build addition for new Town Hall It\u2019s on a divided vote once again that the Franklin municipal council at its regular meeting of April 6, took another step towards the realization of its plan to make an addition to the Community Centre in St- Antoine-Abbé to serve as a town hall.Councillor Yvan Marcil made the motion to accept the plans and specifications as presented by architect Serge Frap- pier, who was accompanied by engineer Gilles Leblanc.At the same time, the council went ahead with a call for tenders to build the 30 x 60 feet addition.Since the very beginning of this undertaking, Franklin council has been divided on this matter explained that the plans Councillors Claudette Barré and Paul-Emile Lemieux voted in favor of Marcil's motion, while councillors Jocelyn Primeau, Peter Ednie and Bill Blair voted against.That's when Mayor Jean- Gilles Bourdeau settled the matter by voting in favor of the motion by Marcil.During the discussion on administrative matters, some 65 people p.m.That's when the council, with the architect, will officially open the bids.Then.after the architect and engineer study the bids, the council will hold a special meeting on May 11 to accept or construction.A peak level employment of 4,500 construction workers would be reached during that time.\u2018 Making a conservative estimate of an average annual employment of 2,250 (half the peak employment level), the report figures that if an average annual salary of $25.000 is paid per work, then the average annual payroll during the construction phase will reach some $56 million.As to design and te purchase of materials, expected to amount to $600 million a year, the report believes it's reasonable to assume that one third of these expenses will be made in the region adding $200 million to the annual primary impact of the construction.Operating phase When the super collider is in operation, total expenses have been estimated at $270 million per year.Of this $40 million will be for electricity, and $82 million for payroll.Electricity costs, the report says, should be subtracted from the $270 million.Of the remaining $148 million.the analysis by the Potsdam State College experts assumes that one-third.or $49 million, would be spent within the regional economy.Visiting scientists are expected to bring in about $28 million.a quarter of which the experts believe would be spent locally.adding another US$ 7 million to the total economic impact.There will be 2,500 permanent employees to operate the super collider site once it's built, plus 500 visiting scientists per year.If only a quarter of the scientists\u2019 salaries end up being spent locally.and this is added to the salaries of the 2.500 employees this would give a payroll ot US$ 89 million - about nine per cent of the present total income of Franklin and St.Lawrence Counties.Secondary impact The report says it's impossible to precisely assess the secondary economic effects the project would have.A that the Malone site is the most desirable from this perspective.\u201d For residents of Hun- tingdon and surrounding area.there's also no doubt that they stand to gain most from the super collider told to upgrade their know-how in the management of public affairs.Starting about 10 years ago, the government handed municipalities the responsibility for overseeing the implementation of many laws such as the interim control, agricultural zoning, archives, tax reform and final version of the land use plan, which we are now in the process of finalizing and which will affect regional development for the next five years.Among other things, in the near future, will be added the development of a regional tertiary roads network, and waste management through selective pick-up, etc.All this must be kept in mind when making decisions for the future.The policy of decentralizing government control started about 10 years ago and on this point whatever political party is in power it seems determined to continue with decentralization, so that more and more decisions will be made in consultation with municipalities.Therefore, in the near future, we will see consulting commitees on, for.example, waste management, tertiary roads network, etc.Consequently, I believe that it's necessary not to restrict space for administration offices but on the contrary to increase it.Recently, in the financial report from our auditors, it was suggested that, in the short term, we would have to think about buying a computer system.Here again, evolution will require a larger floor surface.The computer system would include: accounting, municipal by-laws, list of owners and tenants, electoral list, reports from various consulting committees, recreation, land use and urbanism, property tax assessment, archives, inventory, heavy and light equipment, fire prevention, administrative buildings, and the future Regional Development Council.Therefore I! believe, on the recommendation of our accountants, easy.Estimated cost of the renovation of the present Town Hall is about $53,000 for the ground floor and $34,000 for the second floor.And that\u2019s strictly for bringing it up to par with government standards.Of course, in the case of such a renovation, one would have to consider sprucing up the building at the same time, like repairing the presently uneven floors for example and I'm skipping a few.Moreover, other costs pertaining to its proper operation have not been considered.I mean septic installation, parking etc.It must also be taken into account that the renovation plans of the
