held in the Principal's room, at the College, on Wednesday afternoon last, when questions of the utmost public importance were taken up for consideration.The Press not being admitted to the meeting we could not publish any of the discussion, but we have gince learned the question under consideration and the final decision that was arrived at in reference to this question.Our readers wil! perhaps recollect and can verify the statement by referring to our edition of the 21st of June last, that oa that date it was stated in these columns that an important charge was soon likely to be mad - in the Institution.The report was not creditad at the time and the matter was forgoiten.But we are now in a position to state that certain of these changes have been carried into effect, and that the others will soon be made.We then stated that certain of the officials would be superan- ruated.This has been done, the respect-d Professor of English Literature having retired and been replaced by the Associate Professor.We also said that an important change would be made in the College course of study by making Greek and Intin optional after the second year, and this is now what we wish to consider.We may here state, without any further delay, that this was the important-question that came up for the consideration of the Corporation of the University on Wednesday afternoon.In explaining the question we may be permitted to entemsomewhat into details.It is a well known fact that the great tendency of late in the majority of the American and C nadian colleges has been to allow the students greater liberty and scope in the choice of their studies.In Canada this is especially the.case with such institutions as Toronto University and Queens\u2019 College, Kingston.The great principle has been secn that ina young country like Canada, the schoel and university should fit the student for the future vocations in which he may have to engage.The practical utility of the study.of classics for this purpose, has been called into question by many and the general feeling has been that the time of the student might be more profitably spent in the study of subjects tending to fit him for his after career.In certain of our colleges this great essential has been sven and important changes made in their former curriculums and systems.In the case of Toronto University much has been effected in the last fow years to make its course of study popular, and we believe that the Vice Chanceller Las lately brought forward a scheme which it is said, if carried out, will make Toronto one of the leading educational institutions of the continent and a worthy head of the educational system of Ontario.But during all these years the Arts course ot McGill University remained the same, classics and mathematics being the two chief subjects of study, and the large amount of {ime devoted to them excluding other subjects of great practical utility.The mathematice in the third year especially have monopolized a large share of the students\u2019 attention, and by this means too little attention has been given to Modern Languages, Political Science, and kindred subjects.But this course has not always remained unnoticed and uncriticized.It was seen in many quarters that while the Medical School of McGill was second to none perhaps on this continent, and the efficiency of the Science Course excellent in its way, still the Arts Course was very far from perfect.Many saw that in course of time McGill, simply as a matter of defence against the great competition that would arise between her and such colleges as toronto, would also have to make her course popular.While some have thought that agin the past the curriculum of Old country institutions should still be followed closely at McGill, others have questioned its adaptability to Canadian students, most of whom are young men 142 whom money and time are precious and who cannot very well find time for spending six months of the year in gaining knowledge which will be of no future use to them.How to remedy this course has Jong been a serious consideration.The graduates of the College and many of the professors themselves felt that a change of some kind was desirable to maintain the efficiency of the Institution.The graduates of the College and many of the professors themselves felt that a change similar to that in other Canadian Colleges was desirable, that while the other Departments were excellent the Arts course should be made popular and its efficiency Increased.The graduates have been discussing this question for years, and it bas also been under discussion by the students of the Theological College in the habit of attending the Arts course at McGill, who found that certain changes in the McGill curriculum would be of very great advantage to them in their studies.All this discussion had finally a result, and.some time ago the matter was brought before the Corporation of the University.The Corporation drafted a large Committee, composed of members representing the different interests involved, and the matter was at last taken up for serious consideration.The Committee, after several meetings and discussions, drew up a proposed change, which was then ordered by the Corporation to be sent to the Faculties and Affiliated Colleges for their representations.The circular marked \u201cConfidential\u201d reads as follows :\u2014 [CONFIDENTIAL.] McGILL UNIVERSITY.AMENDED REGULATIONS FOR THE COURSE OF STUDY FOR THE DEGREE OF B.A.(Ordered by the Corporation to be sent to Faculties and Affiliated Colleges for their representations thereon ; and to be taken up for final vote on Jan.25th, 1882.) I.