Bue- low, and the consequent Imperial pledge t keep both the speeches and the acts His Majesty within close constitu: «mal bounds, are measured in colder mod by the people of Germany to-day.The Emperor is still much isolated from “he sympathies of both the upper amd lnwer levels of society. The talk among the friends of the Chancellor and the ministers to-day is that they must wait "a should meet oftener in order to supervise the acts of both the Emperor and his Chancellor, apparently represents the joint opinion of Bavaria, Wurtemburg and Saxony. These governments have agreed mutually to avail themselves of the Foreign Affairs Committee of the Bundesrath, a body established under the terms of the constitution, to share in the direction of foreign affairs.Speaking to-day of the existing situation, Dr.Theodore Barth, one of the Radical leaders in the Reichstag.said: ‘This is only the first step in what will be the prolonged political education of the German people for full parliamentary government.Effort will be made, undoubtedly, to perpetuate the old relations between the Crown and the people, and these efforts will have to be resisted again and again until a parliament is elected that will make its appropriations contingent upon the responsibility on the ministers to parliament.Dr.Ferdinand Grautoff, editor-in- chief of the ‘Leipsizer Neuste Nachrich- ten,” an influential Liberal paper, acclaims the ‘new regime’ in these words: ‘The German people are awake, and they will not slumber again.Their true monarchical duty is to protect the wearer of the crown against his own mistakes.’ The executive committee of the Socialist party, which represents three million voters, has authorized the ‘Vor- waerts’ to describe the recent occurrences as ‘having begun with a scandal, then driven forward under great excitement,’ and as having ended in à ‘hazy compromise with the government.’ To-day is being observed as a national day of penitence and prayer. The clergymen in many of the state churches, in their morning services, thanked heaven that the gathering of political clouds had been dissipated.FRENCH PRESS COMMENT.Paris, Nov.18.—The opinian of Lhe French press is divided regarding the international effect of the Emperor Wil- ham’& consent to avoid personal intervention in the foreign affairs of the Empire in the future. While a majority of the papers consider His Majestv’s assurances beneficial in the country and a victory for the German people, several, notably the ‘Figaro.’ expresses confidence in the sincerity of His Majesty's pacific intentions and recall occasions upon which he interfered in the interests of peace. They believe it unfortunate that the chauvinism of (German bureaucracy is coining to life again.JUDGE SAID DETECTIVE ACTED AS A THIEF.Censured Officer for Taking Articles for Which He Held no Search Warrant, « MONTREAL, WEDNESD, EARL GREY OPEt wih ED ANTI- Cloudy and Mijder gr TUBERCULOSIS'EXHIBITION TO-DAY A Remarkable Display, Showing Startling Housing Conditions in Montreal. There can be no doubt that the -Anti- Tuberculosis and Home Hygiene Exhibition, which was opened by Earl Grey in the Auditorium on Berthelet street.this afternoon, will prove one of the} most salutary educational -inffuencé that the city has known for a lod time.= It is made abundantly clear that it # not only the poor and the ignorant ft whose benefit the exhibition has been organized, but that one of its ‘ great aims will be to reach people in a higher station of life, and to educate public opinion generally.: Without such an educated public opinion 1t will be impossible to attack the scourge of tuberculosis at the root, and to do away with many of the pri cipal causes of that terrible disease, What a responsibility rests upon t citizens of Montreal in this matter 18 shown by specimens and photographs of some of the shameful dwellings In which the poor of the city are herdéd— not of their own accord, but because they are driven into these insanitary hovels by the high rents charged for decent dwellings. And many of the so-called ‘ decent dwellings,’ with rents running anywhere from $15 to $35 a month, are by no means above reproach, for in thousands of instances in the city, it is stated, such houses have bedrooms without light or ventilation, thus constituting very hotbeds of disease.