d’Acceuil received its first residents on Jan.31 by By the end of this week, a dozen semi- ambulatory patients will be installed in the three-storey building.“We are taking people in gradually to make sure everything is working smoothly,” General Director Florian Tardif told The Gleaner last Friday. The Centre d’Acceuil had been told by Quebec that it must open its doors by the end of January, but in the meantime a change in the patient quotas is causing staffing neadaches to Tardif and the seven- member Provisory Committee who have overseen the project through all its stages since 1972.Plans changed “When initial planning was completed, it was foreseen that the Centre would accommodate 15 infirmary patients, and 20 semi- ambulatory residents. The other 40 would be residents able to get around with a minimum of assistance,” Tardif explained. But plans have been changed.and the quota of 75 is now to be divideq equally petween ini.rmary féedridden) with a rea! problem, because the patients will require a lot more care than was ariginally envisaged,” said Tardif.who is waiting for government approval of a staff increase to « total of 43 These administrative problem.are certainly not affecting the handful of residents now enjoying the facilities of the thoughtfully planned, well-equipped building. Most of them can hardly believe their good luck.First patients First to come in were Mr.and Mrs.Edward McCaffrey of Orm- stown, who are now comfortably installed in a two-room suite on the second floor.Mrs.McCaffrey’s only complaint is, that as she is blind, she cannot see the cheerful colors and the bright bouquet of flower with which each resident is presented on arrival.Just down the hall, Jane Mc- Naughton of Huntingdon was giving her room a personal touch, hanging a cheery calendar and placing family photographs on view.Mr.and Mrs, Zotique Guérin who Jpgved to the Centre from the »fjacent Walstaver Residence [ree Htord that by the time firemen arrived the farm home which had a wood tenanted but unoccupied at the stove in the kitchen was beyond time of the blaze was a landmark in Elgin Township.First alarm was turned in by Richard Panunzio, a truck driver for Donald Racine of Athelstan. He noticed the flames and smoke as he was passing tne site in the course of making a delivery. The Trout River branch of the Constable, N.Y.fire department which has a contract with Elgin was notified immediately and help saving.Firemen stayed on the scene until late Friday and were called back both Saturday and Sunday as the ruins flared up anew. The debris was still smoking Monday morning.Mrs.Betty Kell who lives nearby on the Morrison side road first noticed the flames and smoke but her telephone wasn’t working when she went to turn in an alarm.Minutes afterwards Panunzio Liberal Referendum Committee Quebecers-proud “We can be (Masters of our own house’ without taking the unjustifiable risk of separation,” the Referendum Committee of the Quebec Liberal Party said this week in the first of a series of messages aimed at informing Quebecers on the question of Quebec independence.Over the signature of former premier Jean Lesage, architect of the so-called ‘Quiet Revolution,” and president of the Referendum Committee the message went on: “Since the days of the Quiet Revolution the province of Quebec has made substantial gains in the recognition of its autonomy. We to be Canadians can establish a satisfactory sharing and balance of powers between Quebec and Ottawa without destroying the Canada we have contributed to build.” Those who want to help in this, those who want to work against separation, can get into the act by calling Montreal (514)844-6392 or Quebec (418)688-8910.In this first message to the Quebec public the Referendum committee made these points: All Quebecers from every walk of life, without exception, proud of their country, proud of their See REFERENDUM Page 4 happened along.Mrs.Kell said the old building quickly became a mass of flames.Smoke towered over it.It attracted so many curious motorists that Quebec Provincial Police had difficulty in controlling traffic over the access roads so that fire equipment could get through.Cold weather hampered firefighting operations.Thick ice in the shallow Trout River on the side of the Morrison home meant that pumpers couldn't be immediately refilled from the river. This was solved by finding a place where river was deeper and meantime pumpers were filled in Hun- tingdon. The old house is owned by a Mr.Parson of Montreal, who also owns the adjacent farm. His tenants since last fall have been a Mr.and Mrs.A.Deschambeau and their two children. They were away visiting Jat the time of the fire. The last Morrison to live in the family house was Findlay who died a couple of years ago after establishing a considerable local fame as a mechanic on tractors and other farm machinery.A bachelor, he lived there for a good many years with his bachelor brother, Bill, who predeceased him.Miss Anna Rutherford of Hun- tingdon recalled that the house destroyed on the weekend was old but it was not the original habitation on this property. She said her records showed that the farm belonged to William Grey Morrison who was born in 1826 and came as a child to the Chateauguay Valley with his parents ‘from Scotland. The farm passed from him to his son Dan whom she believed built HR ZA old Morrison farm home on : ha a : 55 ONLY CHARRED, smouldering debris remained Monday of the the a decision made on a much more lofty plane than merely what is good for or most palatable to the party itself. It goes beyond traditional party loyalties. In the machine sense of the word Ryan is not a politician.Nor is he a man of flamboyance, or, if you will, charisma such as the country has witnessed in Premier Rene Levesque and earlier in Prime ‘Minister Pierre Trudeau.Happily, the chances are that this lack, along with his obvious integrity and finely-furnished mind, is the Ryan’s favor. It is much too early in the leadership campaign to make cut- and-dried assessments of one candidate against another and it has been clear from the outset that Ryan, who entered the lists only after deep soul-searching, cannot be considered a shoo-in.This much, however, can be said: Ryan, very definitely is his own man.CLAUDE RYAN If the Liberals choose him as leader the die will be cast very much for independent leadership in and of this province, a leadership aimed at a type of confederation which Quebecers and all other Canadians can live with. That, after all, is the basis for all our current concerns. It is not beyond the realm of possibility that Quebec's Anglos, having felt rather hard done-by since the advent of the P.Q.will have supreme importance in the ballotting which chooses a new L: .al Party leader. And subsequently, in the eventual ballotting which determines Quebec's next premier.Ryan has expressed concern about the number of Anglos who have left Quebec since the Nov.15, 1976 election - 83 per cent of all those who have departed between July and October, 1977, for instance. He is not about to echo the P.Q.reaction of ‘‘good riddance.” “I don’t think we could repatriate many of those who have already left,” he said.“But we would try to keep those here from leaving and attempt to attract others to the province.‘ For him the most previous resource of the province is people. In the machine sense of the word etc.COOLING IT, SOMEWHAT A problem of politics is that, at certain times, it becomes an all- pervading preoccupation for too ‘many of us, quite possibly to excess since Quebec's election of Nov.15, 1976.This is not to suggest that current public concerns over political developments shoud be shelved - they are too important for that. But rather that it seems important to find countervailing interests and concerns if only to preserve sanity.Journalists, countrywide, of the press and the electronic media, can be blamed for a good deal of the current political mania. These people tend to see those who practice or attempt statecraft as dominant figures in society and thus suppose that their actions and their opinions must be dominant in the interest of readers and listeners. At times, such as now with great national wonderment over the future of Canada and Quebec, the outpouring is so enormous that public satiation is close, if not already at hand.So this is really a suggestion for moderation in political concern so that it can become better consideration. The difficulty is, particularly with the present Quebec regime, that the political sphere has been expanded into other concerns of daily life to an unprecedented degree: economics as it effects our very livelihoods; education, upon which so much else rests; language, with unseen consequences for us and our children, and culture - embracing almost everything else not heretofore invaded by government, The fact is that uncertainty and fears for the future are, in themselves, rather futile.Live goes on all around us.We must be participants to a sensible and self serving degree if only to tame the wilder plans the politicians seem to have in store for us.But certainly we all deserve a respite from political tension which in a democracy such as our, is ours to leave or take.Just maybe we'll all be better democrats if we don’t take the processes of the political leaders - all of them out to make personal hay - too seriously all of the time.Sooner or later, the time is ahead of us when we, the voters, are all important. That's when we should get terribly thoughtful and terribly serious, about the whole thing.[From an editorial, Westmount Examiner] Carnival .Friday, Saturday by parade, this time with horses an important attraction.committee, composed of Provost, Claude Jalbert, followed on another Honorary Already the organizing from page 1 Erroll Daoust, Boucher, Denis Roy, Albert Brunet, and William Scott, have put in many hours getting things ready.President is Huntingdon Mayor Claude Pilon and Huntingdon for” County MNA Claude Dubois has promised to attend Dance.the Coronation Marcel Slogan for the Carnival, which is being cosponsored by O'Keefe Breweries, is ‘‘Participation’ ‘‘this is exactly what everyone is hoping said Chairman Provost.LEANER | Letters Ottawa leaves Anglos to fight with snowballs Ormstown Jan.23 The Editor, The Gleaner, Dear Sir: While the Sun Life Co.fiasco continues to simmer and the Task Force on Unity that was so ill-named at its inauguration - it is now being called the Task Farce- is finding out what really is being said and thought behind the closed doors of Joe Public, it is time for a reassessment of the political situation. The Provincial Government is crying “foul”’.But it must be remembered that it made the rules way back when.It will be recalled that this same government