and now in February, 1857, upon a recent esimate, the computation was taken to be at the rate of 450,000 per annum.Of the 350,000 letters registered last year, question of failure from all causes attached to 35 only, and the integrity and careful attention to the duties connected with registered Letters involved in this result is highly creditable to the Postmasters and Clerks of the establishment.The increase in the general circulation of Canadian Newspapers by Post, in the period which has elapsed since the Act of 1855 granted an entire exemption from postage charge, has been very remarkable: other causes have doubtless been actively at work to stimulate the extension of newspaper circulation in the Province, but it is worthy of observation that this expansion has been at least coincident with the abolition of postage charge.It is estimated that the annual rate of newspaper transmission by Post is now not less than twelve millions of copies.When the last newpaper enumeration was taken in 1853 the number was found to be about six millions.The sections of the Grand Trunk Railway lying between Brockville and Toronto became available for Mail transport in October, 1856, and thus, by uniting at Toromto with the Great Western, completed the line of Postal communication by Railway between Quebec in the east and Windsor in the extreme west.This therefore appears to be an appropriate time to draw attention to the effect of this change in the mode of transport, in the acceleration of the Mails, especially in the winter season ; and the following comparative statement will shew what the time occupied in the conveyance of a letter was in winter only four years since between Quebsc and some of the principal cities and towns to the westward, and the present course of Post by Railway mail :— In 1863.In 1857.1n 1853.In 1857.Quebec to Windsor 10% days, 40 hours.| Quebec to Toronto .7 days, 40 hours.Do London.… 9 do 45 do Do Cobour 6 do 86 i Do Hamilton, 8 do 42 do | Do Belleville.5 do 84 i Do Niagara … … 8 do 60 do Do Kingston.4 do 81 do Do Owen Sound, …10 do 3% days.Do Brockville, … 8 do 29 ru Do —Guclph .9 do 51 hours, Do OMUWd, Lune crea rec ra varee 8 do 54 The Money Order System, initiated in Canada, in February, 1855, has worked satisfactorily since the Report of last year, and the business transacted has been gradually assuming larger dimensions.Amount of Commission Tx oso Money Ordors aceruing | of per _ issued.to Department, ment.Issued in the first year to 1st Feb., 1856.161,904 15 8| 61714 8 *341114 3 Do second year to 1st Feb., 1857.819,830 8 6 103017 2 1688 12 © * This sum included £2092 19s.8d.of preliminary expenses, Dirzoronr.] 1858.POST OFFICE DIRECTORY, 895 POST OFFICE DIRECTORY.o following useful information has been prepared and revised with great care by the very obliging Secretary of the d is therefore given with perfect confidence as to its correctmess.] POSTAGE RATES.[Th Department, an LETTERS, Provincial Scale of Rating Letters, under the Post Office Act, 13th and 14th Victoria, chap.17.On a letter not exceeding 4 ounce in weight .eterna 3d Currency.u over 4 ounce, and not exceeding 1 ounce.0000 6d.“ i “ 1 “ « ce 13 0% LL.heresies aes 9d.ec 7 « 1} 1 0 “ 2 Crau a ua 0 > 200000 00000 18.0d.‘ « 2 « « 0 2F ieee 1s.3d.« “ “24 « “ « BH eerie 1s.6d.cc « « 3 “ tt « BF OPEL LL a nue nan 0000000000 1s.9d.ç « « 33 « “ “ 4B eres 28.0d.«“ « « 4 «“ 0“ sc d} oO Lee a Lan sen e eee eue 0 2s.3d.€ et 44 « « “ FS LL aa a ns ana 0 anna 0000 28.6d.ec es “ 5 tt 66 € BF 0M EEE 2s.9d.6 « « 54 “ 4“ « (RE LR 3s.0d.se British Scale of Rating Letters.For a Letter not exceeding 4 ounce.….….200000 00000000 een eue s 1 rate of postage.“ ce « 1 eee aes 3 ou « “ “ “ DIE 4 « « « “ « BH arenas 6 « “ cc “ PA 8 « i & i i 5 6 Lana an 0 0000 en 000000010000 00008 10 « se “ “ ec 6 LE 12 “ i Canapa.—On letters not exceeding § oz.in weight, transmitted by post between any two places in Canada the rate i a uniform charge of 3d., prepayment being optional.For letters exceeding { oz.in weight, see Provincial Scale of Rating, given above.No additional charge on re-directed letters.On letters deposited at an office for delivery in the same place, called drop or box letters, the rate is 3d.Upon advertised letters one penny each additional is charged.LETTERS, &C.TO AND FROM THE GOVERNMENT AND LEGISLATURE OF THE PROVINCE.All letters and other mailable matter addressed to or sent by the Governor of this Province, or sent to or by any public department at the Seat of Government, will be exempt from Provincial postage.Letters and other mailable matter addressed to or sent by the Speaker or Chief Clerk of the Legislative Council or of the Legislative Assembly, or to or by any Member of the Legislature at the Seat of Government, during any Session of the Legislature, or addressed to any of the Members or Officers in this section mentioned, at the seat of Government, during the ten days next before the meeting of Parliament, shall be free of postage.All public documents and printed papers may be sent by the Speaker or Chief Clerk of the Legislative Council, or of the Legislative Assembly, to any Member of either of the said branches of the Legislature of Canada, during the recess of Parliament, free of postage.Members of either branch of the Legislature may send during the recess of Parliament, by mail, free of postage, all papers printed by order of either branch of the Legislature of Canada.The public documents and printed papers sent under this clause should bear as part of the superscription the bona fide signature of the Speaker, Chief Clerk, (or Officer specially deputed for this purpose to act for those functionaries,) or Member sending the same.Sraurs of the denomination of id., 3d., 6d., T}d., and 10d., for the prepayment of letters, can be purchased at the principal offices._ To the principal railway wail trains throughout the Province are attached Post office cars carrying railway mail clerks,—and at these ‘ Travelling Post offices” can be posted at each station such correspondence as may be too late for mailing in the ordinary manner.Letters, however, mailed in the Post office car can be prepaid only by using postage stamps;
