launching what appears to be a personal vendetta against three councillors who have served this municipality honorably for many years.This is petty politics at best, unbecoming of a community built on the traditions of working and sharing life together.If the law requires this financial disclosure, then by all means all councillors should ensure that their documents are up to date for, say, the last two years.And then the Council should extend more attention to this issue in the future.But to launch legal action going back 20 years?\u201cOh please,\u201d as the kids say.Most of us know how the three councillors earn their living and, in a community the size of Elgin, to imply that there is a conflict of interest is to walk a very fine line indeed.It is interesting that the four people launching this action weren't so interested in the law when the community fired a municipal inspector for approving a building permit which met all legal requirements.I've lived in this area for 30 years.This is a community where neighbors work together to resolve conflicts and where free enterprise has prevailed, from the original settlers earning their living by burning potash on the Oak Creek of Huntingdon, who died March 13 at the Barrie Memorial Hospital in Ormstown.He was 74.Mike, as he was known to his many friends, was born March 19, 1928 on the family farm in Orms- town, the eldest of seven children of John Lawrence Cavanagh and Gladys (Foran) Ca- vanagh.Educated in Ormstown, he worked many years on the farm before deciding to follow in his father\u2019s footsteps as a truck-driver.He hauled cattle, milk, lumber and wet and dry feed during his 45-year trucking career, working long hard hours and not seeing much of his family.At 35, he married Esther van Diepeningen on August 31, 1963.The couple had three children: John (Donna); Patricia Ann, who predeceased him in 1993; and Shirley.Mike retired from the milk truck in 1992, and came home to look after his \u201chobby farm\u201d.His beef and chickens were his pride and joy, and he also loved to have people drop in so he could tell stories of his trucking days \u2014 the places he had been, the many miles he had covered and the problems he had encountered over the years.He had many friends and took every chance he could get (when he wasn\u2019t telling trucking stories) to play any of a wide variety of card games with them.The church was full for the funeral, an appropriate tribute to his life in the community and to his family.Pall-bearers were nephews Roger and Réal Robidoux.Russell pre-election meeting held last Thursday evening in Ormstown.The longtime Liberal MNA, himself a vegetable producer in the St-Rémi area, was leading an informal discussion on the topic dearest to his traités dans la MRC et sur les mécanismes à prévoir pour réduire la quantité de ces rebuts dont certains peuvent être recyclés au licu d'être tout bonnement enfouis.La MRC prévoit tenir d'ici la fin de 2003 des audiences publiques portant sur la gestion des déchets.La population du Haut-Saint-Laurent pourra avoir son mot à dire sur toute la proble- matique entourant le traitement des matières résiduelles de même que sur les alternatives à l'enfouissement des ordures.Cette consultation constitue l\u2019une des composantes du plan de gestion des matières résiduelles dont la MRC Le Haut-Saint-Laurent a amorcé le processus d\u2019élaboration en mai 2002.Ce plan a été instauré dans la foulée de la loi 90 sur la gestion des matières résiduelles qui exigent le détournement de 65% des déchets val- orisables d'ici 2 008.Le coordonnateur du plan de gestion des matières résiduelles pour la MRC, Brent Frier, estime que ces audiences publiques permettront aux citoyens de voir où en est rendue la MRC quant aux démarches entreprises pour assurer la gestion des matières résiduelles, Elles devraient aussi permettre de mettre en lumière les efforts mis de l\u2019avant dans les municipalités pour favoriser le recyclage et préserver l\u2019environnement.«Le plan de gestion qui s'étend Jusqu'en 2008 favorise de toute évidence la valorisation des déchets résiduels et par la, il faut essayer d\u2019atteindre ce pourcentage de 65% de matières récupérables annuellement», a-t-il dit.Selon certaines données approximatives, les résidents de la MRC envoient annuellement près de 12 millions de kilogrammes de matières résiduelles vers les lieux d'enfouissement sanitaire.Au Québec, les quantités d'ordures domestiques produits sur une base annuelle par chaque personne sont de l'ordre de 480 kilogrammes.Même s'il sait fort bien qu'il reste encore du chemin à faire pour que les matières résiduelles soient pleinement valorisées, M.Brier sent que dans le celui des personnes transportées a cependant connu une hausse substantielle la même année.Lors de la treizième assemblée générale annuelle de «Sur les routes du Saint-Laurent» tenue mercredi soir dernier, les dirigeants ont indiqué que la corporation a enregistré 107 usagers au 31 décembre 2002, soit 29 de moins qu\u2019à la même date l\u2019année précédente.Le directeur de l\u2019organisme, Alain Trépanier, a précisé que le comité d\u2019admissibilité a reçu et accepté quatorze nouvelles demandes.En plus, cinq transferts de dossier ont été effectués.Selon M.Trépanier, toutes ces données