demanded that briefs as to why the use of English should be maintained in head offices operation in Quebec insisted that they be presented in French.Even then the feeble attempts of a reeling Referendum .cultural identity, who have worked without respite to make of Quebec a good and hospitable land which they love and rightfully claim as part of themselves, must now unite to prevent Quebec from becoming a ghetto-like entity; A ghetto, a tiny islet in North America, which would isolate us from the rest of Canada and the United States. The time has come to be practical, realistic, well informed and especially aware of the inevitable dangers which await Quebec if it ever becomes independent. In the present economic and social context and the high unemployment period we are not going through, are Quebecers ready to experience this doubtful, uncertain, alarming adventure of separatism proposed by the PQ?In listening to the PQ, they seem to hold the monopoly of the pride of being Quebecers.Only they have a right to call themselves Quebecers! The real Quebecers, however, know very well that Quebec is just as much Anglophone representation of capital in Quebec were shut off abruptly and with some degree of discourtesy and ignorance.Certainly all efforts were evidently ignored and the ensuing challenge from the Parti Quebecois government was clear - if you do not like it, leave. It becomes the unsoluble situation of be damned if you do and be damned if you do not.Th Great White Father in Ottawa tells the Anglophones to stay in Quebec and fight. But with what?Snowballs?Without any representation in the Quebec National Assembly and with our representation in Ottawa fluffing off the important issues by stating these are provincial matters, there seems simply nothing concrete that can be done to exact anv form of common and their own and must fight with all their strength to prevent a handful of radicals from destroying a country which they have worked so hard to build during the past centuries. The Quebec Liberal Party states that the essential element of the law on the referendum for independence, is the Question that will be put forward: it must be part of the law.The PQ does not want this question to be included in the law; that is why it favors general legislative guidelines which would exempt it from doing so.The PQ White Paper on referendum violates a fundamental freedom recognized in the Quebec Charter of Human Rights and Freedoms: the freedom of association and of speech.Indeed, the PQ wants to enroll Quebecers into two camps for the referendum campaign: those in favour and those against. The PQ will not allow those against separatism to express themselves freely and decide of their own free decent justice for all that are concerned. It was all fairly simple in the beginning .until the Federal Government shirked on its sworn duty to uphold the existing laws.Outside of capital punishment it also reneged on the B.N.A.Act which would have put an end to all this nonsense before it gained the momentum it now has.Today it appears too late for any solution that can be worked out amicably on a permanent basis. The militants on all sides have had their way too long to give up now.Sadly there appears only one logical development to this problem - civil war with all its hideous and violent consequences. Our so-called leaders are aware of this possibility. If they dismiss any action to prevent it, it can be logically surmised that it is in the book.Ken Story from page 1 will the way in which they will organize to fight against the separation of Quebec from the rest of Canada. It is also to be a good Quebecer to be against separation for Quebec. We must all have the right to say so freely without having the separatists infringe on our fundamental rights to express ourselves and associate as we wish. This way of dividing Quebecers among themselves is unjustifiable! To ensure that this whole issue of separation be discussed in depth and, thus be freed of its emotionalism, the Liberal Party believes that the citizens of Quebec must be able to regroup themselves as they please, according to their conscience, and with their rights being fully respected. Each citizen must, therefore, feel concerned by this important referendum issue. Each one must get involved in this forthcoming battle. We are Quebecers: Millions, proud of being Canadian.Onward into Quebec, you bleeding hearts Those who feel that we gain something if we don’t take all our current political problems all too seriously all of the time could gain a measure of strength and merriment through a letter to the editor of the Montreal Gazette from L.Adam of Montreal, on Feb.6.It was in apparent that it is not big enough to completely answer the area’s needs.“We have 75 beds, and already our waiting list totals well over 150,” said Florian Tardif.‘Statistics show that our area, that is, the territory covered by the Huntingdon CLSC and its branch offices, has the greatest longevity of any area in the province. So there are an awful lot of elderly people in need of the type of care we offer.” The average age of those in residence at the Centre is now 82 - this for a facility originally conceived to serve adults, mostly but not necessarily over 65.The mechanism for being accepted on to the waiting list and eventually into the Centre d'Acceuil, involves applying to the CLSC which forwards the application to the Valleyfield office of the CRSS (Social Services Council) while supplying any interim aid the person may need in the form of visiting nurses or assistance with household chores.A social worker is sent to visit and report on the urgency of the cases, and the final sorting of applications is handled by a committee composed of representatives from the social service office, directors of the centre, and an independent observer from the Regional Social Services level.Advertising = IN THE GLEANER points the way to better buys.