Avenue 932-7777 -_ Eighth week: ban tighter FIRE Chief Edward Martell Tuesday stepped up his news restrictions on THE WEST.MOUNT EXAMINER and chief reporter Laureen Sweeney by refusing to provide directly the weekly log of fire calls, which had continued to be supplied until now by the fire brigade through what is now eight weeks of his ban on in- person news coverage.Readers will note that the tally of activities of their firemen and equipment is “missing this week from its usual place on page three. The previous week, when Mr.Martell was absent from the fire quarters, the city general manager, John Mclver, declared the ban was depart- ment-wide and not, as originally stated, the personal decision of the fire chief not to see Mrs.Sweeney.When Mrs.Sweeney made het usual visit to the Stanton street fire headquarters Tuesday morning, Mr.Martell told her that she would have to get the log from the secretary of the public safety office, which administers the municipal court in the MUC police station next door.Mrs.Sweeney, with coneur- rence of her editor, advised Mr.Martell that this was a further unreasonable difficulty placed in the way of her news gathering and that she would not cover the department through another jurisdiction.Mr.Martell claimed that the fige brigade came under the ‘safety office, for which the Security Unit, Director Sidney Ashford, is responsible.Ashford, 1s responsible. The log, “Where were they going?" instituted in 1968 by a former public safety director, E.C.Harper, and the then deputy chief of fire, T.Hovenden, has run continuously in THE EXAMINER for over 14 years.Meanwhile, other fire-re- lated items in this issue of THE EXAMINER were gained from other sources.Jewelry stolen during party A gold chain and a gold bracelet valued at $1,034 were believed taken from a house on Summit crescent during a party overnight May 21-22, police said. The jewelry loss was reported to police last Thursday. There had been about 150 persons including help in the house at the time.LOCAL RESIDENTS TO MOVE: The popular residents of 68 Belvedere road are expected to move away from this community before long. The man on the right of city council. The report, he said, concerned an ‘“‘investigation involving the fire chief’ at a cost of $7,200.Lawyers for Mrs.Sweeney told THE EXAMINER following the refusal of documents that “‘we have not as yet determined what recourses to take." The following statement was made by Robert J.Abrams of Phillips & Vineberg: “We have received a letter dated June 14 in reply to ours of June 2.The city has taken the Over 35 years serving Westmounters FINE PAINTING & WOODWORKING All types.of renovations FREE ESTIMATES Mrazik General Contracting Ltd.731-6640 CAMQ Ambulance Public Security 842-4242 935-1777 position that article 91 of the Cities and Towns Act only entitles a person to obtain items forming part of the city archives.“In the city's view, none of the documents requested except minutes of city council form part of such archives.” Position uncertain He said it was not certain whether or not jurisprudence “would support that” position. He also said the Pateras report had been denied on the basis that it was ‘‘privileged information" without specifying the nature of the privilege involved. The requested tape concerned a telephone conversation between the fire chief, Edward Martell, and Mrs.Sweeney May 11.It had been erased ‘‘as a routine matter,” according to the city’s reply. The city’s letter also referred to a paragraph in the Phillips & Vineberg letter which mentions a report in THE EXAMINER concerning the mayor's having denied the existence of the Pateras report. The city letter says: “In our view, neither the report of THE WESTMOUNT EXAMINER hor the facts on which such a report is allegedly based substantiates the statement that the Mayor denied the existence of the report by Mr.Pateras.We presume that this paragraph in your said letter was not intended to state, imply or infer any impropriety or improper conduct and would caution against the dissemination or publication of any such material by your client or otherwise.” THE EXAMINER acknowledges that the mayor's comments on which the report of May 5 was based makes no mention of the Pateras report by name. The exact question made in the council chamber to the mayor by Allen Nutik as reported in THE EXAMINER was as follows: “What's going on there (the fire department)? Why does the press not have access to the fire department as in the past?I don’t think Ray Doucet scores easy Win in ward 3 Ray Doucet, a journalist and N.D.G.resident, chalked up an easy victory in ward 3, which includes Westmount and a large portion of N.D.G., in the Montreal Catholic School Commission elections Monday. He captured 57.4 percent of the vote which was split five ways.Mr.Doucet takes over as school commissioner from Hugh Quinlan, who did not seek a second term.Joan Rothman, incumbent commissioner for ward 4 in the Protestant School Board of Greater Montreal, was acclaimed for a fourth term June 6.Westmount constitutes a large portion of that ward.Ward 3 voters in the MCSC were a more concerned lot than the average MCSC voter.Of the 26,995 eligible voters in the ward, 4,687, or 17.9 percent, cast ballots.Boardwide, only 11.56 percent of voters turned out. They weren't as concerned, however, as PSBGM voters, 19.88 percent of whom voted throughout the board area.In MCSC ward 3 Teresa Kennedy came a distant second with 1,235 votes.Third was Richard Godin with 465 votes, followed by William Siemienski with 210 and William Anjo with 87.Opposes Laurin Mr.Doucet told THE EXAMINER that he would have liked to have seen a voter turnout of 25 percent. He thinks the reason the turnout in ward three was higher than the average was that the voters “knew we were talking power politics.” He says that when he meets with the other commissioners he will state his unequivocal stand against the Laurin plan for school reorganization. This stand was part of the platform of his campaign.Mr.Doucet was supported by the Mouvement Scolaire Confessionnel (MSC) which advocates it’s a secret what I'm alluding to.There is a report.” To the mayor he then said, “Is there a report?” “I don’t know what report you are talking about,” the mayor replied.