W.A.WEIR, January 9th, 1887.\u2014_ ROD AND GUN.Annual Meeting of the Fish and Game Club on Saturday\u2014The Secretary\u2019s Report of Last Year\u2019s Work.The regular sonual meeting of the Fish and Game Protection Club for the province of Quebec was held on Saturday afternoons at their rooms on Notre Dame street.The president, Mr, G.H.Matthews, was in the chair, and there were also present, Messrs, A.W, Atwater, Barnard, Allex Henderson, G.L.Archambuult, J.Mec- Intosh, A.McKean, J.Nelson, jr, James Smith, Jas.Potter, A.J.Dawes, R.H.Stearns, Chas Selby, W.H.Kinz, W.Cheese, James Slesser, W.W.Rintoul Logie, Geo.Starke, D.H.Henderson,A, N.Shewan, Geo.Horae, W.H.Parker, C.BE.Sanderson, Dr.Brewster, Selkirk Cross, Geo, Goulding, C.8.Baker, Thomas Hiam, Lucien Huot, L.A.Boyer.The president in a few introduc tory remarks said that he was pleas ed to state that the club was sll in a flourishing conditivn Heregretted that some of the members seldom visited the clubrooms, and he thought that on the whole the membership was falling off.The chairman then called upon the secretary to read the annual report, which was as follows : ANNUAL REPORT, Your Executive Oommittee, in reporting the work doue by the club during the year just ended, have to report forty actions taken during the twelve months, some of which were lost and some ten cases having to be abandoned on account of the law applying to these particular cases not covering the ground intended.This has, however, by our exertious and the kindness of the Honorable Commissioner of Crown Lands, ou whom your secretary oalled in Quebec last spring, been amended.It might as well here be explained, especially to those who escaped punishment last epring, before the amendment the law read, ten days after the close of the season, all game found may be confiscated, ten days beirg allowed for disposal of same, but did not provide for a fine, Now, however, both confiscation and fine are provided for.Five cases (or actions) were againzt a corresponding number of Chambly gentlemen\u2014men of position in the town\u2014 who had indulged in the pleasure of destroying fish with dynamite, Your secretary visited Chambly and took the matter in hand with a fair success.They were fined $10 each and costs\u2014little enough for the offences, but a good lesson nevertheless.Another case against a Montreal merchant for shooting ducks out of season was lost, the witnesses being mysteriously absent when wanted and the officer, not a game keeper, failed to follow them up, Two important cases were taken out againet a couple of Lacolle fishermen, however; they were fined $5 each and costs, which they reluctantly paid, In some cages it is dietressing, sfter all the trouble we are put to, to see fines of sen cents\u201d\u2019 1mposed, or \u2018ten days common jail.\u201d The fine is generally paid.Who will say times are hard ?Though we style ourselves the Fish and Game Protection Club of the Province of Quebec, it is unfortunate that we should be expected to lock after the whole Province when we have not ten paying members outside of Montreal, and some expect us to even protect the Gulf.1t ia to be regretted that Quebec, for instance,should not have a club.> dt is only lately that the press informed us that eleven caribou (the law only allows two to one gun), were killed in fifteen days to the one gun.It may he a stretch of the imagination; but there is wo doubt thet game is not protected in Quebec ag elsewuers, where we Cannot easily reach with ihe little support we receive.The club is in a sound condition, having nearly three bundred dollars to its credit, We strongly recommend the incoming committee to do its utmost to have all game, ptarmigan included, placed on the fist ¢f \u201cgame not to be exported.\u201d No exportation of game should be al- Jowed at all.It would do much towards the stopping the wholesale slaughter of ducks, ete, ete, .- As regards black bass, we wouid like to see the close season shortened ; say, open season 1st of June, instead of 15th as at present.; The sportsmen of the province are to be congratulated on the appointment of two such men as Mr, Hurteau, of Contrecceur, as fishery overseer, aod Mr.Wm.Morrice, of Dundas, as gamekeeper, Ag heretofore, the club 16 à unit in advocating the stopping of all sping shooting.\u2018Before yclosihg, we lhink it befitting to express our grief at the loss we have sus- taiued through death during the year of the following members, viz.: Judge Mousseau, Jos.Doutre, Q.C., Alfred Brown and Ernest Glackmeyer.The thanks of the club are again due to Euclide Roy, the club\u2019s solicitor, who has #0 ably conducted our caats before the courts, All of which is hereby submitted.