for valuation increases Huntingdon will be a much richer county next year.On paper, at least.The county along with the rest of Quebec, will conform to Bill 48, known as the Real Estate Assessment Act, which came into effect on January 1 of this year.The act will in effect impose uniform valuation rolls province.Members of the County Council meeting in the County Hall last Thursday heard explanations of the act from Roger Morin, representing Les Estimateurs Associes Inc.The constituent bodies of the council - villages and townships - agreed jointly to nominate Les Estimateurs Associes as assessors under the act.The law will bring the stated value of real estate up to its true cost.In the past, different municipalities have not only used different criteria in preparing their valuation rolls for tax purposes, but have valued property at different percentages of its true worth.throughout the For example, many 100- acre farms in Huntingdon County and throughout the province have been on the tax rolls for as little as $3,000 or less.In future, they will be listed at their true value.which could be 10 times or more the amount of the present listing.Taxes will not go up in proportion, however.The mill rate will be reduced so that next year\u2019s tax bill will not necessarily be any higher than that of last year.There's an important exception for farmers under the act, Mr.Morin explained.Farm buildings.other than houses, will eventually be entered on the rolls at half their true value 4 # This will be accomplished by scaling down the value 10 percent each year until the 50 percent rate is reached.Farm land will be taxed according to the value entered on the roll up to $150 an acre.Farm houses will be taxed at the full rate.on the same basis as a house in an urban area.The act states that im- movables shall be entered on the roil at their '\u2018market value\u2019.This will be established.said Mr.Morin, by checking recent sales in the area through the local registry office; by comparison with values of neighboring properties, and by estimating what a reasonable buyer might offer for the property.For various reasons a thorough valuation of all properties concern over the preservation of the maple trees which make Highway 52 one of the loveliest drives in the Province of Quebec expressed itself this week with the organization of a campaign to collect signatures expressing opposition to the proposed widening of the highway from Herdman to Hem- mingford.Some citizens feel the widening would effectively convert the route to a high speed artery and at the same time demolish most of the majestic old maples that render the highway presently so attractive.The campaign began after publication in The Gleaner of the minutes of the meeting of the Hinchinbrooke Council in which the project was mentioned.Kelsey Jones of Cooks Line and Don Mec- Crimmon of Brooklet appeared at the following council meeting, last Tuesday, to request further information and were unable to get a satisfactory answer as to what was afoot, or whether any steps were being taken to protect the highway.Yesterday they met with other concerned citizens of Rockburn and Franklin Centre and drew up a petition for circulation among all residents located along highway 52 or on adjoining roads.They met with an immediate and sympathetic response.Presently the petitions are located in a number of centres where citizens may add their signatures.Don Racine at Athelstan, Wilfred Saumier at Herdman, Barr\u2019s Grocery and Walter Welburn at Rockburn, Elias Moise et Fils, René Thibodeau at Franklin Centre and Morrison\u2019s store at Havelock all agreed to invite signatures to the petition at their stores when they were approached that same day.Other stores are being approached this week.It is the intention of the Committee to Save Highway Hemmingford antique sale voted success The two-day Antique Sale, sponsored by the United Church Women in Hem- mingford, will now most certainly be an annual affair.It was an outstanding success from all viewpoints.The dealers, 10 in all, whose antiques of all kinds - pottery, books, furniture, glassware, lamps, pictures, jewellry, filled the Church Hall, were delighted with the sales made and the interest shown.Members of the U.C.W.were more than pleased that approximately 855 adults plus about 100 children filled the hall on Friday and Saturday.One of the members had the very good idea of keeping a guest book which everyone was asked to sign as they arrived and it was interesting to read of the distant places from which the visitors had come.