‘“‘There are lots of reports.” Mr.Nutik asked again, “Is there a report influencing this situation?” ‘There is no such report,” stated the mayor.“Has there been any report in the last six months or year?” Mr.Nutik pressed, to no response.Mr.Nutik later followed up his questioning by letter, prompting the mayor's disclosure of the Pateras report at the subsequent council meeting June 6.Library to close weekends Westmount Public Library will be closed this weekend and will be closed on Saturdays and Sundays until after Labor Day, the library announced this week.Reduced patronage during the hot summer months prompts the weekend closing.Hours during the week are unaffected. The library opens at 10:00 am every weekday morning and closes at 9:30 pm Monday to Thursday and at 6:00 pm on Fridays.the retention of denominational schools.Mr.Doucet said he is more flexible in his stand than the MSC, but it supported him because he seemed like a strong candidate with a similar stand. The new school commissioner says his first job will be to learn the workings of the commission.Expensive to run Mrs.Kennedy plans to try again in the next school election. She enjoyed the experience but told THE EXAMINER her only regret was that it was expensive to run a campaign. She said she entered the race too late to make enough of an impact and then didn’t have a large enough organization working for her.“It wasn't that people didn't have confidence in my stand,” she Ray Doucet said, “but they wanted to vote for someone with a block behind them.” She was referring to Mr.Doucet’s backing from the Mouvement Scolaire Confessionnel.Mrs.Kennedy also believes that many persons are afraid of change at this time, so they voted for a candidate backed by a known organization.IMPORTANT stone-age China probably would be surprised as much as members of the Rotary Club of Westmount were to learn that acupuncture has become a laser technology in the 1980s.Anita Vanderheyden, a Belgian doctor who studied acupuncture in China, described the practice and its gradual emergence in Western medicine for Rotarians at their regular weekly luncheon meeting in Victoria Hall last Wednesday.Dr.Vanderheyden was introduced to the membership by her husband, Dirk Vanderheyden, who joined the club earlier this year.Energy in the body flows in 14 meridians, Dr.Vanderheyden said.More than 1,000 points at precise locations along these meridians can be stimulated, causing the nervous system to release natural analgesics with a morphine-like effect. The points are ‘not imaginary,” Dr.Vanderheyden said, but are proven to to have higher bioelec- tric potential and less resistance than surrounding tissue. Each superficial point is related to areas within the body.Using sharp needles, approximately 0.26 millimetres in diameter, acupuncturists do not pierce nervous tissue but stimulate it.In the treatment of addictions, a small needle can be implanted at a point and left for a long period of time.Acupuncture, in its earliest form, was performed with blunt stone instruments.Later, bone and bamboo needles were used to pierce the skin at certain points to relieve pain and cure disease, Dr.Vanderheyden said. The use of bronze, silver and gold needles in the 16th to 1ith centuries B.C.made little change in the treatment's effect, Dr.Vanderheyden said. She compared it to eating with sterling silver rather than stainless steel cutlery.Acupuncture was banned in A STE LHABITANT “Une auberge francaise dans un cadre typiquement canadien” pe Pr effect. For ‘‘thoroughly diagnosed chronic disorders,’ Dr.Vanderheyden said, ‘‘acupuncture should be a therapy of choice practiced by a person with a thorough medical background.” Orvar Eeg-Oloffson, a Swedish doctor who visits the club regularly, thanked Dr.Vanderheyden for speaking on behalf of Rotarians. In Sweden, too, acupuncture is studied and he found it had particular application to neurological disorders. The meeting was chaired by Rotary vice-president Haagen Kierulf and attended by Rotarians visiting from Israel, Sweden, England, Tennessee, home of Ross and Susan Reid.Almost all the residents,of Bruce as well as some from neighboring streets attended.Kathy is very special to the street's citizens and will be very much missed when she leaves for Halifax this coming Sunday. The first to greet new families, she made them feel at home immediately. The Annual Street Sale and Dominion Day Party were her brainchild and enjoyed by all.Although a prime mover of Bruce avenue events, she was never a dictator, preferring instead to involve others in organizing events, thus developing true community spirit, neighbors point out.Judging by the turnout at Friday's affair, community spirit and affection for Kathy are both in abundance on Bruce. After the crowd stuffed themselves on plentiful food and drink, Kathy was presented with gifts and a card signed by over 60 persons. The highlight of the presentation, indicating the depth of feeling for Kathy, was a poem read by its composer. It reads: To Kathy By Margot
