[" + + a) F1FTY-EIGHTH YEAR PARLIAMENTARY LETTER Ottawa, May 13\u2014With all the guesses that were made previous to the bringing down of the -Budget this year it is somewhat surprising that so many of them were so very close to the mark.Sir Henry Dray- ton, in a greatly improved speech c\u2018ar his efforts of last year, brought \u201cuwn his annual effort as the shades of Monday eve stole across the camber, and the House sat back to listen.There was no general revis'on Of the tariff; ang jnyeed, none was expected.The Business Profits Tax was dropped and also the balance of the Luxury Tax, whereupon tere were loud and prolonged rs, both Inside - \"the House.The Minister of Finance, of course, had something to\u2019 take their place in the increased Sales Tax.The anti-dumping law is strengthened as a protection against foreign goods, and customs -valua- tions stabilized by counting ex change when it is adverse to Canada imported goods must be marked plainly in either English or French with the name of the country of origin.Tariff changes are restricted to West Indian preference and to increases in the duty ox snirits.The S.ies Tax is one and a hall per cont on sales within Canada and two and a half per cent on imports.The tax is payable within Canada by both manufacturers and wholesalers and where a sale is made direct by a manufactaurer to a retailer, the tax is three per cent.Foodstuffs in their natural state, and first products of the tarm, field or forest are untaxed, with certain exceptions, notably flour and meat in small packages.leer is free (for those who still can get it) but wines and spirits pay a heavier tax than ever, $10 against $0.Budget Day is always a big event, when the wives and sisters and cousins and aunts of the parliamentarians crowu into the galleries, together with a lot of people, who try to look interested while the Minister of Finance is carrying out his thankless task.It has not yet been possible to devise a budget that wouid please everybody, but one is tempted, in view of the contents of Sir Henry Drayton's latest effort, why there was so much hesitation and secrecy about bringing it down.Certainly it does not show much in the way of fruits from the long weary days spent by the Finance Minister and Senator Robertson in touring the country during last year, not does it contain anything beyond the ordinary which should delay the House for a very lengthy period to discuss it, Sir Henry made a somewhat better fist of his second budget delivery than of his first.Last year he was nervous and halting in his statements and wandered afield before he got down to the meaty sections of what he had to tell the House, but this time he got right down to brass tacks and gave an impressive account of the load that was to be shouldered and the method of shouldering it.\u2019 There was nothing lacking in the attention given his statements either.The members and the occupants of the galleries were equally interested substance, and as usual, that was all the most of tie members got, since Sir Henry Drayton's array of figures could better be mastered after they had been reduced to paper and printed in Hansard the following morning.There was nothing in the budget OL Ts0ucing Loe, living to the common people, and it is somewhat difficult to see just where the proposed: changes are going to bring in the additional necessary millions ifs which to run things.T4» Liberalé, through Mr.Fielding, moved an amendment which expressed regret at the continued absence of general tariff revision and declared against the principle of a protective tariff.The aim of the fiscal policy should be to encourage those industries based on the natural resources of the country, and the customs tariff snould be s0 regulated as to reduce the cost of living to the people of Canada.The Liberals, Mr.Fielding said, recognized that Canada\u2019s war debts must be met and they were ready to shoulder their share of the burden, but the government's expenditures ~ had not been wise, but had added to i the burden of the debt.1t will not be surprising if an amendment declaring in favor of the Agrarian policy of near free trade, shouïd also come from the benches occupies by Mr.Crerar and his followers.Dr.Michael Clark led off the fight for the third group and in the course of a speech, as interesting as the speeches of Dr, Clark always can be, Budget as reactionary.If there is no amendment from Mr.Crerar, Dr.Clark has indicated that he will support the Fielding amendment.The government's majority, with the Liberal-Farmer vote against them, wii not be very large, though Gauthier anu Andrews of the Cross- benches will probably vote with the Meighen followers, Hon.C.C Ballan- tyne, Minister of Marine and Fisheries declared in favor of a policy of protection, which he said was the ideal to which his government clung.The first Saturday sitting of the sesdion brought forth a real thriller and one which is only simmeridfg at present but which is far from having died down.In the course of a somewhat dreary afternoon, when the House was droning through estimates, the committee reached the estimates of the Department of Customs and Inland Revenue.Hon, R.Lemieux then began to ask questions of the Minister, Hon, R, Ww.Wigmore, as to the latter's letter- writing propensities.Mr.Wigmore in krÔping the - some defect in the machine which had just been in stalled an hour previous to the open- icg, the pictures were very dim with the exception of the comedy reel which was of a light color and was not affected the same.Those who waited for this picture got their monies worth as was said by many present.The main picture was pronounced by many as being of a high order if it only could have been seen plainer.The management returned the tickets to all presen: and asked them to come back this Saturday evening when free admission would be given to those prevent and when it is hoped that the defect in