À vote of thanks went to The Gazette, Montreal, for its full-page write-up just prior to the event.As the visitors arrived and signed the book Fraser, when contacted.said that he was aware of the proposal to widen the highway.He felt that if concerned citizens expressed their opposition to the proposal in sufficient numbers, the government could certainly take their views into consideration before implementing such a plan.It is emphasized in the petition that the signatories are not opposed to resurfacing of the present road.which surely badly needs it.Real progress, they contend, is not slashing through the countryside indiscriminately, but is conserving the treasures that were left to us by our forefathers.They contend that the maples and stone walls which line Highway 52 are an important part of that heritage.The petition reads as follows: Save Highway 52 WE.the undersigned citizens and taxpayers living along and adjacent to Highway 52, wish to record our strong opposition to any highway development that includes the widening of Highway 52 with the purpose of transforming it into a high speed artery connecting which are to be comprehensively valued for base purposes; $10 per unit for re-valuations necessitated by improvements to these properties: $2.50 per unit for minor changes: $5 per unit for the remaining 85 percent of properties.and $1 for vacant lots.Rockburn man cited A local man has been cited as the provinces's premier apple grower.Normand Lussier.owner of N.Lussier & Sons orchard at Rockburn was named \u2018Apple Grower of the Year\u2019 by the Quebec Association of Apple Producers recentiy and received the Golden Apple Award trophy.The honor was conferred Mr.Lussier for his having the best kept orchard in the province.Three agronomes from the St.Hyacinthe agricultural research centre inspected local orchards during the growing season.Pruning methods, orchard cleanliness and general upkeep were the prime factors judged, Mr.Lussier said.The trophy was presented March 7.to Mr.Lussier's son Gerald at a ceremony at St Hyacinthe.Mr.Lussier was unable to be there as he was off on a three-week Florida jaunt with his wife and à Huntingdon couple.Mr.Lussier started planting trees at Rockburn in 1945.Production began in '54, He now has 7,000 trees and rents an additional the town's major industry.At their regular meeting Monday night at the County Building Mayor Claude Pilon noted that recently the textile firm had suffered water shortages and had.on a few occasions, been forced to send employees home because lack of water slowed production.Town foreman Philibert Langevin reported that the company's present consumption was in the vicinity of 1,250,000 gallons daily.Mayor Pilon said he had heen told that over the next six months the company\u2019s needs may increase to 1,750.000 or,2,000,000 gallons daily.Alderman Georges Lazure suggested a meeting between the iown's water committee and company representatives in the near future.Council agreed but no date was set.The suggestion, by town foreman Langevin, that a direct water main be installed across the bottom of the Chateauguay river trom the filter plant on highway 4 to the textile plant struck council accord.A study will be launched.Other business Two tenders awarded previously for work on the combined town hall, police and fire station were adjusted.Emery Lateeille, winner of the floor tile contract and Girouard Equipment & Welding Shop that bid successfully for the or namental steek work both made miscalculations in their tenders.Both asked for increases of $700.After discussion council agreed to the increases on the basis that despite the hikes both tenders remained the lowest of three called for in each case.The hurried manner in which the town had called for tenders was also taken into consideration.Council warmed to Alderman Gerald Brisebois's suggestion that all of Huntingdon's in surance needs be centralized into one itemized policy Mayor Pilon noted that at present the town had numerous small policies with the three insurance firms in Huntingdon and that at times it was difficult to ascertain what is insured and what isn't.He said a substantial savings may be realized :! the idea is implemented.In an effort to be fair to the three local insurance firms, (continued on page 10) Aubrey boy aged two Noftôn Creek victim A two-year old boy wandered away from his Aubrey home and drowned in a nearby creek, Wednesday.April 5.Dead is Scott McKell, son of Wayne and Joyce McKell of the Norton Creek Road, Aubrey.According to his father, the lad had gone with him to the barn in the morning as he usually did.Ar ap proximately 7:45 a.m.Scott told his father that he was returning to the house.Around &:10 Mr.McKell left the barn and upon arriving at the house discovered that Scott had not been there.A light snowfall the night before gave a clue as to the youngster's whereabouts.Footsteps led to a patch of open water vhere Norton Creek had Er A Vs pi swelled its banks.Howick volunteer firemen, and friends and relatives of the young couple converged on the McKell farm to aid in the search.Two Howick firemen, Ken Lamb and Bruce Cairncross found the boy approximately 1/3 of a mile downstream from where the child entered the water.They were in a boat when they made the discovery around 2:30 p.m.The boy was at McGerrigle's Funeral Home, Ormstown, prior to the funeral on Saturday at Howick United Church.Burial will be later in the spring at Cleyn's bid of $132 topped the final offer of $130 made by Jean Besner of Valleyfield.Mr Besner contented himself with a white rabbit which went for 317 under the auctioneer's hantmer Miss Priscilla the Pig Rotary guest of honor Approximately 1360 people attended the annual Huntingdon Rotary Club dance which was held in the main dining room of the Chateau Huntingdon on Saturday evening.Cocktails were served in the candlelight lounge from 7:30 to 8:30 following which dancing to the music of Jean-Marie Payant was enjoyed.The versatile musiclan played modern, old-time and even square dance music from the key board of his electric organ in such a manner that one would believe there were a number