‘ The most striking exhibit in the Exhibition is a facsimile of a room in | house on Moreau street, with the orf ginal ‘furniture’ of the place, and another room showing how, for the sum of $25, it has been transformed and refurnished by the Montreal Anti-Tu- berculosis League. This room is but eight feet square, and in the original it has a piece of filthy rag for a door, dirty paper on the walls, and a miserable bed of rags.No natural light, and no ventilation, yet habitual ly occupied as a sleeping room by four persons. The members of the League had the place cleaned omt, and furnished with -an iron: bedsten): with clean - linen.à little chest of dyawers, etc., for $25.‘ But,” said Mrs.Henderson, .ong: o the ladies whe visited the place, ‘w could not supply another great need— ventilation and light.Ob, I think it’s shameful for landlords to bwld such houses, and then live uptown in luxury and pose as charitable people on the money they get from the miserable creatures who have to live in their houses.’ Another striking exhibit is the travelling tuberculosis exhibit of the New York State Department of Health. This consists largely of a series of revolving screens showing pictnres of diseased and healthy subjects, and of samtary and insanitary rooms, with literature and mottoes. Here are specimens of the trite sentences displayed: ‘Consumption is a preventable disease. It is a curable disease.’ ‘For the prevention of in the Province of Quebec, three thousand, and in Canada, thirteen thousand.lt is estimated that each of these persons is worth in the economy of the state at least $3,000, so that there is an annual los to the Dominion of thirty-nine million dollars.Further, in the Province of Qucbec, in the eleven years from 1896 to 1906, the deaths from tuberculosis far outnumbered the: whole of the deaths from 3mallpox, scarlet fever, measles, typhoid and diphtheria, the total being 33,190, as against 24.615.: There are many striking photographs of Montreal slums. One of them, hwman, anthill’ shows a building in wltich 75 families are herded together, 20#of the rooms occupied being absolutely dark and unventilated. The exhibits are from many different bodies, including, besides those already mentioned, the Ontario Government, Great Britain, the Dental Association of the Province of Quebec, the Board of Health of the Province of Quebec, the Montreal Tuberculosis League, the Diet Dispensary, and others. The Dental Association’s exhibit is of a hygienic and popular educative character, the idea being to show the average individual what relation the teeth bear fo the general health and to tubercu- fosis, and wore ‘particularly the -sigwiti- France of sound .teeth ‘in the years of thildhood and early youth.a number of photographs of various sanatorta in that country, as well as plans of ‘the buildings, from which a good idea of the arrangement of the several quarters tan be obtained. The exhibition alsa includes models of sanatoria, exhibits by private firms of tuberculosis requisites, etc.One very interesting exhibit is an automatic arrangement by which, after putting a cent in the slot, the customer receives a cup of artesian well water. The cups are of paper, and as a new cup is automatically provided with each drink, there is no danger of infection from that source.LS The hall is very convenient for the purposes of the exhibition, there being a number of rooms adjoining the main exhibition hall where lectures and sideshows are held.Particular attention has been paid to the arrangements.for the visits of school children. It is hoped that 20,000 school children will visit the exhibition. The members of the Local Council of Women have worked hard in connection with the exhibition, Indeed, they are under a debt of publie gratitude for what they have donc in the matter, ior they have not only organized it, Lut themselves originated the idea, besides arranging for the visits of the school children of the city and surrounding municipalities. The Victorian Order of Nurses have consented to make public demonstrations on the care of the sici.Mrs.Learmont ani-Miss.C.M.Derick here been directing the efforts of the Local Council of Women in the arranging of the home hygiene part of the exhibition.Telegraph Line Between Vienna, Nov.18.—Advices received here from Cettinje, the capital of Montenegro, declare that the telegraph line between Cettinje and.Cattaro, a seaport of Aus- stria, has been cut, and that Montenegro has mounted guns on the slopes dominating Cattaro.Furthermore, Montenegra has occupied the Dug Pass, leading into Herzegovina, with 8,000 troops.St.Petersburg, Nov.18.