number of business men from this place and surrounding villages, and the bidding, especially on the factory property, was quite spirited. The threatened water famine came last Thursday when the supply was cut off from the main leading to Stanstead Plain. The following day all of Rock Island west of the river was cut off and since then people have been carrying water from all of the available sources of supply.Fortunately for Rock Island there are a number of springs which are being drawn upon and river water is being used for washing purposes, eto.Stan- stead Plain is not so fortunate there being no supply besides a fow wells and most of the water used has to be drawn in with teams. The action of the management of the International Water-works has called forth much hostile criticism. Many say that individual users should have been cut off leaving the water in the mains for fire protection. It is said that water is being used for washing wagons at Derby Line while there is not a drop in the pipes for ordinary purposes at either Rook Island or Stanstead Plain. The citisens, especially’ of the latter place, feel that they are being discriminated against and declare that they will have an independent system.A satisfactory report was received from the men who examined thé springs on the Field farm, now owned by Mr.L.J.Walsh, but the project received a set-back when a thousand dollars and Sir Wm.Mulock, Minister of Labor, yesterday and presented a statement protesting against the efforts of the Manufacturers’ Association to use the Labor Department as an employment agency to secure foreign laborers to replace strikers. The deputation was comprised of Messrs.A.W.Puttee, M.Winnipeg 3 P.M.Dna r, Secrz- , E.Empey, Ottawa, aml Hervey Hall, Toronto. The statement presented criticized the Manufacturers’ Association for profss- sing a desire for arbitration and at the same time boasting that they defeated the conciliation bill in the Ontario Legislature last session.Secretary Draper presented the reso- vtion passed at last week's congress, and, proceeding, denounced the Manufacturers’ Association for its “cool and arrogant assumption” and for ever striving for more protection for manufactured goods and at the same time noisily and demonstratively crying for absolute free trade in labor.Sir Wm.Mulock, replying to the labor deputation who again presented their case, briefly in the afternoon expressed regret that there should be any discord between Canadian employers and employees. The well-be- ing of Canada required that these two freat classes should march in harmony.e had seen the attack of the Manufacturers’ Association upon the De- artment of Labor, and would have et it pass in silence had it not been brought before him in this way.He regretted the attack, as it served to accentuate the breach b.tween employers and employees. The Depart: ment of Labor, according to the statute of 1900, by which it was created, was vested with the power of gathering statistical information useful alike to employer and employee, and its dissemination through the official organ, The Labor Gazette.Another function was to give effect to the conciliation act.Other functions had been added, notably at this session.when a bill had been passed dealing with the difference between railways and their employees.| But no legislation ad cast upon the Department of abor the duty or power to interfere with immigration. If thev were charged with doing that, the answer was that by so doing they would be acting illegally. Therefore it was to be regretted that the department had been subjected to an unwarranted attack of that nature.—e MAY NOT GO TO ST.LOUIS.Railways Unwilling to Carry the Jubilee Presents, Toronto, at the opening of St.Louis Fair.so it was decided that they should be packed up, sent to St.Louis and the uestion of their exhibition in other nadian cities left over for decision until near the close of that Fair.Since the close of the Toronto Exhibition workmen have been busy packing the présents, and now all is ready for delivery to the railway for trans- ortation to the metropolis of Missouri.en, however, Mr.Christie, who is In charge of the presents, opened negotiations with the American railways for the carriage of the presents he was met by a refusal of each road running into St.Louis to carry such a precious load, pending satisfactory arrangements for their protection.A consultation was held yesterday with the United States Consul, Mr.N.Gunsaulus, with a view to arranging for United States troops protecting the treasures during transportation, but no conclusion was arrived at.The authorities of the St.Louis Fair were notified of the position of affairs, but up to a late hour last night they were unable to straighten out the tangle. In the meantime the armed guard keeps watch and ward over the presents, and unless Mr.Christie can have satisfactory arrangements made for the safe transportation of the presents thev will either go back to Britain forthwith or be exhibited in other Canadian centres.