-\u2014MARTICULATION.n the Marticulation Examination of the First Year, two authors in Latin and two in Greek will be required; and Candidates passing creditably in these will be entitled to certain exemptions from Lectures in the First Year, to be determined by the Faculty.The Mathematical and English examinations for Marticulation to remain as as present.[1.\u2014COURSE FOR THE INTERMEDIATE EXAMINATION, Every Candidate shall attend Lectures, and pass examinations in the following subjects : First Year\u20141, Latin; Greek (one author); 3, French, German, Spanish or Hebrew ; 4, shall remain in force, in so far as consistent with the above regulagions.This circular, on which we need net comment further as it speakes for itself, wag, as we stated, by order of Corporation, sent down to the various Faculties and Affiliated Colleges, and after discussion by them came up with their representations thereon before the Corporation for final vote on Wednesday afternoon last, the 25th January.Here again, after discussion, the great principle that, after the \"end of the second year, the courses of study should be largely optional, Was resolved upon, and certain changes, excellent as far as they go, harmoniously effected.The proposed course with seme amendments was adopted and though some important details, rendered necessary by the representatious of the different Faculties and Affiliated Colleges, have yet to be determined upon, the great essential change has been decided upon, and the future course, with all its details, will be arranged accordingly.These changes are supposed te be only the beginning ot greater changes that may be made in the future, as some of the members of the Corporation think that the gession might be lengthened in order to avoid the pressure which is now necessary and the evil effects that result from a \u201ccramming\u201d system, and that by thus lengthening the session time might be found for a practical course in Rhetoric, Modern History, and also an extended course in German and Political Economy.Whatever may be done in the future, how- over, a great stride forward has undoubtedly been made towards bigh efficiency, and with what has been done and the further improvements that may be made, the public may ret assured that McGill University is worthy of its utmost confidence and support.The foregoing is, to the beat of our knowledge, a correct statement of the case, and any inaccuracies we may have fallen into are attributable, not to our lack of endeavour to learn what bas been determined upon, but to the reticence of the officials, who are perhaps prudent in not fully disclosing the conclusions which the governing body have reached.RELIGIOUS ANNIVERSARIES.DOMINION ALLIANCE MEETING.The anniversary meeting of the Quebec Branch of the Dominion Alliance was held last evening in the St.James Street Methodist Church.The Rev.Dr.DovaLass presided, and on the platform were noticed Revs.Dr.Clarke, Mallory, Messrs.J.A.Brown, Hon.James Ferrier, J.R.Dougall, J.W.Manning, Rev.D.V.Lucas, Bishop Bord, and others.The meeting was opened by the singing of the hymn «All hail,\u201d after which the Rev.Dr.Clarke offered prayer.The CHAIRMAN, in his opening remarks, referred to the great work they were carrying on, and the great extent of the habit of drink, ard the many it was ruining.Over six hundred millions of dollars was wasted annually in the traffic in the Mother country.On this continent one.hundred and twenty millions was expended in a traffic that seut 70,000 persens annually to a hopeless grave.He thought that they were responsible for much of the sin if they did not work against it.Bishop Boxp then gave a brief address, in which he said that though intemperance was one of the greatest evils, yet it was a preventable evil.Mr.J.W.MANNING, of Almonte, followed in an able and interesting address, in which he traced the progress of the work in England from temperance to total abstinence and then to prohibition.Mr.8.S.BAIN then sang \u201c On to Victory\u201d in an excellent mauner.The Rev.D.V.Lucas said that he had been directed by the Committee to tender their thanks to those who had contributed to the fund of the Alliance.The total amount realized during the past year by collections was, in round numbers, $2,500.But they wanted $5,000 this year, and he appealed to the public to aid them in their good work.After the taking up of the collection, short addresses were given by Rev.J.8.Black and Mr.J.J.Maclaren, Q.C., and the political speech on his re-election as Warden, aifirmed that a Dominion Minister assured him that St.Andrews would be the winter port.\u201d The speech to which the Telegraph refers was delivered by the Warden of Charlotte County, at the opening of tue meeting of the Municipal Council on Tuesday.We published it yesterday, as follows : \u201c\u2018 Thos.Turner Odell was again unanimously elected Warden.e made a neat speech on taking the Chair.He dwelt upon the favourable state of the finances of the county, ot the progress made in its material prosperity, in fisheries, agriculture and manufactures, and claimed that these were duc to the National Policy.He stated that St.Avdrews would undoubtedly be the winter port of the Dominion.He was assured by a Minister of the Dominion Government that its great rival was Portland, Maine; but as it was in a foreiga country, its rivalry was not to be feared.The Wardea dwelt in glowing terms upon the unrivalled facilities that St.Andrews possessed as a winter port, and was sure the Megaatic Railway would never stop till it reached ealt water in St.Andrews.He concluded by thanking the Council for electing him by a unanimous vote.The Warden was loudly applauded.