“with ‘reading, ELLIOTT: Bob and Carolyn [née Duhaime] proudly announce the arrival of their $500, but even patients with some independent means other than their pensions pay no more than $330.Those who have only pensions pay part of their cheques, and receive part of the amount, about $60 back for their own use.It is obvious even in its early days, that the Centre d’Acceuil is meant to be a caring kind of place, and Director Tardif and his committee hope that this caring will spread to the whole community, in terms of volunteer assistance with recreation and therapy programs for the elderly patients.“By the time we have filled our complement, we may for example have about a dozen blind people in residence. Here is just one area in which members of the community can help, or just visiting with people,” Tardif said.“Perhaps, also, there will be programs of various activities set up to help keep people busy and interested.” Date for the official opening has not yet been set, but as of next June, the Centre will officially be turned over to a permanent Administrative Board, replacing the Provisory Committee, which has worked long and hard under the chairmanship of Mrs.Madeleine Roch- Chabot to make the project a reality.Other members of the group are: Treasurer: Peter Ednie of Franklin; Secretary Paul Lazure (Huntingdon); and Directors Jean-Marie Daigle (Huntingdon), Jean-Paul Riendeau (Ormstown), Jérome Blais (St-Chrysostome), a new of Commerce on ‘“The Demographic Situation In Quebec; Myths and Realities.” Because this is a matter perpetually raised on the federalist- separatist confrontation, The Gleaner presents here a partial text of the minister's remarks. It is vital that we dissipate as soon as possible the confusions and contradictions that have for years surrounded the subject of the demographic evolution of Quebec. It is absolutely vital that the French Canadians of this province (Quebec) be well informed of their true situation as a human community, and of the dangers, if any exist, that threaten them as a people, - and all this before there is any referendum or referendums on independence. This is why the federal government has launched a program of demographic these questions in depth.I cannot wait to unveil the preliminary results of these studies, since they will clip the wings of the myth of sociocultural insecurity and the related claimed necessity for independence.1 shall therefore base my first question on a statement made in the White Paper on the French language ‘‘Has Canadian federalism disadvantaged the demographic expansion of the French- Canadian people’?According to the official Looking on are Raymond history of the PQ government it is ‘‘around the 19508” that our consciousness as a people began to take place. This is to deny two centuries of history. It is moreover to falsify historical truth by claiming that as early as the singing of the Treaty of Paris in 1763 there was already a “French- Canadian people”.Now, what constitutes a “people”?Of course, to begin with, the occupation of a habitat by a population with a collective will to live and a collective conscience.Also.however, the strength of numbers is needed and a certain amount of time - what we in our province have called “survival’’.The territories of New France that we ceded to the British Crown in 1763 had only 70,000 inhabitants who spoke French - this is about twice the student enrolment of the University of Montreal and its schools.A people The French-speaking inhabitants of the new British colony in less than one century became a people. This they owe first of all to their own genius.their determination, their desire for being. But they owe it also to the economic and social transformations that the cedign of New France to Britain made possible in the St.Lawrence Valley. We must recognize snf admit, despite the vicissitudes of these troubled times, that it was during the century of British colonialism that French Canadians became a people. At the beginning, then, they were a small parcel of Stonehouse, Director of Huntingdon Minor Hockey and Coach of the Legion-sponsored Pee Wee team and Paul Reed, minor hockey coach; also Pierre Lefebvre and Jimmy Banning of the Legion Team. The demographic situation in Quebec French humanity. There was also an historical option, witness to the fact that this population was not long in taking root: the decision to stay in its new home, the St.Lawrence Valley, despite the injustices inflicted by the new colonial power. There was as well a strategy for survival that was remarkably effective, since it managed to frustrate the new English settlers’ desire for assimilation. This strategy was primarily based on a solid settlement of the rural areas: the first ‘back to the land” movement, But mostly this was based on one of the most avowedly natalist ideologies that