Pari- zeau plunged into Montreal's Italian community Sunday to woo Quebec’s ethnic vote, support that in the past has been elusive for the PQ.Premier Daniel Johnson vaunted the Liberals’ job-creation record, boasting that his seven- month-old government has created 18,400 jobs and will reach its target of 47,000 new jobs in three years.Ammo for PQ Meanwhile both turned to the airwaves in their bids for votes. The political parties began their advertising campaigns on radio, television and newspapers Sunday, the first day they were allowed to do so under Quebec electoral law.Parizeau began his day with a tour of an open-air market in Montreal’s Italian district. He paused at several stalls to chat with merchants and to buy flowers for his wife, who accompanied him.Liberals’ platform hurt by good economic news?MONTREAL (CP) — Quebec Premier Daniel Johnson may be learning — the hard way — something most four-year-olds already know. It’s hard to keep your balance standing on only one leg.Johnson and his Liberal team have crafted a campaign stra- = tegy based on a single pillar — warning Quebec voters of the economic perils posed by the Parti Quebecois and its separatist agenda. The one major pillar has an equally major flaw: if credible players from the Toronto and New York economic weatherva- nes dispute Johnson’s premise, the whole campaign could find itself pitching to the ground.Several of those players hit Johnson's campaign with a triple whammy over the past week: ® The Royal Bank of Canada said Quebec's economy would grow by a solid 3.8 per cent in 1994-95, regardless of who was in By Stephen Thorne HALIFAX (CP) — The Queen urged Canadians to stick to their values Sunday and to work to ensure they are never undermined.“The gift of freedom comes with an obligation to all Canadians — that is the respect of democracy, the rule of law, equality and human dignity,” she told a state banquet, speaking in French.“Being Canadian also means working to ensure that such values are never undermined.” In a typically optimistic and carefully worded speech after a long day touring the old French fortress in Louisbourg, N.S., the ceremonial head of state spoke of Canada’s rich history and promising future.Dressed in glittering royal attire, she added in English: “I have no doubt that here and throughout Canada, those who Queen re-conquers Louisbourg crowds stand on guard will continue resolutely to protect all that Canadians have held dear throughout this country’s history.” The Atlantic salmon dinner was held in a ballroom lined with quilted tapestries.Prime Minister Jean Chrétien reminded the 500 guests of Canadians’ ability to compromise and that millions of people “- would give everything they have to enjoy the peace and freedom that we all too often take for granted.“Despite their diverse backgrounds, all Canadians know that this is their home, their land of opportunity, their land of freedom and democracy.” At Louisbourg, 500 kilometres away, the Queen said little but to some Quebecers, at least, she spoke volumes by walking See QUEEN Page 2 CP News Analysis By Helen Branswell power.@® The Conference Board of Canada projected a 3.4 per cent growth rate for Quebec for the remainder of 1994, @ On Saturday, a Montreal newspaper reported that J.P.Morgan, a large New York-based brokerage house, was urging clients to buy Quebec bonds. It said real separation was “improbable” and the premium for political risk associated with it was “exaggerated.” The only ammunition Johnson has been given of late also came Saturday. But a two-year-old federal study predicting dire consequences from separation might not be enough firepower for Johnson's Liberals. The new premier — he took over from Robert Bourassa in January — didn’t have much choice when he set out to select a foundation for his campaign.Johnson could hardly run on the nine-year-old Liberal government’s record.Quebec, like the rest of Canada, was struggling to free itself of the lingering effects of a recession that had walloped Montreal with a vengeance.Polls have consistently indicated voters felt good government was their number 1 concern. Those same polls showed voters didn’t feel they were getting good government from the Liberals.Clearly Johnson couldn’t run on the past.He had to run on the future.See JOHNSON Page 2 Later at an Italian restaurant, Parizeau proudly released 2 PQ election pamphlet in Greek, Italian and Spanish.Ethnic communities make an invaluable contribution to Quebec society, said Parizeau, who promised a PQ government would work to ensure equal opportunity for all citizens.“We want a PQ government guided by two principles: full employment and equal opportunity for all,” Parizeau said.“All of our children will start on an equal footing — no matter where they're from.” There would be “zero tolerance” for racism, he added. He extolled the former PQ government's record on programs and services for the ethnic communities — including ethnic language instruction and support for community organizations. Many of the programs were cancelled by the Liberals, he noted.Parizeau’s market walkabout was marred briefly when he was While the guys at the Festival de Lait in Coaticook seemed to like the demolition derby and whacking the weight that rings the bell, the girls seemed to go more for the Gyrotron, a carnival ride that requires only human propulsion, and gives the rider a chance to hang around and go for a spin at the same time. For more on the weekend in Coaticook, please turn the page.booed loudiy by two Liberal supporters who shouted their support for Johnson and their opposition to Quebec independence. The premier, who has taken only one day off in the three- week-old campaign, slowed his pace slightly Sunday. In his two scheduled events, he praised federal-provincial cooperation on Ottawa’s infrastructure program and continued to hammer away at his favorite See CAMPAIGN Page 2 RECORD: PERRY BEATON ‘A hysterical rant’ — Transport Canada Official says nurse made up airbag complaint By Ioanna Roumeliotis MONTREAL (CP) — À woman who claims she was almost blinded by chemicals from her car’s airbag is probably just “hysterical,” a senior Transport Canada official said.