parliament over the past hundred years \u2014 but probably no single incident has struck such a bitter blow at the institution than the Mun- singer situation, triggered by the Federal Justice Minister.While the hue-and-ery concerning the possibility of an international spy angle to the case has died down more than somewhat; a joint special squad of Federal, Provincial and City of Montreal police are now probing the life of Mrs.Mun- singer while she was in this country.in an effort to ascertain to what extent she may have had contact with an influence in the world of organized crime.Early this week.before the Women's Canadian Club, a panel of experts, including local citizen Leslie Roberts, dealt with questions on the Freedom of the Press.Two points that came up for particular criticism were: the apathy of the public and the irresponsibility of some newspaper publishers.The panel of veteran journalists came to the conclusion that \u201cIf Canadian papers were saturated with the details of the Munsinger situation it was because the public wanted it that way.\u201d What is happening to parliament in all this \u2014 is frighteningly unfortunate.Prior to 1914 govern: ment was a policy-direct- ing force that did not enter very much into the lives of individuals.There was no sales tax, no income tax, no state welfare, no grants that really amounted to anything, and people were allowed to mind their own business Since 1945 there has been a rapid increase in government intrusion into private life and the operation of all business and industry.Welfare and grants hy the Federal government and the provincial government become the order of the day.As a result there is a conflict of interests \u2014 both areas of government are after the same dollars to pay for the welfare services.At times the pressures become intense \u2014 as they obviously have heen during the weeks and months of the present parliamentary session, so tense, in fact, that little work was done.Many people are asking themselves, \u201cWhat do our highly-paid members of parliament do for their money?Are the backbenchers really useful under the new social, economic and political \u2018conditions that exist?\u201d Parliament has become big and unwieldy.Many are critical of the parliamentarians and of the system.With Federal provincial conferences, and formulae for negotiation between the levels of government, much of the arrangement is made outside of parliament.Without the details appearing in Hansard, the ins and outs are not properly aired.They smack of deals.These inter-level conferences are on the right line, no doubt about it, but there must be a reorganization of government to bring the conferences in line parliamentary tradition, and this must
