgings are entitled to withhold their rents, to say what they will like to pay, or in the long run probably to demand that, being the tenants of houscs, they shall become the owners of them, just like the farm tenants, or better still like the tillers of the farms.I: looks to us as if this was au least logical | starting from the Parnell premises.But it has very far-reaching effects on both sides of the Atlantic.There are on this continent few very large agrical- tural estates; but a great many houses, hitherto supposed to belong to their reputed owners.TeE LorTERY BUSINESS IN NEw Yorx.—The Charity Commissioners of New York demand $100,000, being a prize drawn in the Louisiana the President be auther- ized tocall an Internatienal Sanitary Conference at Washington, to which the powers having jurisdiction of the parts likely to be infected by yellow fever shall be invited to send delegates.The establishment of new quarantine and inspection stations is also recommended.It is the opinion of the Board that during the present winter, at all points where the fever prevailed last summer, care shonld be taken to get therough ventilation.It is also advised that $100.000 be appropriated to hold in reserve for an emergency of epidemie.DANGEROUS STATISTICS—The Government, it is said, are now refusing to permit the publication of the Inland Revenue receipts in Torento, probably, as they said at St.John, for fear the result should be so poor as to show that no public money ought to be spent, where the contributions to the Cuneolidated Revenue are s0 small ! THE ENGLISH IN AFGHANISTAN, We regret to say, appear to be having their hands full with Mahommed Jan, who, it is said, is receiving reinforcements from all sides.ELECTRIC LIGHT SCARES.To the Editor ¢f the MONTREAL HERALD, Sir, —How is it that your paper is not favoured with those periodical ‘“ telegrams ” announcing the perfection of Edison’s revolution in lighting, and which have the effect of breaking down the price of our Gas Company’s stock in the market, The Gazette published on Saturday a reported “ conversation ” with the clectric man, wherein he is reported to say, what he has been often reported to say before, “that he will convince the most sceptic some day”— and on this flimsy assertion, and only a re ported assertion at that—the market is knocked down one or two per cent.A week or so will, I suppose, be allowed again to elapse in the meantime it will be announced that his consummating exhibition is indefinitely postponed ; the stock will recover on its true merits, and then another scare will be created by a newly- designed telegram.Why do you not receive these reports also?Or can it be that the Gazette’s © correspondent ” goes short on City Gas Stock ?I saw a letter from a correspondent, a few days since, in New York, who is well qualified to speak on the subject, saying that this Edison scheme is a gigantic stock-jobbing enterprise.I simply give this for what it is worth.The quotations for Electric Light Company's stock must be taken cum grano salis, more espe cially as there is no Company.The name of the Company whose stock has reached a valuable premium is the Edison Invention Company, and includes the Telephone; but until they acquired the patent rights of the Bell invention their stock was worth comparatively nothing, Yours, Wipe Awake, Montreal, January 10, 1880.LIEUT.CARKY.To the Editor of the MON RELL HERALD.Sir, Your paper the other day contained a letter from “ X Y.Z” charging this officer with cowardice, and in proof it quoted a writer to the Devonshire Weekly Times, while ignoring the favourable testimony of such men as Dr.W.H.Russell and Mr.Archibald Forbes Of course “ X, Y.Z” must be a brave man, decorated with medals no doubt, for distinguished service, not foreign, that is understood—but for home service, you know—for « smelling fire ” when the feet have been in that most comfortable of all positiong—on the fender.BALACLAVA.Montreal, January 10, 1880.AMUSEMENTS.ACADEMY OF MUSIC.“‘ CHIMES OF NORMANDY.” The Holman Opera Company appear at the above house to-night in the * Chimes of Normandy.” Such a beautiful and pleasing opera, given by so good a company, cannot fail to attract a full house of our music-loving citizens.No words of ours can add to the justly-merited reputation for careful acting the Holman’s have gained wherever they have appeared.The leading members of the company are also Canadian, and should receive from the hands of their countrymen a warm and hearty welcome.We advise all our readers to go and see the * Chimes,” WRATHER REPORT.Montreal, January 10.TEMPERATURE—In the shade by Standard Thermometer observed by Hearn, Harrison & Co., Opticians and Mathematical Instrument Makers, 242 & 244 Notre Dame Street :— 8 au.1 pu 6 P.M.36° 25° 24° Max.Mix.MEAN.87° 24° 30°5 BY STANDARD BAROMETKR.8 AM.1 PM.6 P.M 30.05 30 38 3.1.60 DEATHS.On the 9th instant, after a short illness, Louis Rene Hudon, son of Victor Hudun, Esq., aged 26 years and 3 months.Fiiends and acquaintances are respectfully invited to attend tuneral from his father’s regidence, No.8) German street, on Monday, the 12th instant, at half past eight.Brarrawarre.—At 206 St.Denis street, on Saturday, 10th instant, Mary Dufy McCummive, widow of the late Rev.Joseph Rraithwaite, formerly of Chambly, aged 93 years and 9 months.The funeral will take place from her lat e residence this day, (Monday,) 12th instant, #t 2 o'clock P.M.Friends and acquaintances a-e respectfully invited to attend without fur: her notice.Few Advertisent en Ia FOR SALE, A.Newtoundland Dog, (pure breed ;) very large;
