Secure His Dupes.HE OBTAINED PAPAL BENEDICTION, And in Various Ways Succeeded in Swindling Handreds of People Into Purchasing Canadian Property Which Existed Only in Bis Imagination\u2014Parisian Detectives on Their Way to Montreal, His Excellency, Jean Marie Delmas, Lieutenant-General \u201cL\u2019Ondre de la Milice de Saint Michel,\u201d is somewhere in safe hiding either in the city of Moat- real or its immediate vicinity, just where, our detectives would give considerable to know.Crossing the ocean in gearch of this illustrious foreigner are two of the smartest agents of the Paris police, for you must know that Monsieur, the Lieutenant-General, is a fugitive from French justice who has fled from his country to escape a lengthy term of imprisonment and heavy fine, punishments which are at pres ent hanging over his devoted head, the gentleman in question having been convicted on Tuesday, February 2, in the tenth division of the Crimipal Court of Paris, France, of swindling and gross fraud perpetrated on his all too confiding countrymen.At present, widely scattered over many parts of Canada, are dozens of the unfortunate dupes of this accomplished rogue, while at home, in la belle France, are thousands of others who have been similarly victimized out of millions of francs by one of the most gigantic and cleverest swindles ever sprung upon an unsuspecting public.Just at present the police are more than anxious to locate this interesting Frenchman for a big reward has been offered for his captare, by which it is hoped not only te have him suffer the punishment for which he has been justly condemned, but also to recover some of the vast store of money that for months (flowed into his coffers in a golden stream aud which he took good care to safely hide from danger of the touch of sacriligious hands before he finally folded his tent and silently stole away.There is another fact in connection with the flitting of this convicted fugi\u2018iv- which will be of particular interest t> Montreal readers.Itis that the Gv- ernment of Canada has keen more or less connected with the operations of the swindle beside which the Threa Rivers dead meat scheme, pales into insignificance, and whose only rival is that other swindle worked by a countryman ot Mons.Delmas the mythical, \u201cNew Britain\u201d colony of the celebrated Marquis ds Rays, the bursting of the bubble of continents some five years ago.How far on, if at all, the Ottawa authorities are to blame for this latest fraud is at present unknown.Still the fact remains that the Government advertising matter, Government maps of the Northwest provinces, and in fact the papers conferring an actual grant of land were largely used by Mons.Delmas in gathering his dupes to his net, and, when there, milking them of their hard earned savings.At this moment many an unfortunate tradesman; many a helpless widow; many an orphan, are completely destitate and in abject poverty, anxiously awaiting the capture of the fugitive in the hope that he will be made disgorge some cf his ill-gotten gains, while there are others, the capitalists, men of means who had invested thousands in the scheme, who are _ williog to spend other \u2018thousands in the capture and punishment of the man who successfully made them his dnpes, in their avaricious race for unearned gold.In conversation with some of the local detectives yesterday, they, while refusing to acknowledge any details of the story, appeared to desire that it might not yet given to the public, claiming that by so doing the ends of justice would be defeated.There are others, however, who think differently, and who state that by publishing the story it will warn the public against any scheme that might evolve in the fertile brain of Mons, Delmas on this side of the water.This latter view of the case was directly in line with that held by the reporter, who, after some trouble, obtained The Story ef the Big Swindle which ie now given exclusively to Herald readers.In 1888 and for several years previous M.Jean Marie Delmas, alias Camba- ceres, alias Herouval, was a clerk of the fi: st-class in the Postoffice Department, of Paris, France.In that year, however, for some unexplained reason, he was compelled to leave the department, and thoogh a well-known character in the French capital he, for a season, dropped out of sight.After a year of silence on his part he reappeared as suddenly as he had previously disappeared this time in the role of editor of a new journal then just .published.At this time the swindle and adventures of the Marquis de Ray\u2019s had apparantly dropped fron the pub:ic micd and Delmas, probably nots TERT LL which caused such a sensation on both } finding bis journalistic venture as remunerative a8 he would wish devised the plan of imitating the schems of the celebrated Marquis, and from that urtil his {jdownfall, when the strong arm of the law interposed to save the gullible public from themselves, his sthway was literally a golden one.he echeme which he evolved from his busy brain and which was to make all its patrons eventually roll in wealth was neither more or loss than the establishment of à French Catholic Colony.in Manitoba.To do this successfully ha devoted his best energies to the study of the history and geography of Canads, and being at last thoroughly versed on these subjects, be launched his venture on the market under the catching auspices of \u201cthe pious ladies,\u201d \u201cthe poor,\u201d and the \u2018\u2018ecclesiastics,\u201d and by the purely imaginary sale «flots