estimated 40% loss of drinking water, the Municipality of Ormstown is moving to demonstrate a commitment to better drinking water management.At the regular municipal council meeting on November 7, the council unanimously passed a resolution to establish an ongoing research and repair program for water leaks throughout the municipal water system.The Town also agreed to annually calibrate the water meters installed on their wells.The move comes as the result of a combination of several factors reflecting a need for greater management of the municipal water system.Namely, the pressure on the system from already elevated consumption levels and a high percentage of water loss as well as the Town's plans to add another 150 residences with the Vallée des Outardes housing project, which will only increase demand.The municipality already uses around 800 litres of water per day per person, which is substantially higher than the Canadian average.For example, in 2004 the average Post-holiday Valley a winter wonderland Now that the excitement of the Christmas holiday has calmed and New Years has been appropriately celebrated the reality of the winter season is beginning to set in; snow, ice and cold.Admittedly, the walk back into the office this week felt longer than usual and awfully chilly.This past week was nothing less than a brisk reminder of how quickly the weather can turn frigid and then just as quickly run the mercury back up the thermometer.Needless to say, this winter is shaping up to be nothing less than unpredictable.The good news, for winter enthusiasts and the rest of us, is that there are fewer more beautiful sights than the Valley freshly blanketed in snow.The region transforms into a veritable dreamscape for landscape photographers and artists the Maree Galante Restaurant at Dewittville early on the morning of New Year's Day.Within minutes of the outbreak, the flames roared through the four-story converted barn.The building's construction acted as a giant chimney, channeling the fire upward.Godmanchester Volunteer Firemen received a call at 6:47 am following an alert from the driver of a Roads Department salt truck, who observed smoke coming from the building as he passed on Rte.138, salting the icy highway.The unidentified driver stopped and went to the nearby home of restaurant owner Bernard Vallee who called the fire department.December was 1.7 degrees warmer that the ten year average and 3.9 degrees above December 2010 but was only the sixth warmest in the past 45 years.Precipitation included 69 millimeters (2.7 inches) of rain and 28 centimeters (11 inches) of \u201csnow, which melted to an additional 1.0 inch of water.This was significant because it put the year 2011 in top spot for precipitation in the last 26 years with 1204 millimeters of rain and melted snow, edging out the year 2005, which had 1203 millimeters.Some farmers have been doing additional tile drainage work in their fields in the TIER SE AN EEE GS pe ENE REELS Ce Ë is { * [ l Old Hemmingford Firestation nearly restored after relocation 3} Sarah RENNIE On a cold early December afternoon in Hemmingford into 2010, members of the volunteer fire department first removed the tower and then carefully backed a trailer under the red wooden structure of the old Hemmingford firestation and drove off, parading the relic through the town to the current firestation and a vacant lot next door.Under the watchful eye of Gaetan Fortin, a lifetime fireman and caretaker of the firestation and original fire truck, the station was lifted off the trailer and settled onto its new location.The tower for the station was removed first and moved separately.The day after the operation to move the station took place: Hemmingford was hit with the first snowstorm of the winter.According to the municipal minutes of Hemmingford Township, it was on July 5.1884 that the Township gave permission to build the firestation, on premises that belonged to both the Township and the Village.which separated in 1877.When the fire station was built it included only a hand pump.In 1935.Hemmingford bought a trailer and hose and built a 9 foot extension to the building.A tower was installed to allow the hoses, which at the time were made from cotton and rubber.to dry out after use.At the time, recalls Fortin, a veritable walking history book on the volunteer fire department in the region.two councilors were responsible for firefighting.A siren emitted from the Town Hall would call out the two men, and area residents.to put out the flames.According to Fortin, it was sometime in 1955-56.when a warehouse caught fire that the decision was made to formally organize a fire department.In 1958, the municipality bought its first truck, a Ford.for $1,500, when the first fifteen men turned firefighters each contributed $100 to buy the truck and then resell it to the town for one dollar.On the very first day after buying the truck a fire broke out, unfortunately says Fortin, it was on a manure wagon, which led to a few ribbings ft The winners of the Haut Saint-Laurent MRC's annual photo contest were unveiled November 8 in Huntingdon.The winners are (top / from left), (bottom / left to right).They are accompanied by Yves Boyer, representing the Galeries Ormstown, Alain Castagner, Prefect of the MRC, René Derome, jury member and Luc De Tremmerie, Cultural Development Coordinator of the MRC.Maryse Trottier- Cournoyer is absent from the photo.