Titre :
Montreal weekly witness commercial review and family news paper
Fortement imprégné de sa mission chrétienne et défenseur du libéralisme économique, The Montreal Witness (1845-1938) est demeuré une entreprise familiale durant toute son existence. [...]

The Montreal Witness a connu différentes éditions (hebdomadaire, bihebdomadaire, trihebdomadaire) et plusieurs noms.

Charles Dilke, who has made a special study of the military defence of the Empire, bavisg visited all the colonies and dep-a dencies, and examined the case of eh on the spot, bas come te the conclusion that thers is ouly one part of the Emplre which is inde fensible, and that is the Dominion of l'enada.British North America, that le Canada aad Newfoundland, would, in case of a war bs.twee (ireat Britain and the United States, be con.uered quickly by the latter in spite of ali that the former could do.It te not easy toconquer and subjugate an Anglo Saxon people. The thing hes never been done.sad though we do not say it is impossible, we do think that the task, first, of downing, sod theo of holding down ao Aoglo-3azon people | would be too costly and too exhausting for he wealthiest and most resontosful pso- plo, even of their own race.Cana.diaps could never be convinced thst they were hopelessly beaten.and lt would go bard if with General Wiater's ald we could not in the long run keep our boid of this country, Rat our defence will never be in solentific military frontiers, in fortltcs- tions, in guns or la any outcome whatever of militarism, but in the character of our peopie themselves. If we could only check tae exodus of native Canadisas to the Uaited States, if we could only keep ali Cavadas capable and onergetic sons at home, thelr presence would be worth more than all that military spirit could produce in the shaps of defence works a hundred times over. What was true of the patriarch of the tribe lo the early history of Israel la true of the nation of today: As arrows in the baod of a mighty mas ; to are chlidren of the youth Happy is the man that hath hls quiver fall of them : they shall not be ashemed, bat they shall speak with the enemies in the gate.Experience has proved that Canada's sna who move to the United States have Cansda enthroned in their hearts, and that when she ls threatened ttey throw everythlag op lo order to fly to her defence. There £a solld comfort in this thought when we remomber the miltloos of Canadians now ie the United States. But what about those who have bess naturalized there, and still more what about ibeir sons and grandsons ?Faithful as Cane- dians are, they must be kept at home if Cansde is to be safe or to be worth saving, Ifwe cannot keep them st home, a Chinese wall, bristling with great gues, from Nt, Andrews to New Westminater, would avail ua nothing.British svidiers had possession of the United States at the time of the Revolation, but they were po math for men who were defending thelr beartas. In the Civil War, the Fede: ral cause bad all the mors foroes behind it, and it was à Northern people fighting agalast a Southern people. While Canadisns are strong an a people they have nothing to gels and everything to lose in beglening » game of militarism oo this contisent.Cansds is aot rich ssough to play at this game with the United States, which, if the plsy got exalt lag, could make ten moves for every one that Casada could make.Kuro, ; is a vast armed camp at the present time and the nations are becoming exbsusted by the drain upon thelr ressuroes, caused by militarism. It bogies te look as Uf they weuld be compelled to go to war in order to get tt over and get rid of the crushing militacy burdens, Young oations like the United States and Canada need all their means to davslop the natural resources of thelr countries. They have neither lives nor mosey to throw away uponthe game of war, not #0 epesk of mere militarism, It ie te be hoped, therefore, that the great stir thet is being made in the Miiitls Department will nov iavolve any extre outlay of either the nation’s emergy sad strength or of its mosey upon sew devslep.ments of the military systems. Our was who are our reel and only defence ars being drives from the country by the heavy burdeas isid upon commerce, sgricultare and lebor by « facal policy meant to enrich a few who will be enable to defend thelr own property in cese of war.Tolay on tbe people who remain fresh but - dons, in order to make à false show of strength which does not exiet, de foiiy. If the intention of She Government la merely to make à better wae of the moneys now expended, the propessl lan good one, Glemersl [Herbert's reports, which ehow that the miliary funds, lke all the others, were oetruptly possible through a good training sod inspire in all a fesllng of respons bility for the wollare and safety of the country. The cedet movement is, we are oon- vinced, à very valaable ons, sod if there could be a corps ln connection with every echool io the BDomlnion lt would be well.Nelther too mu.b of the money of the nation mor too mach of the energy sad etreogih of for their life work sbould not character were devoted to the service of the country and that with such intensity ne to sap the toundetions of a strong constitution, end that ao adeyuate retura was made by his country. We ure not sure that this feeling la a right one.Mr.Dackeo:is earned sud was given the confidence, the esteem, and even the love of hundreds of thousands of the people, end beside such a reward, all tiie wealth and all the titles, and all the cocsldersticu that could have heen bestowed upou bim, but were not, are mere tokens which are es often as not bestowed where nothing la deserved and eothing felt, eves when, on the contrary, little but contenipt hes been deserved.Mr.Mackenzie sacriticed bia private means, in which he was never rich, av well as his abilities, which were beyond price, upon his country, sod he declined, from a «anse of duty aa Well as of self tespect, titles which be thought tended to create distinction where no ditterences exlet and where none should exist, aod which are wot bestowed by the people. All the more, judging from the exprossloos of opinions from all