government about titles, that the resolution of parliament in 1919 is not now binding un the government or on parliament.is one that will prove difficult to support in discussion, It is true that the present parliament is not bound to it any longer than it wishes to be so bound.because it can.at will, rescind the resolution.But it seems clear enough that the government is bound by parliament.and that the action of rune parliament binds the government unless or until another parliament rescinds the action and releases the hands of the government.Several attempts have been made in recent years to get parliament to lift the ban on titles, but no success.nu encouragement was met with.In February.1929.when Mr.King was prime minister, Mr.Cahan propused that a parliamentary committe be created