(Photo: P.L.) Winners of annual photo contest revealed The winners of the annual photo contest organized by the Haut-Saint-Laurent MRC, which focused this year on the theme of \u2018memories\u2019, were revealed to the Cultural Committee for the MRC on November 8 at the Chateau in Huntingdon.A total of 76 photographs were entered into this year\u2019s competition by 43 amateur photographers from across the region.In the Youth or Under 17 Years category.the first prize photo was snapped by Bianka Lussier of Ormstown.Maryse Trottier-Cournoyer of Hinchinbrooke placed second while Ormstown resident Kellan Rankin's photo was selected in third.In the Adult category.the top prize went to Yvonne Lewis-Langlois of Ormstown for her very moving and creatively shot photograph of individuals looking at a memorial.Kelly Ryan of Huntingdon and Herman Zijp of Ormstown took home second and third place prizes.The photographs were on display at the Galeries d'Ormstown from September 23 to October 9, and the public was encouraged to vote on their favorite photograph during the Saturday of the Journees de la Culture.After the 141 votes were tallied, the winner in the Youth/Under 17 Years category was Maryse Trottier-Cournoyer, while Alain Hontoy of Tres-Saint-Sacrement won in the Adult category.A total of $1,800 was awarded in prizes, while four people also received $25 gift certificates for the Galeries d'Ormstown.The photographs were judged according to criteria including originality, emotion, technical perfection and the use of color and shape.(PL.) arme à feu de gros calibre puisqu'ils n'iraient pas chasser le chevreuil.N'ayant pas d'arme à feu de calibre 22, l'accusé apporte plutôt l'arbalète de son fils pour chasser.L'accusé n'est pas titulaire d'un permis de chasse pour le coyote.Selon M.Strachan, M.Mastrangelo est arrivé le vendredi et l'a conduit à un mirador pour la chasse avec son arbalète.il le récupère le lendemain en soirée après avoir lui-même chassé d'un autre mirador.Le dimanche, M.Strachan conduit à nouveau l'accusé a un mirador pour la chasse, même si lui-même ne chasse pas ce jour- là.Lorsqu'il retourne pour aller le chercher, M.Mastrangelo n'y est plus.Il retrouve le Montréalais à sa résidence.Le défendeur lui relate alors l'intervention de l'agent Colin.Le tribunal a estimé que « vu l'ensemble des circonstances, il apparaît raisonnable que M.Strachan croit que l'accusé chassera le coyote.» Me Bellemare a suggéré une autre conclusion logique que la culpabilité de M.Mastrangelo, suggérant que son client chassait plutôt le coyote, ce qui l'innocenterait des accusations portés à son endroit.La juge a aussi statué qu'aucun animal n'a été aperçu par les deux agents de protection de la faune, ni par l'accusé, ni par M.Strachan.«l'agent avait des motifs raisonnables et probables de croire que le défendeur chassait le chevreuil.Il est donc possible que le défendeur chassait le cerf de Virginie.Par ailleurs, il est aussi possible que le défendeur chassait le coyote.L'ensemble de la preuve ne permet pas au tribunal d\u2019écarter cette autre solution logique.Puisque le tribunal entretient un doute raisonnable, le défendeur doit en bénéficier», écrit la magistrate dans sa décision de six pages rendue le 14 octobre dernier.Pour tous ces motifs, la juge a acquitté M.Mastrangelo meilleure gestion de l\u2019eau potable Face à des niveaux d'utilisation de l\u2019eau considérée comme étant excessifs, et une perte d'eau estimée à 40 pour cent dans l\u2019utilisation de l\u2019eau potable, la municipalité d'Ormstown compte agir en faveur d'une meilleure gestion de la consommation.Lors de la réunion régulière du 7 novembre dernier, le conseil municipal a adopté à l'unanimité des voix une résolution visant à mettre en place de recherche continue destiné au réseau municipal d'aqueduc.La municipalité a également accepté de calibrer chaque année les compteurs d'eau installés sur ses puits.Ces décisions ont été prises à la suite d\u2019une combinaison de plusieurs facteurs reflétant un besoin d'assurer une plus grande gestion du système d'eau municipal Ainsi, la pression sur
