By BERNIE O'NEILL The Examiner The Canadian Armed Forces is looking for a new home for the 3rd Field Engineer Regiment, a militia combat unit long based in Westmount.officers with the regiment confirmed this week.The move is being planned because the regiment's current building is decaying, the officers said.Up to a dozen different locations outside of the city are being scouted.including St.Jean, where a federal government decision to close a military facility created controversy earlier this year.\u201cIt\u2019s just old, it\u2019s falling down,\u201d Capt.Randy Walker said of the building at 3 Hillside Ave.\u201cIt\u2019s in bad shape.\u201d The cost of rebuilding or refurbishing it would be prohibitive, he said.The building is also home to the 712 Communications Squadron.The move, however, may not take place for another two years or more, Walker said.\u201cIt\u2019s a bit too early to be running around saying we're moving,\u201d he said, noting that word of the move has permits fees are too high, several residents told West- mount councillors at the first public information meeting on the proposed parking policy at city hall Tuesday night.About 12 people, including several members of the Westmount nicipal Association and a rep- mauve of the Westmount Lawn Bowling Club, attended, along with Mayor Peter Trent and councillors Herbert Bercovitz and John Lehnert.Several residents said the proposal to impose parking permit fees on an exponential basis was not only too steep, but unfair.Many families need more than one vehicle to work in areas far out of Westmount and many young people are returning to live with their families, said resident Maureen Kiely.Councillor Nicolas Matossian replied that the system is only aiming to be equitable and rational in an area with a 9,000 vehicle capacity, or one vehicle per household.By the third vehicle, residents \u201cwould have to be essentially taxed.\u201d Matossian said, adding however.that the