\u201d \"The Telegraph does not pretend to say that the Warden did not.speak the truth, and having been unanimously chosen and his speech warmly applauded, it is tolerably evident that he and the Council were in eympathy.If the Council did not object to the speech, the Telegraph need not take umbrage at it.Moreover, our contemporary mistakes the spirit of the people of this Province when it takes on the airs of a dictator and proposes tosheck whatever utterances may be distasteful to it.It has ro right to occupy the position of public censor and sit in judgment on, everybody else.Neither its record, its ability or its motives offer any justification for the high and mighty toue it is assuming ; and the sooner it drops this style the souner will it escape public ridicule.As for St.Andrews as a winter port, Sir Charles Tupper, we believe, has made no secret of his high opinion of the ad vantages it possesses.No one who knows St.Andrews\u2019 harbour and Passamaquoddy Bay can fail to see that nature here formed a port capable of bearing a grent commerce throughout all seasons of the year.As a matter of fact, St.Andrews about 1825, and in preceding aud subsequent years, carried on a great trade in lumber, timber and West India produce, its exports of wood goods having been in extent two-thirds of those of St.John, It was from St.Andrews that the first scheme of a railway through to the St.Lawrence was projected, and the ¢ New Brunswick and Canada\u201d railway of to-day was originally part of that scheme, which, however, met the opposition of St.John, It is claimed\u2014we will not say whether justly or not\u2014that but for the opposition of St, Jokn there would have been a railway from the Bay of Fundy to Quebec forty or fifty years ago, an luter- colonial Railway by the valley of the St.John, with St.Joha and St.Andrews for its Bay of Fundy ports.Under all the circumstances, it is not surprieing that the held in the Principal's room, at the College, on Wednesday afternoon last, when questions of the utmost public importance were taken up for consideration.The Press not being admitted to the meeting we could not publish any of the discussion, but we have gince learned the question under consideration and the final decision that was arrived at in reference to this question.Our readers wil! perhaps recollect and can verify the statement by referring to our edition of the 21st of June last, that oa that date it was stated in these columns that an important charge was soon likely to be mad - in the Institution.The report was not creditad at the time and the matter was forgoiten.But we are now in a position to state that certain of these changes have been carried into effect, and that the others will soon be made.We then stated that certain of the officials would be superan- ruated.This has been done, the respect-d Professor of English Literature having retired and been replaced by the Associate Professor.We also said that an important change would be made in the College course of study by making Greek and Intin optional after the second year, and this is now what we wish to consider.We may here state, without any further delay, that this was the important-question that came up for the consideration of the Corporation of the University on Wednesday afternoon.In explaining the question we may be permitted to entemsomewhat into details.It is a well known fact that the great tendency of late in the majority of the American and C nadian colleges has been to allow the students greater liberty and scope in the choice of their studies.In Canada this is especially the.case with such institutions as Toronto University and Queens\u2019 College, Kingston.The great principle has been secn that ina young country like Canada, the schoel and university should fit the student for the future vocations in which he may have to engage.The practical utility of the study.of classics for this purpose, has been called into question by many and the general feeling has been that the time of the student might be more profitably spent in the study of subjects tending to fit him for his after career.In certain of our colleges this great essential has been sven and important changes made in their former curriculums and systems.In the case of Toronto University much has been effected in the last fow years to make its course of study popular, and we believe that the Vice Chanceller Las lately brought forward a scheme which it is said, if carried out, will make Toronto one of the leading educational institutions of the continent and a worthy head of the educational system of Ontario.But during all these years the Arts course ot McGill University remained the same, classics and mathematics being the two chief subjects of study, and the large amount of {ime devoted to them excluding other subjects of great practical utility.The mathematice in the third year especially have monopolized a large share of the students\u2019 attention, and by this means too little attention has been given to Modern Languages, Political Science, and kindred subjects.But this course has not always remained unnoticed and uncriticized.It was seen in many quarters that while the Medical School of McGill was second to none perhaps on this continent, and the efficiency of the Science Course excellent in its way, still the Arts Course was very far from perfect.Many saw that in course of time McGill, simply as a matter of defence against the great competition that would arise between her and such colleges as toronto, would also have to make her course popular.While some have thought that agin the past the curriculum of Old country institutions