—m ACCUSES CLAN-NA-GAEL.Col Blake of the “Irish the ent of Sea Alps in France, the strip of mountainous country which lies along the Mediterranean east of Marseilles. The soil, the climate, and the sloping hillsides facing the southern sun, e this a most favorable location for the cultivation of flowers, and the annual harvest is about 6,000,000 pounds of roses, 5,000,000 pounds of orange blossoms, 3,000,000 of carnations, 1, 000,000 Finds of violets, 9,000,000 pounds of lilies, 600,000 .pounds of tube roses, and other flowers in proportion. These flowers are mostly raised ants, who own small farms and do thelr own work. They sell their crop of flowers to the agents of Paris perfumery êFgE ii i manufacturers, and tmin-loads are shipped to that city every night during the season, just as milk fronr the Western farms is shipped to the creameries. When there is an abundant harvest, the buyers will pay six cents a pound for Tose leaves, seven cents for orange blossoms, twenty-five cente for jasmines, fifty cents for violets, and lar rates for other flowers. After the day’s harvest i: done, the flowers are dumped upon tables or benches and the stems are nipped close, but the leaves that protect the ‘blossoms are allowed to remain, because otherwise they wilt Juiddy, and freshness is desirable.ch leaf contains only @ particle of oil, and it takes a great many icles to make an ounce.t requires 32,000 of rose leaves, or 5,000,000 single blossoms, to make one of rose oil, and 40,000 pounds of violets, or 12,000,000 flowers, to make a pound of the oil; and one may judge of the enormous amount of flowers that are thered ago last Friday reached a climax yesterday, and the town is under mar- tiad law, in consequence of the riotous act of some of the men during the day.On Thursday, owing to the fact that pretty well exhausted, the officers of the company were obliged to bring the men into town. The first batch arrived here on Friday night, and those were followed by large numbers on Ses- urday and Sunday. The entire crowd, numbered about 600, which, with the men employed at the industries in the town until the cessation of operations, made up an army of 1,500.The men held a meeting early in :he morning and decided to go in a body to the company's office and demand their wages lor, although the day had been name as pay day, there was a general feel- ng among the employees that they would be given a further stand-off, and in this were not disappointed.Abdut ?o'clock they arrived’ st the office uilding, and found the front door locked and the company police guar.i- ing the entrance.ulle- tin was posted, stating that the President and directors in New York have been unable to raise the money to pay the wages and salaries now due the men and officers of the company.Advice received from New ork indicates that our President and directors ve a plan to raise the money to not only pay the myn, but to start up the works, that seems to promise success. The plan has the endorsement and promise of sup, of Sir Wilfrid Laurier, Preier of Canada, and the Hon.Geo.W.Ross, Premier of Ontario, and it is expected to produce the necessary money within thirty days. While we regret very much the inability of the inability of the company to pay the fact remains that there is no money to pay with. There seems to te only one thing left for the men to do, and that is to accept the offer of work elsewhere, leaving their checks with friends, responsible attorneys, or business men, to collect and send to them when the company pays them.nstead of answering the pyrpose for which it was intended, that of pacifying the men, the contents of the bulletin had the opposite effect, and a rush was made for the main entrance to the building.A conflict between the men and the company’s police was the result. In the melee that ensued several of the men were roughly handled by the police, who, in turn, received severe treatment at the hands of the now infuriated mob.Two of the policemen received serious injuries, and, a riot being imminet, a message was sent for reinforcements to protect the company's property.Magistrate Quibell arrived shortly, and, after reading the riot act, re- uested the men to go peacefully to their homes. In the meantime someone, presumably for the purpose of diverting the attention of the men, sent in a fire alarm from a box near by.When the firemen arrived the trouble had reached an acute stage, and the town and company police were utterly unable to cope with the men.Someone turned a stream of water on the assemblage from the inside of the building, driving the crowd back aad drenching a great many. This indiscreet act was the signal for a general attack on the building, and in a few minutes not a pane of glass was left unbroken in the magnificent structure.Having done about all the damage that was possible, the crowd started down down.At the corner of Queen and Gore streets a street car going east was blocked, and the driver forced to return more serious damage to the properties was contemplated. At 3.30 o'clock the oyth Battalion started for the scene of the trouble. When the volunteers reached the works they were received with jeers and their money would be forthcoming, perhaps in a few days.Mr.Quibell’s remarks had a decidedly good effect upon those of his hearers who could understand the English language, and the majority ol these men started for home when the Magistrate had concluded his remarks, This evening all is quiet in the town.e men are being cared for by the company and town, but the volunteers are on sentry duty be visited to-night for a like purpose, but at a late hour there appeared to be no reason to anticipate anything in that regard., anager Skinner of the International Hotel, operatéd by the company, Aberdeen ‘Free Press’ says: — Of the picturesque side of ranch life the passing traveller sees’ nothing.1 should like to witness a round-up of cattle and make the acquaintance