\u201cJory NELSON, Hon.Secretary Fish and Game Ciub for Province of Quebec.On the motion of Mr, James Slesser, the report was adopted.The chairman said that the Government had given more protection to the fishing of black bass, In answer (0 a petition made by the club, but the opening ot the season, whieh used to bs on the 15th of May, had been changed to the 15th of June, which was foo late, He asked that the new committee would give this matter their attention and ,8ee that the date was again changed.Mr.Shewan thought that some effort should be made to prevent the membership from decreasing.The best way to do this would be for the members to get their friends to join the club, assuring them that they would derive pleasurs and sport by being mem bers.The treasurer\u2019s report was then read, which showed that after expeuses Were paid the balance on hand amounted to $282 75.A lester was read from the Hon.Mr, Lynch, Commissioner of Crowe Lands, regretting that bis official duties prevented him from accepting the invitation of tbe club to be present at their aunnal meeting, On motion of Mr.Rintoul it was decided that the new committes be asked to petition the Dominion Government to appoint a general overseer over all the offi- c+rs who have charge of the fishing places throughout the province.The following officers were then eleeted for the ensuing year :\u2014President, Mr.Rintoul ; adopted.MR, ANDBEW.ROBERTSON was called upon to speak aod obtained a fairly good hearing.He said that they should all unite now to elect an English- speaking Mayor.If they could not do that for his part he would vote for the best Frenchman who came out.Ha had been agked to etand but had declined because be could not speak French.The Mayor should be able to speak or at least uader- stand toth languages.He thought that this was not the time for the English people to raise dissension among them- selvee.The man who was now elected should be able to diccharge the duties of the office and dispense the hospitalities which it entailed.A voice\u2014** Mr, Btephens can do that.\u201d Mr.Robertson had no objection to Mr.Stephens and there were many others who could also be Mayor.He warzed his heareis, however, that if they quarrelled now they would never elect an English speaking Mayor in Montreal.- Aiderman McShane now entered the hall and had a triumphal march down to the stage, \u201cThe People\u2019s Jimmy\u201d being hailed with tremendous cheering.MB.TRENHOLME seconded the amendment saying that he thoroughly approved of it and that it was the best thing which could be done under the circumstances, He held that if the committee had followed out the instructions which had been given them and done their duty there would be no opposition now.If it had chosen a man out of the list which had been given it, there would be no oppo~ sition.They were not authorized to act ae they have done.If Mr.Abbott's name had been suggested at the public meeting many men would have been up in arms at once against him, They would never have accepted Mr.Abbott's uname.[Applause and groans.] The committee had not acted fairly.They [the citizens] bad not been given an opportunity to object to Mr.Abbott.Many believed that Mr.Abbott's name had been put there for a political purpose.[Cries of \u2018yes, yes,\u201d and \u201cno, 0n0,\u201d\u2019] The Liberals were willing to accept A.F'.Gault, Hugh McLennan or George Drummond, {applause,] but if Mr.Abbott persisted in \u201cbeing & candidate they would give the electors his record, and he would not have a walk over in this case.There could not have been found a more objectionable man than Mr.Abbott to a large section of the community.Mr.Crossby.\u2014\u201cExcept you.\u201d [Laughter.Mr.Trenholme.\u2014\u201c\u2018I understand that for gentlemen of Mr.Abbott\u2019e political stripe a man more objectionable to them than me could not be found.\u201d [Immense laughter .l Mr.Trenholme held that the man who was chosen should have à record which could stand the test.He was in favor of giving the honors to the man who had borne the burden of the day.[Applause.] He held that Mr.Abbott had never taken any interest in civio affairs, but that he wae always on hand when a railway subsidy was to be had.[Applause and hisses.] A GREAT SOENE, Alderman McShane and: ex-Alderman McCord both got up together to speak and the one would not give in to the other.The chairman tried his best to settle matters but without avail, Half of the audi- not thrusting himself forward for thie office.If he had been a candidate he would have been present and solicited their saffrages.If the matter was referred back to the committee they were bound to mowinate Mr.Abbott again.He concluded by stating that Mr.Abbott would be elected by a large mejority.[Applanse.] Alderman McShane was the next apeak- er and was most enthusiastically received.After thanking them for the reception given him he held that if they wanted to elect a man they must choose oue who had never mounted a public platform to insult anyone\u2019s nationality or religion, and who was not a political hack.The French Canadisns and tbe Irish people were willing that an English Protestant ehould be mayor this year, but they wanted & man whose record was clean.\u201c' Let us have peace,\u201d said the speaker , it ia too bad to quarrel all the time.\u201d He had not a word to say against Mr.Abbott and he hoped that he would fill the bill and meet with the ap- pruval of the people.(Loud applause.) MR.DE¥NIS BARRY, following,eaid that he had refused to» make Mr.Abbott\u2019s nomination unanimous because he knew that he could never be elected.It was time that the Koglish speaking Protestants should have a Mayor (applause), but they would not have ove this year if they persisted in going to the polls with Mr.Abbott, Their only chance would be destroyed.[Applanse and cries of \u201c\u201cno, no] All should work for unanimity and politics should not be introduced.(Applause) If Mr.Abbott was present he would tell him why he would oppose him.A voice go on ; epeak out.