should still be followed closely at McGill, others have questioned its adaptability to Canadian students, most of whom are young men 142 whom money and time are precious and who cannot very well find time for spending six months of the year in gaining knowledge which will be of no future use to them.How to remedy this course has Jong been a serious consideration.The graduates of the College and many of the professors themselves felt that a change of some kind was desirable to maintain the efficiency of the Institution.The graduates of the College and many of the professors themselves felt that a change similar to that in other Canadian Colleges was desirable, that while the other Departments were excellent the Arts course should be made popular and its efficiency Increased.The graduates have been discussing this question for years, and it bas also been under discussion by the students of the Theological College in the habit of attending the Arts course at McGill, who found that certain changes in the McGill curriculum would be of very great advantage to them in their studies.All this discussion had finally a result, and.some time ago the matter was brought before the Corporation of the University.The Corporation drafted a large Committee, composed of members representing the different interests involved, and the matter was at last taken up for serious consideration.The Committee, after several meetings and discussions, drew up a proposed change, which was then ordered by the Corporation to be sent to the Faculties and Affiliated Colleges for their representations.The circular marked \u201cConfidential\u201d reads as follows :\u2014 [CONFIDENTIAL.] McGILL UNIVERSITY.AMENDED REGULATIONS FOR THE COURSE OF STUDY FOR THE DEGREE OF B.A.(Ordered by the Corporation to be sent to Faculties and Affiliated Colleges for their representations thereon ; and to be taken up for final vote on Jan.25th, 1882.) I.-\u2014MARTICULATION.n the Marticulation Examination of the First Year, two authors in Latin and two in Greek will be required; and Candidates passing creditably in these will be entitled to certain exemptions from Lectures in the First Year, to be determined by the Faculty.The Mathematical and English examinations for Marticulation to remain as as present.[1.\u2014COURSE FOR THE INTERMEDIATE shall remain in force, in so far as consistent with the above regulagions.This circular, on which we need net comment further as it speakes for itself, wag, as we stated, by order of Corporation, sent down to the various Faculties and Affiliated Colleges, and after discussion by them came up with their representations thereon before the Corporation for final vote on Wednesday afternoon last, the 25th January.Here again, after discussion, the great principle that, after the \"end of the second year, the courses of study should be largely optional, Was resolved upon, and certain changes, excellent as far as they go, harmoniously effected.The proposed course with seme amendments was adopted and though some important details, rendered necessary by the representatious of the different Faculties and Affiliated Colleges, have yet to be determined upon, the great essential change has been decided upon, and the future course, with all its details, will be arranged accordingly.These changes are supposed te be only the beginning ot greater changes that may be made in the future, as some of the members of the Corporation think that the gession might be lengthened in order to avoid the pressure which is now necessary and the evil effects that result from a \u201ccramming\u201d system, and that by thus lengthening the session time might be found for a practical course in Rhetoric, Modern History, and also an extended course in German and Political Economy.Whatever may be done in the future, how- over, a great stride forward has undoubtedly been made towards bigh efficiency, and with what has been done and the further improvements that may be made, the public may ret assured that McGill University is worthy of its utmost confidence and support.The foregoing is, to the beat of our knowledge, a correct statement of the case, and any inaccuracies we may have fallen into are attributable, not to our lack of endeavour to learn what bas been determined upon, but to the reticence of the officials, who are perhaps prudent in not fully disclosing the conclusions which the governing body have reached.RELIGIOUS ANNIVERSARIES.DOMINION ALLIANCE MEETING.The anniversary meeting of the Quebec Branch of the Dominion Alliance was held last evening in the St.James Street Methodist Church.The Rev.Dr.DovaLass presided, and on the platform were noticed Revs.Dr.Clarke, Mallory, Messrs.J.A.Brown, Hon.James Ferrier, J.R.Dougall, J.W.Manning, Rev.D.V.Lucas, Bishop Bord, and others.The meeting was opened by the singing of the hymn «All hail,\u201d after which the Rev.Dr.Clarke offered prayer.The CHAIRMAN, in his opening remarks, referred to the great work they were carrying on, and the great extent of the habit of drink, ard the many it was ruining.Over six hundred millions of dollars was wasted annually in the traffic in the Mother country.On this continent one.hundred and twenty millions was expended in a traffic that seut 70,000 persens annually to a hopeless grave.He thought that they were responsible for much of the sin if they did not work against it.Bishop Boxp then gave a brief address, in which he said that though intemperance was one of the greatest evils, yet it was a preventable evil.Mr.J.W.MANNING, of Almonte, followed in an able and interesting address, in which he traced the progress of the work in England from temperance to total abstinence and then to prohibition.Mr.8.S.BAIN then sang \u201c On to Victory\u201d in an excellent mauner.The Rev.D.V.Lucas said that he had been directed by the Committee to tender their thanks to those who had contributed to the fund of the Alliance.The total amount realized during the past year by collections was, in round numbers, $2,500.But they wanted $5,000 this year, and he appealed to the public to aid them in their good work.After the taking up of the collection, short addresses were given by Rev.J.8.Black and Mr.J.J.Maclaren, Q.C., and the political speech on his re-election as Warden, aifirmed that a Dominion Minister assured him that St.Andrews would be the winter port.