Sousa march to a Tocata for Bands The report of outgoing president A.O.Leslie dealt briefly with the work of the executive committees of the Association during the past year.The education and library committee had its nominees for the civic posts of Library Trustee and Protestant School Commissioner acclaimed to their pn- sitions Committee members also made a study of an extension to the existing public library.which extension is presently under consideration by Council.The housing and zoning committee restricted their.efforts to the dissemination of- information concerning the proposed metropolitan government.The legislation committee submitted two detailed reports to the executive, once concerning the procedures of the City Council and another recommending cessor, RNS Next week's weather that past procedures and precedents be studied before drawing up a set of rules and regulations for the Association.Due to the efforts of the membership committee, an increzse of 140 members was recorded during the year bringing total membership to a record high of 1923.PUBLICITY The publicity committee, which put out six newsletters during the year and prepared advertising to solicit new members, served as a continuing link between the executive and the membership.The financial report of the Association showed a cash bank balance of $1,706 and $1.500 of Canada Government Bonds.QUERIES Questions, submitted in writing by mail to the secretary of the association, were answered at the meeting by the aldermen.Chipman H.Drury, Commissioner of Police and Fire, assured a questioner that meeting of the Westmount Municipal Association in Victoria Hall before a gathering of almost 250 residents, including 60 women.The mayor, lifting his usually-mild voice a notch and sticking to a prepared text, drew on Polonius, Russian and Chinese brain-washing, Goebbels, Ribbentrop, St.Paul, medieval \u2018ceintures de chasteté\u2019, and a reference to the City crest to bolster what boiled down to: Public\u2019 gesture precedes closed council session Westmount City Council sat for its statutory meeting Monday.And they had an audience.For a few moments they allowed six citizens to observe their deliberations.The meeting started promptly at 8:00 p.m, One gentleman entered five minutes later, just in time to watch the meeting adjourned.The mayor and councillors then moved into another room to proceed in closed session.TWO MATTERS During the \u201copen meeting\".two matters were discussed.It was agreed that a taxi stand could be allowed on property on Atwater near the corner of St.Antoine as long as the company paved the land.This decision was reached in approximately five minutes.Secretary - Treasurer took the floor.In his hand he carried a document.There was an air of suspense.Gist of his remarks was that the Department of Municipal Affairs of the Province of Quebec had approved by-laws 627 to 631, amending several other bylaws, which had been reported by Council in mid-March, The approved hy-laws cover apartment parking and the sale of milk.Mayor A.S.Bruneau then addressed the meeting: \u201cIs there any other business?\" No reply.Swan \u201cThen I declare this meeting adjourned until Monday.May 12, at 9.00 p.m.\u201d he said.All stood up.OUT OF PUBLIC EYE Mayor and Council moved into private quarters.no longer under the eve of the public.The \u201cpublic\u201d hesitated, slightly stunned by the brevity of -the deliberations, and then moved away like reluctant scholars at the end of a term.\u2019 TRAFFIC REROUTED Police report that due to sewer work, Western from Claremont to Decarie will be closed to through traffic from 7 p.m.today until 7 p.m.Sunday.Traffic will be diverted to Sherbrooke.Starting Monday, Claremont, which is being widened and rebuilt, will be closed to through traffic from Western to Sherbrooke for a period of four weeks.The MTC_bus No.4 will be rerouted and turn south on Victoria instead of on Clare- mont.: LT into his lengthy dissertation on open council sessions, Mayor Bruneau reviewed the City's achievements during 1957.Finances, he said, stood high, as the spirited bidding that won a 100.18 mark for the city's four and one-half per .cent bonds revealed.The $169,000 surplus of '57, he warned, could not be expected again, and was largely occasioned by the fact that the Westmount share of the sales tax had been increased by $17,000; Federal government grants in lieu of taxes on Crown property brought in $27,000 and an adjustment of Quebec Hydro accounts added another $31,000 to the pot.The revamping of the city lighting program was proceeding even a bit ahead of schedule, he added, and the roads department achievements had won recognition even in foreign lands, LIBRARY TRIBUTE Speaking of the civic library, he paid tribute to the work of Chief Librarian Miss Kathleen Jenkins and staff, but expressed surprise at a segment of the report that took Westmounters to task for clipping pages and pictures from valuable volumes, and he also made reference to citizens who read in the bath-tub and returned books that had obviously fallen into the water.