—Austria- Hungary has formally notified Russia of MONTONEGRO :WARLIKE: Cettinie and Cattaro Cut her precautionary military measures on the Servian frontier, which include the partial mobilization of the fifteenth army corps. These steps are regarded generally as a military demonstration, but in official circles it is not -felt that there is any reason for alarm, and it is believed that the chances for peace have improved fifty percent since the powers, at the.initiative of Austria-Hungary, undertook direct mediation with Belgrade.THE LATE MR.J.H.SEMPLE.The funeral of the late Mr.J.H.Semple took place this morning, and was very largely attended. The chief mourners were deceased’s two sons, Dr.E.J.Semple and Mr.G.H.Semple, advocate; for trial before Recorder Dupuis yesterday afternoon, charged with cruelly beating a four-year-old girl and locking her up in a dark reom for a day without food or drink. Two witnesses, on behalf of the child, were Mrs.Nelson Deslauriers and Mrs.Joseph Marineau. They stated in the witness box that they had called at Dagenais’ house about three weeks ago.On inquiring from Mrs.Dagenais about her step-children, whom the visitors knew, Mrs.Dagenais was said to have replied that one of them was undergoing punishment. It was then learned, the witnesses said, that the little girl had been shut up in a dark room, after having received two beatings from her father. When the visitors called it was in the middle of the afternoon, and the child had been left in the room all day without dinner. The little girl, when the visitors saw her, asked for something to eat, but the step-mother was said to have refused.Other witnesses told of similar proceedings about two years ago when Dagenais lived on Marquette street.| Dagenais’ manner of referring to his children when he was placed in the box in his own behalf, called for a severe reprimand from Recorder Dupuis, who told him that he should respect the children of his former wife.He was found guilt, of the charge and will be sentenced on Thursday next. The provocation for the child’s punishment appears to have been that the little girl, while playing with her sister early in the mornings, generally awaken- led her step-mother, who is a delicate and nervous woman.STREET CAR VICTIMS OTTAWA RAILWAY MAKES A SETTLEMENT.Ottawa, Nov.17.—The case of Byrne vs.the Ottawa Electric Railway Company has been settled out of court. It was an action brought on behalf of Charlie and Alfred Thomas Byrne, two youths injured in the collision between two electric cars on the Britannia line on May 24 last. Both the boys were badly injured as a result of the acei- dent, and each lost a leg, one just above the ankle, and the other, at the knee. The plaintiffs sued to recover $15,000 damages, but agreed to a settlement on the company paying $9,000 damages without costs.Charlie Byrne receives $3,500, and Alfred Thomas Byrne $4,880.Besides these amounts the company agrees to pay %385 to Mr.R.E.Byrne, father of the boys, for their care since the accident, and also amounts for hospital and doctor bills, and for artificial legs for the boys, which totals $9,000.eset THE NADEAU MURDER [od LIQUOR EVIDENTLY TO BLAME.Sm Paynton, Sask., Nov.17.—The coroner's jury empanelled to inquire into the death by stabbing of Frank Nadeau on Saturday night, to-day brought in an open verdict. The story told by witnesses at the inquest differs materially from that first told.It seems that Tetrault was celebrating his arrival in Western Canada, and in these celebrations whiskey played a most important part. When the drink was finished the inevitable free fight started, Tetrault, Carriere and Roy throwing Nadeau from the house.Later on Mrs.Fetrault admitted him.The fight was renewed, with fatal ending for Nadeau. As a result of the inquest, Tetrault, Carriere and Roy are being held on a murder charge. They will receive preliminary hearing this week at Lashburn, Sask. The murdered man was 38 years of age and unmarried Proposed Requisitionof $200,000 for New Police Headquarters and Recorders Court.' ———" EMPLOYEES SALARIES WILL BE CONSIDERED AFTER ALL OTHER DEMANDS HAVE BEEN MET.' — When Ald.L.A.Lapointe, chairman of the Finance Commuttee, meets the chairmen of the different administrative committees at the City Hall next week, in order to discuss with them the requisitions they have made for next year's work, some big items will have to be considered. Each department has increased its demands. The Police Committee will again ask for provision to be made for an increase in the police force; the Fire Committee will apply for appropriations for new fire