which fascinated, excited, performed a distinct service bringing useful buying information to our attention, and ads which sold us completely on the goods and the firm behind them.But misleading ads, in our experience, are few and far between.And that is said despite the recommendation of the Senate- Commons Committee on Consumer Credit and the Cost of Living, to the government this week, that alleged advertising abuses which mislead the public should be investigated, as an immediate chore for the proposed federal department of consumer affairs.The new department may be a good thing, though we have a strong feeling that the public\u2014 that includes business and the consumer \u2014 would like to know first in what areas this new proliferation of Big Brother bureaucracy is designed to meddle.Perhaps one is an educational campaign to show families and individuals how to budget their spending, whatever their income \u2014 so that a new car doesn\u2019t take precedence over new clothes for children, or holidays over housing, or booze over food.We say \u201ceducational,\u201d because government has no role in a free society in merely coercing citizens.Perhaps choice of foods is a specific area.Yet we wonder if such a department could do more than attempted through the years b such existing depart ments as Fisheries and ~ Agriculture in boosting Advertising's detractors are the misleaders the merits of fish, dairy foods and other products of Canada\u2019s seas and farms.But back to advertising.There already exists a highly effective, tripartite \u201cconscience\u201d of the advertising world through which abuses, if there be any, can be detected, screened and eliminated.It is the advertiser, the advertising agency (if one is involved) and the medium propagating the advertising \u2014 newapaper, magazine, broadcasting station or network, billboard and direct-mail association.Advertisers, agencies and media have, first of all, their own reputations.Misleading, untruthful or dishonest ads have many barriers to surmount in the process from conception to publication.And finally there is the Criminal Code, with existin severe sanctions whic can be invoked by anyone wronged.Last winter much heat but very little light was generated by the Senate- CommonsCommittee hearings, much of it by emotional busybodies.Truth is that the advertising industry, as a whole, would welcome concrete examples of the alleged abuses, if there be any, so that they may be eradicated.A free-enterprise society is worth maintaining, without further un- called-for inroads by government at all levels, specially when business exercises the rights of that freedom with responsibility.Advertising, the greatest booster of our economy and standard of living, itself deserves only hoping to attract the bourgeois dollars.Belgium has paid honour to one of her great statesmen, Paul-Emile Janson, on April 17th a 10Fr.stamp was issued in his memory.A one time Minister of Defense and Minister of Justice, he was requested by his King in 1937 to form the Government.In 1940 an exile in Nice and in 1943 arrested and in 1944 deported to the Weimar concentration camp in Germany, where he died under very mysterious circumstances, Another national hero has also been honoured with a postage stamp in his memory.On April 26th the Netherlands Antilles issued a 20c stamp to commemorate the 150th anniver sary of the death of Manuel Carlos Piar.Piar will long be remembered by the Dutch for having repulsed several British attacks, driving off invaders on several occasions when they tried to occupy Curacao.The stamp was printed by screen engraving in two colors on coated paper without watermark and depicts a bust of Piar and on the bottom right the dates 1777-1817, May 2nd saw the issue of the Ethiopian \u201cEXPO\u201d issue consisting of three stamps, 30, 45 and 80c, with a common design, printed in four colors each by offset process.The Ethiopian P a vilion, in the form of a bright red tent, eye-catching in daylight, doubly appealing at night when the bright lights inside cause the tent to glow like a Mas- kal bonfire, affers a warm inviting welcome.So colorful is this unique pavilion that it was chosen as the theme for the stamps.In the upper left corner is the text \u201cEXPO 67\u201d and directly beneath is the EXPO symbol.The date of issue was arranged to coincide with King Haile Selassie\u2019s visit to EXPO and the Pavilion.Korea is another country that has commemorated her participation in EX PO with stamps.On April 28th two stamps, 7 and 83 won, with a common design, depicting the National Flags of Canada and Korea with the Korean Pavilion as the main setting.In the uppper right corner appears the EXPO symbol and beneath it the text \u2018EXPO 67.\" Printing was by lithographic process on fibri- nous unwatermarked paper in three colors each.Additions to the \u2018Europa - - C.E.P.T.\u2019 omnibus issue reported earlier are week I wrote about some of the achievements of our External Aid program.Over the years we have accumulated a considerable reservoir of experience which is being used as the basis for some changes in the size and direction of our program.In recent years our aid budget has been growing by- about $50 million a year.The government has announced its intention to reach the internationally accepted goal of 1 per cent of out gross national product by the early 1970's, making Canada one of the few nations which has committed itself to a substantial increase in its program.We have also decided to concentrate the bulk of our capital assistance on a small number of countries which we believe can be lifted to the take-off point of economic self-sufficiency.emphasis will be on such fields as power, transport, natural resources and education in which we feel we are particularly quali- field by our experience to make useful contributions.We are interested in comprehensive programming, rather than merely responding to individual requests for a bridge or an adviser.A typical program might include a survey of educational requirements, a technical team to install a training se ho ol, teachers to operate the school, and train their own replacements, and grants for buildings and equipment.Those critics who proclaim that Canadian aid has been squandered and misused have not bothered