\u201cPossession of wealth,\u201d he said, Command, will take the salute of the Victoria Rifles of Canada as they parade on Sherbrooke street following their annuaj church service Sunday.Associated veteran and cadet units will parade with the pondering the| now famous, and in, places, dreaded, Dutch Elm Disease which has swept many communities | throughout the United States and Canada laying: waste the entire Eim population.The report discusses various methods of coping with the infection.Westmount has, within its ~on- fines, more than 1,000 elm trees, almost 800 of which are spread along some 30 streets.In the past 10 years, there, have been 21 trees found Lo be infected with the disease.Though this is a very low percentage, care is required to make sure that it is maintained.Heretofore the City has confined its attack on Dutch Elm Disease to systematic sanitation methods.ie, examination, the renair of all trees to reduce the chance of invasion by bark beetles and fungi, fertilization amd, when necessary, irrigation, in order to keep the elms in a healthy condition, and removal of diseased trees.There is currently a strong school of thouglit that the sanitation methods should be supplemented by a program of spraying.The spraying programme should be carried out between April 15th and May 15th.That is the decision which faces the Council.Whether to continue in the present manner or to adopt extra preventive measures, Carefully planned and supervised control operalions carried out on a community-wide basis will reduce losses from the Dutch Elm Disease to 197 or less of the elm population.Cost West End there are a great many people who at one time or another in the past 58 years have numbered themselves as members of a congregation whose clergyman was Canon Willis.Though no longer on the \u201ctress.Mary Winspear, now a doctor of philosophy in English literature with much scholarship and travel \u2018behind her, has lived to see the dream, with herself in even a more enviable position.She owns a school in an invulnerable, old, grey stone house clinging to the mountainside in an exclusive part of West- mount.It is Weston Schood on Severn avenue, Westmount, a private day school for girls.Weston differs from the other private schools in the Montreal area in that it is the only independent English language school for girls which takes them in at the age of three and carries them through te matriculation.Boys are allowed in nursery, kindergarten and Grade 1.Dr.Winspear lives in quarters on the ground floor of the school.Here, in her spacious private sitting room \u2014 dramatic with its 14-foot ceiling, huge window overlooking neighboring rooftops, and abstract paintings, but at the same time restful with eom- fortable chairs and lots ot books \u2014 she spoke of her youth and a life spent in the search of knowledge to fulfil her ambition to teach and have her own school.Built in 1820 \u201cI bought this school in 1946 from Amy Stone and Mable Seward who founded it i DR.WINSPEAR ae in 1917,\u201d said Dr.Winspear.\u2018The house was built in 1820 and before it became a school it belonged to Judge Tren- \u201cholme hose daughter Katherine was once on the staff and ls now librarian at McGill.Amy Stone, who is an artist, came from Weston-Super- Mare in England.She named the school after her birthplace and the street after the river on which Weston-Super-Mare is located.\u201d Dr.Winspear heard thatthe school was for sale from Dr.A.Vibert Douglas, dean of women at Queen's University, when the former was on the faculty there.\u201cWhen 1 first came .here were 64 girls here from nursery age to Grade Eleven, and now we have 150 childrén, all told, with 50 boys and girls under the age of six in the nursery,\u201d she said.\u201cNext year the group that started with me \u2014 the girls who have grown up with me, so to speak \u2014 will graduate.There are eight in the class and most of them hope to get into McGill.\u201d : A soft-spoken, youthful- looking woman, tall and slender with glittering blue eyes and ever-appearing dimples, Dr.Winspear has an easy, gracious manner; is sympathetic, understanding and tolerant in her relatioaships with both children and adults.She has a highly-developed sense of humor and laughs heartily and easily.She is the antithesis of the popular concept of the girls\u2019 school principal which is forma.dabie, frightening and stuffy.On the other hand she has had no problem keeping discipline either with her girl students or the veterans to whom she taught English literature at brothers ang sisters attended the villuge school.\u201cOur life was very primitive,\u201d said Dr.Winspeur.\u201cOur parents had very limited educations but were determined that their children get the best at any sacrifice.We all worked hard to get 1hrough school and university.\u201d From 1914 to 1917 Dr, Winspear and her tuo brothers went off to high school in Calgary.\"We boarded and it meant changing boarding houses every month or so,\u201d said Dr.Winupear.\"I guess we were too much.the three of us.\u201d All successful Her brothers and yuunger sister have done well for themselves, too.Her older brother, A.D.Winspear, is a professor of classics at the University of Alberta.Dr, F.G.Winspear, a well-known Canadian businessman, lives in Edmonton and paints for a hobby.His oil painting of their father, who is now 68, adorns a wall in Mary Wm- spear\u2019s living room.(Her mother died two years ago.) The younger sister is Mrs.V.X.McEnaney, of Toronto, formerly of the talks division of the CBC, and is now free lancing.In 1918 on graduating from the 11th grade and a normal school course, Mary \\Vinspear went home to teach in her own village school for a year.She returned to Calgary in 1919 to take Grade 12.For a few years, Dr.Win- spear taught school in Alberta and it was not until 1927 that she and her sister could afford to go to the university.They picked St.Hilda's College, Trinity (Toronto, of Anglican denomination, taking the same arts course and same subjects, among them honor