stations in Mount Royal Ward and Rosemount; and the City Hall Committee is considering the advisability of asking for $200, 000 in order to build new police headquarters and a recorder’s court, in order to give the accommodation on the ground Hoor at the City Hall to other departments, and so find a remedy for the existing overcrowded condition of all the oflices upstairs.Nearly every committee has also been voting increased salaries to its officials, in some instances to the extent of three and four hundred dollars a year.Ald.L.A.Lapointe, however, stated yester: day afternoon that salaries will be considered after the other needs of the civic departments have been met.Last year a general increase of salary was voted all round, and the year previous it was practically the same thing. It seemed to Ald.Lapointe that it would be poor administration to keep this up.He did not, however, say there would be no increases; some employees were entitled to more pay, but for the present all salaries would remain as they are until other demands had been attended to.ees THE SUPREME COURT AN APPEAL DISMISSED.Ottawa, Nov.17.—The first case taken up in the Supreme Court to-day was the Trussed Concrete Steel Co.vs.Linden, an appeal from the Court of Appeal for Ontario. The plaintiff (respondent) brought action against the company for compensation for the death of her husband while in its employ. The company was constructing a hoist or scaffold attached to a building in Toronto, and deceased fell from the top of it to the roof of a building below, He died on the following day.The jury, at the trial, found the defendants negligent in not having a guard inside, and in the unevenness of the platform; that the fall of deceased was caused by negligence of the two foremen of the company; that there was negligence in sending an inexperienced man on such an unguarded place, and that there was no contributory negligence. The plaintiff had a verdict for $1,600, which the Court of Appeal sustained. The company appealed, contending that the evidence does not justify the verdict.Appeal dismissed with costs.LADIES ST.LAWRENCE C.C.——— The Ladies’ Section of the SMITH, OF THE BANKERS TEAM, WAS SENT FROM THE ICE FOR THE REMAINDER OF THE GAME FOR ATTACKING McROBIE.Pitteburg, Nov.17.—One of the roughest hockey games seen here in years was played to-night between the Bankers and Luquesnes in the West Pennsylvania League. The Bankers won finally 3 to 3.though Harry Smith, the centre, was not in play for the last ten minutes of the fecond half, For the first time in years a player was ruled off the ice for almost an entire half, as was Smith to-night.Three times he had been sent down for two minutes each on the charge of rough play, but each time the Canadian would ceme up full of fight against McRobie, whom he was undoubtedly trying to put out of business. Finally ,with.a 10 minutes of the finish of the game, Smith made such a bitter attack at McRobie that he was sent from the ice for the rest of the ame, and McRobie, who retaliated by bknocking Smith down once, wae ruled off fer four minutes.dup The first half ended with the score 3 ‘to 3, and thé second half was filled with aboul as rough hockey as has ever been sern here. The players wera hiesed bitterly by the large crowd, and Mr.Schooly, the referee, was applauded when he journals.Lhe debate Look à wide range, including severe animauver- sions offered by Messrs.Gauthier, Beru- be, Neville and Jubinville on the man- cer in which the chairman of the road committee had distributed the appropriations tor road construction in tue dufez- ent wards. At the opening of the mecting the secretary reaa a petition {rom a number of proprietors of corner lots, who compuun that explaining that une petitioners want the by-law amended so that it shail be conformanie to the city by-law.Mr.Jubinville was in favor of granting the petition, but Mr.Bastien had acquired certain privileges under his contract. After some discussion the matter was referred to the town attorney for his opinion as to the right of the council to amend the by-law.