states that any expedition which attempts to obtain concessions or to plant flags will meet with a warm reception.No official of the Congo Free State has yet approached Msiri, the most powerful potentate of all that part of Africa, who has risen on the ruin of the ancicat kingdoms of the Muata Cazembe ani the Muata Janow.Mr.Sharpe, who has quite recently returned to Blantyre from Katanga, bad a bad six days with Msiri.It is well known that Mr.Sharpa, now ome of Mr.H.H.Johnston's vice consuls, went to Katanga with the ususl bagful of British flags.He met with great difficulties by the as to a change of dynasty.A few days ago Sheikh Hamdi Effendi, bead of the Meklevik Han, and one of the most important after the Sheikh Ul Islam, was, without any warning, arrested by, an agent of the toe approval of the Liberal leaders.Mr.Chamerblain opposed the motion.He earnestly wished, he said, to see free education conferred on the country, but the motion would only complicate the Government measure and he hoped it would be rejected.Chancellor Goschen said thare was no proof of religious oppression in the voluntary schools.If any existed Mr.Fowler's amendment would not remove it.Popular religious zeal.Mr.Fowler's amendment was rejected, 276 to 166.\u2014\u2014 SOUGHT BEER, MET DEATH, Ellen Dougherty Falls From à Fire-Escape After a Day of Fighting.Nxw York, June 29.\u2014Ellen Dougherty, aged 50 years, fell off à fire-escape on the rear fourth floor at No.555 West Thirty-second-street, yesterday, and was killed.She lived there with her daughter, Mrs.Lawrence Deering.It ia a notorious neighborhood, known to the police as \u201cPleasant Valley.\u201d Joseph Read eccupied the front room on the same floor with the Deerings.Whenever Ellen Dougherty became intoxicated she bestowed her 1nebriate attentions upon Joseph, much to his un- noyance.At 4 o'clock yesterday morning Ellen called upon Joseph, and insisted that if he were gallant at all he woald buy her some beer.He refused to be gallant.On the contrary he was impolite enough to eject her from his apartment.But she returned, and in the meantime and subsequently Mr.Read s peace of mind \u2018was further disturbed by the explosion of various giant firecrackers placed at his door by mischievous boys.Read rushed Into the hallway to chastise the hcodlums and encountered Ellen Dougherty.The boys fled t» the roof.Read chased them thither, Ellen Dougherty joined in the pursuit, all the while pleading with Joseph for a drink.The man and woman began to fight on the roof, and were finally separated as they were about to fall into the yard.The old woman was hauled (not led) intr her room.She screeched and scratehed.She was locked in, but she sprang through the window and out upon the fire-escape.In endeavoring t) climb trom one escape to another in order to reach a vacant room adjoining her own, she fell into the yard.Her fall was broken by a clothes line at the second story, but she struck the pavement with such force as to fractare her skull, break one leg and crush her face beyond recognition.She died in a few moments.Joseph Read wag arrested on a charge of disturbing the peace.A Boy BROTHERS' BRIDE.The Last Was the Only Ons Loved.Sr.Louis, June 29.\u2014Mre.Mabel Williamson, a well-known St.Lonis woman, has had some queer matrimonial experiences.Ten years ago, when she was but a girl, she met John, William, Heary and James Williamson.She knew she loved one of the young men, but she could not decide which one.She married them all in torn, and recently sbe was married to James Williamson, the last of the brothers, and it did not take her ling to discover that he should have been her first hushand instead of her last.The Williamson brothers about 10 years ago lived on Grand-avenue with their weaitby old father and two sistera, their mother being dead.One cold night, à beautifal young girl, but poorly dressed, came tothe door and b-ggea for food and shelter.She had come %o 8! Louis to find her only living relative, but her search was in vain, and she 820n became penniless and without a lodging, Completely worn out fro: walkin about, and in utter despair, she moun the steps of the first house she came to.Good old Mr.Williamson took her in and cared for her, and from that time her suffering ended.Mabel Kent\u2019s parents had given het a good education before they left her alone and many accomplishments were hers.Beautiful, she certainly was, and when the four brothers saw her they were all completely fascinated.Each felt sure he loved the lovely girl and all strove to win her affections.About three months after Mr.Williamson installed her in the house, John, the oldest brother, bolder than the rest, told Miss Kent