parade, or bask in sun at Family Day instead of the usual drizzle IF you could afford to pay the taxes, or the rent, Westmount was an interesting council.Surrey appointed to Order Alex Paterson Two Westmount residents, Alexander K.Paterson, QC, and Philip Surrey, have been appointed to the Order of Canada,” the nation’s highest honor.A total of 63 people were named to the order by Hockey leagues resume play after holidays By GARY ROUSE With the holiday season over for yet another year, most of us are forced back into our daily routines and the Westmount hockey program is no exception as players of all ages return to the rink sometime this week. The Senior league is the only league to resume official play this week, while the other leagues enjoy a week of practices. For all those interested in attending any of the Senior games, there are two matches played every Tuesday and Thursday evening at 8:30 pm and 9:30 pm in the artificial ice rink (located immediately south of the pool). This evening the line-up wiil in- cude the Flames taking on the Bruins at 8:30 and the Wanderers against the Sabres at 9:30 pm.It promises to be very entertaining hockey.Back to fundamentals The other leagues will spend the week getting back to the fundamentals that may have slipped away over the holidays.Coaches will enjoy the time to try and prepare their teams for the long grind between now and when playoff time rolls around in March. Some players will not be us rusty as one might expect over the holidays, as many eager skaters from all leagues took advantage of ice time for general hockey. From the beginning of the holidays right up to the end, there was time available to every age group at different times every day.It was not only the youngsters who were taking advantage of the program, as the City planning pension change Westmount city council intends to consider a by-law amending the city's employee pension plan at a future meeting.Ald.André Ger- vais gave notice of the motion at council's statutory meeting for January, Monday evening.Changes to the plan have become necessary since provincial laws no longer require an employee to retire at age 65.The amendments to be considered provide a number of alternatives, regarding pensions, for city employees who continue working after their 65th birthday adult time slot drew a large number of participants continuously. There was also a specific time alloted to fathers to go out and play with their sons. This went over very well, as there was a pretty generous turnout of dads trying to teach their kids some of the basics. For so many Westmount residents the holiday season was a time for enjoying the sport which Canadians made famous, a time for improving their skills, but mainly a time for having fun on the ice with family and friends. After all, isn’t that what the holiday season is all about?Oliver elected again as trustee of city library Elspeth Oliver, 365 Redfern avenue, was elected by acclamation Monday to a second three- year term as a trustee of West- mount Public Library.Mrs.Oliver looks forward to resuming her place on the library committee with W.Herbert Moore, Madeleine Cantin-Cumyn, Aldermen Muriel Kaplan, JoAnn Issenman and David Carruthers, and Mayor Donald MacCallum.Peter Patenaude, city clerk and returning officer, reported the results of the election to city council Monday night.Ald.Kaplan acknowledged Mrs.Oliver as a ‘very valuable member of the committee.” Mrs.Oliver sees the committee as '‘a sounding board” for both the library and the community it serves.Reviewing the budget, consulting with the library staff and working out associated problems are among the tasks undertaken by committee members.Trustees are elected for three- year terms, staggered so as to have a new trustee elected cach year.Mrs.Oliver, a graduate of McGill University in arts and library science, says her interest in serving on the board is prompted by “a great feeling” she has for libraries. She is the mother of several avid library users.630 de Courcelle EXPERT REPAIRS ON VOLKSWAGENS SMALL CAR SPECIALISTS We do paint jobs, body work, greater than the schools themselves can provide for.Teachers, though willing, are often unable to develop the programs some of the gifted students need.To meet some of these needs, the board is seeking volunteers who have special skills, interests, talents, hobbies, fields of knowledge or backgrounds they are willing to share with exceptionally able children during.before, or after class time. The PSBGM is looking for people who are willing to accept such students into their places of work or to come to the students’ own workplace, the school, people who would take responsibility for developing a worthwhile set of activities over the period of mentor- ship.Mentors and students who have experience with the program have expressed great satisfaction with it.The PSBGM hopes to increase the number of mentors so that more children can participate. If you are interested in working with gifted children and have some time to share your interests and expertise with them, contact Michael Thomas, consultant for programs for gifted and talented children, 482-6000, ext.218.Raymond gets school honor John D.Raymond of West- mount has been named to the Dean's list for fall term, sales.Since then, he has spoken approximately 250 times at Rotary clubs from Few incidents mar holiday season here The holiday season passed quietly in Westmount again this year with few incidents reported by police or fire crews over the Christmas and New Year's weekends. The new year came in with one break and entry (see separate story) on the police blotter in Westmount, but firefighters went through the entire day without a call. The fire apparatus was called out four times on Christmas Day.All alarms