Robbery Westmount Police are continuing investigation into the district\u2019s first bank robbery which netted a bandit $5,000.The City's proud record this week was smashed when a \u2018midget\u2019 bandit entered the Greene avenue-St.Catherine street branch of the Royal Bank of Canada and walked out a minute later with the money in his pocket.Chief Robert Byford said that the bandit relied the Church.x-\u2014 Reservoir Permit Delay>d Until Future Meeting Westmount City Council has deferred consideration of a by-law to permit the City of Montreal to build a reservoir on Summit Circle.The matter will be discussed at a future meeting.Plans subniitted to Westmount elminate the possibility of it being \u201can eyesore\u201d since the reservoir will be coverad with earth and sod.The reservoir's capacity will be 3,000,000 gallons and il will serve sections of Westmount, Notre Dame de Grace and Cote des Neiges.Construction of Lhe project is planned to commence tnis summer.Location will be near the 44,000 gallon tank on the Summit, Literature Dept.0f Hobby Show To Be Changed Following a meeting with Miss Frazer of the Westmount Public Library, the Penmanship and Literature Department Committee of the 17th Annual Boys and Girls Hobby SHow has decided to change the Literature Department slightly.It was decided to cut out the essay writing as most of the entries fell under the rategory of short stories.This favourite section remained the same, while the.essays were replaced by a poetry department consisting of Junior, Intermediate, and Senior classes.Miss Frazer, with Miss Jenkins have agreed tu judge this department once again, and both have said that they will contribute a book for prizes.The penmanship section was dis- | cussed, but it was agreed by all to teale it unchanged.As a preliminary step an inquiry has been made to consider what can be done to eliminate the condition.Mr.Hughes pointed out that there are three general sources of smoke in the West- mount area.They are: 1.local, 2.railways and 3.adjacent industrial areas._ Local conditions are handled directly by City officials, whercas railway smoke has to be controlied by the railway involved and industrial area smoke is under the control of the smoke.abatement authority of the affected munli- cipality.Mr.Hughes said that a smoking chimney does not necessarily constitute an offense, but it can become a nuisance through \u201cdensity and duration\u201d, Few Convictions \u2018Most operators are willing to improve conditions .in their respective plants at the request of the City, with the result that in .the past three years there have been few convictions for a failure to comply with smoke abatement laws.It was also pointed out that as far as Westmount is concerned, there are very few plants that can be considered a nuisance.The density of smoke is deter- \u2018mined by a Ringleman smoke chart.Once it is found that there is too much smoke, the operator is warned and if the condition is not remedied they are summoned to court.The by-law which affects home owners and which = has: been amended, reads as follows:.SECTION ONE: By-law No.257 adopted the fifth day of August, 1812, is amended -by adding the following sections after Section Fifteen, namely; Section Fifteen A \u2014 The emission of soot, sparks, cinders, dense smoke or solid substance from the chimney or flue of any furnace, incinerator, stove or fireplace is hereby declared to be a nuisance.Section Fifteen B \u2014 Any person using or operating or causing or permitting to be used or operated any
