Mr Goldman—Never.; Mr.Shepley then took up the question of rebating.Witness would not admit that rebating was a customary thing among agents.Mr.Shepley—Is it your policy to shut your eves to it, or have you no means of finding out?Witness 1eplied that there was no wwe of finding out.The general busi- uezs of the company indicated that the agents of the North American Life were about the rame as agents vf other com- panes in this respect.Conversations he lad had with people who are largely in- gared had brought him to this conclu sion.He had Heard of three Toronto gentlemen who have three large policies in three companies in order to take advantage of the rebates.; “Of course I'm opposed to it,” said the witness, when asked if he was opposed ta the rebate system. He would not do away with it in the North American Lite Company if the other companies did not do away with it, because it “ould destroy the business of his com- NN.Mr.Shepley—Are rebates general in the insurance business?.Wiiness—| should think so.Mr.Shepley—Has there ever been an 1ttempt by the companies to organ'ze szainst the rebate system?Mr.Goldman answered that seven Alexander Gillis and Alexander D.Gillis, charged with the murder of John McPhee, of Orwell, on May 14, the Attorney-General, on be half of the Crown, said he was fully satisfied that there was no cvidence of foul play. The prisoners were honorably discharged. The information that led to the arrest was laid by deceased’s brother, who alleged that the marks on the head indicated a violent death. The matter was cleared up by the evidence of a physician, who examined the head.Lis stated that the wounds were only slight scratches, unworthy of considera- tion.McPhee died of aleoholic poisoning, having taken too much whiskey that night, when the Gillis boys called and treated him.He had been previously addicted to drink, and subject to fainting 8.THE Y.W.C.A, WORLD'S CONVENTION AT Visitors COMMENT FREQUENTLY UHARAU- TERIZES PRACTICE AS DIS- ,GRAOKFUL.The construction of huge bill boards, some of them covemng blocks troni- ing on the most prominent sireets, 1s giving Tise to ganeral complaint among Montreal citizens, especially among the J residents of the west and north ends of the city.St.Catherine street west and Windsor street are gounted to us examples of the growth of these unsightly boards.lt is said that certain properyy owners desirous of holding the:r land for an increase in value, have decided, in the meantime, to rent the sites for the purpose of erecting huge fences on which are pasted all kinds of bills, In return the owners receive good remuneration and are content practically to spoil the general appearance of the street as wel as depreciate the surrounding properties, so ong as they derive a profit. Those who are considering the question of taking up the matter and plac- ‘ing it before the proper authorities, claim ‘that euoh a condition of affairs should mot.be permitted, as it tence to place Montreal in the eyes of strangers and tourists in a most unfavorable light, Those who are anx- tous to ree Montreal beauwtified as iC éhould be soundly condemn this practice. It has been remarked by tourists that the authoritiss in refined cities would hot tolerate such a disfiguration of their main thoroughfares, and, moreover, their citizens would mot allow frontage space to be put to such a use for all the money in their banks.‘What kind of taste have you in Montreal, anyway ?is a frejuent query by vise- Echo aloie SIGN A TREATY WITH MEXICO BEGARDING RIO GRANDE WATERS.Albany, N.Y., May 21.—Governor Higgins to-day vetoed the bill pas:ed vy the Legislature to regulate the amount of water which may ve taken rrom .N.a- gara river for power purposes.ln his veto memorandum the Governor poinis out that the bill ‘provides that the rights of existing corporations shall be limited and restricted to take from the river “a quantity of water equal to the quantity which said corporations can by virtue of their present rights draw under their present charters.” .‘This provision,” says the Governor, ‘either is meaningless as being only declaratory of present law, or eis¢ it doubles the quantity of water which such : corporaticas may lawtully use.The bill was one of a series introduced by Mr.Foelker, of King’s county.affect- lyvg Niagara Falls.‘I recommend to the Legislature,” said the Governor, ‘that a limit be placed upon the amount of water which may be taken from Niagara river by existing active power companies.lo my mind this implied legislation fixing the maximum number of cubic feet per second that might lawfully be drawn from the river by such companies.‘The legislative intent doubtless was to belp save Niagara, but the expression of such intent by this bill is not felicitous, Approval thereof on my part would under no conditions place the slightest restriction upon the power companies or upon future legislatures, and it might have a diametrically opposite result from that intended.Washington, May 21.—Mr.Elihu Root, Secretary of State for the United States, und Mr.Casausas, ambassador for the Mexican Government, to-day signed a treaty regulating the use of the waters of the Rio Grande, which, if approved by the Senate, will remove what bas been for twenty years past a source of friction in the relations of the two coun- ries.THE POPE'S CUNDITION THE PONTIFF SAID TO BE SUFFERING FROM HEART DISEASE.London, May 21.—The Rome correspondents generally agree that the Pope, although still in bed, 1s better, and tuat his condition is not alarming, but the ‘Chronicle’s’ correspondent says that within the inner circle «of the papal court it is no secret that the Pope is suffering from an attack of angina, to which he has long been subject.Quite recently an emipent prelate of the Pope’s own household expressed the anxiety of the Pontiff’s immediate friends on this score. Moreover, it 18 not uncommon at fashionable ecclesiastical reunions to hear fears expressed that the days of the present Pontiff are numbered. No one who has seen the Pope, particularly during the last twelve months, can have failed to have been struck by the cvidences cf the rapid encroachment of old age.His characteristic weariness 1s intensified.More: ‘| over, what is not #0 generally known 13 that the Pope is profoundly afflicted by the systematic boycott to which he is actually subjected by a very great maj.r- ity of the cardinals resident in Rome, who altogether disapprove of his policy, manners and methods. They never darken his dwelling nor that ci the Cardinal Secretary of State, except
