GRAFFITI PROBLEM RESURGES IN WESTMOUNT Borough officials warn vandals of zero tolerance\u2019 > policy Martin C.Barry espite a strict \u2018zero tolerance\u2019 policy being enforced by Public Security Officers throughout Westmount, graffiti vandals are continuing to deface public and private property throughout the borough.Westmount Borough Director Bruce St.Louis said in his report to council earlier this month that the men's washroom in the art gallery at Victoria Hall curity videotape possibly recording e incident has been turned over to police, and maintenance staff are paying special attention to the area.\"A note to the vandals,\" said St.Louis.\"If after reviewing the security tapes you are ultimately identified, the zero tolerance\u2019 policy will be applied and charges will be laid.\" Like St.Louis, Public Security Director Richard McEnroe is warning that graffiti in Westmount will not be taken lightly.\"If we catch somebody, they will be charged,\" he said.However, because of the repetitive nature of the incidents, he added: \"To clean it is just an exercise in futility\" A tour of a number of locations in Westmount earlier this week with PSO Greg McBain (pictured on page one) gave some indication of the extent of the problem.A brick wall at the end of a back alley just off Sherbrooke Street near Kensington Avenue bore colowrful evidence of a recent graffiti spree.PSOs have virtually given up keeping track of graffiti incidents painted on the pillars of the Ville Marie Expressway in lower Westmount, which have become a favourite target for spray-painting.è- vandalized by graffiti on Feb.21.À Walls in lanes behind businesses on Ste.Catherine Street have also become especially susceptible to graffiti.According to McBain, some graffiti vandals have started etching glass windows, costing local businesses thousands of dollars to replace large glass panes.Borough Councillor John de Castell, chairman of the Operational and Environmental Services Committee, told council last week: \"I take exception to even using the term graffiti because it implies that there's some aesthetic validity.At least some people like to argue that.\" Tagging, as some call the trademark signature of each sprayer, is vandalism, insisted de Castell.\"There's no art involved,\u201d he said firmly.\u201cAnybody who wants to dispute that can see me after and try to convince me, but I think we're making a big mistake by referring it as graffiti, which has other connotations.\u201d Regarding the individuals behind the graffiti incident at Victoria Hall, de Castell said: \"I'm sure that you're out there somewhere.\" The fine in Westmount for vandalizing property with graffiti is $600, not including administrative costs.When cleaning and repair costs are assessed and billed to the perpetrators, the resulting penalty can reach as high as $1,000, de Castell added.\"I hope it's a very rich vandal or that they have wealthy parents,\u201d he Party as a force to be reckoned with\u2014this has turned into the most widely anticipated provincial election in recent memory Although we are still in the very earliest stages of the campaign, with only three confirmed candidates in place\u2014 incumbent Liberal Jacques Chagnon, the Equality Party\u2019s Don Donderi and Denise Laroche for the PQ\u2014there is the promise of much political activity in Westmount over the next few weeks.Candidates representing a wide variety of fringe parties are sure to be stepping forward to toss their hats into the proverbial ring, just as they always do around this time.Will Westmount\u2019s much-publicized opposition to the PQ and Bill 170\u2014so predominant that even its borough councillors were elected on a strict de-merger platform\u2014make the PQ think twice about even trying to win a seat here?This may sound unlikely, but it nearly happened the last time around.In the November 1998 provincial election, the PQ barely even bothered to run a campaign in Westmount, figuring no one would vote for them anyway.The candidate who did run on their ticket, by his own admission, did so without the full support of the party and was barely able to scrape together the means to run a small grassroots campaign.Of course he didn\u2019t stand a chance against the strong Liberal machine and the inevitable Chagnon landslide, but nevertheless the situation did raise the ire of a few Westmounters who were insulted by the PQ\u2019s apparent lack of respect for their votes.Now, despite pre-election promises from both the Liberal and Equality parties that if elected they will do what they can to facilitate a municipal de-merger\u2014as long as there is ample public support\u2014the ADQ is no doubt eager to reenter the waters in Westmount-St.Louis.After all, the political climate has shifted considerably since their initial appearance on the local ballot four and a half years ago, and it will be interesting to see how many Westmount votes they can lure away from the established Liberal, PQ and Equality parties under these new circumstances.In the last election, the Liberals came first in Westmount, while the PQ finished a distant second, followed by the ADQ and the Equality Party.As this campaign heats up over the next month, we are sure to witness much of the same emotional exchanges and controversial statements that highlighted previous x elections\u2014maybe even more.NEWS ITEMS STATION Where is the de-merger issue?To the editor: The past weekend reflected the apparent futility of hearing anything about the issue of de- merging the municipalities which had voted against this undemocratic refusal by the PQ to respect the outcome of referendums held within these municipalities.Nor does the issue of de-mergers appear on the agenda for a proposed debate between the party leaders.The PQ and ADQ strongly support the forced mergers while Mr.Charest and his can- eR OR ULE 0) ena didates were silent on