“The lady did not get burned by gases from the airbag,” said John Woolford, head of the department’s public complaints division.“With all the hype surrounding this case, l’m inclined to say its the result of a hysterical rant.” Woolford, whose division is investigating the case, refused to ‘We'll get sick” — refugee mother Rain the next disaster for By Christopher Burns GOMA, Zaire (AP)— Too weak to hold her head up, 60-year-old Nyiramatabaro lay close to the red earth that will soon turn to mud, as black clouds foretold the rainy season.“If it rains, I will die,” she said simply. After war, famine and disease, Rwandan refugees in the shadow of a stirring volcano face yet another disaster when the season begins in September.Pouring rain and hail on Sunday was just a sample of what’s in store.Relief officials, who have all but given up trying to repatriate the Rwandans before the rains, are scrambling to prepare for the long haul, asking for more shel- } ter materials on the 20 daily supply flights.Relief officials predicted a rise in chest-related illnesses, including pneumonia and bronchitis, among the already weakened refugee population of 800,000 as the weather turns damper and colder.“Mortality will rise especially among the élderly,” UN relief spokesman Panos Moumtzis said last week.“The rainy season.is one more hit on the health situation of the people.” He said plastic sheeting is their main concern now, since only halfof the refugees have any shelter from the rain.He promised all the small thatched huts will have tarps by mid- September. The situation is desperate in some camps, like the one that is home to Nyiramatabaro, who goes only by her family name because she was not baptized. As she coughed weakly, children played around her and mothers worried how to protect their offspring from the new threat.“We're very worried. It rained yesterday and we got soaked,” said Judith Nyiransabimana, 26, a mother of five.“We asked for plastic, but they didn’t have any for us.” In a nearby camp, Frodoire Hitamungu, his wife and four children huddled under a tiny see-through thatched hut as they atg beans.Their fifth child died of elaborate. He acknowledged the investigation will take at least another two weeks to complete.Diane Boyer, a Montreal nurse, blamed her airbag for second- and third-degree burns Rwanda?dysentery.“With the rain, we'll get sick.We may not survive,” he said.In addition to the lack of shelter, sanitation “is a major disaster,” Moumtzis said, because human waste does not get absorbed by the volcanic rock.David Morris, a spokesman for the aid group CARE, said that without more latrines at the Kitali camp, where 300,000 refugees remain, “it will turn into a giant open, flowing sewer.” Food distribution and body removal were the priorities earlier, “Now we're really trying to focus on the sanitation problem,” See RWANDA Page 2 to her face, neck and one arm, an abrasion on her cornea and a dangerously high alkaline level in her right eye following a minor accident earlier this year.Boyer has said she is considering a lawsuit but declined further comment on her lawyer's advice.’ Despite Woolford’s skepticism, a Montreal safety expert who has already examined Boyer’s airbag for Transport Canada, said he isn’t ruling out the possibility that chemicals caused the burns. And an eye specialist who examined Boyer the day after her accident confirmed that her eye injury resembled a chemical burn.Naomi Hasegawa, a resident at the Montreal General Hospital’s eye clinic, said emergency ward doctors treated it as a burn caused by sodium hydroxide, the by-product of a chemical commonly used to inflate airbags.“Sodium hydroxide can definitely do the damage that was done to her eye,” Hasegawa said.“I don’t know if it could have blinded her but scarring would certainly gave caused visual damage.” Domingo Denegie, the saftey expert who examined the airbag after Boyer’s accident, said it’s possible the chemical combustion process that inflated it “did- n't work as it should have.” Surplus chemical residue might have ended up on the side of the bag that touched her face, he added.A filtering system in airbags is supposed to direct the chemical away from a driver’s face and arms, the areas most commonly burned in airbag-related injuries, and through vents at the back of the bag.But a driver who leans forward or sideways during an accident can come in contact with stray particles, said Pierre Contant, a Transport Canada car-defect investigator.Janice Tratnik, a spokeswoman for Morton International, the U.S.firm that manufactures airbags for Chrysler, said it’s the first she’s heard of a Morton bag leaking chemicals.Morton conducts 20 quality checks on bags on the assembly line, plus random checks later, she said.