which had no otaer existance than in his mind, the money began to flow in In a never ceasing stream into his hands.The new scheme was largely advertized.The official advertising papers, maps, etc.of the Canadian Government were free'y circulated and what purported to be a grant from the Government of à vast track of land on what the new colony was alleged to be situated, but which was actually only for a few acres in the far Northwest, was proudly exhibited 1a the general offices of the new company, On this plan populous towns were pointed ont and these towns were illustrated by beautiful pictures of the many costly churches, public buildings and other edifices which they contained, needless to add, however, also only in Mons.Del- mas\u2019 imagination.The new company bad its official organ and several other papers of which this \u201cChevalier d\u2019Industrie\u201d in person was editor in chief under several pseudonymons among Which were \u201cLes Anpales de Sainte Anne,\u201d \u201cDroit Monarchique,\u201d and also \u201cLa Marine Apostoleque et Marcbande.\u201d All these publications gained thousands upon thousands of subscribers.Still money was not coming 1n sufficiently quick for Del- mas, £o to bring in more dollars and to raise the prestige of the enterprise, he established an order of Cheva.iers ander the name of \u201cL\u2019Ordre de la Milice de Sainte Michel,\u201d at the head of which he placed himself with the title of Lieut.- General.Then He Dispensed Titles and Decorations.with a right liberal hand.While, however, these bonors might have satisfied the vanitv of the recipients, they did not greatly increase the contents of their purses, and to remedy this Delmas issued negotiable bonds of 50 francs each, declaring in his circulars that the par- chasers were mot only pleasing God, but by investing they would eventually reap a golden harvest.Fresh dupes bit at this new bait, and many on the strength of the bonds and the golden description of the Manitoba colony sailed for Canada.These arriving in Montreal, some of them immediately discovered that they had been victimized and sailed for France.Others, however, went west in pursuit of that ignis fatuus, the Catholic colony, and when their funds ran out had to be returned to their country by the French consuls.Prior to the re\u2018urn of these unfortunates, the last batch of which passed through Montreal in December, Delmas had conferred high honors on some others of the dupes he was sending out.One 8 carpenter named Adam, hs created auxiliary of St.Michel, with the ' grade of marshal of buildings and another named Robert he dabbed, a companion of the first clagg with joiot charge of construction in the new colony.Another named Toyonnier he created the Chevalier de la Toyonnier, and with these he rent nine musicians, who ' by paying & bandsome premium, were granted the sole privilege of giving performances in the new colony.These musiciang actually got as far as New York before they ascertained the fact that they had been victimized and were returned to France by the Frenck consul-general there.One of the crowning feats of the swindler, however, was that he actuaily Secured The Papal Benediction, for all investors in the enterprise, which proved an additional bait, but it is almost needless to add that none would have been more astonished than His Holiness the Pope, had he known the purpose the blessing was to serve.After ali the 60 francs bond that could be disposed of were sold, Delmas, at last, over matched himself by announcing the formation of another company to develop the resources of the new colony and to establish a line of steamships solely in its interest, between France and Canada, with a capital of four millions, In this scheme several capitalists became interested, but before paying in the money they had subscribed they delegated an agent to visit Canada for the purpose of visiting the new colony and reporting on the prospects of the pew line o steamships, This gentleman whose Montreal friends, under the circumstances do not wish to disclose his name, arrived in this city last August.He had letters of Introduction to Mr, J.B, Boivin, jeweler of 1578 Notra Dame- street, but this latter gentleman could give him no particulars of the new colony.To satisfy himaelf, however, of the full extent of the fraud, he went to Manitoba, but after & thorough search of the entire Northwest he failed to lccate even one of the towns which bad been so glowingly described tothe credulous Parisians, He returned to Montreal early in December and told Mr.Boivin how fruitless had been his mission.He then sailed for France shortly before Christmas.Immediately on his reporting at Paris the Chevalier Delmnis Was Arrested, for fraud, bat as his influential friends thought it was utterly impossible for such an eminent individual to be guilty of crime his release was promptly se eared on bail, but he disappeared from Paris immediately afterwards and with his flitting collapsed the golden dreams of thousands, Mr.Boivin has just received à report of bis trial, which went on the same a8 though he were present.Dozens of witnesses told how they had been robbed, and Delmas, be\" ing found guilty, was sentenced by default to three years\u2019 imprisonment and a fine of 5000 fraucs.A thorough searc : was instituted for the absconder by the French police, who recently sscured several letters from him which bora the Montreal post mark.This is why they think that he has been finally Cable\u2014Notes ot Interest.SPECIAL TO THE HERALD.Orrawa, Feb.13.