making owners carry plasticized identity cards for their dogs is meeting resistance from Westmounters and non-residents alike.Sent by mail to Westmount license holders three weeks ago, the cards come with the purchase of a $20 dog license, and are available to non-residents for $40 each.Architect David Ludmer dotes on his Dalmatian.Bailey (he calls her Bea or Lady Bea), and refers to her as graffiti south of Ste.Catherine Street, but it\u2019s a case of easier said than done.That's what York\u2018&çeet residen: Dorothy Lipovenko was told by Director General Duncan Campbell at the June City council meeting, when she complained about graffiti painted on the long green fence around the MUHC construction project in the Glen Yards.\u201cIt's huge, and its really awful,\u201d Lipovenko said.\u201cFor those of us who live in the area, we understand the MUHC has a job to do and we tolerate the noise and all the other stuff that goes with it \u2014 but to ask us to tolerate this hideous blight is above and beyond.It's not just visual pollution that you can see from your backyard or rooms that face Ste.Catherine Street, but as far as I'm concerned it undermines the safety and OPINION iim Don't mess with the dogs Of all the cities, boroughs and neighbourhoods in the Montreal arca, nowhere are dogs more a part of the community fabric than here in Westinount.And nowhere else are you sure to receive an outpouring of public wrath if vou dare to table legislation that affects our four- legged friends and their loval owners.When it comes to dogs, vou have to watch where you tread \u2014 perhaps not literally, thanks to strict bylaws and diligent dog walkers armed witli plastic bags \u2014 as Westimounters love their canine pals and many are apt to voice their discontent over any contentious issue.This damned-if-vou-do, damned-if-vou- don't dilemmna recently presented itself in the form of doggy ID cards that were matiled to all Westmount dog license holders about three weeks ago.Included ini the price of a $20 license, these cards are designed to facilitate the verification of local canines by Public Security officers.Instead of reaching down to examine the tag on a dog's collar \u2014 risking a nasty bite in the process \u2014 the PSO will now simply ask the owner for the ID card.This is ostensibly a more efficient svstem, but judging from the current atmosphere out there it still does not rule out the possibility of the PSO getting bitten.Despite the clear explanation offered by city councillor Cynthia Lulhan wi the June 2 Examiner, the dog card plan, which went into operation last month.has been vehemently criticized by residents and non-residents alike.Many Westinounters are miffed at the prospect of having to carry around vet another card, always ready to be produced on demand.while many of those residing in neighbouring areas are seething over the fact that thev will now have to pay $40 for a non-resident dog card mn order to legally walk their dog within Westmount city limits.Spin it one wav and it makes perfect sense; spin it another and it is an absurdity that is sure to make it into the \"weird but true\u201d news roundup of 2011.Add to this that ever-present assumption by non-residents that Westmount is an inhospitable.privileged enclave tiving to discourage the riffraff dogs from fouling its pleasant and well-appointed dog runs and parks, and vou have a bona fide public relations nightmare on your hands \u2014 complete with columns of insulting comments from angry readers on local news websites.However well intentioned, this dog ID card plan may still need a few modifications in order to gain popular acceptance.For instance, issuing multiple copies of a card for the same dog might eliminate the problem of one fanuh member having to wait for another to return home with the card before the dog can go out.And if a card gets hopelessly lost on the weekend, no amount of whimpering and scratching at the situation clearly illustrates, when it comes to dog- related issues, there's no use even trving.Argument based on misleading figures To the editor Don \u2018Taddeo is working with two flawed assumptions in his analysis of the costs of the winter operation of the bike path.The first flaw is to believe the mflated figure of $120,000 given in the IPSOS phone survey.This figure was questioned at a recent Healthy City Project Environment Commuittee meeting, as the calculations used to come up with this are misleading at best.A sum of $75.000 was assumed to come from lost parking revenue.but the true figure is actually close to zero.Unless all of the parking mn the affected area 1s utilized at 100 percent capacity (which itis not), then drivers will always be able to find a space to park close by.Some may not, but most will so the loss in revenue 1s actually low at worst.A similar argument was used in the case of Bixi stands in Washington DC.where a Republican lawver came to this conclusion.The only wav to truly know the loss of parking revenue is to compare the vear-on-vear figures.Since parking rates are now higher, | suspect the ime utilization of parking meters in Westmount is now lower.The second flaw is the supposed incremental cost of snow removal of the path.Since it is contiguous with the normal road surface on de Maisonneuve, there should be no mcremental cost as the snow clearing equipment is already there to clear the road for general traffic.The real problem this past winter was due to private contractors near Alexis Nihon dumping snow on the path.requiring the City crews to come out and re-clear the path.This cost really should not be included.The final flaw 1s to use the narrow \u201ccurrent cost accounting\u201d view of the expense of maintaining a working winter cvele path versus the longer term value of this in reduced car traffic, improved