Expressway noise far exceeds requirement for sound barrier By LAUREEN SWEENEY Traffic has doubled on the Ville Marie Expressway since 1982, generating noise that far exceeds Quebec transport ministry levels necessary for installation of sound barriers.Those are the findings of a feasibility study commissioned by West- mount in response to complaints by residents living along the elevated highway.Details of the study reveal the highway generates a noise level of 75.6 decibels that exceeds the 65 dB required by the ministry for sound barriers.It also found an increase in noise level pressure of 6.5 dB since 1985.The study shows that traffic volume has increased to more or less 110,000 vehicles a day from 60,000 in 1982.Train noise is \u201cfairly important,\u201d and there is a continuous hum between 2 a.m.and midnight, a report by the consortium of Parent Latreille states.\u201cIt confirms that there is a problem and that the magnitude of noise level is considerably higher milestone.\u201cI retired 33 years ago after 33 years on the job,\u201d said the former fire captain.\u201cI've been retired for as long as I ever worked.\u201d He was the oldest pensioner attending the reunion last Thursday at Victoria Hall, and proud of it.Mr.Avery went on pension relatively early, as required of firefighters.There are more pensioners on the roster because city pension plan changes have made it possible for other types of employees to retire earlier than before.But, due to hiring freezes, the workforce is aging.\u201cAbsolutely,\u201d said city director- general Bruce St.Louis.- Though he has no figures on which to base his opinion, he said, he estimates the workforce to bé \u201cin the range of 10- to 20-per cent older than a decade ago.\u201d According to human resources director Gordon Black, hiring blue-collar workers has basically stopped, and though some new firefighters have been hired recently, the force has some nine or 10 about to take pensions.There is some turnover among white-collar workers, but little in the security unit.Seventeen city workers retired in the past year.Many had joined the city during hiring sprees in the late 1950s and will did the rounds of 49 Westmount homes, weighing garbage and recyclables with a mechanical scale during three weeks beginning late October, said director Fred Caluori.\u201cOnly six out of the 49 never put out a blue box,\u201d he said.The data revealed that 43 households put out recyclables either twice or three times during the three-week survey, which points to a participation rate of 88 per cent, he said.Out of the 43, 25 recycled all three weeks, nine put out the box out twice and nine put it out only once.The average Westmount household recycled 5.4 kg (11.9 Ibs) each week, which represents 27.6 per cent of all garbage and recyclables weighed, he said.Many citizens who came to talk to the bag and box weighers thought Mayor Peter Trent\u2019s garbage metering project was under way, said Maureen Lafreniére, who coordinated the survey.However, the real aim of the informal survey was to determine the proportion of materials that was being recycled by an average household as some part-time recyclers, she said.One result is that the city is revising its account of participation rates.Whereas in the past the number of blue boxes on a given street was calculated as the citywide average, it now realizes the figure of 60 per cent it had been using is a very conservative estimate.\u201cWhat it also shows is that if everyone recycled, the total amounts of recyclable materials could increase by a minimum of 15 per cent,\u201d said Mr.Caluori.Public works plans to repeat the exercise next spring to study the difference between households that recycle and those that the details of Westmount\u2019s 1994 municipal budget.Its adoption has been postponed to January pending expected changes by Quebec to its surtax legislation, Mayor Peter Trent said Monday in wake of recent meetings he has had with Municipal Affairs Minister Claude Ryan.The city is also awaiting details cf the tederal government's $6-bii- lion subsidy program for infrastructure projects in hopes of incorporating it into the capital works program.he said.The 1994 Westmount budget had been prepared for adoption Monday.setting a general tax rate of $1.12 using the surtax on nonresidential property.he said.This is a One cent increase over 1993, \u201cWe have reasons to believe Ryan will resolve the issue of the surtax in December so I think it\u2019s wiser to wait,\u201d said Mr.Trent.The surtax, as applied by Montreal, was ruled unconstitutional in a recent Superior Court judgment, but Mr.Ryan has said he would make necessary changes to help municipalities resolve budgeting problems created by the decision.Three lawsuits have been brought against Westmount over the controversial surtax, city clerk Marie-France Paquet said.Mr.Trent has asked Mr.Ryan not to force municipalities to revert to the previous business tax as replacement for the surtax.\u201cIf Westmount is forced to go back to the business tax, it would raise taxes on single family dwellings by five per cent, something I find unsatisfactory,\u201d Mr.Trent said.This is because Westmount\u2019s general tax rate of $1.11 in 1993 is so low compared to many other municipalities ($1.78 in Montreal)
