but no change for the better has yet a , and the most sanguine are now compelled to admit that the state of things is even worse than it waa before the war, In these circumstances, it is not surprising that the le should have been driven to the brink of despair snd been compelled to admit that the bright hopes of 1877-8 were an illusion.Into this gloomy pictnre a new ray of hope has been cast by the annonuce- ment that in England the Beaconstield Cabl- net has been overthrown and is about to ba succeeded by à Liberal Ministry, in which, justly or unjustly, the name of Lord Beacons field ia associated with Turkish misrule, and that of Mr, Gladstope with Turkish reforms and thousands of simple-minded people believe that the latter, as soon us hs comes to- power, will adopt at once the bag-and.-bay.ege policy which he formerly advosated hote who ars better acquainted with the conditions of polttical life in England, an:1 who know that, whatever chanzes of Ministry may occur, there must always be a certain continuity and logical sequenee in the foreign policy of the country, do not indulge in tiioss wild anticipations; but all, or nearly all, confidently expect that the new Liberal Cabinet will at Yeast adopt a diferent stti- tude toward the Bubliine Porte, and will make a strennous effort to obtain the execu tion of certain engagements which the Sultan has underteken and which he evidently wishes to ba forgotten.The Conservative Cabinet seems to have assumed, first, that the Turkish Government would profit by the terribls lesson it had re- ésivéd, and would make honestly a strenuous effort to consolidate by radical refurms the part of the Empire which remained under the irect authority of the Bultan ; secondly, that his Majesty would let himself be guided by Engl vico.Sir Henry Layard, perceiving that the Porte had become a mers subordinate instrument in the Administration, and that all political influence had been eoncentrated in the Palace, turned his sttention chiefly to the Bultan, and endeavored to obtain a commanding beneficent influence over the mind of his Majesty Abdul Hamid, and with the Oriental duplicity of which he is a consummate master, affected to coneur in this arrangement, showered on the Ambassador flattering marks of hia favor and confldenee, habitually spoke of him as his dear friend and trusted adviser.It can bardly be supposed that so scate a diplomatist as Sir Henry Layard was completely deceived by the imperisl hypocrisy.Gradually he was compelled to recognize the real facts of the case.The Sultan had neither the politibal sgatity to understand nor the cour- ae to grapplé with the difficulties of the tustion.What he thought of chiefly was not the welfare of his country, abont which he could discuss so eloquently, but hiy fer sonal security, and the préservation of his tives and di as Sultan and ph.Drawing his inspiration chiefly from tha fanatical Muss arty, he hated all Christian powers, suspected England parti and was firmly resolved got to allow even s shadow of European or British fnterfedence /in the central or local adminis tration.y convinced that the British Government was as hypooritieal as himself, and that its real atm was to gat pas.not 0: he direoted all his energ- iplomatic kil tocountermining this io and d pposed he can lean on Russia, and Rusia tlirea- tens he can lean on England.Que d r alone distarbe his eq ity\u2014the poudbi- lity of un enfente between Pomdon and 8t.Petersburg, and even froin this danger he hasa way of escape.À coalition between Fu: kely contingmcy, sl if actually formed;