\u2014A largely signei petition to the Governor-General, praying for a reduction of the time in the sentence passed om Rowan Moffat, ace countant of the Ontario bank in Toronto, for defrauding the bank, was received some days ago.The JusticeDepartment after enquiring into the whole cage, have come to the conclugion that as no evidence has been presented why the semtence should be shortened, the Minister of Justice could pot advise that the sentence should be in'erfered with, \u201cRoly,\u201d as Moffat was familiarly called, was sentenced to three years in the penitentiary.About two years of the time have passed, and as Moffat is a good conduct prisoner, his sentence will soon expire.Mr.Metcalfe, M.P., presented the petition to 8ir John Thompson, New Saw and Pulp Mill, The firm of Gillies Brothers, lumber merchants, of Carleton Place and Brae- side, have purchased a site on Windmill Point, Lake Temiscam, upon which to erect a saw and pulp mill which will saw the logs cut oa the outer limits, The same firm will constract barges to carry lumber from the new mill to the head of Long Sault Rapids.Against the Electric Cars, À petition is being circulated among the Bpark-street merchants to have the city council compel the Ottawa Street Railway Company to remove the tracks from Spark-street to Wellington in case any change is made.The reason given is that the electric cars would Keep ye- hicles, particularly farmers\u2019, off Spark- street and thas injure trade.On the other hand it is claimed that the electric cars would rather benefit trade.One well known drygoods dealer says as far as the farmers are concerned they seldom shop with rigs, but put their horses up at the hotels.Four of the Jargest merchants have refassd to sign the petition and it said that several others who signed have had their names taken off.The matter will be fully dise cussed at a meeting Monday afternoon, May Be Able to Settle Up.Edward F.Hubbell, late teller in the Bank of Ottawa, was to have been up before Judge Ross to-day to elect whether be would be tried for embezzlement by the county judge or before a jury.He did not come up, however, and yesterday Mr.Crysler Hubblels counsel, wrote to Judge Ross asking for another postponement until Wednesday and the judge granted the request.It is understood that Hubbell is in communication with'a relative in Arnprior with view to settling the defalcation bafore the matter comes up in court.This is the second postponement asked for and granted.The prisoner, it is said, feels his painfal position very acutely.Proposed Pacific Cable, The Imperial Government has assured the C.P.R.that they will subsidize a sub-marine cable between Vancouver and Japan by way of Unimak Island and the Aleutians.Efforts are being made in England to raise capital to construct the company.At present telegrams to Japan go via India and Singa- lon, cost $2.25 a word.By the proposed line the toll would be 75 cents, The South Pacific route via Australia will be abandoned.Referred to the Supreme Court.The Department of Justice was advised yesterday that certain acts of the Legislature of British Columbia which bad been declared ultra-vires of that body by decision of the Supreme Court ofthe province, have been referred by the Governor to the Supreme Court of Canada.This is the first reference under the amendment to the Supreme and Exchequer Court act passed last session, which provides that importans questions oflaw or fact, or those touching the constitutionality of legislation, may be refered by the Governor-in-Council to the Supreme Court for hearing or consideration.The act provides that the court shall then certify its opinion on the questions referred, which although advisory shall be a final judgment, \u2018Wants to be Given Control.Lieutenant-Governor Schultz of Manitoba has bad several conferences with Hon.Edgar Dewdney, Minister of the Interior, regarding the Keewatin boundary.The point is this: The act defining the eastern boundary of Keewatin runs due north from the northeast corner of Manitoba boundary striking St.James Bay at or near Churchill.Over Keewatin Lieutenant-Goversor Bchultz has control, but east of this lineand north of the northern boundary of Ontario lies a triangular district where no Lieutenant Governor has control.Governor Schultz wants to receive ex-officio authority so that justices of the peace may be appointed and order maintained.Various Notes of Interest, Hon.J.A.Ouimet went to Montreal last His Honer, the Recorder, \u201cBon jour Francois.\u201d The scene was the general offices of the Recorder's court; the speaker was his genial honors the Recorder, on the way to assume his teat on the bench, the scene of his judicial trials and trinmphs; the one to whom the remark was adressed was Francois Xavier, his honor\u2019s factotum, who was gathering up the books and papers in readiness for the opening of the day\u2019s proceedings.A moment later his honor was on the bench, Francois was in bis box, the \u201cunwashed\u201d had doffed their head gear, Clerk Forget had called the first case and the court was in full swing for the morning session.