À letter from the John W.Peck Company asking for payment of the instal ment of the bonus claimed by the writers to be due, led to an explanation by the secretary, who stated that the instal ment had not been paid because the company had not fulfilled tnal clause in their contract which requires that they should employ a certain number of heads of families residing in the town.Councillor Gauthier, representing West Ward No.1, complained of the manner in which the money appropriated for local improvements in each ward, under the $625,000 loan by-law, was being distributed by the chairman of the road committee, Mr.Martel, without consulz- ing the representatives of the wards. It bad been distinctly understood that the distribution of the fund appropriated for | local improvements in each ward should be under the control of the members of the ward concerned; yet the chairman of roads had never consulted or even informed the representatives of the different wards of what the road committee was doing. He (Mr.Gauthier) had never been consulted as to improvements or as to how the money would be spent in the ward he represented.Councillor Neville had already laid his views before the council on the way in which things were done in the road committee, and he had on another occasion strongly objected to the way in which nored. He thought it was high time that something should be done to remedy this state of affairs.adopting a rule ag to the meetings of the road committee and suggested that as a rule the committee should meet regularly once a week, so that its members would have an opportunity of knowing what was being done.Councillor Grignon—This suggestion is out of order— Councillor Gauthier said that things Amoy, China, Nov.18.—The death of had been done in his own ward of unnecessarily. They had carted stone from one part of the town to another at great expense, when there was a lot of stone at hand which they could have used. The stone put down already would cost too much; not only had they paid a high price for it, but it had been laid of unnecessary thickness.Councillor Martel said that the price mentioned by Mr.Gauthier at which Mr.Gravel offered to sell stone was stone of a large size which the corporation did rot require, Councillor Neville repeated that the road committee should meet once a week, If there was a regular weekly meeting these things could be ais- cussed and arranged there. In this way time, which at present -vas lost in usec- less discussion, would be saved.Mr.Martel would accept the suggestion, but only on one condition, which Was that the committee would not interfere with the chairman. The council then decided that the road committee shall meet regularly every Friday night.PERMANENT SIDEWALKS.Councillor Berubé’s motion, proposed at last meeting, that tenders for fag- stones for sidewalks be called by advertisement through the public journals in future, was then taken up and led tu a long discussion.Mr.Jubinville seconded the motion.Mr.Berube said the object of his motion wae to enable the council to dc- termine in advance, as nearly as possible, what the permanent sidewalks are going to cost.he tenders should 1n- clude cost of laying the flags. This would afford the necessary information to enable them to decide what can be done with the funds available from the loan for this purpose.Councillor Martel opposed the motion. He would prefer to await the completion of the flagstone sidewalk on Waverley street, undertaken by Messrs.Laurin & Leitch. When this work was finished the council could easily determine the cost of flagstone sidewa for any other street, and thus exact information on the question could be obtained. He moved in amendment that the consideration of Mr.Berubé’s motion be postponed for three months.Mr.Desjardins supported the amendment. After a long discussion the amendment, was lost on the following division: For the amendment: Desjardins, Martel, Go- don, 3: against: Then they began to descend quite rapidly down what seemed to be a very dark hole.Down, down, /down they went.Eleanor tried to look up and see how far they had gone, but it made her so dizzy that she very willingly decided not to.As there was nothing to do, and nothing to eee, she began to get sleepy.and was just in a doz’, when thump, they came to the bottom. She opened her eyes and looked about her, and lo, there she was on the top of another snowy mourftain. The clouds were darker than before and it had begun to snow. The reindeer a second time opened a door in the mountain and a second time reminded her to hold tight to his neck. This time they went through the same performance as before only twice as fast.Eleanor a second time began to doze, and had just begun to dream she was playing with Rix, when, thump, they landed.again on a mountain top.The clouds were so dark she could hardly swe.The snow was falling fast and thick and the wind roared and howled.A third time the reindeer opened a door in the