juarters of i the people feel that ot for his sske but for their own vindication, tome mark of publie | honor sbould be paid his memory. It wes probably some such redectlon os this that the I’tovince of Untarlo, the lsat remainlog link which unites the Dominion of Canada United Canadas, to suggest to Sir Jobo Thompson that @ state funeral might well be undertaken by the Dominion Government, ol which Mr.Slackenzie was once premier, and by the Do- micioco Parliament, of which he was aod bad long been a member. The leader of the House of Commons merely replied that the Hotes would adjoura où the day of the funersl of Mr.Mackenzie, There was not even am expression of regret, that such a mark cf hardly less interest than the Presidential olec- tion. This was owing to the fact that at that time a tremendous struggle wea belng carried on between the good and bad elements of the State aver the lottery evil. The Louisiana State Lottery haa for a long period been a source of demoralization to the people, not only of Loulsiania, but of the whole Uaited States, and even Cunsdisus sufivred by it.In the offices of respectable brokers in this city the tickets of the gambling instl- tution wers handled freely and apperently without any sense of shame, The Lottery Company, which bas made millions out of this running sore of the country, tried to bribe the State with a eubeldy of millions, and the authorities and people with priveta bribes to reaew the charter of the latter, which expires this year or next, The best elements of the State, beaded by the Goversor, opposed the lottery with all their might, and in the battie they had the moral assistance of the pabliclets sad newspapers of ail the other States. The Democratio party, which is, of course, (a a great majority in [oulsians, was reat stander by this fesue. Two tickets were put up, sad the lottery (scticn, of coarse, captured the machine, which always seems to fall isto the worst hands.Their tioket consequently had a majority vote of the party delegates, but the autl-lottery faction die- puted the election of the delegates sud finally secured the decision of a referee or arbitrator in ita favor as the othiolatly elected Demo.oretic tioket for tbe etate.A decislon of the Supreme Court, which closed the Uaited States malls egainet lottery matter, com: bined with the universal public outery against the evil, desit practically with the evil, while the politionl struggle was at iw holght. The Demooratio factions carried on the fight, bat the decision ageiest the lottery and its oollapes, fer (ta bust nous bas elooe bess almost nil, worked is favor of the sntilotery “party, aad though, as tbe telegrams show, She oon.a¥tutionsl smeadments, ose of which was in tegatd te the lottery, had been lost sight of, presumably because the lottery question had, La fact, become a dead issue, yot the aati: lottery porty has apparently bees eas tained. The Lottery amendment voted upon was, of course, voted down. The struggle against this gigsatlo evil is Loulsless, and the final victory constitutes n triumph for good morale le the United Blates acd they bave probably strengthened the moral stamina of the people who have takes part in the struggle. The Quebse Government hes, we are glad to see, tohon the right course (a regard to the private lotteries which have sprvog up like mushrooms under the sbade of thet great legalised gambling dea the Quebec latterg. The private lotteries are all to shia evil or resign from a Loversment which ls willing to sanction and maintaln a mosopoly of such a demoralizing character.pr YOU'RE ANOTHEL, We bave aurely heard enough of the you're another argument in delence of political rascals, Whoa the Ottawa rascals found themselves, as appeared, hopelessly ruined by Me.Tarte'n revelations thoy started a diversion by making charges against Sr.Mercier which proved complotely etloctive for the time being, Erring Liberals are, it appears, far more vulnerable than erring Conservatives, their aupportors being less case bardesed to accusations of moral corruption, The Conservatives found thelr crimes washed away in the olos of Messrs.Mercier avd Pacaud.weahed themselves In the fact that the proceedings agslost them originated at Ut tewa and positively admired themselves after the ablation, aithough how the sina of the Ottawa rascals coull make those of the (quebec rascals suy jess can only be seen by themeelves, The Liberals, worsted in the firet bout, bring new charges against the Ottawa rascals, whereupon the L'onservatives commence the long promised but long delayed prosscution of the (uebec ras cals, declaring, however, that tho one event has no conuection with the other. And the same ailly modes of defence are repeated, Sir Adolphe Caron la to be presumed innocent because his accusers, or some one io thelr party or once sliled to their party, ls guilty, Oo the other hand, the prosecu- - tions agalnet Mr.Mercler are proclaimed to be mere bluff because they origi: pate, or are supposed to originate, with persons Interested in the defence of Nir Adolphe, as though they might have besa expected, in case of guilt, to have originated with the culprits political frieads.Ose paper is grandly indignant over the apitefulness of these prosecutions, and calls it kicking an enemy when he ls down. Now, if Mears, Mercier aod Peosad ars down though inso- cent, they ebould welcome en investigation which ought to set them up ageln ; if guilty of malversation of trust it would be obviously a failure of duty for the Government wot to prosecute them, the more so as this crime has | become, by reason of impunity, very common and very unblushing.Sach a fallure would probably be used by these very complainers .as proof that they did not themselves belleve - in the grave crimes which they had alleged agairet thelr opponents, lf the Mercierltes thick their prosscutors rascals let than: prosecute them in like manner. They ows that much to their country, bat let them not think to escape from their own condemnation by bringing their enemies into it.—_—— THE FINANCIAL SITUATION.The Easter holidays caused a break in the continuity of business and the nearness of navigation has led to a