\u201cMary Riley, your Honor,\u201d said Francois by way of introduction, as a frail but buxom damsel of some 40 summers appeared in the pen.On Friday afternoon Mary had entered the City Hall and subsequently the police office, sadly under the influence of the cup that inebriates.The officer on duty knew Mary before; as a consequence she was immediately locked up.His Honor frowned on Mary and her explanation thatshe bad come to the station to avoid disgracing her friend the police matron did not avail, and she was sent down for six months in short order.William Henderson, the next culprit, was sent down, but only for 10 days, he not having a necessary $1 to pay for the privilege of being drunk on St.James- street.Lillie Anderson was the next to step to the front.She was accused of attacking men on St.Lawrence-street.His Honor was astonished and justly indignant at such a grave offence, and belore Lillie could open her mouth she was booked for a three months\u2019 sojourn at Valleeville.Wm.Brown, charged with being drunk and assaulting CO.Meunier, received a composite sentence of $8 or 25 days.He had the money and went on his way rejoicing, Then Melvin Breekly contributed $3, the penalty of going drunk to No.4 Police Station.James Brown, who then appeared, presented a sadly used up appearance.Drunk and disorderly on Island-street were the crimes marked down axainst him and $3 or one month for the drunk, and $10 or three months for the disorderly was what His Honor said, and it will be well along in the month of roses before William again [gniffs the air of freedom.James Clancey, on exactly similar grounds a8 Brown, was sent dowa for four months to keep him company, and the remaining 11 cases of the 17 on the sheet being mostly mild cases of simpla drunk were disposed of in the ordinary way after whicn the court retired and proceedings were suspended until this morning.\u2014_\u2014\u2014\u2014\u2014\u2014 DAYLIGHT BURGLARS.Daring Attempt to Open & Grocery Firm Safe, The premises of Messrs.Regan, White & Co., wholesale grocers of No.1 St.Helen-street, was the scene of a daylight burglary yesterday afternoon, The thieves were surprised while in the act of forcing the safe, notwithstanding which, however, they managed to make good their escape without being identified.In their hurried flight, however, they left their \u201ckit\u201d of tools behind which may serve as a clue to lead to their arrest.Shortly before 3 o\u2019clock the bookkeeper of the firm went down to see after something in the office.As he entered at the front he heard & noise in the back office, and on going to 1nvesti- gate he was only in time to see two men make their escape by the rear door.The police were immediately notified by telephone and Detective Arcand and Sergeant Dubois were quickly on the scene.It was then found that the burglars had obtained entrance by a gate on Lemoine street avd then forced the rear door of Messrs.Regan & White's premises.They had forced open a drawer in the office and obtained probably about $25 in cash and postage stamps.They then attacked the safe in such a workmanlike manner that proves them to have been professional cracksmen.Two holes had been bored through the door of the safe, one above and the other below the combinae tion, with the intention of either blowing or knocking it off.At this point, however, they were discovered and fled, but even had they succeeded in torcing tha safe they would have had nothing for their pains, as the firm banked all their money on Saturday.The thieves left behind a brace and bit, a set of drills, a piece of fuse, chisel and short jimmy, all of which are in the possession of the poe lice.It is the opinion of the detectives that a gang of professionals has struck the town, and so, the officers hope to give a good account of them before many days.SUDDEN DEATH OF A OLERGYMAN.Canon Davidsen Leaves a Meeotiug, at Which His Son Presided, to Die, SPECIAL TO THE HERALD, ToroNTO, Feb.13,.\u2014Rev.John David- gon, M, A, minor canon of St, Albans Cathedral, Toronto, and rector of Col borne, Ont, died suddenly to-day of heart failure.The deceased had been attending the convention of the brother hood of 8t.Andrew and took part in the morning session, About noon, not feeling well, he left hall and was driven to Dr, Cameron\u2019s office where he almost instantly expired.| Rev.Jobn C.Davidson,rector St.John, Peterboro, his son, was presiding over the convention when the news of the death was brought to the hall, and another son, N.Ferrar Davidson, barrister of this city, was addressing the meeting.The body wes shipped to Colborne tonight, accompanied by three sons and two daughters.Deceased was 60 year: of age and leaves family of three sons and four daughters.CHURCH SPEAKS ! weaker; but at all events it is a common platform on which all sections of the parly can meet and agree to sink minor differences.It glves its supporters at least an intelligible cry, a cry that can intelligence and common sense of the electors.Let them give us à shoit catechism or A.B.C.of Liberalism so that each voter may be able to give a correct and definite account of the faith that is in him, The giant we bave to fight against is the great and gory N.P., or high protection.The most logical and direct contrast to this would be a policy of frèe trada, or tariff for revenue only and on this platform it Would not be dific lt to persuade the great bulk cf the nation to reasse nble, and tke opposition could so plainly be shownto be inspired by self interest that it wou!d lose much of its value.Not quite go direct or logical a method,though still effective, would be a policy of tariff reform; but unless our leaders specifically agree upon the daties to be swept away, those to be reduced, and tose to bs maintained, the cry of \u201ctariff reform,\u201d lacks the definitness and completeness necessary to appeal to the popular imagination.By its very uncertainty it might arrayi