mountam.Just then there was a sound like a thunder clap, and when it was over Eleanor found herself in a large room where there was hundreds of lghts burning. In the center of the room there was a large round pole that went from the floor up to the ceiling. On this pole were hundreds of hooks, come as low as a baby could reach to.others high as tallest man could reach. As soon as Eleanor found herself in this room she began looking for the reindeer. But in its place stood a magnificently dressed fairy. On her ‘head was the most beautiful crown. In her right hand she held a wand with a large diamond at the end of it.Eleanor stared at her in amazement, ‘I was the reindeer,” spoke the fairy, ‘and I took that form so as to carry you there; Now I will take off your coat, as I see you are quite warm.’ No sooner said than done. The fairy took her coat off and shook the snow off it “at of the window. Then she took her fur cap and took a hat brush that lay on the table near by, and brushed the snow off it out the window. After this was finished she hung them both on one of the hooks. She then took Eleanor by the hand and led her through a dark, narrow winding hall. After walking quite a long time they came to a little round room.Way up near the ceiling of the room was a small round window.Around the room hung a long, loose red curtain. There was only one chair in the room, which the fairy took. Then she touched Eleanor with her OL) 54 ee wand and instantly her clothes were turned to bright, dazzling ones. The fairy then touched her head with her wand and likewise her shoes and stockings.Kleanor’s hair became curly as before it was stringy and a large pink satin bow was put on it.On her feet were pink slippers and stockings to match her pink silk lace dress and ribbon. After she was dressed the fairy asked her if she would like to go and see the fairies dance,.which she, of course, said yes to.The fairy took her by the hand and led her up some stairs. On both sides of the stairs were long mirrors, which showed the fairies danc- ng.Eleanor was just about to the top of the stairs when something dreadful happened. She tripped and down.down, down, she fell.As she was falling she could see dragons pointing their fingers at her and making horrible faces. Finally, after falling what seemed to Ileanor a very long time.she came, thump, to the bottom. She sat up straight and rubbed her eyes. She was quite dazed after such a fall.nally, when she came back to her senses, she found herself sitting on the floor alongside her little white bed in her room.Could she have been dreaming have fallen out of her bed?he: only thing she could never quite make out was how could she be playing in the mow and end in her bed.As soon as she had sat while she crawled into bed.our 8 Just gôt in when Rix jumped on the bed.Oh, you dear doggie, you did not get lost after all, did you?said Fleanor. And Rix began to li The Eagle” & o lick her hand.— and ——— WHAT SAITH THE SCRIPTURE?WEDESDAY, NOV.18.MANIFESTATION OF ONENESS.The manifestation of Christion unity will be seen In obedience to Christ, in love to believers, and in making known the Gosped to all mankind.God so loved the world that He gave His only Son, and that Son, out of love to sinners, died to save them. All believers should manifest love to perishing men by seeking to save the lost.Believers are not of the world, even as Christ 18 not.Read Christ’s words about His People m John xvii. The glory of the Godhead is seen in its unity, ‘I in them and Thou in me, that they may be perfected in one,’ (verses 29, 23).The Divine two-fold purpose about the world 13, that all mankind may know the Gospel and believe it.Hence, Christ's last command to His disciples was to proclaim His Gospel to the whole creation.(Matt.xxviii., 18-20.) Every believer is to testify of Christ by life and lip, and to use such spiritual gifts as the Spirit imparted. The lives of Christians should compel the world to acknowledge that God must be with and in, them. All believers come short of this oneness, if thev are not nolding up Christ before perishing men, or are wanting in sympathy with those who are doing so.Then, next.Christians are not in harmony with the Father and the Son, if they do not manifest the work of Divine love and grace in them: first, by their confession of Christ as Lord and Saviour; second.by a holy walk; and, third, by their love to all the members of the household of faith.or.in other words, striving to .naintain the unity of the Spirit.(Eph.iv., 3.y 13.)
