\u2018gentlemen\u2019s agreement\u201d last week between City of Westmount officials and the oil companies, there is still jockeying taking place by the six service station lessees of Westmount.The agreement authorizes the stations to remain open nightly until 11 p.m.and on Sundays from noon until 7 p.m.Last Sunday only one lessee stayed open and he had started remaining open a few weeks previously.This week that same lessee was the only one to stay open past 9 p.m.He closed nightly at 10 p.m.A service station spokesman said that his group still wasn't satisfied with the \u201cagreement,\u201d but that undue pressure was being applied by some of the companies on the lessees and they would probably be forced to remain open, even though \u201cit's a losing over one can ask the question why it was held, who was responsible for it and in the end what did it accomplish?Normally these questions would be rhetorical, but in Westmount, where civic polities has always been a rare thing, the answers are worthwhile thinking about.The election was fought between two opposing schools of thought represented by two groups.One was the long established and powerful West- mount Municipal Association, the other was a small protest organization which called itself the Westmount Voters\u2019 Association.The latter was not really an association since it only comprised a handful of people who had come together a few weeks before the election with the ultimate objective of forcing a vote so that the Westmount citizens could democratically chose their candidates.| believe that the citizens of Westmount, and in particular the Westmount Municipal Association, have profiled from this experience.On the other hand the temporary Voters' group should not be considered as an associalion in the same sense as the West- mount Municipal Association.It was a loosely knit band, of citizens who joined forces for à single purpose, lo exercise their responsible rights and thus became a nominating committee.It was this committee which brought out less than one-third of the eligible voters to the polls and was indirectly responsible for a civic forum held in the world to its growing amount of equipment for fighting cancer by radiation treatment.The unit now installed will deliver the largest useful output of radiation of any such unit anywhere.The unit voiced the feelings of a minority in Westmount \u2014 who found fair, if somewhat disappointed, expression of their views in the election results.The election failed to express the feeling of many others who may have wished to protest but were not yet ready to disturb the status quo.Perhaps more than anyone else, the Westmount Municipal Association has most to be grateful for.They won an election, not a nominating convention, They were strenghthened because of it, and found that there were many advantages in having open forums of discussions if for no other reason than lo hear a minority view which, after all, is one of the fundamentals of a democratic system.For some time there has been a current view which has gained credence in West- mount and other municipalities that opposition to an established and venerable order like the Westmount Municipal Association is disloyal, and if it did exist should be silent and unvoiced.That this myth was shattered 1 am sure is in the interest of the Westmount Municipal Association itself, who, in order to meet the changes in thinking which have overtaken the community in late years, has seen fit to reconsider many of its past ideas.Personally, during the year I sal on the executive 1 could not help but feel some disappointment at the way minority opinion was treated and because of this attitude 1 felt compelled to resign, I think the attitude that prevailed is changing.But it is not changing by itself.It has changed because the realization has come that no one is immune to criticism, that elections can be held, and that public will can both seat and unseat candidates.In future elections where the Westmount Municipal Association will be opposed, the results will probably depend on the calibre of the candidates themselves and their ability to organize intensively that densely populated area south of Sherbrooke and St.Catherine streets which did nol chose to vote in any strength and which could easily decide a future contest.One day an opposition candidate may rise with both the ability lo organize and the popularity to stand against the 1.800 voles which appear to be the strength of the West- mount Municipal Association.This combination could very well be irresistible.The Westmount Municipal Association, committed now in principle and in practise to a broad and more democratic program, could do a good deal to change political apathy into interest.For like interest, apalhy is cultivated.lt is created as assiduously as is interest for our public and democratic institutions.Apathy dies in vigorous and healthy discussion.lt lives where citizens become indif- terent to the direction government takes and when the reins are held tightly by a few people who feel that ruling is their private
