Hundreds Of.years ago an.Emperor \u2018of China Héd\u2019 dealt \u201cwîth\"\"the drink problem in- that country, and declared that anybody who carried on the manufacture or the sale of drink would either be banished or beheaded.Less than one hundred years ago in England signs were exhibited outside the taverns stating that men could get drunk for one penny and dead drunk for two pence.The modern\u201d license system dates back to Queen Elizabeth.A license really means a permission.In this case it is - a permission to do wrong.The | fact -that governments have found it necessary to license the liquor traffic indicates that they have found it a dangerous trade.In Quebec the Government has gone further than that, and has said that no license shall be granted in any town or village where the majority of electors declare that one shall not be given.Thus the Government has placed the responsibility upon the electors.The licensed bar-room in Cowansville, or wherever it may be, declared Alderman Carter, existed by consent of the people, and this places an awful responsibility upon the best citizens.Within his recollection there had been eight licensed bar-rooms within a radius of sixty miles of Cowansville.To-day, he said, there are only three.This awakened public sentiment is the result of the jong years of educational work by such organizations as the Women\u2019s Christian Temperance Union and the Dominion Alliance.Mr.Carter then drew upon his exper- jence as a commercial traveller and a business man.He finished by declaring that so long as there are licensed bar-rooms boys will be tempted, and it -will be the best boys always that.succumb to the temptation to drink.He urged the citizens of Cowansville to get together for a great campaign for temperance, and to leave no stone unturned until they had driven the Miquor curse \u2018from their town and country.MADE APPEAL FOR CAMPAIGN.Mr.John H.Roberts spoke on the topic of \u2018No License vs.License.\u2019 He pleaded for the adoption of a no- license policy, first for the sake of labor, the wages of which would be thigher, and therefore the genernl standard of prosperity greater; second, for the sake of \u2018the children whose heredity was affected by alcohol and whose education suffered by the dr'nk- ing habits of parents, and for the sake of the community which was much injured by the presence of the bar-rooms in its midst.Drunkenness, crime, insanity, pauperism, and many other social evils arose from the sale and use of intoxicating liguors, and there\u2018 was no argument in favor of license that would bear examination.Mr.Roberts made a strong appeal to the residents of Missisquoi County to enter upon a united campaign for no- license.Brome County, their next door neighbor, was embarking upon such an enterprise, and several other counties were organizing for the same purpose.It was time, he said, that these beautiful Eastern Townships, one of the most beautiful parts of the Dominion, should no longer have their natural beauties detracted from by the curse of strong drink.He.appealed for co-operation between French and English to destroy the common enemy of both, and prophesied that, in a few years time, Quebec would become the banner temperance province for Canada.At the end of the meeting Secretary Roberts expresséd himself as being greatly delighted with the day's meetings.He said that seventy new members had joined the Dominion Alliance that day, and a splendid financial contribution had been made to the funds of the organization.He said that it was the intention of the Dominion Alliance to hold meetings.in.every part of Missisquoi County and rouse the people to banish the bar.: Alderman Carter and Mr.Roberts left this morning on the Brome Lake special for Montreal.PURER WATER FOR THE CITY Expert- Engineers Approve River as Source of Supply But Advise Filtration.GIVE ESTIMATE OF COST, Installation of Plant Would Mean \u2018JE Expenditure of One Million and a Half, That Montreal may get a proper water supply by filtering the water nf the St.Lawrence river, that the e- cessary plant would cost approximately $1,445,500 to instal and to operate, $130,000 yearly; that ithe work, it 1m- mediately started, cow:d lie curapeted by the spring of 1911.\u2018These pine were clearly stated in the voluminous report, prepared by Mr.fuller, the New York engineer, called into consultation, which was presented to th Board of Control yesterday afternoon.N+ action was taken, but the question will be thoroughly thrashed out within the next week.The last paragraphs of the report, which embody the salient features, may be here quoted.They read u follows: \u2014 \u2018The results of our investigations into the best means of securing an in.proved water supply for the city mn Montreal may be briefly summed up as follows: \u2014 \u2018It is not possible to secure an adequate supply of good water from ar- tesian wells or other underground sources on the Island of Montreaj or vicinity.\u2018A gravity supply from the m\u2026aur- entian Mountains might be secureu from several sources, by far the most favorable of which is the watershed of the River Ouareau, above Rawdon, \u2018The quality of the untreated Ouar- eau river water is not such as to give regularly a suitable water supply.The water is quite highly Jiscolored hv vegetable matter and the numerous lakes upon the watershed contain at times quite heavy growths of algae and other forms of microscopic life, which are liable to produce serious) objectionable tastes and odors in tie water.\u2018There is sufficient population in the villages, and-near streams and lakes on the drainage area to make very doubtful at times the satisfactory hygienic quality of the water in its raw condition.\u2018Expropriation of the entire drainage area seems to be prohibitively expensive, and even such a step would not eliminate the sanitary danger from persons temporarily visiting the lakes and streams of the watershed.Taking £11 of the evidence together we are firmly convinced of the necessity for filtering the water of the Ouareau river in order to make it a suitable source of supply for the city of Montreal.\u2018The cost of delivering into the city reservoirs 50 and 100 million Imperial gallons of water per day from the Ouareau is estimated at $12,050,000 and $18,032,000 respectively, after making moderate allowance for damages due to the diversion of water for water bower purposes and for interference with lumbering industries.\u2018Montreal is fortunate in having at its doors ane of.the largest rivers on this continent, and which offers favur- able opportunities for water power development.At the same time the St.Lawrence provides a source of water supply which as to quality in its raw condition is far better than that supplied to many large cities elsewhere.In speaking of the quality of the St Lawrence water in this manner, we refer to water drawn some distance from shore, so as to exclude the in.1- ence of -local shore pollution.We approve of the project of enlarging* the power canal or aqueduct, the cost of which for all present developments, together with water wheels, pumps and wheel house needed in the near future, is estimated to be in the neighborhood of $2,260,000.This is a sound business proposition, based upon the fact that the interest on this investment is very much less than would be the cost of fuel to generate steam for an equivalent amount of power for pumping water, developing electricity, or for other purposes, and for which the city could no doubt find a ready market.\u2018We approve of the proposition to extend the intake some twelve hundred feet or more from shore and connect the same to the head of the presen; closed conduit.This will give a much better quality of water than is now drawn from shore both as regards appearance and hygienic quality, and also give a water which is easy to filter.\u2018The only feature upon which the St.Lawrence water, from the proposed outer intale, compares unfavorably.either with the shore water at the present intake or water from the Ouareau river, is with respect to hardness.We do not consider this to be an unsatisfactory feature, because during the winter months the city of Montreal has been accustomed to using this water with satisfaction.Furthermore, it is a, very similar water, as to hardness, to that used satisfactorily by various cities and towns situated on the great lakes, and it is practically as soft as is the softened water at several places where, in the Middle West, softening works have been introduced to improve the quality of waters of excessive hardness.\u2018The most suitable method of filtering the St.Lawrence water from the proposed wouter intake is by double filtration.For a plant having a rated capacity of fifty million imperial gallons daily it is estimated that the in: vestment cost, exciusive of land, will be $1,445,600, and that the annual co.\u2018 of operation and maintenance, includ ing the fixed \u2018capital charges on the investment, will.be $130,000 for th: quantity of water.! \u2018The filtered water from the St i Lawrence river, pumped by water, wil give an improved supply of a qualit.as satisfactory as a filtered gravity supply from the Ouareau river, and at very much less cost.\u2018In conclusion, we recommend that steps be taken to carry out proiïmni!» the construction of the proposed outer intake with connecting pipes;