of the cowboy in real life.If all accounts, however, be true, the cowboy of romance is passing rapidly away in this rapidly-developing country. The rough methods of breaking a horse by sitting on its back till its spirit is cowed, and of roping a steer with a noose and throwing it on the ground, are becoming diecredited. The ranch- man finds that a broncho broken according to the Western plan, commands no price in the East, where farmers prefer an animal which has been trained and not broken.I was told by one man that he allowed no broncho busting on his place and no rough treatment of cattle. The result of those may be seen in the stockyards where a man can handle a bunch of Western cattle without running the risk of accident, as was the case in former years when the animals were roughly treated on the ranges and were consequently wild and dangerous.Exactly the same improvement of methods is going on in Australia. The old style may obtain ‘way back,’ and it will linger long in fiction, but in Alberta at least ranching is in process of conversion into a systematic and careful business.Yet the glamor which surrounds the cowboy’s life is strong. The night we were at Calgary a crowd of several hundreds gathered to witness a cowboy contest between a local hero and a man from Montana. These displays Danville are popular here.If the one we saw was typical, they are sorry spectacles. One trial of skill was to rope and ride a steer.wild steer but it had to be driven out of the pen at the side of the field.Aylmer After it had been started at a run, the St.Johns cowboy galloped after it, threw a|Three Rivers noose round the brute’s neck and tripped it up.A saddle was put on its back and the cowboy jumped on to it, one of his companions on horseback all the time holding the lariat with the loop on the steer’s throat. With vigorous spurring the steer was forced into a gallop. It plunged about for a minute or two, and when it stood up from sheer exhaustion, blood oozing from its nostrils, the spurs were once more driven into its flanks and the wretched beast started again, the cowboy all the time flogging it with a thong whip and waving both arms to show that he was not grasping the saddle. This is roping and riding a steer.Such a thing has never to be done in actual ranch work.It is a pure piece of circus display, and in respect of wanton ill-treatment it is on much the same level as buil- baiting. The other part of the performance was broncho busting.A saddle was put upon a wild horse, and the broncho buster kept his seat on it till the beast was completely cured and had not another kick left in it.There is some excuse for that sort of thing, as horses can be broken in this way, but, as 1 said before, a broncho is unreli- “ able, and if good work is to be got out of is, it must be trained in the ordinary fashion. They are splendid horsemen on the Western prairies, and so much hes been written of them that they bave come to be considered, and they consider themselves, the best horsemen in the world.1 doubt, however, if the open prairie can pro- duos such sure-footed horses an Aus- where a man may be seen dash- jug for the inspec- permanent plan of inspection was submitted by Dz.G.W.Parmeles, secretary of the committees. This scheme provided for the inspection of academies by the inspectors of elementary schools, the Province being divided into sections for that purpose. The scheme was referred to a subcommittee, who will consider the matter of inspection of superior schools and report at the November meeting.Resolutions were passed by the committee, however, to the effect that all academies shall be inspected by the same officer, and that as far as possible the present system of June examinations shall be maintained.Mr.Ames called the attention of the committee to the fact that owing to the death of the late Mr.Duffy there had been removed the only link or means of communication between the committee and the Provincial cabinet, and that the Protestant minority and education was suffering on account of there being no representative in the government to look after their interests. He thought it might be well for the chairman to call the attention of the Premier to this fact.Leave waa granted to several model schools to teach grade I academy, while other applications to the same effect were rejected. The request of Dr.Flanders, of Stanstead Wesleyan College, to be allowed to do normal work at the college was refused.A resolution was passed asking that the government be requested to make a direct and adequate grant to the Protestant universities, and that the Protestant committee be relieved of the duty of recommending further grants to these institutions. The following resolution was moved and seconded: “That the Universities of Mc- Gill and Bishop’s college be requested to take into consideration at an early date the desirability of providing a course of study leading to the degree of Bachelor of Arts for such extra mural students as (1) shall be holders of the model school diploma of the McGill normal school; (2) shall be actively engaged in the work of teaching during their pursuance of the course provided.” Principal Peterson of McGill, asked that inasmuch as this was wholly a new matter, the same be considered a noticed of motion and taken ap at the next meeting of the committee. The request was granted. The committee then adjourned to the last Friday of November, unless sooner called together by the chairman.- CARD OF