any human collectivity has ever imposed upon itself and that, thanks to the extraordinary fecundity of French-Canadian women and to their indescribable literally engen- courage, Ser a MSIE EE An MONIQUE BEGIN 2 x : NN At the history of humanity: “la revanche des berceaux” revenge through the cradle. In less than a century the French-speaking population of Canada multiplied 12-fold.From 70,000 in 1761 it rose to approximately 880,000 in 18 61 - and this does not include the thousands who had already left for the United States. It was our grandmothers and great-grandmothers who engendered the French-Canadian people. But no matter what we say and do against the “maudits anglais’’, these damned Englishmen, it was the economic development under the British colonial regime which allowed the new people to survive and the majority of the new generations to remain where their ancestors had settled, either in what is tnday Quebec or in the neighbouring regions of Ontario and New BErun- swick. In the 18th century the economic orientation of France was - and was to remain so until the end of the next century - an essentially continental one, centred on Europe. The economic orientation of England was already.at the time of the Treaty of Paris, world-centered.and Great Britain was to become the foremost commercial power in the world.Good fortune French Canada has therefore had the good fortune - to enter into the orbit of this country at the right time, since the economic development of the territory it occupied was greatly accelerated. We can scarcely imagine how France, in light of its economic orientation and its political interests, could have organized a comparable development in New France if it had remained under the Bourbon Empire.Did not Louis XVI support the American Revolution to humiliate Britain?Would he not have been tempted to join the destiny of New France, had he still been its master, to that of an already independent New England?Associated politically with a million and a half anglophone Americans, could the 70.000 people of New France have been able to remain French? And if the second-last Bourbon to rule France (the last being Louis XVIID had kept the colony on the St.Lawrence.would Napoleon not have sold it to the United Sates as he did Louisiana.to finance his wars in Europe? In either case, the French-Canadian people could not have continued to exist. The British colonial regime thus created an economic and political infrastructure that allowed the French Canadian people to grow and to rapidly, if not easily, attain self-government.Back to demography.Let us measure the advances that the French language majority in Quebec made in the first century of the Canadian Federation. In the first federal census (continued on page 6) -2 memes cap has gone from 3,689,000 to 21,046,000 people, if we exclude Newfoundland, the addition of which since 1949 would skew any demographic comparisons. This represents an increase over one century of 471 percent.Exceptional growth The increase of the population with French as its mother tongue, in Quebec as in the country as a whole, has therefore been only slightly less than that "of the entire population of Canada. We may deplore this.We may seek to remedy it.But we must recognize that the demographic increase of the French-Canadian people within the framework of Canadian federation, has been absolutely exceptional. We need only make a few comparisons with Europe to establish this. For instance from 1871 to 1971 the population of France (including Alsace- Lorraine) went from 37.7 million to 51.3 million inhabitants. This is an increase of 36 percent, 12 times less than that of French Canada.I state that Confederation has been greatly in favo of the growth of the rench-Canadian people, and that the gratuitous statements and harmful myths propagated by the Parti Québecois will never change, by one iota, this historical reality.1 state therefore, and easier to put aside group interests and to formulate a policy that is in the best interst of all Canadian producers.Indeed, although it was easy enough to reach a national consensus on certain aspects of the national dairy policy, such as the level of subsidy, the in Quebec back it up with figures, that the demographic expansion of French Canada.during the first century of the existence of the Canadian federation, has been absolutely exceptional and greatly superior to that of almost all other western peoples, in countries great and small.I state in addition that if the Parti Québecois wants to demonstrate that Confederation had disadvantaged French Canadians, it must use other arguments than demographic trends over the long term, because the separatist thesis in this regard is totally untenable. We the French-speaking federalists, are of the belief that we work as hard as anyone for the maintenance and assertion of the French culture in North America.( $12.00 a copy FOR SALE ) HISTORY OF THE COUNTIES OF BEAUHARNOIS AND HUNTINGDON From their First Settlement tothe 1900's [SELLAR HISTORY] THE GLEANER OFFICE \\_ Huntingdon, Tel: 264-5364 J Available at TOOL RENTALS For all Your “Do-It-Yourself” Jobs including Pumps of All Kinds Concrete Breaking Equipment Floor Maintenance Equipment Chain Saw - attendre plus de cinq ans avant de voir se réaliser l'ouverture du foyer d'hébergement de 75lits pour le secteur de Huntingdon et d'Orm- stown.