\u201d Mr.Barry, ©\u201c If the speaker is Mr.Abbott\u2019s alter ego let him come up on the platform and I will tell him.\u201d Applause.Mr.Barry continuing said that Messrs.Andrew Allan, Hugh McLennau, Gilbert S-ots, Geo, Childs, J.R.Dougali of tue Witness, Jae.Slesser, would all be acceptable.Applause.The present was a msgoificent occasion for the Catholics of Montieal to elect an English Protestant in view of what had taken place in Ontario.Loud applause.It woud be a magnificent réapouse to the cry raised by the Tories.Applause, MR.J.C, ROBILLARD in & humorous speech expressed tl:e hope that the English people would agree on à good man whom the French-Cavadians could support.MR, J, N, GREENSHIELDS delivered a brief but eloquent address, He stated that he strongly repudiated the insinuation which had been made that Mr.Abbott had been nominated through the C.P.R.and Tory influence, He was a staunch Liberal, and he would not now be taking the stand he did if there were any politice in the case.[Applause] The nomination was made as fairly and equare- ly as any nomination could be made.The commitiee bad done its duty.[Applause.] He was surprised to have seen Mr.Stephens make the insinuation he had and not bring a single proof in support of it.[Applause.] The best proof that there was no political tactics in the metier was that when Mr.Gault [a Conservative] had refused to accept it had been offered to Mr.Hodgeon |e Liberal] but he also had refused.The commiltee had the power to go out of tbe list and chose a candida'e from among the Engheh-speaking people.[Applause and cries of *No,\u201d ¢ No.\u201d\u2019] He boped they would not split on a technicality raised a hy lawyer to distract the attention of the meeting from the real issue japplausel.Mr.Strachen Bethune\u2019s name had been added to the list and etill no ot jection had heen made to it.The question now was whether Mr.Abbott was able to fill the position or not [applauzel.He concluded by hopisg that Mr.Abrotts nomination would not be considered as political, but that they would decide whether he was fit for the mayoralty or not japplausel, THE CLOSING SCENE.The meeting now began to be all broken up and the greatest disorder prevailed snd he excitement was intenee, both parties standivg up for their contentions, Mr.Geo.Bishop after a great deal of trouble managed to read the following motion, seconded by Mr.Edgar Judge :\u2014 ¢ That the meeting adjourn until Zatur- day evening in this hall to receive from the nominating committee the names of eligible men for the mayoralty of the city.\u201d Mr.Shorey amid great uproar held that they should not fight over the matter.If they could not agree on ont man they should select another, The chairman now rose to put the sub- amendment, and all the members of the committee and others on the platform crowded around him, and the audience were standing and shouting for all they were worth, He finally took up the sub- amendment and put it tothe meeting.An immense roar followed, and the sub- amendment was declared lost.This oreated immense excitement; being spoken to by a HERALD reporter, stated than when the case of glanders reported above had been dealt with, the Medical Health Officer was instructed to make a thorough inape ction of the city to fiad out whether.any other cates exisited as had been claimed by some veterinary surgeons.These men were seen as well as many others in a position to know if euch cases existed, Dr.Laberge has satisfied himself beyond a doubt that there is not at present in Montreal one known case of glaudera.In the first excitement some mild cases of influenza which were believed to be gland ers upon close examination were found uot to be glanders.Persuant to their decision the Board of Health commun'cated with theGovernment at Ottawa asking that immediate action be taken, laboring as it was under the impression that glanders were prevalent.ere a reply was received stating that the Federal authorities could only act 1 such matters to prohivit importation of horses from countries in which the disease prevailed and referring the Board to the Local Government in whose province the present matter properly belonged.The Local Governme.t at Quebec have been communicated with, and it is probable that during the coming session a bill will bs introduced giving the Health Board more extensive powers to deal with such.Alderman Gray furnished the following extract from a report which he had just received from the health officer, and which explains itself : \u2014 ¢ Further enquiry haviog bzen made into the reported prevalence of glanders amongst horses 1n this city, I beg to inform you that no case of that disease has been raported at this office for some days past, and that no authenticated case is believed 10 exist at the present time in this city.Louis Laserce, M.Dr.Medical Health Officer, Dr.Baker, of the Vaterioary College, stated that he did not kaow cf a single case of glanders at present existing in tue city, Alderman Gray also stated that to his knowledge there had only been three cases during the past year.Ln view of these facts it is probable that the American Government will ba communicated with at once and asked to raise the interdict.In the meantime Mr.T'wohey states thac the order prohibiting the exportation of horses from this district into Vermont extends to all parts of the United States.The embargo will cause a serious loes to the tride, many shipments