\u201d The speech to which the Telegraph refers was delivered by the Warden of Charlotte County, at the opening of tue meeting of the Municipal Council on Tuesday.We published it yesterday, as follows : \u201c\u2018 Thos.Turner Odell was again unanimously elected Warden.e made a neat speech on taking the Chair.He dwelt upon the favourable state of the finances of the county, ot the progress made in its material prosperity, in fisheries, agriculture and manufactures, and claimed that these were duc to the National Policy.He stated that St.Avdrews would undoubtedly be the winter port of the Dominion.He was assured by a Minister of the Dominion Government that its great rival was Portland, Maine; but as it was in a foreiga country, its rivalry was not to be feared.The Wardea dwelt in glowing terms upon the unrivalled facilities that St.Andrews possessed as a winter port, and was sure the Megaatic Railway would never stop till it reached ealt water in St.Andrews.He concluded by thanking the Council for electing him by a unanimous vote.The Warden was loudly applauded.\u201d \"The Telegraph does not pretend to say that the Warden did not.speak the truth, and having been unanimously chosen and his speech warmly applauded, it is tolerably evident that he and the Council were in eympathy.If the Council did not object to the speech, the Telegraph need not take umbrage at it.Moreover, our contemporary mistakes the spirit of the people of this Province when it takes on the airs of a dictator and proposes tosheck whatever utterances may be distasteful to it.It has ro right to occupy the position of public censor and sit in judgment on, everybody else.Neither its record, its ability or its motives offer any justification for the high and mighty toue it is assuming ; and the sooner it drops this style the souner will it escape public ridicule.As for St.Andrews as a winter port, Sir Charles Tupper, we believe, has made no secret of his high opinion of the ad vantages it possesses.No one who knows St.Andrews\u2019 harbour and Passamaquoddy Bay can fail to see that nature here formed a port capable of bearing a grent commerce throughout all seasons of the year.As a matter of fact, St.Andrews about 1825, and in preceding aud subsequent years, carried on a great trade in lumber, timber and West India produce, its exports of wood goods having been in extent two-thirds of those of St.John, It was from St.Andrews that the first scheme of a railway through to the St.Lawrence was projected, and the ¢ New Brunswick and Canada\u201d railway of to-day was originally part of that scheme, which, however, met the opposition of St.John, It is claimed\u2014we will not say whether justly or not\u2014that but for the opposition of St, Jokn there would have been a railway from the Bay of Fundy to Quebec forty or fifty years ago, an luter- colonial Railway by the valley of the St.John, with St.Joha and St.Andrews for its Bay of Fundy ports.Under all the circumstances, it is not surprieing that the claims of St.Andrews to be a winter port of the Dominion are assuming prominence} or that a Minister of the Crown should not ignore sucis claims.There is this to be said of St.Andrews which cannot be truthfully said of St.Johu : that its leading citizens have never flinched from keeping alive its \u201cclaims,\u201d in season and out of season.They have had faith in the future of their port and they have never failed to press its advantages on the attention of persons in positions of public infloence.Collector Gove, alone, has been a host in himself in stating the case for St.Andrews, and, it would seem, he has succeeded in impressing gentlemen in high positions with his views.t.John, on the other hand, has been in a large measure indifferent to the future.It has taken na steps of consequence to make its advantages known, With a very sirong çase it has preferred to let events take thelr course.Not lying as near to the United States border as St.Andrews, and not nearly go far from the centres of population in Canada as Halifax,\u2014with à harbour that never sees ice\u2014with a rise and fall of tide which will probably enable the use of grain elevators to be dispensed with to a considerable extent\u2014being nearer to Montreal and Quebec than any other Maritime port enjoying good wharf privi- leges\u2014St.John has everything in its favour.How much longer it is going to conceal its light under a bushel it is impossible to say.Up te this time no decided action has been taken by its citizens to place before the world, and especially before the railway men of the Upper Provinces, the St.John \u201ccase.\u201d This should consist of tully prepared papers dealing with every phase of the question ; and it should be supported in person by delegates from St.John who should invite to a Conference the leading men of the principal railway interests referred to, as also the leading members of the Dominion Government.The press should be admitted to the