proved to be unnecessary except for an ambulance call. The only Westmount items recorded on the police blotter Dec.25 involved break-ins to cars parked in the basement garages of two apartment buildings.Fifteen cars were entered at 220 Olivier avenue and three at 4250 Sherbrooke street.Police said nothing to date had been reported stolen from the vehicles and damage was limited to smashed door locks. The Public Security Unit reported patrolling the streets and parks but finding the community relatively quiet, except for a couple of noise complaints.Stuart Richardson St.John's, Nfld., to Victoria, B.C.Now a resident of Manoir West- mount, Mr.Richardson came to Canada Examiner, Thursday, January 6, 1983 23 Bellevue seen as ‘race track’ Residents of Bellevue avenue are concerned not only about their but also about dangerous traffic which they claim uses the hairpin turns in their street like a Grand Prix race track. The matter was brought up Monday night at the city council meeting by one citizen who said the residents had complained previously about the traffic problem. The particular configuration of the property belonging to Dr.Frances Prissick, ‘‘a slope of rock triangle” she called it, lent itself to all sorts of problems. It was difficult to back out of the garage, which had to be built when the city instituted no parking on the street. The no-parking sign already had been destroyed by one traffic accident, she said, and there was no place to put a sign, anyway.‘“We're at the other end of the hairpin turn,” interjected John Newman.“We've had our lamp standard wiped out twice.” Drawing atention Drawing the council's attention to her property, Dr.Prissick, a retired physician, told the meeting to everyone's enjoyment how the land had been bought by her father in 1911 and the house built when it was country land. The city used some of the land to build sidewalks and then two retaining walls, she continued.“In 1971 a tar boiler smashed into my house and destroyed in the process the only no-parking sign, Court cases up, fines $989,785 The number of cases prepared for Westmount Municipal Court increased 100 percent to the end of November 1982 over the same 11 months in 1981, city officials report. The net revenue from fines amounted to $989,785, an increase of $231,200 over the year before. The total of 32,842 cases prepared for court compared with 16,404 the year before. There were 5,146 summonses issued in November alone, reflecting a ‘‘concerted effort’ to catch up on a backlog which had accumulated from early in the year, officials explained.Revenue from parking lots and meters reached $16,750 for the month of November, bringing the total for the year to $143,000, some $44,000 more than in the 11 months of 1981.TAXES.Continued from page one he story.“IT hope they don’t,” she retorted, to much laughter.*1 don't really want the parking sign back.” A resident later told THE EX AMINER the traffie on Bellevue treated the winding road like a “Grand Prix race track." Smiling Gervais offered tax complaint job by citizen Westmount resident John Newman asked Alderman Andre Gervais in city council Monday evening if he could act as a lawyer on behalf of the hard-hit residents of Bellevue avenue in their efforts to appeal their valuation assessments. The request came after Mayor Donald MacCallum had told Mr.Newman the city had done all it could to bring the valuation situation to the attention of the MUC assessors. There was only one route left, His Worship told Mr.Newman.council at previous meetings to help.“Some people on fixed incomes and good citizens are going to be hard-pressed.It's disastrous,” Mr.Newman said.‘We feel it's unfair and unjust. They're your citizens." He'd lived in Westmount since 1928, but never before had gone before the council, he said, adding that he did not blame the council but wanted to know what help they could provide.Frances Prissick, his neighbor and retired physician, rose to explain her plight as a pensioner whose house had been in the family since 1911.Her tax had doubled, she said, and she wanted to know what formula was being used in order to plan for the future.Mayor MacCallum said increases of 10 percent might be expected, but there was no way of foreseeing what hikes residents could face another year.Peter Trent, a vice-president of the WMA, asked about the property improvement tax credit of 5 percent the city planned to rebate from the 1982 surplus.“It's peanuts,” he said, suggesting it could have been a higher percent.Graham Pugh, 14 Bellevue, said assessors at the MUC valuation department “indicated to me that they judged a book by its cover’ by driving around looking at houses from the outside.‘Push MUC” “I can’t consider that a system,” he said, adding that he felt West- mount could “push the MUC" more.Andy Anson, 696 Victoria avenue, said his taxes would be someone in his law firm who could do it, however, he agreed, smiling, entirely different philosophy. One of the reasons people chose to live in Westmount was because the services were ‘free.Mr.Anson also questioned the 1983 municipal budget regarding the Public Security Unit and employee benefits.“It's obviously very expensive to have employees,” he remarked.Richard Hancock wanted to know how the tax bills had been received so soon after the budget had been approved Dec.20.“We pushed them through the computer the next day,” Mayor MacCallum replied, adding later, “I must say they did get out quickly." The concern over the taxes was almost summed up by the question asked by one of two young boys who sat through the meeting, then asked: ‘Everybody's talking about taxes going up.Will they ever go down?” The mayor replied that by the time the young citizen would be paying taxes, he'd probably be able to pay them.Il J carrp