public health etc.To sav that few cvelists use it is as disingenuous an argument as saving some streets only have a few pedestrians per dav in cold weather and so why bother clearing them?If we are to move Westmount to \u201cTransition Town\u201d status, we have to wean the citizenn off their addiction to fossil-fuelled transport and to a more sustamable means of moving around, of which cvcling (even in winter) is an important component.To cite safety concerns is also a red herring, as no one is obliged to use the path if thev don't feel safe using it \u2014 just as no one is obliged to drive when conditions dictate that it is inadvisable.Dr Paul Marriott, Grosvenor Avenue Where points?Westmount Council may have decided to keep the de Maisonneuve cvcling path open last winter, but no one followed up on their wishes.Mr.Taddeo's assertion is in the same vein as that made by Stan Grossman in Council this month during question period that the City should install chicanes similar to those along the Petit Train du Nord in the Laurentians to slow cycling speed.He failed to illuminate the * council chamber that those Laurentian chicanes were installed at the ends of very long sections of the Petit Train where it crosses other roads so as to provide sufficient obstruction to motor vehicles turning onto the Petit Train and thus destroying its peaceful environment.No doubt cyclists and other self-reliant citizens will soon be singled out as being the major reason for the 25,000 participants were not invited lo raise funds for charity.Why not?Velo Quebec maintains that their cause is cycling, | maintain thal the over two decade refusal of Velo Quebec to link with charity is a manifestation of the problems of the worst province by far in Canada for both charitable giving and voluntarismi.In 2009, the median annual receipted charitable contribution of a tax filer in Quebec, was as low as 38 percent of any other province 1m Canada.Quebec's median did not even approach 50 percent of the median of any other province, and there were two provinces with less disposable income than ours.McGill University generally raises five times what the Univeristé de Montréal raises.The Ste- Justine and Montreal Children\u2019s hospitals raise relatively the same Velo Quebec and Mavor Trent have failed to disclose is that the MS Society actually pays Velo Quebec to organize the events.In Quebec, the oath of office taken by our municipal politicians mentions how they will do fully what is in the public interest.Is Mayor \"Trent fulfilling his oath by not ensuring that holding the event in Westmount is fully in the interest of the public?Two years ago, the mayors of Dorval and Kirkland did what was fully in the public interest.Thev both banned Le Tour from their streets, UNLESS the participants were mvited to raise funds for charities.As Dollard des Ormeaux has banned the event, whether the participants are mvited to raise funds or not, the West Island is now ofl limits to Le Tour.This means less surface area for the event to be held upon.and an documentarist Scott MacLeod's illustrated lecture was the closest thing to actually being there, The virtual walk included 21 kev residential and industrial buildings and historical sites remaining in Griffintown, an historic neighbourhood south of downtown Montreal that was the cradle of the Industrial Revolution in Canada and was once home to a large immigrant community.Using archival material.his own sketches.photographs and interviews with present and former residents, MacLeod has put together a visual presentation backed up by brief descriptions derived from published works on Griffintown and Pointe St.Charles.Starting on Notre Dame Street, MacLeod's first site is the Rodier Building, considered bv some to be NMoutreal\u2019s version of New York's Flatiron.Continuing on.MacLeod explained the histor of the Darling Brothers Foundn Ltd.that has recently been repurposed as an art gallerx and restaurant.Montreal Light.Heat & Power, built in the early 1900s, was Canada\u2019s first electrical substation and served a kev function in Montreal's electric grid.The New City Gas Company of Montreal was in direct competition with the Montreal Gas Light Company.It produced gas by burning coal.and went on to acquire the assets of the Montreal Gas Light Company m 1548.A highlight of the presentation was the reference to the Five Roses Flour Refinery Though not defect came back to haunt him; an aneurysm at the bottom of his cerebellum meant he was confined to a wheelchair and he had to learn how to speak and control his small gestures all over again.After a discouraging moment in his life, Daniel decided to 1oll up his sleeves.Now 53, he trains twice a week at the Lucie-Bruneau Centre and takes part in the Centre Action de Lasalle (which hos 3 total of 150 handicapped members).Daniel decided to make if his mission to help others.\u201cWhen | was born, a vein burst in my upper neck.The doctors didn't notice anything and it wasn't until 26 years later that | suffered from an aneurysm.If 11 has happened higher in my brain, | could have died.It happened suddenly; | had a really bad headache and | had trouble sleeping.My face started to tingle and the doctors discovered the aneurysm.It was inoperable,\u201d he said.\u201cI am not paralyzed but 1 lack balance.I train at the Lucie-Bruneau Centre and | lift 250 pounds with my legs.If | fall, | can get back up.\u201d How do you recover from this terrible ordeal?\u201cI'm a go-getter and | never wanted to feel sorry for myself.\u201d With help trom a rehabilitation centre, Daniel trained hard to gain as much independence as possible.\u201cI got beller everyday,\u201d he said.\u201cFor my balance, there was nothing I could do since it is related to the cells I lost in my cerebellum.\u201d Daniel