of his love and begged her to become his wife.Bhe finally consented, to the great consternation of t ther brothers.n a short time they were married, and after a few months of wadded life the young wife came to the conclusion that she bad married the wrong brother.Jobn certainly loved her, bat she did not lové him.About a year after the wedding John disappeared, and a few days afterward old Mr.Williamson mysteriously disappeared.When they had bsen gone a week Mrs.Williamson read in a newspaper that a man answerimg the description of her missing hnsband had besn found dead floating in the river.She hurried to the Morgue and upon a marble slab she saw lying side by side her husband and hig father, Both had been found in the river, but it became evident that neither knew of the others deed.The coroner fonnd à lettar in each man's pocket, addressed ta the young wife.From her dead hushand she raad the following short lines: Dear Mabel: I know that Jou do not love me and I can no longer live, Forgive ma for what I am about to do.Your husband.John Williamson.This letter she received from the old man who had taken her in, a stranger and adopted her.» ° My Dearest Daughter : I loved you the moment I saw you and would have made you my wife, Try as I can, I cannot live and see you the wife of another man.My misery will soon be ended, Robert Williamson.The large estate was divided between the three brothers and the young widow, but it was some time before peop.e ceased to talk of the strange tragedy, and it was many monthe before Mrs.Williamson was again her vivacious self.\u201cTime works woaders,\u201d as tha saying goes, and gradually the brothers commenced to strive again for the hand of their dead brother's wife, In one day each of the three told her of his 1yve and begged her to become his wife.Each she tnld to wait awhile and give her time to think.She finally decided that William was the man, and accordingly consented to become his wife.ben the other brothers haard of her decision their anger knew no bounds, and a violent quarrel ensued and all separated.This did not hinder William from getting married, however, and ins short time the prize he bad so long cov- sted was bis.As month after month passed away, the young wife discovered that again she had married the wrong man! Her husband soon discovered the true state of affairs, but all he could do failed to alter them a particle.Things went from bad to worse and happenesg fled from the little household.The young husband could stand it no longer and he cared to live no more.He had made an iron brand of bis wife\u2019s face.Going to his chamber he heated it red hot and branded his wife\u2019s picture all over bis body.Three days after he died in horrible agony.People said he was insane, but the doctors declared this was not 80.They knew not what caused him to commit &uch a strange act, but his brothers thought he was a martyr.Again left a widow, Mrs.Williamson decided to go abroad and seek to forget and regein her health.In Italy she met Henry Williamson, who had traveiled ever since tbe quarrel between the brothers.No sooner did he see her than his old love returned tenfold.In Sunny Italy, beneath a clear, bright oky, Mabel married the thira brother.They travelled for several months and finally hired a small chateau in France.Here they lived for nearly five years.About seven months ago they sailed for the United States.Mabel had again married the wrong She man, and her husband had been conscious of this fact for some time, He remained with her very little on | the voyage.The deep, dark waters seemed to have a fascination for him, acd he became strangely moody and silent.One night he remained on Church, was attacked on the street last night in front ot his chuzch by George England, a railroad man.In return England received a se- vare cut on the head from a small demijohn with which the rector was oa his way to obtain a sapply of communion wine.Eogland and his wife came to Fort Worth a few weeks ago.Tue latter deposited her church letter with Dr.Deforest and became a leader of the choir.Some difficulty arose over the music.Mrs.England withdrew from the chair, and wrote to the rector, askiug the return of her letter.Yesterday she received a letter from the rector in which be said that as the letter was the property of the charch he could not transfer ber to a parish 300 miles distant, when he understood that she was to make this city her permanent home ; he had not the right, be added, fo remove her from the communicant list.He further said that she had traat- ed the rector and the church with disrespect in leaving the choir without notice either to the pastor cr the congregation.Mrs.England gave