of instruments taking part.Cha-chas and other popular dance numbers were interspersed with hit guests could see him someone in the crowd noticed something.Well, that just made the pig all the more lovable because bidding almost turned to bedlam.Doc Sweet took quite an interest in the little black and white porker but suggested that Jake would be more accurate if he called Arnold \u201cPriscilla\u201d.Priscilla, or \u2018Prissy\u2019 as some social climbers began calling her almost immediately, oinked un- believingly as the first bid offered for her was $5.She jumped to her feet with joy when bidding reached $45, $50, $55 and up to $75.It was about that figure that Doc Sweet dropped out of the race and took after Priscilla, who someone said \u201cLook\u201d ran for Joy among the bidders.By the ime \u201cPrissy\u201d was hack where Auctioneer Jake wanter her and everyone though Frans Cleyn had bought himself à pig.Not Jean Besner and a couple of others from Valleyfield and Beauharnois, though They kept nuding their hands above their heads with increases of $1 and $2 until Auctioneer Jake finally yelled sold after he heard $132 offered by Mr Cleyn.Now $132 is undoubtedly the highest price paid for any two month-old pig at any auction, and there are those who say Juke was tempted to bring his hammer down after the bidding hit $100, but Jean Besner of Besner's Hardware in Valleyfield was us determined as Francois Cleyn to become the owner of Priscilla Now Prissy's all pig and about 12:30 Rotary President Donald Hartley made his way to the microphone, past the couples who were ad- muring Prissy, the rabbits and the pair of Bantam hens.Don announced that Good food, good service, pleasant surroundings.COUNTRY CATS - now there's a name.«See advt.Coming Events page).RESIGN POSITIONS - Manager Jim Dempsey and teller Miss Elaine Lucas of the Fort Covington Branch of the Farmers Bank resigned from their respective positions this week, Further details ave unavailable at this time.Mr.Dempsey is well-known in Huntingdon and area and until a few years ago was a regular visitor here at the home of his grandmother, the late Mrs.Agatha Lachance.THE McGINNIS STARTING GATE - used in horse racing, was invented by Philip McGinnis, who was born in Hun- tingdon.Mrs.Betty Beal, Huntingdon Academy librarian, recently forwarded us a letter from Roiph-Clark-Stone requesting some background information about McGinnis.The Gleaner has since contacted a number of people and slowly information is being gathered, but we hope that readers will be able to supply more.Following is the information at hand and we hope readers will tell us more: \u201cSome inventions.while not of world-skaking significance, nevertheless have made their contribution to the enjoyment of millions of people.Recreational devices fall into this category.and horse racing is a type of recreation.Philip McGinnis, born at Huntingdon, Québec, went to New York as a young man where he became a reporter for the New York Sun.His beat was the race tracks.He noticed that the prevailing system of having a starter throw a red {lag to start horse races led to endless disputes and many unfair starts.August Belmont, then head of the New York Jockey Club, felt that modern science should be able to develop a mechanical device to force horses to get off to a fair start.McGinnis got hold of this problem and built a prototype starting gate in a small machine shop in Brooklyn.The McGinnis starting gate was so well accepted that McGinnis gave up the newspaper business, came back to London, Ontario, and _ began manufacturing in earnest.Although without engineering training, he produced his own drawings and designs, made his own patterns, and then had the castings for the gate made in Owen.Sound.The McGinnis children were put to work in times of heavy orders to assemble the gates and get them shipped.The gate was patented in the United States, Canada and several foreign countries, and produced a good income for many years.; entre Havelock et Franklin qui continue entre Franklin et Herdman est une source de plaisir pour plus d'un automobiliste qui choisit la route 52 pour une randonnée le dimanche, ceci constitue un héritage précieux qui nous a été laissé par nos ancêtres.Nous devrions planter de nouveaux arbres au lieu de couper les vieux là où il en manque et ainsi retransmettre à nos enfants l\u2019héritage qui nous a été laissé.2.Si le projet en cour consiste en le même genre de travail qui a été exécuté en face de la ferme de Bob Welburn près de Herdman, nous avons toutes les raisons de nous alarmer.La route a été redressée à ce point pour corriger une mauvaise courbe que peu de gens désiraient conserver.Mais le bois a été abattu de tel façon que l\u2019on dirait une invasion Américaine au Vietnam, que nous désirons?4.Nous protestons avec force contre le secret et l'artifice avec lequel ce projet a été réalisé.Les individus dont les propriétés sont situées le long de la route ou le long des routes adjacentes n'ont pas été consultés.L'on essaie volontairement de glisser des résolutions au conseil favorisant le projet sans alerter le public pour connaître son opinion.La vérité est que l\u2019agrandissement de la route 52 enlaidirait la région qui se trouve près de cette route, augmenterait le nombre et la vitesse des voitures l'utilisant, et très certainement enrichirait les