this letter to her husband, who considered it impertinent, and at once set out to seek the Rev.Deforest.; He asked him if he had written that etter.Mr.Deforest said that he bad.Thereupon Mr.England struck at him, the parson catching the blow upon his left arm.Mr.England struck the second time, and as he was preparing for the third blow the rector broke the afternoon in their rooms, at the foot of Liberty-street.It was the general expectation that action would be taken on the new schedule of rates adopted by the western lines in order to meet the cut of the Chicago and Alton.Having received no intimation &s to the reduction, the matter was not taken up, and the only business transacted was In making a few minor changes in eastbound rates.A meeting will doubtless be called in a day or two, and the subject will be brought up and some sweeping changes made.re A Railway Cut, SPECIAL TO THE HERALD, New Yorx, June 29.\u2014Orders ara today being issued to the various passenger agents-of the Chicago and Alton roads throughout the country that a general reduction is to be made to previous scheduled rates from Chicago to St.Louis and from Chicago to Kansas City.Heretofore the rate to Kansas City has been $12.50 and from Chicago to St Louis $6.50.Beginning to-day the rates will be reduced to $10 and $6 respectively.The significance of this step to the local traffic is tuat there will be a reduction from this to the points named of $1.75 below the scheduled trunk line rate, the reduction being westward from Chicago.Coupons will be sold to the points named over any line to Chicago and thence by the Cuicago and Alton with reduction stated.It is exvecsed tbat the Trunk Line Associations will speedily take action to meet the latest but be wants the Government to do him what he calls justice in the Baie des Chaleurs railway matter.The Baie des Chaleurs Railway runs through Mr.Joncas\u2019 county,and his remarks may be taken to indicate that the Government has been thinking more of the interests of Canada than those of the Gaspe corner of it.Governments bave todo things like this sometimes in the way of duty.\u201d Perhaps if The Gazette had recollected the huge ecandal, or series of scandals, connected with that railway, it would not have objected to Mr.Joncas arriving at the determiration to ses that right is done in this matter.The whole Dominion as well the County of Gasze is interested in having this buai- Dess cleared up.The Bais des Chaleurs Railway Company was organized with an authorized capital of $3,000,000.Of tbis sum $400,600 were subscribed, but only $30,000 pald up\u2014the company having evidently determined te build the road out of the Dominion and local subeidies and the proceeds of bonds to be floated in Earope.The Dominion subsidy voted amounted to £620,000, and the Provincial subsidy $700,000\u2014in all $1,320,000.Upto June 30, 1890, the company had drawn $524,175 of the Dominion and $370,000 of the Provincial subsidy, and though rails have been laid on 60 miles, there is not a mils of the line in operation, and bridges passed by the Dominion Government inspector have been washed out.In addition to this the whole of the Dominion subsidy drawn has been expended on the first 60 miles 80 that there is practically nothing left from that source for the uncompleted section of 40 miles.But this is not all.Owing to gome underground and extraordinary «manipulations, contractors were driven into bankroptcy and laborers and people \u2018who supplied them were kept ous of their wages for several years, causing ruin to not a few and widespread distress to many along the line of railway in Gaspe, until finally the Local Government were obliged to come to the assistance of these swindled people.Mr.Joncas is no donbt quite \u2018well aequainted with the amount of boedling and rascal- ity which has been perpetrated in connection with this railway, and he would not be doing his duty to the country, let alone the County of Gaspe, if he did not demand, and insist upon the demand, tbat its affairs should be straightened out and justice done to those who have suflered from the wrong-doing which has prevailed in connection with it.The Local Government, by means of a new company, are endeavoring to straighten cut the tangle and evolve order out of the chaos in which the original company left matters.Because this company were composed of creatares of the Dominion Government, the latter appear to be throwing obstacles in the way of the new company, and this Mr, Joncas very properly resents.We suppose it is natural for The Gazette to sneer at men who are striving to counteract the consequences of past boodling in connection withthe Baie des Chaleurs Railway ;
